The 2011 annual report from the volun- tary committee — which has a B.C. gov- ernment mandate to observe the court expe- rience and report on any issues — details a number of immediate improvements that could be made to enhance the experience of people attending family court, often their first step inside a courthouse. However, after a monthly visit to Richmond Provincial Court on Elmbridge Way by each of the 15-member commit- tee, it was clear the only way to genuinely improve the interaction was to increase the number of judges. “The fact that the number of full-time judges has been reduced, from what I think was six, has to have an impact on the receiving end,” said Theresa Vossa, past chair of the court committee and a family counsellor for Touchstone Family Association. “(Families) often come to court on a date they were given some time ago, only to be told it’s been put off, and they will have to go through the whole process again because something else has taken prece- dence for the judge in question. “People go there thinking they’re going to have it dealt with that day; they’ve prob- ably been preparing themselves for a while for that day. It really is so emotionally draining for them.” And when the delays inevitably occur, lawyers still need to be paid for their time, added Vossa, which kick-starts a vicious cycle of events leading to even more delays. “Not everyone can afford to keep paying lawyers — lawyers that many can barely afford in the first place,” she said. Family court found guilty of creating family stressA severe shortage of judges in

Richmond is piling more stress onto fami-lies who are already emotionally drained bya creaking court system.

That’s the scathing verdict from theRichmond Family and Youth CourtCommittee, which has appealed to B.C.’sAttorney General office for more than thetwo full-time judges assigned to the familycourt — the lowest for any Lower Mainlandmunicipality.

The 2011 annual report from the volun-tary committee — which has a B.C. gov-

ernment mandate to observe the court expe-rience and report on any issues — detailsa number of immediate improvements thatcould be made to enhance the experienceof people attending family court, often theirfirst step inside a courthouse.

The committee’s report hasbeen sent, like every other year,to the B.C. Attorney General’soffice. However, Vossa is sus-pect about whether the reportsever get looked at, as theyrarely receive any feedback onthe recommendations.

Richmond city council, onthe other hand, has agreed toback up the committee’s appealfor more judges and will writeto the Attorney General’s officein due course.

Meanwhile, a number ofissues identified by the com-mittee are already in the pro-cess of being rectified in a bidto improve the public’s experi-ence of the family court.

The City of Richmond owns

the courthouse building and,thanks to the involvement ofCoun. Evelina Halsey-Brandt,there looks set to be a newpamphlet rack, a baby-changetable in the men’s washroomand better signage in the lobby.

“For the average person,going to court is a scary thing,”said Vossa. “There is a fear fac-tor for these people and if youcan’t find your way around, itonly makes things worse.

“I was told (by the court)there was no money to fixthese issues, but it is a city-owned building, and when Ibrought this forward to citycouncil, they took care of it.”

A meeting will now takeplace Thursday between thecommittee, the court managerand the city to put the changesinto place at the city’s expense.

Halsey-Brandt acknowl-edged the lack of signage is aproblem at the court and washappy to move things alongas quickly as possible. “The

committee approached thecourt manager, but the courthas more important things toworry about, case loads for onething,” she said.

“I’m in a position to cutthrough the red tape, and I wasable to facilitate … becausethis is for our citizens who’rehaving to go through the familycourt system.

“I know the system welland I have the contacts, so I’mhappy to help speed thingsup. Sometimes, at governmentlevel, we spend too much timeon the tiny things.”

Halsey-Brandt also hailedthe sterling work of the com-mittee’s volunteers, adding,“We have a very active courtcommittee and their observa-tions are not superficial, theyare very in-depth.”

The B.C. Attorney General’soffice was preparing a responseto the committee’s report, butdid not get back to the News bypress time.

A longtime Richmond food campaigner isurging city council to go a step further thanwriting a strongly worded letter about ban-ning genetically engineered (GE) crops.

Arzeena Hamir, formerly of the RichmondFood Security Society, has helped raise a1,000-signature petition shehopes will convince the cityto declare Richmond a GEcrop-free zone.

Hamir was set to speakto city council’s generalpurposes committee onTuesday afternoon, pleadingwith them to go the extramile ahead of a staff recommendation to sendletters to senior levels of government request-ing mandatory labelling of foods that containproducts of GE crops.

