What does the 100/300 mean for your Association? 100 patrons per single undivided space, up to 300 patrons per venue. Coaches and general venue personnel are not included in the 100/300 patron count. Players, customers, patrons, participants, parents, and spectators are included in the count.

Who needs an Exemption? Large community sporting facilities that can accommodate more than 300 patrons per time slot, while allowing for two square metres per patron, may apply for an exemption to the 300-patron limit for a decision by the WA Government’s, Chief Health Officer.  Associations that are operating under Phase 2 arrangements that exceed Phase 3 mass gathering limits will need to submit an exemption form to ensure alignment with Phase 3 mass gathering limits. Exemptions will be provided to WA Police to assist with their monitoring of venue / facility compliance. Please refer to the Large Scale Sporting Venue Application for Exemption - Sport Recreation.

Spectators remain included in the 100/300 cap, and exemptions will not be considered to exclude spectator numbers. The exemption process has been developed to enable participants to start training and playing community sport, not for spectators. A participant register is still required as part of the COVID Safety Guidelines.

How do Associations Apply for an Exemption? The Exemption Process outlines the large scale venue exemption process and Association Exemption Form which needs to be completed for Phase 3. When do I need to apply for Exemption? From Saturday 6 June, all our outdoor venues, will be required to operate in accordance with the 300 per venue rule until such time that an exemption has been approved. Please ensure that your COVID-19 Phase 3 Safety Plan and Certificate are completed and approved so that contact training and competition can commence from 6 June 2020.

CONTACT TRAININGWhat do we need to do when we return to contact training?Associations, clubs, teams, and participants must adhere to the following to ensure they are meeting State Government restrictions and NWA protocols, but most of all, are staying safe and limiting any potential spread of COVID-19.• NWA recommends that vulnerable groups (people aged over 70, those that are immunocompromised) strongly consider

whether they should attend training. Other vulnerable groups that may require special consideration are participants with sub optimal access to medical care e.g. remote areas and Aboriginal & Torres Strait Islander communities.

• Adhere to “Return to Play Protocols”. • Training can commence on outdoor and indoor courts (if venue is ready to accept bookings). • Social distancing of 1.5m, good hygiene and 2 square metre rule is applied to activities not included in the drills and

match play. • A register of participants attendance and the groups they train in will be required to be kept for each training

session. This assists with the tracing and tracking of potential cases should a COVID-19 virus outbreak occur. This is a requirement for each session.

• A 20-minute time frame to be allowed between training times – allowing 10 minutes to clear the venue and 10 minutes for the next groups to enter.

• No person is to enter the training venue until 10 minutes before their assigned training time. Entry must be via the assigned entry point. Social distancing must be maintained on entry.

• Adhere to the indoor and outdoor court training as per COVID-19 Safety Plan Sport and Recreation• Netballs can be used unrestricted however they must be sanitised thoroughly prior to, and after each training session. If

the balls need to be used by another team, they must be disinfected with anti-bacterial wipes prior use. • Markers/cones and equipment such as bump bags etc are permitted to be used. Hygiene protocols need to be followed. • Bibs can be used however must not be shared at training and we recommend using Velcro bibs in competition. • No sharing of whistles • Gym equipment is allowed, you can use shared equipment provided it is cleaned between each use. Continue to

encourage people to bring their own equipment. Hygiene cleaning should take place after each class. • Contact, defending, small sided games or match simulation at training with contact permitted. Social distancing must be

maintained when not involved in drills or match play. • High fives, huddles, handshakes, or other physical contact is not permitted. • Training is to be no longer than 60 minutes (1 Hour) for Community Netball (this includes warm up time). • Gold Industry Group WANL Clubs training is to be no longer than 120 minutes (2 hours) (this includes warm up time). • Cool down and stretching must be completed within the allocated training time or completed when home. • Player feedback must either be included within the allocated training time or completed later via phone, skype, zoom,

email etc. • At the conclusion of training, groups/teams are to leave the training venue within 10 minutes via the assigned exit.

Social distancing must be maintained on exiting to limit the potential of crossover of training groups.

Do we have to check people as they come into the facility for Training? No, but it should be clearly stated in information provide to clubs, teams, and participants and at entry points that no one should attend if they have a fever, cough, sore throat, shortness of breath or any respiratory symptoms. A register must be kept for all patrons attending the facility that is not on the training register such as spectators and committee members.

Do training groups need to remain the same week to week?Maintain consistency across team training times, courts and venue to reduce the within the 100-person limit. This includes the coaches, managers, and venue staff. This will assist in limiting any spread of COVID-19 should an outbreak occur.

Are spectators allowed at training? Yes, at each Association’s discretion. If required, a parent/guardian may watch training, however, must be included in the 100/300 participants per venue (excluding coaches, managers, and volunteers). In accordance with the WA Government restrictions the 1.5 metre social distancing and 2 metre square rule must be observed. Associations and Clubs will be required to communicate their spectator plans to all members and parents/guardians of under the age of 18 years. All spectators must register upon entry.

