Thank you for this opportunity to submit our proposal for Owner’s
Project Manager (OPM) Services for the Town of Burlington’s DPW
Facilities building project.
Firm Overview
Founded in 1983 and formerly known as Joslin, Lesser + Associates,
NV5’s Boston OPM practice has a 35-year track record managing the
design and construction of Massachusetts public facilities that is
unsurpassed in the industry. Over the past 10 years, we have provided
OPM services on projects ranging from $2M repairs to large scale new

components, mobile lifts, undercarriage maintenance, electronics rooms, tire carousels, engine/transmission
rooms, paint booths, fire protection/life safety systems, and drive through vehicle wash.

also providing flexibility to control costs. Phase 1 scope will encompass the renovation
of the Clark & Reid buildings and garage on Great Meadow Road for Recreation
Maintenance and a new truck Wash Bay; an addition on the Clark & Reid site to house
DPW Central Vehicle Maintenance; and reconstruction of fuel pumps at the Town Hall
Annex. Phase 2 scope will consist of a new building on the existing highway garage site,
also on Great Meadow Road, for the DPW Highway and Water/Sewer Divisions.
Phasing construction will allow employees from the current highway garage to be housed
in the Phase 1 facilities while the existing garage is being demolished and the site is being made ready for Phase 2
work.
The construction cost for the work of both phases is estimated to be $32,000,000. While there has been some
discussion of a gap in time between the two phases of construction, any significant gap would require separate
bidding and factors of escalation and project carrying costs. The most economical solution would be to construct
both phases concurrently. Sequential phases with no gap would be the next most economical solution.
The best method for determining possible optimal solutions is to gather information from Owners, managers,
current and potential users, and the neighboring community and to keep all stakeholders involved throughout the
process. With a clear understanding of goals and issues to be addressed, an integrative design approach can be
brought to bear, coordinating an analysis of the options, developing and assessing criteria for success and utilizing
strategic planning concepts.
In our role as OPM, we will work in tandem with the Project Team to assist the process of critical thinking: Can
the existing structure support the intended functions? What are the code implications of a renovation/addition?
What is the structural capacity of the existing pre-engineered building? What are the environmental and permitting
implications of working on the Clark & Reid site? Can construction of the new DPW Facility at 1 Great Meadow
Road occur on an occupied site? Can all DPW functions be consolidated to one site?
There are many issues to consider as the project develops as well as many options and opportunities to explore.
NV5’s job will be to shepherd the Project Team through the process to ensure that the right decisions are made
for the best possible outcome. We look forward to bringing our experience to this project!

Arlington School Renovation Program ARLINGTON, MA
Project Description
The Town of Arlington engaged NV5 to provide OPM services
for two successive school renovation projects undertaken
between 2016 and 2018. The Stratton Elementary School
renovation included updated mechanical, electrical, fire
protection, AV, and IT systems, replacement of building envelope
components, accessibility upgrades, reconfigured cafeteria,
administration, and library spaces, and new finishes throughout.
The project also included the construction of a temporary 22-
classroom modular school on the existing site to house students
during the 2016-2017 school year. The school reopened in
September 2017, on time and $1.3M under budget.
The Gibbs School, a public school building built in 1928 and
decommissioned in the 1980’s, has been reclaimed by the Town
of Arlington for a new dedicated 6th grade school in order to
alleviate overcrowding at the Ottoson Middle School. An
aggressive design and construction schedule was established for
this gut renovation, which will include all new MEP systems,
masonry restoration, window replacement, a new curtainwall, and
completely new interior. The project incorporates numerous
sustainable design elements, and aims to achieve LEED® Silver
V4 certification.

Chicopee City Hall Renovation CHICOPEE, MA
Project Description
NV5 is the Owner’s Project Manager for the renovation of the
historic City Hall in Chicopee, MA. This iconic 1871 structure,
with its 147 foot tower, was modeled after the Palazzo Vecchio in
Florence, Italy, and has been on the National Register of Historic
Places since 1974.
Currently in design development, the project will entail
rehabilitation of the building’s brick, stonework and masonry
exterior as well as restoration of the ornate auditorium, which has
been shuttered for several years. The work includes restoration of
significant, but deteriorating, stained glass windows, accessibility
upgrades in the auditorium and other public spaces, the
installation of a building automation system, light interior
renovations to all office spaces, and new windows in the City Hall
Annex. Construction will get underway in December of 2018.