The move, however, falls short of a ban onGE shrubs, plants and crops; a move soughtby grassroots movement GE Free BC, whichHamir supports. “It could be somethingsimilar to when an area is classed by a cityas a ‘nuclear-free zone.’ Lots of businesses inRichmond are behind this as well.”

Coast Guard response times fromRichmond’s Sea Island base could double, aunion has warned, after a decision to closethe service’s Kitsilano operation.

The federal government is risking lives byshutting down a coast guard station on theVancouver waterfront as part of budget cuts,the public sector union stated further.

The Union of Canadian TransportationEmployees announced Thursday the opera-tions of the Kitsilano station, which straddlesa busy boating area between English Bayand False Creek, will be shifted to anotherbase on Sea Island in Richmond.

Christine Collins, the union’s nationalpresident, said closing the station will doubleresponse times by as much as an hour.

“There is no doubt in my mind that liveswill be lost,” she said, noting crews respond-ed to 285 calls last year and 70 calls so farthis year.

The Department of Fisheries and Oceans

said in an email, though, the Kitsilano andSea Island operations perform the samefunctions and their service areas overlap.

The department also said no other coastguard operations are in such close proximity,service levels will remain the same, and anew hovercraft is coming next year.

Gerry Moores, union shop steward,said employees were informed of the cutsThursday afternoon and reacted with pro-found sadness, tears and even a “tempera-mental outburst.”

“That coast guard station is a huge valuefor Vancouver and our harbour,” addedMayor Gregor Robertson, noting emergencycalls can’t be served from kilometres away.

The announcement came almost oneweek before safe boating awareness week,which runs May 26 to June 1. Last year, thefederal government closed two other rescuecentres in St. John’s, NL., and Quebec City.

Drug exportation and trafficking chargeshave been recommended against a man whoallegedly tried to board a flight to Australiawith a belly full of cocaine.

Last month, during routine outbound cur-rency checks, border services officersat YVR noticed inconsistencies inthe statements from the man, sothey referred him for a morethorough examination.

Officers then suspectedhe may have swallowed somedrugs. The man was arrestedand escorted to a hospital,where he eventually expelled 42condoms filled with what borderservices officers believe to be liq-uid cocaine. The seized drugs had aweight of 1.26 kilograms. Once doctors con-firmed no more drugs remained in the man’ssystem, he and the drugs were transferredinto Richmond RCMP custody.

Police would not release the man’s nameor any information about him Thursday.

$100,000 lost in fraudA fraud artist who ripped off two employ-

ers for more than $170,000 has been sent toprison for two and a half years.

Karim Rajabally Manji, 47, was handedthe sentence last week in North Vancouverprovincial court after pleading guilty todefrauding two employers in Richmond and

North Vancouver.Manji first helped himself to the com-

pany piggy bank when he worked for PacificAvionics and Instruments at VancouverInternational Airport between 2004 and 2006,

as a financial manager and was oneof three people authorized to sign

cheques. Within six weeks ofbeing hired, he had advancedhimself an extra $2,500, saidCrown counsel Ian Hay.Eventually, after a purchaseof jewelry was discovered, aforensic audit was completed.

Manji later admitted to taking morethan $100,000 from the company.

He later went to work for HighOutput Sports in North Vancouver where

he again took money from his employ-ers over several months in 2007. He alsotook money from another North Vancouveremployer where he worked between April andNovember 2008.

At the time, Manji was serving a condi-tional sentence for his fraud against HighOutput Sports, and was still awaiting sen-tence on a third fraud charge against anotherVancouver company.

In sentencing Manji, Judge Carol BairdEllan noted all four frauds happened between2004 and 2008 after he and his wife lost theirlife savings in a failed business venture. Atleast some of the money taken was used “tokeep up appearances.”

Only one weekend into what many fearedwould be a summer of duelling night mar-kets in Richmond, it seems there’s roomfor both — with one even reporting record-breaking numbers.

The fifth annual Summer Night Market,located near IKEA Richmond, opened May11, while the Richmond Night Market, situ-ated by River Rock Casino, opened this pastweekend.

