High Level Meeting on Mainstreaming Sectoral Statistical Systems into the NSDS

QSA, Doha, 12-13 October 2009

Background on 2008 SNA Is the new 2008 SNA really new? Minimum Data Requirement (MDR) Challenges in the UN-ESCWA region Concluding, major gaps in WA …

Presentation plan

In February 2009 the Statistical Commission approved Vol. 2 of the 2008 SNA, thus completing a revision process of the 1993 SNA that started some 6 years ago in 2003

The revision was generated to bring the accounts in line with the new economic and financial environment, advances in methodological research, and users’ needs

Guidelines for the revision process No fundamental or comprehensive change to the 1993

SNA that would impede its implementation Consideration of feasibility of implementation Consistency with related statistical systems

Background on 2008 SNA

44 issues identified for review in the areas of: non-financial assets; financial services and instruments; government and public sector; RoW; units; informal sector and illegal activities

Implementation strategy supported by the SC, based on actions to improve the NSSs: strategic planning, coordination, monitoring and reporting

Five modalities of implementation: training, technical cooperation, manuals, research and advocacy

The RCs and their advisory committees have an important role in facilitating coordination and regional cooperation in the SNA implementation

Institutional set up discussed during the EGM on NA, Cairo, May 2009, close to arrangements for ICP

Background on 2008 SNA cntd.

Changes and improvements introduced were perhaps more than forecasted at the beginning, where the title was supposed to be changed to 1993 SNA Rev.1 …

… however, the overall structure proposed, the philosophy followed and the approaches suggested are unchanged

For example, MCs still following 1968 SNA might move directly to 2008 SNA, as is the case for the new classifications adopted (ISIC, CPC etc.)

Consequently, basic data requirements, tables to be transmitted, definition of phases of implementation etc. remain essentially the same

Is the new 2008 SNA really new?