Newton School Building Program NEWTON, MA
Project Description
The City of Newton engaged NV5 to provide OPM services for
a program of three successive projects for the Angier, Cabot and
Zervas K-5 elementary schools. In collaboration with the
Project Team, NV5 established a clear preferred option for each
site in conjunction with a comprehensive project budget and
critical path schedule. The overall program strategy enabled the
City to preserve the intimate neighborhood schools concept for
elementary education, while increasing the capacity of the system as a whole. NV5 has kept an engaged
citizenry fully apprised of design and construction activities through the use of websites, flyers, brochures and
public meetings.
Angier Elementary (LEED® Gold) and Zervas Elementary (LEED® Silver), both brand new facilities, opened
for students on time and on budget. As OPM’s for the Cabot School, NV5 led the Project Team through an
analysis of eight alternative locations, a process that ultimately identified a rebuild on the existing site as the
most cost effective solution. The project includes renovation of the original historic school building and
construction three new wings to house a gymnasium at the front, a library in the rear and a three-story
classroom/cafeteria wing to the side.

Salem St Renovation at University Crossing UMASS Lowell
Project Description
University Crossing sits on the site of the former St Joseph’s
Hospital Complex in downtown Lowell. The symbolic Campus
Center for UMass Lowell, it ties together the North, East and
South campuses. The project included 143,000 square feet of new
construction, known as University Crossing, and 87,000 of two sections of St. Joseph Hospital that were
retained and renovated, known as the Salem Street Renovation. The new and renovated buildings are
connected and house the offices of approximately 28 University department that serve students.
The Campus Police Station occupies approximately 16,000 SF of the first floor of the Salem Street
Renovation. With 30 sworn officers, the facility operates 24 hours a day, 365 days a year, providing dispatch
services for the University, patrol, criminal investigation, specialized and emergency response, as well as crime
prevention and educational services. The station is fully outfitted with a state-of-the-art dispatch facility,
emergency operations center, booking, detention, interrogation and interview spaces, gun lockers, a roll call
room, and offices. A sally port providing direct access to the exterior was constructed at the former emergency
room entrance.
The police station is located alongside, and works closely with, the Parking & Transportation and Emergency
& Environmental Management departments. The balance of the Salem Street Renovation houses other
departments including UCard, Access & Parking Services, IT and Help Desk, Student Financial Aid, the
Bursar’s Office and Public Relations.

Project Description
NV5 is serving as Owner’s Project Manager for the construction of a new Senior/Community Center on the
1.2 acre site of the existing facility, a building originally constructed in the 1990s as a VFW Hall.
At 11,000 square feet, the new one-story facility will be double the size of the current Senior Center, enabling
the Town to meet the current and future program needs of the Council on Aging. The center will include
multi-purpose spaces, a ceramics/art room, a fitness center, a kitchen, and outdoor community spaces.

Galvin Middle School WAKEFIELD, MA
Project Description
Replacement of the 60-year-old Galvin Middle School in
the Town of Wakefield was long-overdue. This core MSBA
project was constructed in four phases, the first of which
consisted of a new academic and administration wing
adjacent to the original school. Once Phase 1 was occupied,
the second phase began during the summer of 2014 with
abatement and demolition of the existing school followed
by the Phase 3 construction of the gymnasium, locker
rooms, auditorium, and music classrooms. The final phase
of work consisted of developing the grounds for two
artificial turf fields, two basketball courts, a PE field, skate
park, school garden, an alfresco classroom and a greeting
plaza. All work was completed in the summer of 2015, and
the project achieved MA CHPS 2009 Verified Leader
certification.

DPW & Fleet Maintenance Facility MANCHESTER, NH
Project Description
Located on a 10 acre site once home to the city’s highway
department, the new Manchester Municipal Complex consolidates
many city functions formerly scattered across the city in antiquated
facilities. The project includes a 72,000 SF Police Headquarters, a
32,000 SF DPW administration building, a 30,000 SF vehicle maintenance building, a 26,000 SF vehicle storage
building, and a salt barn.
The DPW administration building houses under roof all DPW divisions previously located in three separate
buildings, including Highway, Engineering, Facilities, and Parks & Recreation. The new fleet maintenance
facility, which services the City’s 500 pieces of Public Works, Police, Fire, Parks and general City vehicles and
equipment, includes office, administrative, and parts management areas, centralized fluids distribution, exhaust
evacuation systems, mobile lifts, lower level undercarriage maintenance, welding area, electronics room for
lights/radio work, tire carousels, engine/transmission room, paint booth, and a drive through vehicle wash to
handle everything from small sedans to large ladder trucks.
NV5 designed MEP/FP, IT and A/V systems for each building on the campus to accommodate current and
future needs and potential future expansion. The new mechanical systems include radiant in-floor heat and a
highly efficient heat recovery ventilation system. Heating and cooling is regulated by computer for optimal
energy management and indoor air quality. The telecommunications and security design included telephone,
data, CATV, paging, CCTV cameras, intrusion detection systems, presentation capabilities, and wireless data
connectivity throughout. Sustainable elements include daylighting, recycled materials, innovative wastewater
technologies, and a rainwater collection system.