Even so, Paul Cheung, who founded themarket near IKEA, said attendance at hisevent is poised to continue growing despitethe competition.

“We, ourselves, are quite astonished bythe turnout, especially this weekend whenthe other market opened up,” he said, notinglast weekend’s opening night saw 18,000visitors pass through the gates, an increasefrom 2011, which welcomed 13,000 onopening night.

“It’s always slow in the beginning anddoesn’t pick up until June, but this year hasbeen amazing,” Cheung said.

The two markets have long beenimmersed in controversy with this pastweekend being the first to see both eventsrun concurrently.

Richmond resident Graeme Bone visitedthe Richmond Night Market and noted it,too, was busy, which lent an air of authentic-ity.

“I used to live in Taiwan so I went to alot of night markets there and I felt both [ofRichmond’s markets] lived up to that cul-ture,” he said.

Both markets are open 7 p.m. to midnighton Friday and Saturday.

Two new corridors ofpassage will soon openbetween North America andopposite sides of the globe.

Vancouver AirportAuthority (VAA) announcedFriday the arrival of SichuanAirlines, offering the conti-nent’s first and only directflight to China’s interior.

And on Thursday, thefirst ever direct flight of aVirgin Airlines aircraft willland at YVR from LondonHeathrow with VirginAtlantic founder Sir RichardBranson on board.

Branson is expected totake part in a press confer-ence and official welcomeafter the plane lands.

Beginning June 22,Sichuan Airlines will offerservice three times per weekbetween Vancouver andChengdu, via Shenyang.

“The service to SichuanProvince marks not only anew destination, but a newairline for YVR,” said LarryBerg, VAA president andCEO.

“This means moreoptions for passengers andgreater opportunities forbusiness and for tourism.”

Chengdu and Shenyangare both regarded as impor-

tant economic, transporta-tion and commercial hubs.

Chengdu, the capital ofSichuan Province, is hometo 14 million people and thefamous giant panda.

Shenyang, the capitalof Liaoning Province, hasa population of 8.1 millionand is one of the 10 largestcities in China.

“Opening this newroute will further expandVancouver InternationalAirport’s reach into China’sdomestic network,” saidZhang Huiyu, vice presidentof Sichuan Airlines.

“This will acceleratedeep and multi-scope coop-eration between Canadaand China’s western andnortheast regions in agricul-ture, technology, commerce,trade, tourism and educa-tion.”

Sichuan Airlines’ ser-vice to and from YVR willuse an Airbus 330 aircraftwith capacity for 245 pas-sengers. Flights will operateon Tuesdays, Fridays andSundays, arriving at 8:20a.m., departing at 10:20 a.m.

Sichuan Airlines’ serviceis estimated to generate 56person-years of employ-ment, $2.6 million in wagesand contribute $5 millionto British Columbia’s grossdomestic product annually.

EDITORIAL OPINION

To blame funding cuts for the high-profile poaching of an800-year-old western red cedar this month is somethingof a stretch, but the incident nonetheless serves neatly as a

metaphor for our government’s approach to the environment.Critics of the B.C. Liberals have said the three-metre-wide

giant was stolen from Carmanah-Walbran Provincial Parkbecause the rangers who should have protected it were dis-missed. The reality is that in a wilderness the size of BritishColumbia’s, no number of park staff could defend every treefrom determined poachers; however, the event still says some-thing important about what happens when those who woulddamage our environment can act with impunity.

In lean times, government environmental programs areamong the first things to go. They’re an easy mark, politically,because the consequences aren’t immediately obvious.

This is happening at the provincial and federal levels rightnow, with institutions that monitor water, air, fisheries and othervital aspects of our environment facing severe cutbacks, evenwhile flashier, but less important programs — jets and new pris-ons come to mind — are preserved.

The results can be severe, ranging from the collapse of fisher-ies to the wholesale destruction of vital habitat but, as with thepoaching of a cedar, the problems won’t come to public attentionuntil it’s too late.

Our leaders have to start treating environmental regulationand enforcement with the same gravity they view higher-profileprograms, or one day we will wake up to find we have lost agreat deal more than a tree.

