The preliminary plans for the Tilden Middle and Rock Terrace Schools collocation and revitalivation/expansion were developed based on the educational specifi cations prepared by Montgomery County Public Schools (MCPS). Through a series of public work sessions, several design alternatives were developed and evaluated. The proposed plans presented herein were modifi ed and evaluated in accordance with suggestions and recommendations received during the schematic design work sessions.

The property was once the original location of Tilden Middle School. The school relocated to former Charles W. Woodward High School in 1991 and the original Tilden location became the middle school holding site for Montgomery County Public Schools. Rock Terrace School, a special education school is currently located at 390 Martins Lane, Rockville, Maryland.

Educational Program ObjectivesThe purpose of the project is to collocate Tilden Middle School and Rock Terrace School to provide both schools with an up-to-date facility while increasing the capacity of Tilden Middle School to accommodate projected student enrollment. Currently, each school is at different locations and the site of the new school is utilized as a holding center for middle schools.
The proposed Tilden Middle School will meet the requirements of the educational specifi cations for a new middle school by providing fi fty-nine (59) teaching spaces for grades six through eight when completed in August 2020. The current student enrollment at Tilden Middle School is 850 and is projected to be approximately 1,094 by the 2020–2021 school year. The new school facility will increase the capacity of the school from the current 939 seats to approximately 1,215 seats with a core capacity for 1,500 students.
The proposed Rock Terrace School will meet the requirements of the educational specifi cations for a new special education school by providing eighteen (18) teaching spaces for middle, upper and high school aged students when completed in August 2020. The current student enrollment at Rock Terrace School is 87. The new school facility will accommodate the county’s special needs population with a capacity for approximately 120 students.
Stakeholder outreach efforts consisted of nine round table discussions during the winter of 2014, six community meetings during the feasibility study phase in the fall of 2015, and three schematic design work sessions in 2017 to elicit student, staff, and communites input. Participants were asked to share their ideas, goals and concerns for the project. Questions related to safety and neighborhood impact are addressed in the architectural design that incorporates both active and passive security measures. During construction, pedestrian paths around the site will be maintained. All egress paths, construction fencing, access, and contractor staging will be reviewed by the appropriate permitting agencies and implementation will be monitored to ensure safety and security are uncompromised with minimal impact to the neighborhood.

Project Design ObjectivesBuilding design will encourage a collaboration to accommodate the educational programs for both schools. Each instructional area will have adequate learning spaces, work areas, restrooms, and storage facilities.
Building design goals include:
Creating a defi ned and welcoming entrance for each school with their own identity and administrative control and supervision Maintaining the student population from both schools separated while effi ciently sharing facilities and services Creating a building with functional spatial relationships Creating a building that allows easy supervision of students Allowing convenient and secure non-school hours access to activity areas of the building Designing a building that respects the surrounding neighborhood Minimizing the footprint of the building to preserve existing green space and trees

Site Design
Site Features: Tilden Center, situated on a 19.75 acre property, is comprised of six parcels and is located at 6300 Tilden Lane, Rockville, Maryland. The site is surrounded by single-family residential buildings along Tilden Lane, Marcliff Road, and Cushman Road.
The existing site has a student drop-off area accessed via Tilden Lane and exits onto Marcliff Rd. Two existing driveway curb cuts from Marcliff Road serve the existing bus loop and site parking. These existing driveways will remain to serve the new schools. A new student drop off loop with stacking for 30 vehicles and a passing lane and 130 staff parking spaces will be constructed on the northern portion of the site to serve Tilden Middle School. Traffi c will enter via the existing entry and exit through a newly constructed driveway (both on Tilden Lane). The existing northern entry into the site from Marcliff Road will be a bus only entrance and exit supporting 20 buses for both Tilden Middle and Rock Terrace Schools. The southern access from Marcliff Road will provide a separate student drop-off loop and 75 staff parking spaces for Rock Terrace School, as well as access to the service area for both schools.
Stormwater management will be provided to meet Environmental Site Design (ESD) requirements to the maximum extent practicable and to meet the Montgomery County Department of Permitting Services requirements. ESD options include providing micro-bioretention facilities, and preserving existing natural forested areas. Underground structural facilities will be proposed in areas where no surface treatment options are viable.
Wall-mounted lighting fi xtures will be installed on the exterior of the new building and will be shielded to protect adjacent residences from intrusive glare while maintaining light levels for safety and security. Pole-mounted parking area lighting fi xtures will be 100% down-lighting to minimize light pollution into the night sky. All exterior light fi xtures will be light emitting diode (LED) type, and will operate on timers to conserve energy.

