Legislators flooded the Houseand Senate floors with hillsbefore last week's deadline forbill introductions, exceeding thetotal introduced during the last6O-day session by hundreds.
While legislators can continueto introduce memorials and resolutions, the midpoint of the session is the deadline for new bills.House members this year introduced 1,341 bills compared with1,146 in 1995, and senators introduced 1,245 bills, compared with1,141 in 1995. The total for this"long session" is 2,586 comparedwith the long session two yearsago when the total number ofbills was 2,287. State lawmakersmeet for 60 days in odd years and30 days in even years.
Legislators also introducedmore than 100 "dummy" bills,bills with vague titles and no content that are traded out for realbills as the session progresses.

Drizzling mist and cold temperatures sent cars slipping andsliding on icy roads acrossLincoln County Tuesday.
Icy conditions promptedschool .. to close or delay openingTuesday, but no seriou~ injurieswere reported by local lawenforcement agencies.
Fenders were bent on BradyCanyon, Porr Drive and SunnySlopes in Ruidoso. County roaddepartment crews said GavilanCanyon, Palo Verde and roads inthe Alto Lakes Subdivision werehazardous and being salted.Traveling was even tough forcounty trucks, said departmentsecretary Kim Roper.
"There's not much you can doon ice except drive slowly and hecareful," she said.

over the gavel and district judge's chair when herfather, Judge Richard A. Parsons, retires after 12years in office. Her father will administer Parsons'oath of office on Monday, March 17 in Carrizozo.
Gov. Gary Johnson announced his choice for theDivision Three ,12th Judicial District judgeshipFriday from a list of three lawyers recommendedfor the job by a committee. Parsons will serve untilthe next geneTaI election.
Johnson selected Jerry H. Ritter of the districtattorney's office in Alamogordo for the DivisionOne !'leat, left vacant when Sandra Grishatn failed tomuster enough votes last November to keep theoffice. Ritter was selected over James WaylonCounts, who was appointed when the fourth judgeship was first created in the 12th district, hut lost hisbid for election in 1994, and over Wayne A. Jordan,Grisham's husband, who ran unsuccessfully for thefourth division office two years ago.
Parsons beat out two other attorneys recommended by the state's Judicial NominatingCommittee for Parsons' chair, former Ruidosomunicipal judge Charles Hawthome and fprmerassistant attorney general Marc Prelo.

No, we're not being facetious; Robert 1;emple Is the11-year-old fiflh-grader who did everything right last weekafter getting Separated from his father and finding himselflost in the rugged countrY near Hale Lake east of RuidosoDowns. .
Because he did everything right, the intensive nighttime search mounted by White Mountain Search &Rescue and other volunteers had a happy ending.Robert's pre-arranged rifle shot signal led the rescuers tohis camp shorUy after midnight on Feb. 19.
It was a miserable night to search, one of continuousrain mixed with sleet, heavy mud and almost Impossiblevisibility. Bul tHe searchers found the youngster in goodshape - dry, well-fed (so was his dog) and happy' he'dld-
c n't have to spend the night In a little tunnel he had dug.Betty Beachum, the field coordinator for the rescue,
had high praise for Robert; she called the boy the "perfectsubjecf' if a search was necessary. He was wearing arain-repellenl jacket, carried food and water, and had hisdog along for company.
Robert had lived if! Ruidosp for only five months, andthe landscape was far different from the country aroundFreeport, La.; where he had spent lots of time hunllngwith his father, Mike. (He and Mike had agreed long agoon how 10 signal if they became separaled - three rifleshots, a pause, Ihen three more shots.)
