Road Condition Reporting System

Log in to the RCRS

To log in to the Winter RCRS follow these steps.

1. From the Index Page select “Highway Update Program 4.0” link.

2. The RCRS Log in screen will appear (shown below)

3. Type in your “user name” and “password”

4. Users have 2 options for season, winter/yr round or restrictions

5. Left-mouse click on the login button.

Map of Yukon

After you log into the system, you will view a map of Yukon. This map is broken into reporting

bases. To select your reporting base, locate the name on the Territory map and left-mouse

click on it. Note: the English & French Advisories are for Administrative use only.

User Report Button: to view a detailed territory report, in text format.

•• Select the “report” button located on the bottom right corner.

•• The report will open in a separate window; simply close when done reviewing.

To return to the Provincial map: simply close the window.

Change password button: To change your password:

• Type your current password in the first box.

• Type your new password (minimum 6 characters) in the second box.

• Type your new password again in the third box.

• Click save changes

Log out button; will log you out of the RCRS system or simply close the browser to log out.

Expanded Map Bases Overview Once you have selected your reporting base (example: Whitehorse), the base map will appear.

The bases map will allow you to update visibility and road conditions on a segment, highway or

area; being all roads in the reporting base area.

This section displays your selected base with the available highways and segments to update.

The district map will allow you to update visibility and road conditions on a segment, highway,

or district. Users may:

• Zoom into the map using the mouse or the zoom controls

• Mouse-over provide intuitive help to locate highways

• Scroll across the map to view other highways within the province

• Current conditions are indicated in the colour correspond to the condition legend.

• If the segment or highway is in black this indicates that the conditions are Bare.

*Submitting options available when viewing the reports, the user may view and submit changed

which will time stamp only the current changes made. Submit all will time stamp all the

segment in the reporting area. Submit all is the default.

Base Conditions Page Overview

Visibility:

You have the option to apply; Good, Fair, or Poor visibility.

Type of Road

This section allows you to choose what type of road to apply your visibility and road condition.

• segment - this allows you to select the segment of the highway, the Yukon 511 has

determined these segments. Segment is the default.

• highways – this allows you to update the entire highway within the reporting base. If you

select ‘Highway #1’ all of that highway will be selected in that base.

• area – this allows you to update all the highways in this reporting base.

Road Condition Legend

The Yukon 511 uses the Transportation Association of Canada descriptors for describing winter

road conditions.

Primary Conditions: have a colour associated with each condition and only one colour will

appear on the map. These include:

• Bare

• Partly covered snow

• Partly covered snow packed

• Partly covered ice

• Covered snow

• Covered snow pack

• Covered ice

• Closed

• Travel Advisory (in YK TA applies a colour to a road)

• Fair

• Difficult

• NOTE – Fair and Difficult colours will be overridden by winter

primary colours on the public map; the terms will appear as

text.

Secondary Conditions: can be applied in any combination of multiple

descriptors that reflect realistic road conditions. There is no colour association with a

“Secondary” condition.

If the user selects a secondary condition without picking a primary condition the following

message will appear when you try to apply the selected secondary condition to a segment.

submit button:

This button will allow you to submit your base

changes to the RCRS. The status section will show

if the submitting was successful, after you have hit

the button.

refresh button:

Get the latest conditions. The “refresh” button allows you to retrieve any updates that have been

added to your base. We recommend that you select this button before proceeding with your own

base changes.

notes button:

This button allows you to view and modify closures and advisories for the reporting base that can

be viewed by YK administration staff but do not appear on the public website.

report button:

This button allows you to view a text report of the Road Conditions in the reporting base.

winter /restrict/territory buttons: allows you to move between different reporting modules.

• winter - Reports the road conditions influenced by winter weather.

• restrict – Reports the highways season weight restrictions.

• territory- This map allows you to select another reporting base to view and report

other road conditions.

add activity/incident button: This button will launch the IABR program, which allows you to

report on construction and avalanche activity and/or incidents.

ferries/ice roads button: This button will launch the ferries and ice road program.

Time Stamp Feature: (Submit all is the default)

• Select “Submit changed” to update the Time stamp on an individual segment or select

“Submit all” to update the Time Stamp on All segments in the area.

Road Information

This section allows you to view the highway number and indicates the “from” and “to” points of

a selected section of the highway.

• Highway: this box indicates the

highway number that you have

selected.

• From: this box indicates where the

selected segment of highway begins.

• To: this box indicates where the selected segment of highway ends.

To view the highway number, from and to information;

As you move your mouse over the roads on the map the highway information will appear in the

highway “from” and “to” boxes located on the right side of the screen.

Note: There are red dots located on the road. Each dot represents either a start point or an end

point.

Status Box(s): located at the bottom right of the page.

Left status box denotes whether a resent submission of conditions or a refresh was successful.

The date and time stamp is when you logged into the system or the most recent submission or

refresh. Right status box section lists the last date and time of submitted conditions, if the conditions

have not changed. Selecting the “submit” button will create a new date and time stamp with the

same conditions.

Public Web Site Overview

Once you have submitted your changes on the RCRS site you will be able to view your changes

or updates on the Public website. The new pan and zoom map allows users to scroll across the

territory to view conditions.

• When viewing your “update” you will need to select “refresh” and it may take anywhere

from 2-3 minutes to have the information appear on the Public website.

Note: If you have not selected the “submit” button in the RCRS system your changes or

updates have not been saved, which would not show on the Public website.

Adding Advisories/Closures and Regional

Notes

English & French Advisories/Closures and regional

notes or advisories

• Log into the update program

• On the main territory map page select the

appropriate option to enter emergency road

closures or Advisory information, either English

or French (top right-hand corner of map page).

