behaviour and minor assaults is clumsy. Officers are encouraged to criminalise people for behaviour

which may have caused offence but would be better dealt in a different way. Complainants are dissatisfied because they want help rather than a

criminal justice outcome”

National Indicator 111 seeks to reduce number of first time entrants into the youth justice system. First time entrants are defined as young people (aged 10-17) who receive their first substantive outcome.

This would include a Reprimand, Final Warning or Court disposal.
