Requirements for the Safe Transport of Dangerous Goods by Rail: Operational Requirements, Design Requirements and Emergency PreparednessLinks Mudaly

Links Mudaly is employed by the Railway Safety Regulator, an Organ of State, as the Dangerous Goods Specialist. He has been involved in the regulatory environment involving dangerous goods for road and rail for a number of years. He also engages in the development of standards and regulations, as well as serving on a number of standards development committees involved in the development of Regulator Standards and National Standards for the “Development of the Green Transport Strategy for South Africa”.

Transportation of Dangerous Good by Road (Part 1 & Part 2)Eddie Crane

Eddie Crane is a Subject Matter Expert on International Dangerous Goods Legislation and an active member of the SANS (South African National Standards) Technical Committees for the Transportation of Dangerous Goods including Transportation of Infectious Substances (Class 6.2). Crane has been facilitating at various Dangerous Goods Courses/Workshops/Seminars since 2001.

Dangerous Goods Customs and Excise Ashika Pillay

Ashika Pillay is currently a Customs and Excise Executive at SARS. Her portfolio includes management of customs operations in KZN, Eastern Cape, Western Cape and Northern Cape. This includes operations at the airports, seaports and land borders within these regions. Ashika has been in SARS for the past 21 years and has had extensive exposure, not only in operational and strategic management but has been instrumental in driving the transformational changes within SARS. Her prior experience as a lecturer at the Durban Institute of Technology augured well for her role as the head of the customs school at the SARS academy - a position she held for a year. Ashika has completed her MBA in strategic management practice and has used her knowledge in leading the model port project at Beit Bridge border post.

Insurance Requirements regarding Transportation of Dangerous Goods by RoadBelinda Viljoen

Belinda Viljoen has been employed as an Accounts Executive by Envirosure Underwriting Managers since 2015. Belinda is responsible for product training to brokers on hazardous pollution clean-up, contamination, environmental liability and rehabilitation for transporters. She has a Hazchem Certificate in the transportation of dangerous goods by road and is currently studying Environmental Management.

Dangerous Goods Customs and Excise Patricia Jones

Patricia Jones is currently the acting Group Executive for Strategy and Legal Policy at SARS. Her portfolio includes management of Customs national and the sub-divisions related to legal, centres of excellence, effectiveness, Customs International, Tariff, Valuation, Origin, Refunds and Drawbacks, Appeals and Regulatory Controls. Patricia has been at SARS for 31 years and has extensive knowledge from an operational, legal and policy perspective. She also completed her Masters in Customs Theory and International Law with the Canberra University in Australia and has successfully passed the WCO level 1 process for MPA/CMA specifically related to the Trade Facilitation Agreement.

Regional Trade Facilitation and Corridor DevelopmentsCatherine Grant Makokera

Catherine Grant Makokera is an experienced trade negotiator and trade policy expert having started her career in public service for the Government of New Zealand. She has over 15 years experience working directly as a policymaker either in the public or private sectors. She has also worked as an academic, researcher and consultant since moving to South Africa in 2000. Ms. Makokera has considerable experience in coordinating public-private sector engagements on a wide range of economic policy and trade promotion issues in Southern Africa, including as Secretary of the SADC Employers Group and SADC Business Forum from 2007 to 2010. She continues to be actively involved in regional business structures and in 2015 organized the first annual Southern African Business Forum held in the margins of the SADC Summit. She continues to undertake research on behalf of a number of think tanks and organisations. She is currently a Director of Tutwa Consulting and a Research Associate of the Trade Law Centre.
