• Right Track time cards are submitted online bi-weekly using the City of Saint Paul’s TASS system.

• No more paper checks! All Right Track workers will be paid via a US Bank’s Focus Card (preloaded debit card) or direct deposit.

• Supervisors are responsible for one time pick-up and distribution of Focus cards at their site. We will contact you when they are available for pick up.

• Pay stubs will be mailed.

Lost or stolen Focus cards:• Youth must call 1-866-363-4134 to order a replacement card. Cards

are sent to Parks payroll office and not the youth’s home address. We will notify you when cards arrive.

• Focus cards can be picked up at our front desk at 25 W. 4th St. on the 4th floor Monday – Friday from 8 a.m. to 4:30 p.m.

Employment verification forms:• Forms should be mailed, faxed or emailed to Parks Payroll. • Please make sure the youth has signed the form and the

caseworker contact information is listed. These forms are extremely time sensitive, therefore they should be given to Payroll as soon as you receive them.

Child Labor Laws, most important points:

Please be aware of the labor restrictions for youth under 18• Work must be performed between 5 a.m. and 11 p.m.• Youth should not be working around hazard materials, construction or

building projects, operating power driven machinery (circular or radial saws), forklifts, etc.

• In building maintenance or repair higher than 12 feet above ground or floor level.

Your Right Track worker has a job on a construction site. While hauling some lumber he trips over a bucket of nails and falls down. His ankle seems to be hurt pretty badly and he is having a hard time moving it. You administer First Aid but he explains to you that his ankle hurts really bad.

You offer to take him to the hospital but he tells you that he doesn’t want to see a doctor because his family doesn’t have health insurance.

Explanation:

All Right Track workers are employees of the City of Saint Paul. If they are hurt at work and their injury requires medical attention; it is your responsibility to encourage them to see a doctor or take them to see a doctor if necessary. The City prefers that you use the Health Partners clinic on Wabasha/Plato but you can use a different hospital/clinic if necessary. If the Right Track worker is working at the time of the accident, the City will likely cover the hospital visit.

Explanation:

If a Right Track worker goes to see a Doctor as a result of an injury that has occurred at work; the worker is required to bring a “workability slip” with him to work when he returns. The workability slip is written by a Doctor and will list any restrictions that the worker may have. For example, if he sprained his ankle, he might not be allowed to walk more than 3 hours per day. As a supervisor, it is extremely important for you to know if your worker has any restrictions and make sure that you plan their work load accordingly.

If one of your employees returns to work without a workability slip, send them home and tell them that they need one from a Doctor telling you that it is OK for them to come back to work.

If an employee is injured at work; please follow these steps:• Treat the injury and administer First-Aid as needed. If medical attention is

necessary, seek care from a HealthPartners provider, preferably the Saint Paul clinic, 205 S. Wabasha Street.

• Complete a First Report of Injury• Complete a Supervisor’s Safety Report• Complete an Employee’s Safety Report• Paperwork must be reported and email/faxed to Randy Graff within 24-

hours of the injury.

If an employee is injured at work; please follow these steps:• If the Right Track worker misses time from work due to the injury;

they must obtain a work-ability slip from their doctor before returning to work.

• If your Right Track worker comes back to work after an injury, without a work-ability slip - please send them home!

• The work-ability slip should say what the Right Track workers restrictions are while at work I.E. youth should not be lifting more than 25 pounds, etc.

The City of Saint Paul has a workplace free from discrimination, violence, harassment and offensive behavior and such behavior will not be tolerated. Any employee of the City of Saint Paul who engages in such behavior is subject to the consequences. If you have a situation like the one mentioned, please contact the Right Track coordinator to process the youth’s termination from work.

Some infractions are of a more serious nature and can result in immediate termination:• Theft• Fighting• Sexual harassment• Insubordination• Physical/verbal abuse• Chemical/substance abuse• Non-compliance with City of Saint Paul rules & regulations

Performance Management, most important points:Discipline notices are not meant to be punitive. Use them to correct inappropriate workplace behavior.

Be consistent when using discipline. • If there is an issue at work, talk about it. • If you see something not being done correctly; explain to the student why it is not

being done right and show them the right way to do it.

Right Track staff are available to help resolve workplace issues.

Document, document, document. All discipline notices should be faxed or emailed to Asha in a timely manner.

Please notify Right Track staff if you plan to terminate a Right Track worker.
