Purpose of Study• Conduct a detailed analysis of the grid of streets and

determine– A finalized grid of streets– Number of lanes between and at intersections– How to best accommodate transit, bikes, and pedestrians– Right-of-way needs

• Assign urban street types and modal emphasis based on the Urban Street Standards from the Department of Rail and Public Transportation

Need for Study

Department of Transportation 6

• The Reston Phase I Comprehensive Plan Amendment was adopted by the Fairfax County Board of Supervisors on February 11, 2014.

• The Board follow-on motion from the adoption directed staff to: – “conduct a detailed evaluation and operational analysis of the enhanced

street network shown on the Reston Master Plan, prioritize these improvements, and develop an implementation strategy.”

– “conduct an inclusive process to prepare a funding plan for the transportation improvements recommended in the Reston Master Plan and report with its recommendations. The funding plan should include arrangements for financing the public share of Reston infrastructure improvements and facilitate co-operative funding agreements with the private sector. The PC strongly believes that public and private investment in Reston is both critical and responsible for ensuring Reston’s future success”

• Maintain a Balance between land use and transportation• Ensure pedestrian mobility throughout the TSAs• Bike Master Plan for County has been adopted and

includes the TSAs• An enhanced RIBS and Fairfax Connector service to

support rail• Strong Transportation Demand Management (TDM)

program in the TSAs

Why a GridA grid of streets allows for more options when going from

point A to point B, reducing the demand on streets

Evaluating the Grid• Level of Service and Delay at Intersections

• LOS E (55 – 80 seconds of delay) is the standard for the Reston Transit Station Areas

• VDOT and FCDOT have agreed on LOS E as the standard for the Reston Transit Station Areas

• Queue Length (number of cars waiting at a signal)• Walksheds – pedestrian accessibility• Enhanced connectivity for transit

Mitigation

Department of Transportation 16

Page 17: Reston Network Analysis: Community Meeting Tier 1 & Tier 2

County of Fairfax, Virginia

Purpose of Mitigation• Mitigation reduces vehicle congestion • Mitigation reduces delays experienced at

intersections• Mitigation improves the reliability of travel times

through an area (for both buses and vehicles)• Mitigation will be the way we achieve LOS E in the

Transit Station Areas• We are using mitigation measures that have the

lowest impact

Department of Transportation 17

Page 18: Reston Network Analysis: Community Meeting Tier 1 & Tier 2

County of Fairfax, Virginia

Mitigation Options• Mitigation Measures - Tiered Approach

– 1st Tier: No right of way (ROW) impact – 2nd Tier: Some right of way impact– 3rd Tier: Large scale mitigations if needed

– Consultation with Advisory Group, Stakeholders, and citizens

• Each grid link is initially assumed to be one lane in each direction

– No turn lanes were initially assumed at new intersections

Department of Transportation 18

Additional coordination will be needed with VDOT on the location of turn lanes at signalized intersections

2050 1st Tier Mitigation Measures

• No ROW Impact Mitigation Measures – Modifications to lane configurations– Signal timing and phasing optimization – All-way stop vs. two-way stop evaluation – Additional traffic signals

Funding Plan

Department of Transportation 40

Page 41: Reston Network Analysis: Community Meeting Tier 1 & Tier 2

County of Fairfax, Virginia

Funding Plan Overview• The plan focuses on how to best fund projects in the

Reston Transit Station Areas • Projects included in the plan are those recommended in

the Reston Phase I Plan Amendment • The plan will span 40 years (FY2015 - FY2054)• The plan will build on priorities identified as part of the

Network Analysis • The plan will determine funding allocation for projects

County of Fairfax, Virginia

Shared Funding Solution• Public and private investment in Reston is necessary to ensure

Reston’s future success. • Public funding means money from federal, state, local, and

regional sources.– Multiple sources from each type

• Private funding means money from the following sources:– Proffers from developers– Contributions to a Road Fund (per square foot/per dwelling unit)– In-kind Contributions– New Revenue Source (tax district, service district, etc.)

Department of Transportation 43

Page 44: Reston Network Analysis: Community Meeting Tier 1 & Tier 2

County of Fairfax, Virginia

Building the Funding Plan• Discussion with Advisory Group• Prepared preliminary cost estimates for roadway,

intersection, and grid improvements• Potential revenue sources and funding mechanisms for

the plan• Individual project prioritization (Network Analysis Study)• Timing of funding needs

Department of Transportation 44

Page 45: Reston Network Analysis: Community Meeting Tier 1 & Tier 2

County of Fairfax, Virginia

Building the Funding Plan Cont.• Viable funding strategies

– Amount of public and private responsibility for plan costs– Analysis of several funding scenarios that include use of a road

fund or a road fund in combination with a service or tax district over Reston TSAs, Reston, and/or Special Tax District 5

– Non-viable scenarios have been removed based on initial feedback include those that feature a service district over all of Reston or a service district over Special Tax District 5, which provide limited increases to support funding the plan

Department of Transportation 45

Page 46: Reston Network Analysis: Community Meeting Tier 1 & Tier 2

County of Fairfax, Virginia

Next Steps• Identify Tier 3 Mitigation Measures for:

– Fairfax County Parkway & Sunrise Valley Drive– Fairfax County Parkway & Spring Street– Reston Parkway

» Intersection improvements from Baron Cameron Avenue to Lawyers Road

• Phasing Analysis– Based on Existing Conditions

• Advisory Group Meeting on Funding Plan
