    MEMORANDUMSub : Revision of pension/fam ily pension of post 01.01.2006 Pensioners /Family Pensioners in respect of Teaching staff including GraduateLaboratory Instructors / Instructresses, Librarians / Asstt. Librarians,Physical Instructors / Instructresses and equivalent category ofemployees of State aided non-Govt. colleges including erstwhilesponsored colleges.

    The undersigned is directed to state that th e question of modificationsof Rules granting pensionary benefits to the Teaching staff including GraduateLaboratory Instructo rs/Instructre sse s, Lib rarian s / Asstt. Librarians, PhysicalInstructors/Instructresses and equ ivalent category of employees of Stateaided non-Govt. co lleges including erstw hile sponsored colleges has beenunder consideration of the G overnm ent.After careful consideration of the matter the Governor has beenpleased to decide that the pensionary benefits in respect of Teaching staffincluding Gradua te Labo ratory Instructors/Instruc tresse s, Librarians / Asstt.Librarians, Physical Instructors/Instructresses and -equ ivalent cate gory of

    employees of State aided non-Govt colleges including erstwhile sponsoredcolleges who retire on and from 01.01 2006 shall be determined as follows :-A) Pension

    i) An employee retir ing in ac corda nce with the provisions ofrespective Death-cum-Ret i rement Benefit Rules/Scheme andbefore completion of minimum qualifying service of 10 years shallnot be entitled to pension, but he/she shall continue to be entitled togratuity.ii) Linkage of full pension with 33 years of qualifying service shall be

    dispensed with. Once an employee has rendered a minimumqualifying the service of 20 years, pension shall be paid @ 50% ofth e last basic pay drawn. For the employees who at the same timeof retirement have rendered quali fying service for 10 years or morebut less than 20 years , proportionate reduction shall be made whilecalculating the amount of pension.

    The provision, however, shall be applicable to the employeesretiring on or after the date of issue of this memorandum and Shouldnot be made applicable in respect of those employees who haveretired on or after the 1st day of January, 2006 but before issue ofthis memorandum.

    iii) The existing maximum amount of monthly pension of Rs.11,2007-(Rupees eleven thousand two hundred) only per month as laiddown in the Memo. No. 1452-Edn(CS) dated 7.12.1999 shall beraised to Rs.35,0007- (Rupees thirty five thousand).

    iv) The existing minimum amount of monthly pension/family pension ofRs.13007-(Rupees one thousand three hundred) only as laid downin the Memo. No. 1452-Edn(CS) dated 7.12.1999 shall be raised toRs.3300/-(Rupees three thousand three hundred) only.

    v) Additional PensionThe quantum of pension available to the old pensioners shall beincreased as indicated in the following table with effect from01.04.2008:Age of Pensioners

    The Pension Sanctioning Authority shall ensure that the date ofbirth and the age of pensioner is invariably indicated in the SingleComprehensive Form to facilitate the Accountant General (A&E),West Bengal to record the same in the Pension Payment Order(P.P.O.) to be issued in favour of the pensioners for payment ofadditional pension by the Pension Disbursing Authority as soon as itbecomes due. The amount of additional pension will be showndistinctly in the P.P.O.

    B. Family Pensioni) Family pension shall be calculated @ 30% of the basic pay drawn lastactually or notionally. The maximum ceiling of family pension of Rs.6,7207-(Rupees six thousand seven hundred twenty) only per month shall be raised

    to Rs.21,000/-(Rupees twenty one thousand) only per month at normal rate.However, the existing provision for calculation of family pension at enhancedrate for a specific period will continue

    Additional Family PensionIn addition to the family pension calculated in para (i) above, the quantum offamily Pension available to the old Family Pensioners shall be increased asindicated in the following table with effect from 01.04.2008 :Age of Family Pensioners Additional Quantum of family Pension

    GratuityThe 'maximum amount of Death / Retiring Gratuity of Rs.2.5 lakh (Rupeestwo lakh fifty thousand) only as laid down in the Memo. No. 1452-Edn(CS) dated 7.12.1999 shall be raised to Rs.6.0 lakh (Rupees six lakh)only.Regulation of the cases of Pensioners/Family Pensioners during theperiod from 01.01.2006 to 31.03.2008.

    Those who have already retired after 01.01.2006 are entitled to have theirpensionary benefits revised on the basis of this order, but those who retiredduring the period from 01.01.2006 to 31.03.2008 shall not get any arrearrepresenting the difference between revised pension and the pension on thebasis of the pre-revised pay for the period up to 31.03.2008.The Accountant General (A&E), West Bengal will issue authority fo r paymentor revised pensionary benefits with effect from Od1.04.2008 onwards on thebasis of certificate of notional emoluments as stated above without insisting onissuing of pay certificate.In the cases of the employees who are already in receipt of pension, thePension Sanctioning Authority in their cases, will send previous pensionpapers along with Service Book, certificate of notional emoluments, revisedcalculation sheets showing the calculation of revised pensionary benefits an dapplication, if submitted, for further Commutation of Pension. The AccountantGeneral (A&E), West Bengal will authorize payment pf pensionary benefits atrevised rate accordingly to the Pension Disbursing Officer concerned.The amount of gratuity, if any, paid earlier in respect of employees of thiscategory according to the rules prevailing at the material time will be adjustedagainst revised gratuity calculated on the basis of notional emoluments nowauthorized by the Accountant General (A&E), West Bengal on the basis of thisorder.Commutation of PensionAn employee shall continue to be entitled to commute for a lump sum paymentupto40% of his pension

    (ii) The existing table of commutation value for pension shall be substituted by anew Table at Annexure I. (iii) The revised table of commutation value for pension will be used for allcommutations of pension which become absolute after the date of issue of thismemorandum.(iv) In the case of those Pensioners, in whose case commutation of pensionbecome absolute on or after the 1 st day of January, 2006, but before the issueof this memorandum, the pre-revised table of commutation value for pensionwill be used for Payment of Commutation of Pension based on pre-revised pay/ pension. Such pensioners shall have an option to commute the amount ofpension that has become additionally commutable on account of retrospectiverevision of pay / pension on implementation of the recommendations of theFifth Pay Commission. On exercising such option by the pensioner, the revisedtable of commutation value of pension will be used for the commutation of theadditional amount of pension that has become commutable on account ofretrospective revision of pay / pension.(v) In all cases where the date of retirement / commutation of pension is on or

    after the date of issue of this memorandum, the revised table of commutationfor pension will be used for commutation of pension.This order issues with the concurrence of Finance Deptt. vide their U.O.No.601F (Pen) dated 09.10.2009.