One of the more puz-zling, if not downrightsuspicious, moves by theB.C. Liberal government isits out-the-blue insistenceon privatizing the LiquorDistribution Branch (LDB).

It has led to speculationthat other major changes areon the way — potentiallypaving the way for raisingthe price of booze and per-haps closing some govern-ment liquor stores as well.

Whenever a govern-ment appears to be in itsdying days and its politi-cians start tinkering withliquor policies, my politicalantennae starts quivering.Mixing politics and liquorcan be a recipe for disaster.

The government has yetto provide any business casefor privatizing the LDB.NDP critic, Shane Simpson,has asked repeatedly in thelegislature for any detailssupporting the sale, buthas been rebuffed by theMinister Rich Coleman.

Coleman has admit-ted the decision to sell thebranch was only made aweek before the Februarybudget was tabled.

The original sell-offdate was in 2015, but hassuddenly been moved upto March 2013 (before thescheduled election).

And last week thebranch’s general managertold industry reps there isno time for consultationbecause of the “tight time-lines” involved. Why theurgency?

I’ve talked to privateindustry representatives,who fear their distribu-

tion costs will increase ifa private company beginsrunning things instead ofthe government. Naturally,those increased costs will bepassed onto consumers.

The industry looks atAlberta when it comes toliquor policies, and shud-ders. A prominent brewerin B.C. — Matt Phillips,of Phillips Brewing Co. —says he pays almost twiceas high a distribution costfor a case of beer in Albertacompared to his cost in B.C.($1.53 versus 78 cents).

Further clouding theissue is the impression thatone particular companymay be the front-runner inthe bidding. The company,Exel Logistics, employs twoprominent Liberal insidersas its lobbyists.

One of those lobbyists,Patrick Kinsella, is a for-mer campaign chair for theLiberal party and was a keyadvisor on Premier ChristyClark’s leadership cam-paign. A leaked 2009 inter-nal corporate memo fromExel shows the companythinks it could “influencethe writing of the requestfor proposal” in the biddingprocess by using its “strongrelationship” with Coleman.

Coleman has heatedlydenied any favouritism in

the bidding process but,as in politics, the “optics”here are brutal. Of furtherconcern is the fact that Exelalso operates the distribu-tion system in Alberta.Industry representatives inB.C. characterize Alberta’ssystem as a chaotic messdriving up prices.

The bidding process alsoproposes that governmentliquor stores have stand-alone profit and loss report-ing, instead of the currentcollective reporting. Sincesome stores are consider-ably more profitable thanothers, this could potentiallylead to the closure of somestores and the opening ofmore private stores (whichpay their employees lessthan what can be earned ingovernment stores).

The old issue of “duallicenses” has also resur-faced (allowing pretty wellany restaurant to turn into abar at, say, 9 p.m.) and withit comes worries about aproliferation of liquor out-lets, which not only greatlyexpands the availabilityof alcohol, but also makessustaining a decent businessin that industry that muchmore difficult.

Add it all up, and youhave an industry that affectsa huge number of BritishColumbians potentially get-ting hammered by majorchanges — and all with noconsultation.

Keep a close eye on thisone, folks. Things may getugly before it’s all over.

that is toxic versus carcinogenic. She stated since DDT and mer-cury are generally considered toxic and listed as WHO class 2bcarcinogen, this supports the fact that radiofrequency emission— also a class 2b carcinogen — must therefore be bad for ourhealth. In fact, many substances can be toxic, but not particularlycarcinogenic.

When you consider that coffee is also a WHO class 2b car-cinogen, then you realize one needs to differentiate betweenacute toxicity versus carcinogenicity. Just as being included onthe same list as coffee does not make radiofrequency emissiona useful pick-me-up in the morning, being on the same list asmercury does not make radiofrequency emission as grave ahealth concern as mercury poisoning. In fact, we know very fewsubstances that can definitely cause cancer.

Also, the WHO only found six human studies and all wereconcerned with mobile phones and brain tumours. In the larg-est study involving 13 countries, the overall conclusion was thatthere was no increased risk of brain tumour with mobile phoneuse of more than 10 years (http://jnci.oxfordjournals.org/con-tent/98/23/1707).

