1. Scope of the RFP

To operate and test various types of low to medium power CW Helix Traveling Wave Tube (TWT), a Dedicated, Compact, One-Rack Automated TWT Test Set-up is needed. The scope of this RFP is as follows:

1. Design of TWT Test Set-up as per specifications, terms and conditions in the RFP 2. Complete assembly of TWT Test Setup 3. Pre-Dispatch Factory Acceptance Test (FAT) at Vendor’s site 4. Installation and Testing of the unit at SAC Site (SAT) 5. Commissioning at SAC including Training SAC Engineers 6. Repairs and Services during warranty period and extended warranty period

3. Mechanical Configuration: All modules shall be mounted in a single 19” rack (Aluminum/powder coated Mild Steel), 50U height (max) floor standing Rack, with wheels at bottom and lifting mechanism at top. (Refer Figure 3 for tentative layout) The wheels at bottom and lifting mechanism at top shall be capable to withstand the complete weight of the system.

4. Cooling Mechanism: shall be air convection cooled with built-in fans. Complete solution shall be the part of supply.

5. TWT Test set-up operation: The TWT test set-up shall have control & monitor capability both locally (through touch panel/control knobs/HMI) as well as remotely through IEEE 488/488.2 interface for monitoring and controlling all the parameters though a PC based GUI. It shall allow setting of all the input/output parameters & parameter displays through both modes. (Complete solution for control, monitoring and data acquition including softwares, hardwares, interfaces & Computer(PC) to be provided by supplier under the scope of this RFP). All the software sources and license files to be provided along with delivery in case of maintenance requirement at a later stage. The control interface will be isolated from high voltage system. All the parameters as mentioned in individual

module specifications below and fault conditions shall be available for setting, control, monitoring and display on Front panel screen (local display) and PC screen. The PC shall have following minimum configuration & from reputed brand:

(a) Screen – 22 inch colour or better (b) Intel i5-6th generation ≥3.0GHz processor or better. (c) 8 GB RAM DDR4 (d) 1TB hard disk (e) Windows 7 or higher, windows based operating system (OS).

(compatibility of TWT Test set-up software to offered version of Windows shall be confirmed & Licensed OS source shall be provided along with delivery)

(f) USB optical scroll mouse and USB keyboard (English) (g) All Required interface port & accessories (h) Suitable power supply compatible with Indian power

points (power cord included) and supply requirements. (i) Any other accessory/item as optional.

6. The equipment shall be designed to withstand the expected load shorts and resulting surges encountered in the course of normal testing of CW TWTs. Special attention shall be paid in the protection scheme to ensure that both TWT and Test set-up are safe during these overloads. The instrumentation in the equipment must be accurate and reliable in all areas.

7. The personal safety shall be given due importance while designing the test set-up. All access panel & doors must actuate a high voltage shorting device for protection. Sufficient markings shall be put to indicate the danger areas. Built-in shorting bars shall be suitably used at all entrances of the cabinet. A mechanical crowbar shall be provided for protection in event of any ground fault and other protection requirements, if applicable. The vendor shall clearly mention all the safety features (job/personnel/equipment) built-in in the TWT test set-up. An ELCB

shall be incorporated, if needed for personnel safety. 8. HV Isolation :

Suitable HV insulation shall rely on air-spacing as far as possible to operate in Indian humid environment. Suitable insulation/isolation to be provided. All high voltage assemblies needing isolation from ground shall be mounted on dielectric isolation provided by polypropylene support material or equivalent good quality insulating material.

9. Operating Environment: +5°C to +40°C, capable up to 90% RH humidity Non-condensing

10. Input AC Power Supply: 230V AC, 50Hz, (nominal), 1-phase power input.

(a) Complete solution to meet this AC power requirement shall be provided by OEM for offered system under the scope of this RFP.

(b) All fuses and circuit breakers shall be easily accessible to the operator.

(c) Input inrush current data for operating modes shall be provided. (d) AC mains and High voltage (HV) ON warning light/indication

required.

11. Common Module Features

11.1 Each Module shall be powered independently. 11.2 Each supply modules produces a fault output and has a master ON/OFF

input. These are used by the control module to sequence the module switching ON and to switch OFF the system if any faults occur. Suitable circuit breakers and fuses shall be provided for protection.

11.3 Adjustment controls in each module would be ground referenced. However, any metering and displays may be via floating meters behind glass windows for insulation. LED or LCD panel meters would be used. Typical meter accuracies are 4 digits or better.

11.4 The cathode voltage monitor circuit will be supplied calibrated to an accuracy of 0.1%, although an external meter may be needed to be used to achieve this.

