Introduction Road Data Management is an application that can be used for storing data centrally in
one location. It allows users to import road survey or enter road survey data from any
location having the required access. The user can then later export data in excel format
using a number of filters that are available in the application such as Date, Road ID,
Province Code etc.

This operation manual will cover all the functionalities in the application and how they
can be used. It is important to follow the steps provided in the application for effective
usage of the application.

System Architecture RDM is a Drupal version 7 based systems. Drupal is a PHP based content
management system. It is open source and is distributed under the terms of GNU
General Public License. For more details around Drupal, please visit:
http://drupal.org/about
Drupal is web based and is compatible for with all operating systems.
Drupal Technical requirements:
o Web Server: Apache or Microsoft IIS
o PHP: 5.2 or higher
o Database Server: MySQL – 5.0 or higher, PostgreSQL – 8.3 or higher, or
SQLite.

Operating Procedure
1. Importing a Survey
1.1. How to import a survey
1. Login to the system using username and password.

2. Click on Import tab.
3. A list of all available surveys will be displayed.

4. Click on survey you want to import.
4.1. Community Survey
4.1.1. This page allows the user to import community survey data.
4.1.2. The first column “Key” is the unique key for all surveys. It should be unique
for each survey.
4.1.3. For Community Survey, start data with a CS prefix and add numbers to it. For
example: CS1, CS2, CS3 etc.
4.1.4. The data should be in the required format. The format can be downloaded from
the application. Click on “Download a template”:

4.1.5. The application allows data in CSV format. This format can be easily created
from an MS Excel file. In MS Excel, click on “file” and select “save as”. In the
“save as” dialog box, select “save as type” as CSV (comma delimited).
4.1.6. Once the data is ready, Click on “Choose file”:

4.1.7. This would open a “Choose file” dialog box. Select the survey file you wish to
upload and click on open.

4.1.8. Once the file has been selected, click on “Import”.
4.1.9. This would import the file.
4.1.10. If the file uploads successfully, then success message will be displayed by the
system. The number in the message signifies the number of records created after
the import.

4.1.11. In case of an upload failure, the system will not import the survey.
4.1.12. Upload failure will occur due to following reasons:
4.1.12.1. Incorrect ID is used in case of data that is stored in master table. This
includes Road, Province, Vehicle type, etc. While uploading Master table
data, the IDs from the master table should be used.

4.1.12.2. Incorrect data type is entered. For example, Date field will only accept
date and no other value. Number field will accept only number value and no
other value.
1.2. How to re-import the survey again
1. The system uses the “Key” field to match the record. If you wish to re-import the survey
with changes then ensure that the key for particular record is same.
2. For example, if you re-import record with key as CS1, then system will update that record.
You can make changes to the data in the CSV file and re-import.
2. Add a Survey using a webform
2.1. How to add a survey using a webform
1. Click on “Add Survey” tab.
2. After clicking on “Add Survey”, a list of all available surveys will be displayed:

3. Click on any survey to start adding survey data using the web forms.
4. Click on “Save” to save the survey data.

5. Click on “Preview” to review the data before saving.
6. Click on “Save and add another” to save and add more data.
3. Exporting surveys
3.1. How to export survey data in excel format
1. Click on Export Surveys tab.
2. This would display the list of all the surveys:

3. Click on any survey you wish to view. This would open the search filters for that survey.
4. There are number of filters available that allow user to search data. For example: Date,
Road ID, Province, Location, side etc.
5. Simply apply any search criteria and click on “Apply”.
6. If you wish to export data in excel, simply click on the XLS icon on the bottom left corner
of the table. This would download data based on the search criteria in an excel sheet.
4. Master Tables
These tables contain master data which is used in number of surveys. For example, Road
master table consists of lists of all the roads available in Cambodia.
4.1. How to view master table data
1. Click on Master Tables tab.

4.2. How to add master table data
1. Click on Add Master Tables. This would display the list of available master tables.

3. Fill the form to add a master table record. Ensure that correct data is entered in the master
table record.
4.3. How to edit existing master table data

5. User Management
5.1. Roles
There are three types of roles present in the application. The access to the application is based
on these roles.
Role Description
User admin Responsible for creating new users
and assigning roles to them.
Responsible for resetting
passwords.
Responsible for activating or
blocking any user.
Data entry operator Responsible for entering survey
data into the application.
Master table owner Responsible for adding new master
table data.
Responsible for editing existing
master table data.
In addition to this, there is an admin role which has access to all functionality in the
application. This role should be sparingly used and should be assigned to relevant IT
personnel.
5.2. User Management
5.2.1. Resetting passwords
1. Click on Request new password link.
2. Enter your registered email id and click on “E-mail new password”. The instructions
to reset password will be send by email.

5.2.2. Creating new users
1. Click on People and click on Add user

2. Enter the necessary details to create a user.
5.2.3. Assigning roles to new users
3. While creating the user, select the necessary role.
Roles should be selected after a lot of discretion. The administrator role should be assigned to
only responsible personnel.

5.2.4. Activating/Blocking users
1. Go to People and search the users you wish to block.
2. Select the user by clicking on the checkbox.

3. Under Update options, select the relevant option. If you wish to block the user, select
“Block the selected user” option.