Finally, to put this into context, we’re not likely to hold thesmart meter anywhere near our head as with our mobile phone.Given that the exposure level drops off exponentially as youmove away from the meter, at the average distance (less than twofeet) from the meter, the exposure would be about 15,000 timesless than the known thermal (rise in temperature) hazard level.And brain tumours are rare — they account for only two percent of all cancers. So if I want to worry about cancer, I wouldpay more attention to applying sunscreen than smart meters.

Investors have once againproven they are not smarterthan the market. There is noshame in this, as the talkingheads of the business mediahave proven the same.

At the beginning of 2011,“common knowledge” main-tained the Canadian economyand its stock market wouldoutperform that of the United States.

Why is it, then, that from January 1, 2011to April 30, 2012, U.S. stocks, representedby the S&P 500 Total Return Index, grew by13.15 per cent, while Canadian stocks, repre-sented by the S&P TSX Total Return Index,lost 5.27 per cent?

The answer lies in the fact that investorsknew how poorly the U.S. economy wasdoing and priced its stocks down to the pointwhere they could expect a positive returngoing forward.

You see, although investors are not smart-er than the market, they are also not stupid.Why in the world would they hold stocks ata lower price if they did not expect a positivereturn?

Other investors held Canadian stocks attheir higher prices, as their positive expecta-tions warranted a higher price. No one had acrystal ball though. The news about the U.S.ended up being about the same as expectedand investors were rewarded accordingly.

The news about Canadian stocks onthe other hand ended up being worse thanexpected and Canadian stocks underper-formed.

Expectations of the economy bear verylittle relationship to how stock markets will

perform.We’re back to the same

old reality. We are no smarterthan the markets. Lackingknowledge of the future, wecannot consistently pick win-ning stocks. Concentratingour portfolios into any par-ticular sector simply increasesour risk and hence we must

diversify in as many ways possible.What’s a person to do?First, ignore those who are trying to tell

Fourteen students at Richmond second-ary’s Recycling Club and the Power of 1Baking Club presented a cheque for $700 toJessica Casey.

Casey came all the way from Africa asa representative from Tekera community inUganda, to receive the donation.

The money will be used to put six stu-dents through school for a full year, includ-ing uniforms and supplies, to purchase PEand music equipment, and to support a newprogram at Tekera for students with dis-abilities.

The students worked diligently for sever-al months collecting and sorting thousands

of recycled cans in the school. Studentsfrom the P1 Baking Club rolled up theirsleeves and baked every day for months andgave up their lunch breaks to sell their bak-ing at $1 a plate.

On May 3, at the Gateway Theatrethe students were awarded the RichmondOutstanding Community Youth Award inthe group division for their work.

These students have been dedicated toraising money for local school initiatives,local food banks, World Vision, OperationSmile and, recently, educational and com-munity projects focusing on children inUganda.

B.C. Breakers Janet McLachlan gets ready to score two of her 47 points in leading thehosts to a 77-56 win over Calgary in the women’s gold medal game at the Olympic Oval.

With the tournament’s most outstand-ing offensive players at the helm, the B.C.Breakers propelled themselves to a 77-56win over the Calgary Rollers in the wom-en’s gold medal final of the 2012 NationalChampionships; while Ontario claimed firstplace in the men’s final with a golden 76-52 win over B.C. Sunday at the RichmondOlympic Oval.

The Breakers took home the Dr. DonaldRoyer Trophy and establish themselves asthe top women’s club team in the country.Janet McLachlan continued to be an offen-sive juggernaut scoring a monstrous 47

points and 13 rebounds. She finished thetournament averaging 34.5 points per game,which is more than double the next highestperson and was easily voted the tourna-ment’s Most Valuable Player.

“It’s great winning at home in front ofthe crowd here and family and friends. Andto be a part of the Rick Hansen event, it’sfantastic to win it here. It’s always good towin. Calgary came out and played a reallyhard game and we had to be sharp and luck-ily we were that today,” said McLachlan.

“Everyone played really well. We movedthe ball well and played stretches of really

good defense and we did whatwe needed to do to win sothat’s what’s important.”