What facilities would be available for use at training venues?• Changeroom facilities, club rooms, toilets or gyms are accessible to members at the association discretion. • Water fountains will not be available for use, players need to bring their own water. What happens if there is a positive test in our group/team at trainingIf there is a positive case within the team environment, then all participants, coaches and volunteers and coaches who have been in contact will need to self-isolate for 14 days and refer to the State Government health departments processes. This is where the register of participants and the groups they have worked in will come into play. If you are feeling unwell you should seek medical advice immediately by calling your GP. If you feel unwell at all, then please do not attend training.

How do we manage a return to training of a confirmed COVID-19 case? • Ensure the participant no longer poses any infection risk to the community. • Ensure the participant has sufficiently recovered to safely participate in netball. • In both instances, clearance from their Doctor/local Public Health Authority is required.

Are we liable if there is a positive test in our club/team? Consideration of the circumstances around any case would need to be considered to understand if there was any potential liability to an association, club or team. An association, club or team can limit the risk of being found liable for a positive test case by taking reasonable precautions to prevent the spread of COVID-19 within their environment and the wider community, including but not limited to, strictly following the advice and recommendations of NWA, the WA State Government, and the Australian Government.

RETURN TO PLAY When can we return to competition?As per the easing of restrictions by the WA Government, Netball WA (NWA) have approved return to contact training and play as of 6 June 2020. There will be protocols in place to ensure associations, clubs and teams are abiding by WA State Government restrictions. NWA will continually review our protocols in line with WA Government restrictions.

Can multi-functional facilities open more than one space?Indoor multi-functional facilities, such as large-scale recreation centres or cultural facilities comprised of multiple functional spaces, are permitted to accommodate up to 100 persons in each undivided space, and up to 300 patrons per venue provided there is at least 2 square metres of floor space per patron. For example: an indoor pool collocated with a 6 court indoor sports hall and café may operate with up to 100 persons in the pool, up to 100 persons in the 6 court sports hall and up to 100 people in the café provided all relevant physical distancing measures are followed and the revised 2 square metre requirement is met.

Will spectators be allowed at Competition?Yes, at the Association discretion. A parent/guardian may watch the competition game, however, must be included in the 100/300 participants per venue (excluding coaches). In accordance with the WA State Government restrictions the 1.5 metre and 2 metre square social distancing must be observed. Associations and Clubs will be required to communicate their spectator plans to all members and parents/guardians of under the age of 18 years. All spectators must register upon entry. Please note the exemption process does not include spectators.

Does the Association require an Entry (Ingress) and Exit (Egress) Point/s on Match Days?Yes. Refer to your Association COVID-19 Safety Plan. Hand Sanitiser is required at the Entry (Ingress) point.

Can I have a Coach, Assistant Coach and Manager on Match day? Community – Yes you can have three officials, but no extra officials are permitted. GIG WANL – 5 Officials are permitted.

Do I require a team first aid kit at Match Day? Yes, all teams must have suitable first aid kit with their teams at their matches and training.

What Scorecards are we required to use for the 2020 season ? The score card must have enough room to record all match participants’ full names (players, team officials, umpires, scorer & timer) and show all 4 quarters and must be completed with each quarter’s positions recorded. If there is no suitable template, please create a template to meet these requirements. All completed scorecards must be kept by the Association until further notice from Netball WA.

Can teams use bench seats? Please follow your venue guidelines in relation to team and general seating.

Can spectators BYO their own chair? BYO chairs are NOT permitted at any venue.

Can I bring Oranges, Lollies, or other shared food items?No shared food items are permitted before, during or after a match.

What happens with the recording if a ball goes onto another court and is picked up? If a player from another court touches the ball, the ball should be either swapped for a clean ball or sanitised and used.

Can my Clubroom or kiosk (Including bars and restaurants) Open?Club rooms must comply with gathering restrictions which require at least 2 square metres per person, up to a maximum of 100 patrons per single undivided space, up to 300 patrons per venue. Meals can be served as can alcoholic beverages without a meal. Patrons must be seated while consuming alcohol. Each venue must complete the COVID Safety Plan for Food Businesses and Licensed Premises and display certificate once approved. Patrons should practice physical distancing by keeping 1.5 metres from patrons from other households. Opening of club rooms will be at the direction of the Association.

What happens if there is a positive test in our group/team and have played matches?If there is a positive case within the team environment, then all participants, coaches and volunteers and coaches who have been in contact will need to self-isolate for 14 days and refer to the State Government health departments processes. This includes the opposition team who would have been in contact with that person up to 2 games prior to the positive case being brought to attention.