11.5 Each Module shall be controlled by a control module as explained later in specifications.

11.6 Two Interlock must be provided with one inhibiting TWT beam and

switching off cathode and collector power supplies and the other only inhibiting focused electrode beam Modulator pulse.

11.7 Upon turning ON from the power–off condition every time, the built –in controller must set all the previous set test parameters to Zero (initial condition) with all outputs OFF.

11.8 The test set-up shall have the following basic protection features apart from individual module protection features described in this document.

(a) Discharge protection: A fast protection feature to protect TWT in the event of high voltage discharge on any faults (including helix over-current, arc from cathode) within 10μs (preferably) of fault detection dissolving collector and cathode voltage to value less than 500V or hi-voltage fast shut-down is required.

NOTE: 1. To meet the above requirement, the supplier may include an

electronic crowbar, if the above protection requirement is not met as a standard feature. An indicator shall be provided for crowbar operation status.

2. The discharge protection and/or electronic crowbar feature adequacy and functioning shall be ensured by OEM through design & test before offering the system for FAT. OEM shall clearly explain in detail the test methodology being proposed for this requirement in technical bid along with documentary support for this feature complied successfully in earlier delivered/heritage systems. Vendor shall agree to incorporate suggestions to the test method, if any provided by SAC.

3. SAC may choose to witness the above requirement compliance by test during FAT, however it will be decided at the time of DDR.

11.9 Switch ON/OFF sequencing: Suitable interlocking for sequencing shall be provided to enable to

switch on the power supply in following order flow: Switch ON sequence: Switch-OFF Sequence:

11.10 Control Knob/front panel/HMI:

All outputs shall be continually variable (user settable) by a control knob/suitable mechanism on front panel for local control and through PC based GUI through IEEE488/488.2 for remote control.

11.11 All collector voltages, BFE voltage, anode 2 voltage and filament voltage shall be floating on Cathode.

11.12 The chassis shall be grounded properly. Grounding mechanism shall be provided by supplier.

Technical Specifications for Individual Modules 12.0 Control Module

12.1 Function:

The control module shall control over-all activity to supply ON and OFF the total test setup and it shall continuously monitor and control all other power supplies in the rack. It shall be microprocessor/PLC based control unit to carry out its functions. It shall contain the following functions:

(a) Emergency stop button: A large mushroom button shall be

avoided. The button shall be clearly marked and shall be easily accessible. Application of emergency stop button shall completely turn-off the power in the test set-up by dropping out the primary contractor.

13.0 Helix Supply CW 13.1 Function: This module should generate the TWT Cathode voltage

relative to Helix (Ground). To drive the TWTs. The major specifications for helix supply is as follows

13.1.1 Cathode voltage (a) -2.0KV to -15 KV Adjustable. Supply referenced to Helix (Ground)

(b) (+) connected to ground.

(c) Cathode Voltage Settability shall be ≤20V

13.1.2 Helix current (a) 0 to 30 mA Average, (b) Over current trip limit must be settable by user at any value

between 0-30mA during aging/ testing of tube and meter should have variable scale factor for better resolution, e.g., 10, 20 and 30

(c) Over helix current must fire the crowbar protection/ Turn Off the Cathode power supply which in turn all other HVs.

(d) Must have helix current meter with suitable resolution (e) Cathode current (average) meter 0-500mA with with variable

scale factor for better resolution, e.g., 100, 200, 300 and 500

(f) Must have settable Cathode UV,OV & OC protections

13.2 Due to the low helix currents required by TWTs and the CW operation, large EHT capacitors are not required. If any arc occurs within TWT, then the energy shall be limited by series resistors maximum to <1J

13.3 It shall be possible to synchronize this module to an external clock signal to minimize the noise. The OEM shall provide synchronization signal characteristics. This feature shall be quoted for optional, if it is not a standard feature.

14.0 Collector Supply Module CW

14.1 Function: This module should generate the TWT Collector voltage

relative to Cathode. The key specifications of each collector module is as follows:

14.1.1 Collector Voltage a) 05% to 95% of cathode voltage adjustable (Supply referenced to

Cathode)-details as per section f) & g).

b) All collector voltage shall be variable in the range specified independently.

c) Any number of the collector shall be used /unused without affecting the function of the test bench.

d) Collector voltage are positive wrt to cathode.

e) Voltage Settability: 10V max

f) Type-1: 4-collector configuration: C1: 05% to 40% (0.75KV to 6.0KV) C2: 10% to 60% (1.5KV to 9.0KV) C3: 20% to 70% (3.0KV to 10.5KV) C4: 30% to 95% (4.5KV to 14.25KV)

14.5 Additionally, the Collector module shall incorporate clamp diodes to ensure that the Collector voltages cannot go positive during an arc. In the architecture that proposed, the Collector supply shall be independent

from the Cathode supply. The Collector voltage shall be regulated to be a fixed value relative to Cathode.

