--------- RESUME OF WORK TRANSACTED BY THE TAMIL NADU LEGISLATIVE

ASSEMBLY FROM 17TH MARCH 1986 TO 15TH MAY 1986. ---------

I. SUMMONS Summons for the Second Meeting of the Second Session of the Eighth Tamil Nadu Legislative Assembly were issued to Members on the 3rd March 1986 in D.O. Letter No. 3750/86-2, TNLAS (B-1), dated 3rd March, 1986.

II. DURATION OF THE MEETING The Second Meeting of the Second Session of the Eighth Legislative Assembly commenced on the 17th March, 1986 and adjourned sine die on the 15th May, 1986.

III. PROROGATION The Second Session of the Eighth Tamil Nadu Legislative Assembly was prorogued with effect from 29th May, 1986-vide S.O. Ms. No. 114, Legislative Assembly Secretariat dated 29th May 1986.

IV. VI. CONDOLENCE RESOLUTIONS During the period, three Condolence Resolutions were adopted by the House as detailed below:-

(1) On the demise of Thiru K.K. Shah, former Governor of Tamil Nadu: On the 19th March 1986, Hon. (2) On the demise of Thiru M. Pitchai, Member of the Legislative Assembly representing Aruppukkottai Assembly Constituency: On the 29th April 1986, Hon. Dr. V.R. IX. STATEMENTS MADE BY MINISTERS UNDER RULE 112 OF THE TAMIL NADU LEGISLATIVE ASSEMBLY RULES.

During the period under review, 4 (four) statements were made under Rule 112 of the Tamil Nadu Legislative Assembly Rules:- (1) On the 16th April 1986, Hon. Thiru C. Ponnaiyan, Minister for Law made a statement correcting the reply given by him on the floor of the House on 7th April 1986 while replying to the discussion on Demand No. 13-Administration of Justice that no Monitoring Cell had been set up by the Supreme Court either at the last Conference of the Law Ministers, Chief Ministers and Chief Justices at Delhi or later. (2) On the 19th April, 1986, Hon. Thiru S. Thirunavukkarasu, Minister for Food made a statement correcting the answer given to Question No. 4467 (Sl. No. 78) answered on the floor of the House on 27th March 1986. (3) On the 13th May 1986 Hon. Dr. V.R. Nedunchezhiyan, Minister for Finance made a statement correcting the answer given to Question No. 260 (Sl. No. 4169) answered on the floor of the House on 25th March 1986. (4) On the 13th May 1986, Hon. Thiru S. Muthusamy, Minister for Transport made a statement correcting the answer given to the Supplementary Question to Question No. 545 (Sl. No. 2157) answered on the floor of the House on 8th July 1985.

X. STATEMENT UNDER RULE 238 OF THE TAMIL NADU LEGISLATIVE ASSEMBLY RULES.

On the 14th May 1986, Hon. Thiru S. Muthusamy, Minister for Transport made a statement under Rule 238 of the Assembly Rules in regard to the creation of 'Rani Mangammal Transport Corporation'.

The Budget for the year 1986-87 was presented to the Legislative Assembly by Hon.

Dr. V.R. Nedunchezhiyan, Minister for Finance on 17th March 1986.

The General Discussion on the Budget took place for 8 days on the following dates:

19th March 1986, 20th March 1986, 21st March 1986, 24th March 1986, 25th March 1986, 26th March 1986, 27th March 1986 and 31st March 1986.

The Hon. Minister for Finance replied to the debate on 31st March 1986. Discussion on the voting of Demands for Grants took place on the following dates:

Voting on Demands for Grants lasted for 25 days from 1st April 1986 to 8th May

1986. Out of 2,193 Cut Motions received, 2,080 were admitted of which 156 were actually

moved in the House and they were withdrawn or deemed to have been withdrawn.

The Appropriation Bill(No.4) Bill, 1986 (L.A. Bill No.36 of 1986) relating to the Budget for the year 1986-87 was introduced in the Assembly on 8th May 1986 and it was taken up for consideration on the 9th May 1986 and passed on the same day.

