The purpose of this site visit was to verify that the building at 220 Rose Hill Road had been razed, and to ensure that the town employee could properly calibrate the methane alarms at 278 Rose Hill Road and 349 Rose Hill Road.
At 1020 hours, TAT member Paul Killian arrived at the site and observed that there was an empty lot at 220 Rose Hill Road where a quonset hut building previously stood. (See Attachment I - Photodocumentation Log.) TAT member Killian then proceeded to 278 Rose Hill Road where he met Peter Bates, Pretreatment Coordinator for the Town of South Kingstown (responsible for the monthly monitoring of the alarms) and Luke Fabri, Geological Field Services, Inc, (hired by the Town of South Kingstown to insure proper installation of the alarms).
The alarms consisted of two sensors; an in-house sensor and a foundation probe. Both sensors are processed through a control panel located in the basement. The control panel has one reset button which resets both the siren (in-house sensor) and the light (foundation probe), and contains a strip chart that constantly records the methane level registered at the foundation probe.
At 278 Rose Hill Road, Mr. Bates was able to properly calibrate the in-house sensor and the outside foundation probe. However, while calibrating the foundation probe, the control panel read only 750 parts per million (ppm) for the 1,000 ppm standard. Mr. Fabri said he would look into why there was a discrepancy.
At 349 Rose Hill Road, Mr. Bates was able to properly calibrate the in-house sensor. However, he was not able to calibrate the foundation alarm at all. Mr, Fabri believed this was due to a bad probe, and would look into replacing the probe.
At 1230 hours, TAT member Killian departed the site.

The purpose of this site visit was to observe the Roy F. Weston, Inc., Response Engineering and Analytical Contract (REAC) team conduct the Ambient Air Survey. The survey was performed to determine the amount of landfill gas emissions emanating vertically through the landfill into the ambient air, and to determine the impact of these emissions on the abutting residents, via a model.
REAC achieved this survey using three subtasks. Subtask 1 consisted of determining the actual concentrations of vinyl chloride and methane being emitted through the surface of the landfill. This was performed by filling Tedlar bags with landfill gas using a Flux Chamber, then analyzing the air sample on site with Mass Spec/Mass Spec (MS/MS) instrumentation. Subtask 2 consisted of using the emissions data to create a model that would determine the impact of the landfill gas emissions. (This subtask was performed in the REAC office after the site visit.) Subtask 3 consisted of collecting three rounds of 24hour and 8-hour Summa canisters placed in residential yards abutting the landfill. These canister samples were used to determine the actual concentration of vinyl chloride and methane reaching the abutting properties, as verification of the model.
Monday. 24 May 1993
REAC personnel performed the following site activities:
Set up a weather station on top of the landfill to constantly record wind speed and direction.
Set up the first round of 24-hour Summa canisters in the residential yards at 121 Rose Hill Road, 278 Rose Hill Road, 339A Rose Hill Road, and 349 Rose Hill Road.

Set up the first round of 8-hour Summa canisters to collect outside ambient air at 278 Rose Hill Road, 294 Rose Hill Road, and 349 Rose Hill Road, at the transfer station, and on top of the landfill (northern portion of landfill).
Began gridding the landfill. The northern section of landfill was separated into 100-foot by 100-foot grids. The southern section of landfill was separated into 200-foot by 200-foot grids.
Began setting up the TAGA Mobile Laboratory equipped with the MS/MS used to analyze air samples for vinyl chloride and methane.
In addition, TAT member Paul Killian replaced the old padlock on soil gas well cap LFG-JF. This was the last padlock which needed to be replaced. All soil gas well caps now contain ABUS padlocks, key code EE0183.
Tuesday. 25 May 1993
REAC personnel performed the following site activities:
Began screening of the surface of the landfill with Organic Vapor Analyzers (OVAs) to determine locations with high emission of organic vapors ("hot spots"). This was accomplished by walking across the landfill with OVAs and flagging any area with high emissions of organic vapor. The OVAs were held at waist high and equipped with extension probes, thereby sampling the ambient air approximately one foot above the surface of the landfill.
Placed the second round of 24-hour Summa canisters in the residential yards at 121 Rose Hill Road, 278 Rose Hill Road, 339A Rose Hill Road, and 349 Rose Hill Road.
Postponed the second round of 8-hour Summa canisters until 26 May 1993, due to unfavorable wind conditions.

REAC personnel performed the following site activities:
Placed the third round of 24-hour Summa canisters in the residential yards at 121 Rose Hill Road, 278 Rose Hill Road, 339A Rose Hill Road, and 349 Rose Hill Road.

Completed screening the surface of the landfill with OVAs.
Began filling Tedlar bags with surface landfill gas using flux chambers. This was done by flowing zero air through the flux chamber and into a Pelican Box. After the flux chamber had reached equilibrium, approximately 15 minutes, the exit valve of the Pelican Box was sampled with an OVA and a landfill gas detector to determine organic concentration, oxygen concentration, and carbon dioxide concentration. Finally, a sample in a Tedlar bag was collected using the Pelican Box. Samples were collected on every other grid square, and on all the locations determined as "hot spots" using the OVAs.
Began analyzing the Tedlar bag samples on the MS/MS. Samples were screened on a portable gas chromatograph (GC) to determine dilutions for the MS/MS and to determine if additional contaminants (i.e., benzene) were present.
In addition, personnel from Roy F. Weston, Inc. (corporate) were present to film site activities as requested by the U.S. Environmental Protection Agency, Environmental Response Team (ERT) as part of the Environmental Response Magazine, an informational videotape distributed quarterly to all EPA regions.

REAC personnel performed the following site activities:
Continued filling Tedlar bags with surface landfill gas using the flux chambers. Samples were collected on every other grid square, and on all the locations determined as "hot spots" using the OVAs.
Continued analyzing the Tedlar bags on the MS/MS. Samples were prescreened on a portable gas chromatograph (GC) to determine dilutions for the MS/MS and to determine if additional contaminants (i.e., benzene) were present.