15.0 Heater Supply Module CW 15.1 Function: This module shall generate the TWT Heater voltage relative to

Cathode. The major specifications are as follows:

15.1.1 Heater Voltage a) 0.0V to 12.0V adjustable, RMS 25KHz

(Supply referenced to Cathode, (+) connected to Cathode.)

b) Voltage Setting capability: ≤0.5V

c) A volt meter to indicate heater voltage set (0-12V), 10mV resolution 15.1.2 Heater current a) 3.0 A Maximum, Adjustable current limit fitted b) Surge Current Maximum 4.0 A (3.0 A preferable) c) A Current meter 0-3.5A to read the current drawn (Resolution

10mA), digital display.

d) Must have settable OC, UV, OV protections. e) A timer must disable turning ON of collector and Cathodes power

16.0 FOCUS ELECTRODE MODULATOR MODULE 16.1 Function: This module shall provide a Focus electrode control voltage. It

shall consist of

16.4 The input to the modulator shall be BNC connector on the front panel, 5V HCMOS compatible signal, and ground referenced. A PRF limit circuit shall be included to prevent overdriving the modulator.

17.0 Anode-1 and Anode-2 Modules 17.1 Anode-1: w.r.t Body it shall have up to 1kV/10.0mA(Average)-adjustable 17.2 Anode-2: Anode-2 : 0 to -15KV/1.5mA (Average)-adjustable (a) Settability Resolution: 25V max

(b) Ripple: ≤0.1% peak to peak

(c) Line/Load regulation: ±2% max 18.0 Ion Pump Supply 18.1 The unit shall also include appendage Ion pump power supply module to

support capacity about 2 liters/second. The specifications are

18.1.1 Voltage: 3.0KV to 5KV settable in min. 100V steps (referenced to ground)

18.1.2 Current: 0.1uA to 100uA adjustable in min. 0.1uA steps

3.0 General Terms and Conditions

3.1 Tender mode The tender shall be two-part tender system as mentioned in sec 4.0. 3.2 Equipment

Status (a) The supplier shall quote for new equipment only. No quote for old or refurbished equipment shall be considered.

(b) The quote shall be from OEM or authorized representative of OEM with valid authorization certificate.

(c) The supplier shall mention the year of manufacture for the oldest part being planned for the system being offered along with its shelf and operational life considerations.

3.3 Calibration certificates

Supplier shall provide calibration test certificates for all the meters and sensors provided in the system for monitoring as well as for control purpose at the time of acceptance at vendor’s site. Compliance for the same shall be provided at the time of technical bid.

3.4 Size of the system and total space required

Supplier shall furnish details of approximate size of the system as conceived in the offer and clearly specify the floor space and room size required for installation of this system in their offer. This shall be provided along with the technical bid.

3.5 Electrical Power and other utilities required

1. Supplier shall clearly specify the estimated connected power as well as estimated peak power consumption of the system offered considering different operation mode described above. The AC power requirement shall be clearly mentioned considering section 8 above.

2. All utility requirements shall be provided along with the technical bid.

1. List, quantity and brand of major components, Equipments and hardwares offered and included in the offer. 2. OEM (Original Equipment Manufacturer) shall use components of standard make to ensure trouble-free operation

and long-life. The component manufacturer shall be well-known and shall be regular supplier of such parts to high voltage power supply or TWT test set-up industry.

3.7 Previous Reference

1. This TWT test setup is required during the development of Travelling Wave Tube (TWT) to test, tune & optimization after complete fabrication, hence it is mandatory that the OEM, in past must have supplied similar Multi-Stage Depressed Collector TWT Test set-up with all required protection features and interlocks including the mechanical crowbar & discharge protection (as per section 11.8(a) or electronic crowbar) required for the safety of TWT, operating personal and test setup equipment. All the protection features of previous supplied systems by OEM shall be mentioned separately along with the technical bid. Only qualified OEM with such experience & delivery for TWT application shall be considered eligible for further consideration. Supplier shall mention such experience (including similar systems already supplied to reputed commercial TWT (CW) manufacturers) clearly in their offer along with valid supporting documents.