What measures are in place to assist with participants health and well-being? Being able to play sport is proven to be beneficial for our physical and mental health. The health and well-being of participants is essential; therefore, the following measures are in place to limit any potential spread of COVID-19: • NO PERSON is to attend training or game day if they are sick, have a fever, feel unwell, or experiencing symptoms such

as a cough, sore throat, fever, fatigue or shortness of breath and seek medical attention. The coach should be notified immediately of any of the above.

• Participants should apply a graded return to training and competition to mitigate the risk of injury. • Consideration must be made for vulnerable participants as they may be at increased risk. • Alcohol based hand sanitisers must be available for all group/teams training sessions, for use prior, during and following

training and games. All participants are to use sanitiser on arrival at, and before leaving training and the game. • All equipment is to be thoroughly sanitised with anti-bacterial solution/wipes or alcohol-based sanitiser prior to and after

training sessions. • If wearing a mouthguard, it should be disinfected at the end of each training session. • Drink bottles must be clearly labelled and must not be shared. It is recommended that water bottles are thoroughly washed

and disinfected after every training session. Drink carriers are not to be used for drink bottle storage. • No sharing of towels. Towels must be washed after each training session. Towel must be washed in warm water and

detergent. • Players are responsible for their own strapping if required. • No sharing of asthma inhalers allowed. • At no time can players share any food, drinks, snacks, fruit, or lollies, as this increases the risks of transmitting viruses. • High fives, handshakes or other physical contact is not permitted. • Club rooms, wet areas and change rooms are permitted to be used at the Association discretion, however, must be cleaned

regularly and follow hygiene protocol. • Each team must have their own first aid kit

Should we download the COVIDSafe App? It is strongly recommended that all participants install the COVIDSAFE App to ensure that any active cases may be tracked and traced if they should arise.

What happens if cases of COVID-19 begin to increase in the community? If there is an increase in COVID-19 in the community, and restrictions are tightened by the State Government it may mean a postponement to netball. NWA will continue to take advice and follow direction from the State Government and Netball Australia in this area.

Am I Covered by Insurance?

If you are a registered member of NWA, you are covered for personal accident through V-Insurance Group. The Scope of Cover Coverage applies whilst members are involved in sanctioned Netball Australia and/or State/Territory and Association activities. These activities include organised club competitions, coaching clinics, official events, playing, training, trialling, official fundraising and social activities and travel to and from these activities. Associations and clubs are covered for Public and Professional Liability and can download their Certificate of Currency.

Whilst there is not an exclusion on the Public Liability Insurance policy relating to COVID-19 directly, Netball Australia and its members have a duty to exercise reasonable precautions to prevent personal injury and property damage and to comply with all statutory obligations, by-laws or regulations imposed by any public authority in respect of the safety of persons or property. If Clubs and/or Associations do not comply with State Government regulations, for example by ignoring social distancing or self-isolation requirements then insurers may deny a claim on the argument that you breached this duty of care. If an affiliated Club or Association member innocently breached a government restriction we would hope that your insurers would be considerate however for the avoidance of doubt we would highly recommend members take every effort to follow all governmental guidelines enacted in accordance with the COVID-19 pandemic. Please be reminded that the Personal Accident insurance does not cover any type of illness, such as that which may arise from infection with COVID-19 (in the same way it would not cover the flu).

What happens if there is a breach of the WA Government restrictions or the requirements of the Return to Training and Returned to Play as outlined by NWA? We ask that all associations, clubs, teams and players strictly adhere to the guidelines as advised. Fines and imprisonment can apply to clubs, teams and individuals that breach State Government restrictions. Breach of State Government restrictions include:• Individuals can be imprisoned for up to 12 months, or fined up to $50,000, • Clubs can be fined up to $250,000 for breaching an enforceable direction as set by the Commissioner of Police. Breach of the Return to Training protocols may be sanctioned by NWA by measures deemed appropriate.

What are the plans for competitions within the Netball WA Competition Framework? NWA has updated dates for all major Netball WA Competitions. Please refer to the Netball WA calendar on our website for further details

What is the process for athletes to be identified and invited into trials or NWA Underage Talent Pathway Programs? The process for athlete identification and Fever in Time, State Team Trials will be communicated to all member Associations in due course.

Are Umpires & Bench Officials required to complete the COVID-19 Infection Control Online Training? Umpires and Bench Officials will be required to undertake this online training for identified Netball WA competitions such as the Gold Industry Group WA Netball League and Fuel to Go and Play Association Championships. For all other community competitions, the requirement to undertake this education will be at each Association’s discretion. Please refer to your Association Umpire Development Officer for further information.

Do Umpires need to adhere to the ‘Get in Get Out’ Philosophy? Yes, if an umpire has completed their umpiring duties for that day it is recommended, they leave the venue. If they have multiple games, it is recommended that they leave the venue after each game and return for their next game within the required time frame. Clubrooms or umpire rooms utilised for gatherings will not be permitted.