Longmeadow High School LONGMEADOW, MA
Project Description
This core MSBA project undertook to replace the aging
Longmeadow High School - a 248,000 square foot complex
consisting of the original 1954 structure and a sprawling series of
wings added in 1958, 1963, 1971, and 2000. With no other parcels
of land available, the Project Team evaluated a variety of options
to redevelop the existing site, ultimately deciding to construct
182,000 square feet of new space, renovate the 52,000 square foot
1971 wing, and demolish the remaining portions of the existing
building. The renovated wing includes the District Offices, a
swimming pool, PE teaching stations, and a business and
technology center. NV5 coordinated a detailed logistics plan that
made it possible for the school to remain fully operational during
multi-phase construction. The design makes extensive use of
daylighting, and the project achieved MA-CHPS Verified™
Status.

Greater Lowell Technical High School TYNGSBORO, MA
Project Description
NV5 was the OPM for this major renovation and expansion of
the Greater Lowell Technical High School, one of the largest
technical high schools in Massachusetts with over 2,200 students
in grades 9-12 and serving the communities of Dracut, Dunstable,
Tyngsboro and Lowell.
This MSBA core project included significant upgrades to the
building envelope and the mechanical, electrical and life-safety
systems of the original (1974) 500,000 SF structure. Two former
dining commons were repurposed as six new science laboratories.
A new 22,000 SF wing contains a cafeteria with kitchen,
bathrooms and support space. Construction on the constrained
site was phased, allowing the school to remain fully-operational.
The project was completed 12 months ahead of schedule and well
under budget.

C. Project Approach
Communication
Strategic Kickoff Meeting As a standard practice, we lead a client expectation meeting once all key
consultants and project partners are on board. At this time goals and concerns from different perspectives
are discussed, and we have a clear moment in time to set expectations.
Regular Design & Construction Meetings Organized, face-to-face meetings often offer the greatest
efficiency in the decision-making process, so we make them happen consistently.
Monthly Progress Reports NV5 will provide a regular progress report which will include the status of
the project, current budget, updated master schedule, updated milestone schedule, and progress
photographs. Outstanding issues or problems will be identified, along with strategies to resolve them.
Daily Construction Reports Our field representative will provide daily construction updates to keep all
stakeholders informed on progress and to identify and monitor potential risks so that they can be addressed
efficiently to avoid schedule delays and budget impacts
Community Outreach NV5 will assist the Town in organizing and making presentations at community
meetings in order to keep residents informed, solicit and respond to their concerns and build support for
the project. We can also create brochures and dedicated websites and use social media to disseminate
schedules, meeting notices, milestone accomplishments, and other important documents and information.
Websites and social media provide an invaluable platform through which the community can interact
informally and in real time with the project team, requesting information and voicing their opinions.
Software Management Tools: In addition to Microsoft Office suite and other standard business programs,
our team uses industry specific software solutions, including budget4cast for transparent budget
management and Primavera for detailed scheduling.
Virtual Meetings: In addition to our in-person work sessions, conference calls and GoTo Meetings will
allow us to have regular contact and opportunities for decision making in between.
Cloud Based File sharing: We maintain electronic files for all project documentation and can provide
access to all stakeholders with graduating levels of permissions, access and editing rights.
Schedule Development & Management
The cornerstone of an effective management plan is the budget and schedule for the project. We will develop a
Master Project Schedule that will include all critical tasks including design, bidding, construction, furniture,
fixtures and equipment procurement, start-up, and occupancy. The Schedule is a planning tool that we develop
and review with the Project Team on a regular basis to ensure that project tasks are identified and completed on a
timely basis. We will work with the project team to reach a consensus on the Master Project Schedule. We will
require the Contractor to provide a CPM (Critical Path Method) schedule, which clearly identifies project
milestones, long-lead items, dependent activities, float times, and contingency plans. We will review the schedule
on a monthly basis and will require the Contractor to provide a schedule-recovery plan, should the schedule show
any slippage.
Budget Development & Management
We manage the budget from the inception of the project. A cost estimate prepared by NV5’s cost will be
reconciled with the Designer’s cost estimate to ensure the design meets the program and is on budget. NV5 will
manage the cost reconciliation process to make sure that when bids are finally received they will be within budget.
The final budget values are solidified once bids are received. The budget will be carefully managed throughout the
project, to make sure the project stays within approved amounts.