Ontario claimed the RobertW. Jackson Trophy as nationalchampions, putting an end toBC’s string of five tournamentwins in a row.

Ontario was led by men’stournament MVP PatrickAnderson who scored 27points, 14 rebounds, and 13assists (all game-highs) tosecure the tournament’s onlytriple-double.

Through the course of thetournament Anderson pacedthe floor with 24.4 points pergame thanks to some terrificshooting. He shot 70.5 percentfrom the field and 83.3 percentfrom the free-throw line.

Holding down two coaching positionsis nothing new for Eberhardt, who was incharge of the Capilano University Bluesprogram from 1999-2009, while continuinghis high school coaching commitment.

If anything, Langara should be a betterfit given its location to Palmer and it’s nottoo far where Eberhardt has lived his entirelife.

“I am more than excited to take over thehead men’s coaching job at Langara,” saidEberhardt. “The tradition of excellence inthis program is second to none, and it isan honour to follow in the footsteps of the

many great coaches who have come beforeme.”

Eberhardt takes over for Jake McCallumwho stepped down this pastMarch after six years with theFalcons. He is now the school’sActing Director of Athletics andIntramurals.”

As an NCCP Level III cer-tified coach, Eberhardt hasspent countless hours coaching with theBasketball B.C. Elite programs over the past20-plus years.

He has a Master’s Degree in Educationand is also serving as the Athletic Directorat Palmer. He was recognized as Basketball

B.C. High School Coach of theYear in 2011 when he guidedPalmer to the provincial “AAA”championship.

Both Langara basketball pro-grams are now run by coacheswith Richmond connections. Thewomen’s team is led by MikeEvans, who previously coachedat London.

Meanwhile, Richmond’s mostdecorated basketball coach is onthe move again, this time leavingone Vancouver rival for another.

Bill Disbrow will be at St. George’sfor the 2012-13 season after an impres-sive run at Vancouver College. The former

Richmond High coach, who led the Colts tofive B.C. titles during an amazing 34 yearcoaching span, worked along side LloydScrubb and Jon Tagulao during his timewith the Fighting Irish. When he learnedof the Saints opportunity, he jumped at thechance.

“I kind of put the word out that I’d liketo coach a team on my own at VC, whichwas my first choice,” Disbrow told theVancouver Province “But nothing wasreally available. They already had excellentcoaches at all levels, and they really wantedme back.”

“Last year was the first one in which Ididn’t design the practices, and I realizedthat that was what I loved to do. I still hadfull input on everything, and nothing I eversaid was ever rejected. I just discovered thatit was the single thing I missed the most.”

The Richmond Gymnastics Association will be well-represented at this week’s 2012 Canadian GymnasticsChampionships in Regina.

National team members Jason Scott, Joshua Stuart andRobert Watson head the local contingent that will be com-peting in the five day event that will feature over 1,100 ath-letes, coaches and officials from across the country.

Also representing the RGA in the men’s artistic compe-tition will be Vladimir Djuric, Devy Dyson, Chris Kaji andBrian Lau. All are coached by Ferenc Szabo Jr.

The women’s artistic competition will include TianaHesmert who trains out of Club Aviva in Coquitlam.

Brittany Rogers (Flicka) is among the group of youngwomen who are looking to cement their positions onCanada’s Olympic team to London later this year. Rogershas had a strong international competitive season as shecame back from a career threatening injury in 2010.Joining Rogers is young phenom Shallon Olsen (Omega)who is looking to win her first Junior Canadian title at theage of 11.

The RichmondKajaks’ 44th annual B.C.Elementary Track and FieldChampionships will goahead as planned at MinoruPark’s Clement Track.

The Run Inn sponsoredmeet is scheduled for May25-27. Grade 3-7 studentsare invited to compete insprints and middle distanceevents, hurdles, shot put,discus, long jump, triplejump, high jump and relays.

As B.C. Teachers’Federation members havevoted to withdraw fromextra-curricular activities,the Kajaks Track and FieldClub encourages parents totake responsibility for theregistration of their ownchildren. If possible, acombined school registra-tion is preferable, whereone parent would take careof the registration for a

given elementary school.However, the registrationsystem will accept indi-vidual entries.