(2) On the 24th March 1986, Hon. Minister for Finance laid on the Table of the House

the Demands for Advance Grants (Vote on Account) for the year 1986-87. On the 26th March 1986, Hon. Minister for Finance moved the Demands for Advance Grants for the year 1986-87 (Vote on Account) and it was put and carried and grants were made. The appropriation Bill relating to the advance grants (Vote on Account) i.e. The Tamil Nadu Appropriation (Vote on Account) Bill, 1986 (L.A. Bill No.28 of 1986) was introduced on 26th March 1986, and was taken up for consideration on 27th March 1986 and passed on the same day.

(3) On the 24th March 1986, Hon. Minister for Finance presented to the Assembly the Final Supplementary Statement of Expenditure for the year 1985-86. On 26th March 1986, the demands for Grants were put to vote and carried. The Appropriation Bill relating to Final Supplementary Statements of Expenditure. i.e (The Tamil Nadu Appropriation (No.3) Bill, 1986 (L.A. Bill No.29 of 1986) was introduced on 26th March 1986 and was taken up for consideration on 27th March 1986 and passed on the same day.

XV. GOVERNMENT RESOLUTIONS

(i) On the 14th May 1986, on behalf of Hon. Dr. M.G.Ramachandran, Cheif Minister, Hon. Dr. V.R. Nedunchezhiyan, Leader of the House (Minister, for Finance) moved the following Resolution:

"That in terms of Clause (1) of Article 169 of the Constitution, the Tamil Nadu Legislative Assembly hereby resolves that the Legislative Council of the State of Tamil Nadu be abolished".

(ii) "That the following draft notification to be issued under clause (b) of sub-section (2) of section 1 of the Tamil Nadu Urban Land Tax Act, 1966 (Tamil Nadu Act 12 0f 1966) be approved as required by sub-section (4) of the said section".

(3) On the 15th May, 1986 Hon. Thiru S. Ramachandran, Minister for

"That the proposal of the State Government under sub-section (3) of section 65 of the Electricity (Supply) Act, 1948 (Central Act LIV of 1948) to fix the maximum amount, which the Tamil Nadu Electricity Board may, at any time, have on loan under sub-section (1) of the said section, as eight hundred crores of rupees. be approved".

(ii) PRIVATE MEMBERS' RESOLUTION

On the 10th May 1986, 9 Private Member Resolutions were included in the Agenda, as per the ballot held on 5th May 1986. The Private Member Resolution given notice of by Thiru S. Semmalai, M.L.A., whose Resolution regarding the importance of implementing the Sethu Samudram Project in the Palk Strait stood first in the ballot, moved the following Resolution and initiated the discussion on it.

XVIII. RULING GIVEN BY HON. SPEAKER

On the 19th March 1986, Thiru A. Rahman Khan, M.L.A., raised a point of order with regard to the admission of students in the Institute of Printing Technology. On the 20th March 1986 Hon. Leader of the House furnished certain detailed information on that point. On the 9th April 1986, Hon. Speaker ruled that on verification of the evidences produced on the matter, only the House should take a decision on this and there is no need for him to give a ruling on that matter.

XIX. SPECIAL MENTION

On the 7th April 1986, Hon. Thiru K.A. Krishnasamy, Minister for Labour made a statement in the House that consequent on the divesting of Labour portfolio from him by Hon. Chief Minister, he would resign his Minister ship from that day and he would give his resignation letter to Governor on that day.

XXII. SPECIAL REFERENCE

(1) On the 16th April 1986, Hon. Speaker congratulated Hon. Chief Minister on behalf of the House and on behalf of all Legislature Parties, for setting up the World Tamil Sangam in Madurai.

(2) on the 18th April 1986, the House unanimously condemned the aerial attack on Libya by United State of America.

(3) On the 9th May 1986, the House paid its tributes on the 125th birth anniversary of poet Rabindranath Tagore.