Note: Do not use special characters in the text such as: @ & !; also do not cut and paste French

text from a Word document into the French Advisories text box as the web program will display

some of the French characters incorrectly.

• Enter the information in the dialog box

and then submit through the normal

process.

• The district or base option to post

closures and advisories has been

changed to “notes” and will no longer be posted to the public website.

• Check the English Public web page for the message which will appear under the title:

Emergency road closures or advisories:

• Once the information has been entered into the English Advisory page, an email will be

generated with current (new) information entered into the English advisory section and

the corresponding previous message for reference. This email will be sent to a list of

email addresses provided by YK admin staff (Example: YK French Translations)

• French Translation will log into the update program and

provide the appropriate translation from the email information.

Note: Do not use special characters in the text such as: @ & !; also do not cut and paste French

text from a Word document into the French Advisories text box as the web program will display

some of the French characters incorrectly.

• Check the corresponding French web page for the message under the title:

Regional notes:

The region/district information will no longer appear on the public website, but will be internal

notes used to communicate with YK Administration staff. Similar to the Advisories & road

closures, an email will be generated and sent to the appropriate addresses as designated by YK

staff. It will contain the current (new) as well as the previous information.

IABR Program Overview

The Incident and Activity Based Reporting (IABR) Program allows you to report on multiple

conditions, construction conditions and incidents. This will apply a graphic to the segment.

The IABR program can be used for Construction and Avalanche or Bridge activity.

add activity/incident button: is used to add an activity/incident to a specific location on a

segment.

• The Button will now read “cancel add”

• The Mouse arrow will turn to “crosshairs” +

• Click on the specific location of the segment, that you want the cone to be placed.

This will launch the IABR Program.

This section allows the user to select from the drop-down menu, the type of IABR;

• Construction

• Bridge

• Incident

• Hwy Number

• Start/end points or in

relation to Km markers.

• Lane(s) affected

Start & End Points: The system defaults to Km marker. In order to view the start and end

points of the selected segment or reference points within the segment the user must select

another option other then Km marker from the drop-down menu’s list of descriptors.

When selecting the type of IABR from the drop-down menu; the activities and details are

different activities and detail options for each.

You may also add additional information:

• Local Detours

• Expected delays

This section allows you to select:

• Start and End date (with calendar)

• Schedule (time of day with drop down menu)

Users may include additional text information

in the “activity information” box.

Vehicle restrictions

Highways and Infrastructure staff can add information on vehicle restrictions based on loads

limits for highway/roads, construction or other activities. There is an option to add a URL link to

another page located on the government website which includes more information regarding the

restriction.

• Select the type of activity or incident from the IABR screen.

• Enter in the appropriate field the height, width, weight and/or speed in the appropriate fields.

• Copy and paste the URL in the appropriate field at the bottom of the page (to paste the URL

the users will need to go to their “browsers menu bar” and select “edit” and then paste into

the website field.

• Fill in the appropriate details, activity information, start/end dates and other pertinent

information from the fields available.

• Save, check your text report and submit

The IVR will also be updated with the appropriate height, weight, width and speed details to

match the reports and maps.

Save your IABR

save button: saves your updates and return to the district map screen.

back button: you will return to the map without saving the information.

remove button: you can remove activities / incidents.

arrows: allow you to navigate through multiple incidents & activities.

View the Report

• The user may select the “report” button to review the updates as a text report. This is the

same text that will appear on the public website.

Submit Changes:

• Submit your changes to update the RCRS by selecting the “submit” button.

• The status section will confirm whether your update was successful.

*Note: If you do not submit your “saved” IABR your additions/changes will not be reflected on

the public site.

Ferries/Ice Road Overview

Log into the update program

On the main territory map page select the appropriate district/area for the ferry or ice bridge you

may be updating and then select the ferries/ice road option from the legend

Open the Ferry/ice road input screen

Select the condition you which to apply from:

• open

• closed

• closed (season)

• closed (repair)

• 12 hour notice of closure

• 24 hour notice of closure

• 48 hour notice of closure

Select the weight from the drop box that applies to the appropriate ferry or ice road.

Select the desired schedule from the list in the drop-down box which include:

• Normal hours of operation (24hr)

• Normal fall/spring hours (7am – 11pm)

• Summer operates 24hrs – service suspended Fridays 5am – 6am for maintenance

• Spring/summer hours operates 8am – 5pm daily

• Hours of operation will be 7am – 11pm

• Will cease operations

• Will no longer be running 24 hrs, hrs of

operation will be 7am – 11pm

• Currently 7am – 11pm, will cease

operations (used in conjunction with

calendar and time options)

• Currently 8am – 5pm daily, will cease

operations (used in conjunction with

calendar and time options)

• Service suspended for repairs

Select the desired date and time to apply the schedule to from the options in the drop

calendar/time options.

Example using the schedule with the date/time option:

• George Black Ferry – open for normal operations, currently 7am – 11pm,

will cease operations on 2014/11/01 at 12:00 pm

Apply changes (click on the box) to the appropriate ferry or ice bridge and submit. Changes will

appear on the public website and the 511 phone system within 5 minutes.

User Report The user report displays the latest updated conditions and activities for review.

• It allows users to sort on the columns by clicking on the headings

• Provides a search function whereby you can search for highway #, name, region, user ID,

region, date etc.

• Users may also select which conditions or activities or all to be displayed at the top of the

page

• At the bottom of the report are options to display Ferries & Advisories

• The report may be printed or saved as a CSV file
