A Legislative Overview:
What happened in 2016 – What is at the horizon for 2017
Hamid Bahadori is the Manager of
Transportation Policy and Programs
for the Automobile Club of Southern
California (AAA). He serves on many
traffic/transportation advisory boards
and committees throughout the
state, including the California Traffic
Control Devices Committee (CTCDC)
which is responsible for approving
standards for all traffic control
devices in California. He is also an
adjunct professor of transportation
engineering at the University of Southern California (USC), and teaches public policy and
government courses at several higher academic institutions. Hamid has over 30 years of
experience in planning, funding, design, construction and operation of major transportation
projects. He is a registered civil and traffic engineer in California and has Bachelor and
Master of Science degrees in civil engineering and a Master of Public Administration (MPA).
He will shed some light on all active legislation bills as well as latest changes in the CA
Vehicle Codes. Prepare your questions in advance!

RSBITE’s 2017 Annual Vendor Show was held on January 19th at the
Doubletree Hotel in the City of Ontario. This vendor show attracted
professionals from the industries, and students and faculties from
neighboring institutions including, Cal Poly Pomona and Cal State
Fullerton. The event showcased great and advanced traffic related
products, allowing the professionals and students a chance to ask
questions to company representatives and view new product offerings.
The President of RSBITE, Dr. Mohammad Qureshi, provided a warm
welcome and thanked exhibitors including event sponsors for their
strong support. RSBITE had plenty of support at the registration table
provided by Board members and students who helped check in guests
and sell raffle tickets for the generous prizes donated by exhibitors.
This year’s vendor show, RSBITE had the privilege to invite Carlos Ortiz, Chief Operating Officer at Advantec
Consulting, Inc. to present their Regional Traffic Signal Synchronization Program in Coachella Valley. Advantec is
working with Coachella Valley Association of Governments (CVAG) on to enhance traffic signal systems, implement
state-of-the art traffic management systems, improve the environment, and prepare agencies for advanced ITS
technologies. The project coordinates with 12 agencies over 50 corridors, 80 miles of roadway, and approximately
562 traffic signals. The project is currently in Phase 1 and the
Preliminary Engineering cost is approximately $2.7 million to prepare
ITS Master Plan. By 2020, the project will help to prepare Coachella
Valley for Connected/Autonomous/Driverless Vehicles and Smart Cities
pilot projects.
Following the presentations, the presidents of ITE student chapter from
Cal State Fullerton and Cal Poly Pomona thanked RSBITE and exhibitors
for their success on the Student Leadership Summit at Cal State
Fullerton. The vendor show continued with its traditional raffle prize
drawing which offered some wonderful prizes donated by exhibitors and
RSBITE. The event was a great success, and we would like to send our
sincere thanks out to the exhibitors, professionals, and students that
participated!
The 2017 #rsbite Vendor Show was another
huge success! We got to hear Mr. Carlos Ortiz
talk about the exciting things happening with
the Coachella Valley Regional Traffic Signal

34th Annual RSBITE Golf Tournament
March 17th at the Menifee Lakes Country Club
1. Reminding everyone that you don't have to be a member of RSBITE to play in the golf tournament. Everyone
who wants to have a fun day playing golf, eating , and visiting with friends are welcome to join the good times.
The early bird special cost for golf and lunch is $75.00 if received by Monday March 6, 2016.
2. Lunch will be a delicious BBQ buffet. If you can't join us for golf you are welcome to have lunch with us. Sign

The U.S. DOT launches a new railroad crossing safety ad campaign. Personally, I think the ad is pretty effective in
making me scared of stopping on railroad tracks.

The primary objectives of Complete Streets Safety Assessments are:
To improve safety for all modes of travel in a city or county, with emphasis on pedestrian and
bicycle safety
To create safe, comfortable, accessible, and welcoming environments for all road users
To enhance the walkability, bikeability, and economic vitality of local districts
To achieve these objectives, Tech Transfer provides free Complete Streets Safety Assessments to
California local agencies. We send expert evaluators to review traffic, pedestrian, and bicycle safety
conditions, programs, and needs of your agency, and suggest new strategies to improve safety for all
road users, with emphasis on pedestrians and bicyclists. Tech Transfer provides highly-focused, in-
depth, expert safety reviews of problem areas and specific suggestions for pedestrian and bicycle
safety improvements. This free technical assistance service also helps local agencies identify potential
sources of funding to make the suggested improvements, and justification to use in grant applications
for state and federal funding.
Who can request a Complete Streets Safety Assessment?
California communities with populations over 25,000 with significant pedestrian and bicycle safety
issues may request a Complete Streets Safety Assessment from Tech Transfer. Priority is given to
applicant agencies that appear in the highest collision rates (top ten lists) for OTS collision rankings.
California agencies can review their OTS collision ranking online.
How can I request a Complete Streets Safety Assessment?
To learn more about Complete Streets Safety Assessments and to request one for your community,

available each fiscal year, so send in your request early.
