Title I of NEPA (National Environmental Policy Act) contains a Declaration of National Environmental Policy which requires the federal government to use all practicable means to create and maintain conditions under which man and nature can exist in productive harmony.

2. Federal ObjectiveThe Federal objective of water and related land resources project planning is to 

contribute to national economic development consistent with 

protecting the Nation's environment, pursuant to national 

environmental statutes, applicable executive orders, and other Federal 

planning requirements.

(a) Water and related land resources project plans shall be formulated to 

alleviate problems and take advantage of opportunities in ways that 

contribute to this objective. 

(b) Contributions to national economic development (NED) are increases in the 

net value of the national output of goods and services, expressed in monetary 

units. Contributions to NED are the direct net benefits that accrue in the 

planning area and the rest of the Nation. Contributions to NED include 

increases in the net value of those goods and services that are marketed, and 

also of those that may not be marketed.

Basic AssumptionsAll land purchases and design of storage and supply facilities should assume CLEAN water from the lake using the 40 ppb TMDL.The Dike will be repaired and with CLEAN water the lake regulation stage could be increased reducing the need for additional storage.With an Everglades River of CLEAN water flowing south discharges to the Estuaries could be reduced and when they occur be less harmful.

SuggestionsFrom Task 3 ReportMaking the assumption that meeting both tributary and Lake Okeechobee TMDLs by 2015 would be the preferred goal and that temporarily overbuilding regional treatment systems is not cost effective, the following generalized implementation schedule is recommended. The highest priority should be placed on EOF systems on the highest P source areas within the Northern Lake Okeechobee basin. BMPs should also remain as a very high priority because in the long run they provide the most cost effective P reduction response. Regional treatment must also continue to be implemented, but only to the level needed to address the equilibrium condition with the tributary TMDL.

Community Economics and Land  issues

Most of the impact of the USSC purchase will be on Hendry County and the City of Clewiston.The City and County have made land requests that would aid in Economic Development and allow for enhanced recreational opportunities, water storage and growth

Economics Hendry County has approximately 19,000 workersThe USSC purchase would un‐employ approximately 10,000 workersUSSC accounts directly for 16% of the ad valorem taxes in Hendry CountyLand in and around the City of Clewiston could be used to offset the Economic Impact without sacrificing Everglades restoration or prime production acreage

Land RequestsClewiston is the only City affected by this transaction that is completely land locked by USSC land, including almost every vacant parcel inside the City limits.The Harlem community is also land locked by USSC property.Excluding USSC property both are virtually built out.Other land requests are for road right of way most importantly SR80 expansion which is the Hurricane Evacuation route for Lee County.
