Background

•RAF/2014/00026: Request for bid:Supply, install and configure HP infrastructure equipment (servers, storage, backup and network) and HP-UX base operating system with cluster virtualization.

PURPOSE OF THE RFB

The RAF desires to appoint an experienced, suitably qualified and professional service provider to supply, install and configure HP infrastructure equipment (servers, storage, backup and network) and HP-UX base operating system with cluster virtualisation for period of 3 yrs.

ICT infrastructure Department needs to build server hardware to cater for hosting of the following critical business systems:

Claims and Business Intelligent Systems,

• SAP,

• MS SharePoint and;

• Citrix.

SCOPE OF WORK

To achieve the above the service provider must able to deliver on the following :

Overall scope of the project is to appoint an accredited Service Provider to do the following:

•Supply servers and high speed storage device, backup and network switches,

•Assemble,

•Install and;

•Configure connectivity to storage and networks.


SCOPE OF WORK continues……

• The successful bidder will do the following:

• Provide HP P24 support for period of three (3) years,

• Backup integration to HP-Data Protector,

• Provide a manual for implementation to ensure sign off of skill transfer,

• Provide and sign off Acceptance Test Procedure Definitions document,

• Provide Architecture documentation at the end of implementation and;

• Deploy hardware, design and implement the following:

− UNIX Servers

• Installation of base HP-UX Operating System,

• System Software Environment including kernel parameters, patches and internal disk layouts,

• Server migration,

• Creation of Logical Volume Manager (LVM) infrastructure,

• Setup Quorum server for cluster,

• Network configuration of the Blades and Enclosure (Private & Management),

• Storage configuration of the Blades and the Enclosure and;

• Creation of nPars and vPars as per agreed designs

• Firmware version to be current,

• Creation of hosts,

• Network configuration of the Blades and Enclosure (production and management) and;

• Storage configuration of the Blades and Enclosure.

• Install and configure storage hardware,

• Initialize storage array,


• Creation of hosts,

• Storage Configuration Management Layout in line with various system requirements and;

• Storage presentation.

• Creation of zones to hosts and;

• Merging of switches to the existing SAN infrastructure.

• Install and configure Library hardware,

EVALUATION CRITERIA

The evaluation criteria will be based on the following requirements:

Mandatory (Comply or Not Comply) bidders who do not meet the mandatory requirements will be disqualified. Technical Functional Requirement (100 points). Threshold to proceed to price and B-BBEE is 70. Price and B-BBEE Evaluations (90/10 points).

Bidders who score less than 70 out of 100 on functional / technical criteria will not be further evaluated on Price and BEE.

Mandatory Comply Not ComplyFailure by the RAF and the successful bidder to conclude a contract within 21 business days following the issuing by the RAF of the award letter to the successful bidder, will result in the bid being deemed to be non-responsive which will then entitle the RAF, at its sole discretion, to consider other responsive bids and award the tender to another bidder or bidders, please mark the appropriate box.

Technical Evaluation Criteria

Functional criteria Points

Experience of the company

The bidder must have a minimum of three (3) years experience certified to install HP equipment. The bidder should include the list of projects undertaken in the previous three (3) years (the list should include contactable details). The lists of projects need to demonstrate that the bidder has the required years of experience.

Experience of the resourceThe bidder must provide a resource (System Engineer) with the minimum of five (5) years experience and certified on installation of HP equipment (blades, servers, enclosures, 3 PAR storage, back library and network)

Project Implementation PlanThe bidder should provide project implementation plan which should include the following:Assemble, install and configure HP infrastructure equipment (servers, storage, backup and network) and HP-UX base operating system with cluster and virtualization. The implementation should not exceed six (6) weeks after

delivery of equipment to the RAF.

Skills transfer and Documentation The bidder should develop the skills methodology to transfer skills to a minimum of four (4) RAF engineers. The skills transfer methodology should include the following:Skills transfer plan (4 points)Handover process (4 points)Detailed architecture document and Configuration document on sign off of installation (2 points)

Bidders who score less than 70/100 on functional/technical criteria will not be further evaluated on Price and BEE.