2. OEM shall furnish previous references where similar systems have been executed by them in past five years (2012-13, 2013-14, 2014-15, 2015-16, 2016-17) or more along with the customer’s place of installation and total cost of the system executed, details like contact person, address, PO copy and brief specification achieved at the time of system acceptance by the customer and customers certificate, if any.

3. OEM should have required infrastructure & financial capabilities commensurate with the size / scale of the system realization requirements, required fabrication /manufacturing facilities, testing equipment/instruments, qualified work force, etc. for taking up this task. Bidder shall provide all the required details indicating their inherent capabilities along with technical bid.

4. Average Annual financial turnover of the OEM during the last three financial years, should be at least INR 3 Crores (30 Millions) accrued from the businesses in the engineering field only. Financial performance of the OEM must be profit making during this period. The bidder shall enclose duly audited balance sheets in English for last 3 financial years along with their offer indicating clearly the annual turnover as well as net profit after tax.

5. Purchaser plans to evaluate all the offers received based on merit and content of each offer. Offers received from bidders who are qualifying the required minimum eligibility criteria and having sound financial and technical standing and reputation shall only be considered for further evaluation.

3.8 Quality control plan & contamination control

Supplier shall furnish their standard QC plan used during execution of similar systems at the time of technical bid for review by SAC. The supplier shall provide the contamination control plan followed by them during fabrication, assembly and testing at their site for review by SAC during tender evaluation and DDR (sec 3.9).

3.9 Detailed Design Review (DDR)

Detailed design review shall consist of detailed design of sub-systems, major equipment, external and internal interfaces with different sub-systems to meet the system requirement. Supplier shall generate the DDR document for necessary review by experts identified by SAC within 2 months of acceptance of purchase order. The DDR may be conducted through Video-conference or at SAC premises. Vendor shall incorporate mutually acceptable

suggestions made during DDR to meet system requirements. 3.10 Acceptance test

at supplier’s site (FAT) & SAC site (SAT)

(a) Factory Acceptance Testing (FAT): This test will be conducted at OEM premise using either dummy loads to simulate a TWT or with actual TWT to demonstrate the specifications and interlocks. The tests will be conducted according to an acceptance test Program (ATP) developed by OEM and reviewed & approved by SAC/ISRO (shall include all the mutually agreed upon tests/test conditions/results/captured waveforms to demonstrate specifications completely and all interlocks). The OEM shall provide a copy of ATP at least 8 weeks before the tests begin at OEM for review to SAC. This test shall be conducted in presence of SAC representatives. It will be responsibility of the OEM to generate the approved Test results document (hardcopy & softcopy) and shall be provided to SAC for review and acceptance before shipment.

(b) Continuous Operation (post-FAT at OEM Premise): Upon completion of initial checkout during FAT, the power supply shall be operated at full rated voltage and current for 8 hours’ period and such six cycles of 8 hours’ duration without any problem (plan to be mutually agreed by SAC and OEM). During this burn-in test, all doors and panels shall be closed and in place.

(c) Site Acceptance Testing (SAT): final acceptance testing shall be carried out at SAC premise after installation by OEM. During final testing and acceptance period the proposed TWT Test set-up shall be demonstrated to operate properly with a suitable TWT as test unit or dummy load as per mutual agreement.

(d) Shipment clearance shall be provided by SAC on the completion of activities (a) and (b) after review. 3.11 Packaging and

Transportation (a) Supplier shall disassemble the system after continuous operation test and subsequent clearance by SAC at their site. (b) Each items shall be packaged suitably by vendor to avoid any degradation or damage during handling & transportation.

Proper care for contamination control shall be taken considering high voltage operation of the system. (c) The complete activity shall be completed as per the schedule mentioned in section 3.18

3.12 Installation, commissioning and training at SAC

(a) It shall be the responsibility of the supplier to carry out the installation & commissioning at SAC site including SAT as per schedule mentioned in 3.18.

The system shall be considered commissioned only after written certificate from SAC. (b) Supplier shall provide a thorough job training to a minimum of 5 (five) operation personnel for a period min. 3 days at

purchaser’s site after installation free of cost. 3.13 Warranty

Period and requirements

1. The warranty period shall be 03 (three) years compulsorily. If standard warranty is 1 year, then supplier shall quote for additional 02 years extended comprehensive warranty compulsorily. The warranty period shall be considered only after acceptance & commissioning at SAC. Extended warranty shall start after completion of standard warranty period.