Building DesignGeneral Description: The proposed three-story building is organized in three main sections, that include Tilden Middle School on the north, activities and shared/collocated spaces in the middle, and Rock Terrace School on the south. The main entrance to Tilden Middle School will face Tilden Lane and Marcliff Road. This corner entrance allows access to both the bus loop and the student drop off area. Rock Terrace School’s entrance faces Marcliff Road. This entrance projects out from the building to create a prominant and easily identifi able entrance from Marcliff Road. A secondary entrance for activities is located along the bus loop and provides convenient access to dining rooms, gymnasiums, and the media center. The students from each school have direct access to play fi elds from the dining rooms.
Tilden Middle School’s academic spaces are organized with one grade level per fl oor containing classrooms, team rooms, science labs and support spaces organized around a courtyard. Tilden’s administration and guidance suites are located on the fi rst fl oor near the main entrance to enhance security and supervision. Technology, art, and multipurpose labs are located on the second level.
The center portion of the school serves as a shared activities center for both schools. The fi rst fl oor houses both schools’ dining/multipurpose rooms, locker rooms, staff lounges, health suites, main gymnasiums, and stages. Also on the fi rst fl oor is Tilden’s music suite, Rock Terrace’s culinary arts suite, and a shared special education suite.The shared special education suite located between the two schools accommodates spaces such as conference rooms, speech and therapy rooms, psychologist, counselors, and transition teacher offi ces. The second level of the activities section has Tilden’s auxiliary gymnasiums, a media center with separate reading rooms for each school, and a TV production studio.
Rock Terrace School’s classrooms and support spaces are arranged around a courtyard on two levels. The orientation of Rock Terrace consists of an administration suite adjacent to the main entrance on the fi rst fl oor, a skills lab, garden, and greenhouse on the southwest end of the building, and the art and science labs on the second fl oor.
The fl exible building design for the school will promote a philosophy of adaptable classrooms, and facilitate various presentation formats and learning activities. Multi-purpose and fl exible spaces will be designed for both staff and students to collaborate on projects. Furniture that is easily reconfi gurable will be explored to maximize the fl exibility in the school. The collocation of Tilden Middle School and Rock Terrace School allows for collaboration between the students and staff of both schools and shared use of spaces.
Classrooms are designed to support interactive educational technology that includes controlled wireless computer access and interactive whiteboard systems. Individual classrooms will have distributed computer outlets on the walls and allow multiple group teaching areas within a classroom. Individual classrooms will be designed to provide fl exible teaching spaces, that include opportunities for small group sessions or lecture sessions. Students can be organized into small groups for project-oriented teaching or face a teacher in a traditional lecture-teaching method.

The proposed project will be designed and constructed with an emphasis on the environmental sustainability. The architecture and engineering systems will align with facility management sustainability principals to ensure long term operational effectiveness. The project will be registered with the United States Green Building Council (USGBC) and will be in compliance with Leadership in Energy and Environmental Design (LEED) standards to achieve Leadership in Energy and Environmental Design (LEED) Silver certifi cation or higher. Sustainability features will include the following:
• Encouraging alternative transportation to the school by providing conveniently located bike racks and preferred parking for low emitting/fuel effi cient vehicles and carpools • Preserving a high percentage of vegetated open space to protect the surrounding ecosystem • Managing stormwater to both reduce runoff quantity and improve quality • Using highly-refl ective roof surfaces to reduce heat island effect and heat gain to the building • Installing water conserving, low-fl ow plumbing fi xtures • Optimizing the energy performance of the building by providing a highly energy effi cient building envelope, lighting system and heating, ventilation and air conditioning (HVAC) system • Optimizing equipment selection, installation, and operation of HVAC equipment through enhanced commissioning of the building systems • Diverting construction “waste” from landfi lls that can instead be salvaged for reuse or recycled • Adhering to construction indoor air quality management plans and using low-emitting building materials to safeguard occupant health • Providing a high level of occupant control over individual lighting and thermal comfort to promote enhanced indoor environment • Using construction materials that are recycled and regionally manufactured • Implementing a Green Housekeeping plan • Maximizing daylight in classrooms • Minimizing background noise level from HVAC systems in classrooms and other core learning spaces and control reverberation time with suffi cient sound absorptive materials
One of the primary design factors required to achieve a sustainable facility is the conservation of energy. The importance andconsideration placed on energy conservation will be refl ected in the confi guration and orientation of the building, the use of energy modeling as a design tool, the selection of materials, and the mechanical/electrical systems utilized. The new building will be designed to meet or exceed 2015 International Energy Conservation Code (IECC), as well as Montgomery County energy conservation codes.
