Road Development Projects in Karnataka

Provide an integrated road network in the State with the following broad objectives:

To make road connectivity as the engine of economic growth of Karnataka.

To facilitate easy, quick effective and seamless mobility for both passenger and

freight.

To provide an integrated road network comprising of core, feeder & village

connectivity.

To connect existing and potential economic growth centers

Core Road

– State highways, Major district roads

- Total length of Core Road - 10,000

km

Village Roads

– Roads from villages joining to the

Core Road

- 30% length of Core Road

- Total length of Village Road 3,000 km

Road Details

Salient Features

Project to be developed on a Build – Operate – Transfer basis

Upgrading single and intermediate lane to two lane, two lane to four lane and four

lane to six lane (wherever required)

Concessionaire responsible for design, financing, construction, operation and maintenance

of the Core Road and the Village Road.

Concessionaire to levy and retain User Charges.

Collection of User Charges as per the Karnataka Tolling Policy.

User Charges collected only from the users of the Core Road.

Construction Period : 2 years

Project Brief Project road starts at Shimoga and terminates at Harihar, in Shimoga & Davangere

Districts in the State of Karnataka

Project road is a part of SH No.25 and connects with NH-206

Project road passes through Holalur, Honnalli and Malabennur

Project cost : Rs. 133.96 crores

Total length of road stretch - 77.5 Kms

Reconstruction of existing 2 - lane road - Strengthening and reconstruction of CD

structures, comprehensive junction improvement, road geometries, drainage and

enhancement of the road safety

Proposed paved carriageway for rural section - 7.0 m

of Karnataka and traverses through Raichur and Koppal districts Provides vital inter taluk connectivity - Raichur with Lingsugur, Yeragera, and AP

Border apart from interlinking various State Highways : SH-13, SH-19, SH-20, SH-23 and SH-129

Project road is a part of SH-20 (Raichur-Bachi Road) Provides the interstate connectivity between Andhra Pradesh and Karnataka Improvement to project road sections provides a better level of service for the commuting

Bid Process

Two stage process to be adopted - In accordance with the guidelines set out by Planning

Commission, Government of India

Stage 1 : Request for Qualification – technical qualification

Stage 2 : Request for Proposal – financial proposal

Request for Proposal Document – Common for all 5 packages

Concession Agreement – Separate for each package

Salient Features

Condition Precedent

CP to be satisfied by Authority

Procure the Right of Way to the Site

Issue the Fee Notification

Procure approval of the Railway authorities, if required ; and

Procured all Applicable Permits relating to environmental protection and

conservation of the Site

CP to be satisfied by the Concessionaire

Provide Performance Security to the Authority

Execute and procure execution of Escrow Agreement

To execute and procure execution of the Substitution Agreement

Procured all the Applicable Permits sought to be procured by him under the

Agreement

Execute the Financing Agreements

Obligation of the Concessionaire

Concessionaire responsible for design, financing, construction, operation and maintenance

of the Core Road and the Project Road

Concessionaire shall comply with all Applicable Laws and Applicable Permits

Concessionaire to levy and retain User Charges

Collection of User Charges as per the Karnataka Tolling Policy

User Charges collected only from the users of the Core Road

Transfer the Project Road to the Authority, upon termination of the agreement

Obligation of the Authority Provide reasonable assistance in obtaining access to all necessary infrastructure facilities

and utilities, including water and electricity

Ensure that no barriers are erected or placed on or about the Project Highway by any

Government Instrumentality

Appoint an Independent Engineer who shall be responsible for monitoring the

implementation of the Project by the Concessionaire.

Make best endeavours to procure that no local Tax, toll or charge is levied or imposed on

the use of whole or any part of the Project Highway

Not to do or omit to do any act, deed or thing which may in any manner be violative of

any of the provisions of the Agreement

Key events of Default By the Concessionaire

Failure to provide fresh performance security, where performance security provided

has been encashed and appropriated as per the Agreement

Failure to achieve project completion date within the period specified in the

Agreement

Concessionaire abandons or manifests intention to abandon the construction or

operation of the Project Highway

Breach of any of project agreements by Concessionaire causing a material adverse

effect

By the Authority

Failure to make any payment to the Concessionaire within the period specified in

the Agreement

Repudiates the Agreement or otherwise takes any action that amounts to or

manifests an irrevocable intention not to be bound by the Agreement