2. The supplier shall attend to the breakdown repairs with in nominally 48 hours from date of written intimation (email/fax etc) and shall be completed within nominally 7days during warranty period. It shall be noted that no charges for any visit/labour/parts shall be paid by SAC to make the system completely operational as per specifications during the complete warranty period of three years (03 years: standard warranty + extended comprehensive warranty period) as mentioned above. The service/break-down support shall be carried out by qualified personal certified by OEM or OEM.

3. Preventive maintenance shall be carried out (minimum once a year) as part of comprehensive warranty. It shall include

any maintainenece and verification needed to ensure working of the TWT test set-up as per specifications. 4. The supplier shall confirm the availability of AMC services on per year basis for next 5 years after completion of

standard warranty+ extended comprehensive warranty period, if SAC desires at a later date as separate contract. The supplier shall clearly mention the scope of services (all inclusions and exclusions) offered during AMC period in the technical bid. It shall be noted that the AMC services as mentioned here is not under the scope of this RFP and will not be considered for price-bid evaluation , if any.

3.14 List of Spares and optional items

The supplier shall suggest the list of spares and shall be quoted as optional for 3 years of maintenance requirements post-warranty period.

3.15 Compliance table

1. The Supplier must prepare detailed and point-by-point compliance statement with reference to all the specifications/conditions/sub-points of this tender document (each and every section including general terms and conditions) clearly indicating the quantitative values offered wherever applicable in the format provided above in technical specifications (section-2). It shall also clearly indicate “C” for total compliance and “NC” for non-compliance. Supplier shall also highlight compliance with better or superior specifications wherever offered giving detailed merit and description.

2. Technical bid submitted by the bidder shall mandatorily contain a certificate from the prime bidder confirming that all parts and contents of this tender document have been received, read, understood and agreed unless it is specified as exclusion or deviation in their offer.

3. Technical catalogues, literature and detailed datasheets of all items offered by the supplier in support of their offer shall be enclosed. Lack of information or ambiguous presentation of technical information shall weaken the merit of their offer. Plain compliances without adequate supporting documents/description/comments are liable to be rejected.

3.16 Manuals 2 sets each of Hardcopy & softcopy of the operation, maintenance including trouble-shooting, safety and training manual in English shall be provided at the time of delivery

3.17 List of Deliverables

The following shall be the deliverables at the time of installation, commissioning and training at SAC: 1. Complete system as per specifications and requirements in this RFP after installation and commissioning. 2. A hardcopy & softcopy of operating, safety, maintenance including trouble-shooting & training manual in English-2

sets. 3. Complete Schematic diagram in colour in hardcopy & softcopy-2 sets

4. Valid Calibration certificates for all applicable hardware (meters etc submitted at the time of FAT etc)

5. Warranty certificate 6. Contact address, email ID, fax nos. and phone nos. for repair intimation. 7. Spares, if any.

3.18 Activity The following schedule shall be considered for the scope of this RFP:

Schedule 1. The system shall be offered for acceptance at suppliers site within a period of 16 months after receipt of order (ARO).

2. The system shall be delivered from supplier’s site within 1 (One) month of written acceptance by SAC at Suppliers site.

3. The installation at SAC shall commence within 1 (One) month of material arrival at SAC or readiness of required utilities at SAC, whichever is later.

3.19 Safety standard The vendor shall clearly mention the safety and emission standard conformed or safety tests passed by the equipment quoted.

3.20 Pre-Bid Meeting SAC intends to hold a pre-bid meeting for this tender. Interested suppliers/contractors may participate in the pre-bid

meeting on the date decided and announced by SAC, Ahmedabad to seek any clarification as well as to understand system requirements. No request for change of pre-bid meeting shall be entertained. Willing bidders not participating may also be able to quote at their discretion; however, they should submit their such intension before Pre-bid meeting in writing.

3.21 clarification Seeking technical clarifications prior to bid submission: All attempts have been made in formation of this document to provide essential details so as to enable bidders to submit their most competitive bid. If any willing bidder finds missing pages/information in the received/downloaded bid document due to any reason, the same may be immediately brought to the notice of the purchaser along with downloaded soft copy of such document but not later than 15 days prior to date of Tender submission. As a fair practice, purchaser plans to clarify technical queries received from participating bidders however only once. Bidders are allowed to seek such clarification only once in a consolidated form and provided such requests for clarifications are received by purchaser a minimum 15 days prior to the date of tender submission. Bidder can send their written queries giving due tender reference, Page/ Para of tender document and ensure that it reaches purchaser within above deadline. Bidder may attach scanned and highlighted texts from the bid document while seeking such clarification for quick reference. All the queries submitted by different bidders and received 15 days prior to the date of tender submission shall only be clarified and clarifications in common format shall be sent to all willing bidders.