C. Project Approach
In managing the budget, we will track all hard and soft costs, including all project commitments and expenditures-
to-date. We will also provide projections of additional costs that may be needed, in order to assess financial risk and
exposure, and continually update the formal budget on a monthly basis. We will rigorously review Change Order
Requests to ensure that they are reasonable and that full value is being received by the Owner. The budget, while
continuously being managed, will be formally updated on a monthly basis and provided for review and discussion
with all stakeholders at the monthly Building Committee Meetings.
Quality Management
Excellent documentation at every phase is essential to the quality of the final product. During the design phases,
NV5 will engage the Project Team in design review meetings to develop documents that are consistent and that
accurately reflect the Owner’s intentions, which is critical to limiting change orders and preventing project delays.
NV5 will review the final Contract Documents, in the form of plans and specifications, for quality, completeness,
constructability, compliance with program requirements and for issues related to phasing and coordination of the
various construction trades.
During Construction, our team, including our field representative, will diligently review project progress on a daily
basis and proactively advise the Owner about activities, conditions or circumstances that could affect the
schedule, budget or quality, or that otherwise raise concerns, and we will recommend corrective actions.
Case Studies: Project Examples
1. Southbridge Middle/High School, Southbridge, MA - The Southbridge Middle/High School site is
located on a large undeveloped parcel of land in a remote area of town, requiring significant site work and
utility infrastructure improvements to support the construction of the new facility. Given a restrictive cap on
site work costs in the budget, there was significant risk in exceeding the Town’s funding limitations for the
complete site package, including the entire desired athletics program. NV5 developed a strategy to define a
portion of the athletics fields scope as a bid alternate and bring a CM on board early in order to release early
site, foundation and steel packages to accelerate schedule and capitalize on a competitive bidding
climate. Upon completion of the initial site work and final buyout of the remaining scope, a risk analysis was
completed to forecast the Town’s share of the base scope and determine that buyout savings and contingency
could be allocated to funding the athletics field bid alternate, while still maintaining sufficient
contingency. This strategy allowed pricing for the scope in question to be submitted competitively, yet
deferred the need to make a decision on proceeding with it until after the most risk prone scope was
complete, ultimately resulting in the Town’s ability to complete the full athletics field program within its
funding limitations.
2. Utility Corridor & Roadway Reconstruction (UCRR), UMass Boston - The UCRR project at UMass
Boston includes the construction of a complete new utility infrastructure loop around the perimeter of the
campus. The campus was constructed in the 1970’s on an old municipal landfill, with subsurface conditions
comprised of highly variable and contaminated landfill soils. Construction of the new utilities requires
the displacement of approximately 200,000 tons of landfill material. In order to mitigate the significant cost
associated with the off-site disposal of contaminated material, a project team charrette was organized to
review all opportunities to reduce the volume of displaced material and retain as much material in landforms
created in available open space within the campus. These areas included parking lots, future development
sites and regrading of landscape areas. Following a thorough review of the impacts to campus operations and
integration with the master plan intent, the list was narrowed down to those considered permanent, and not
simply deferring the cost, ultimately saving approximately $10M in cost.

C. Project Approach
3. Gibbs School, Arlington To achieve LEED® Silver, the architect specified windows that would help the
building meet LEED® standard. The window scope was above and beyond the typical window standards for
schools due to the higher standards in LEED® version 4 and to the fact that the project was a renovation and
the existing building was not well insulated. We worked with the architect to find alternative windows that
accomplished the LEED® requirement while reducing cost and lead time on delivery of the windows, resulting
in substantial savings for the Town of Arlington.
4. Thurgood Marshall Middle School, Lynn, MA The City of Lynn faced budget challenges with the
construction of the Thurgood Marshall Middle School, and the
biggest hurdle was getting the project funding passed by the
residents. When the funding vote succeeded, the City made it
very clear that the established construction budget could not
be exceeded regardless of unforeseen construction issues.
NV5 led a collaborative team approach involving the Owner,
the Architects/Engineers and Construction Manager to
develop scope and budget categories accounting for potential
risks and thereby creating a guaranteed maximum price that
could not be exceeded. This team approach took full advantage of the collective knowledge of all participants
to fill in all holes in the construction documents and to effectively plan within the established budget for the
inevitable unforeseen issues. With a balanced and informed approach to the budget, the project was completed
under the guaranteed maximum price. There were no external change orders and $280,000 was returned to the
City allowing it to keep its promise to residents.

Senior Project Manager
Trained as a Civil Engineer, Tim has been a senior member of
NV5’s OPM group in Massachusetts for nearly 10 years. As
Project Director, he has shepherded the $260M construction
of an entirely new utility infrastructure and roadway system on
the UMass Boston campus, a complex 5-year project slated
for completion this summer. This project has required careful
logistical planning to continue operations of existing campus
buildings, support the construction of five new campus
buildings in parallel and provide flexible infrastructure for the
eventual buildout of the 25-year campus master plan.
Tim also was the Project Manager for the Southbridge Middle/High School,
completed in 2012, one of the first projects designed and constructed with funding
from the Massachusetts School Building Authority (MSBA). Ultimately completed
ahead of schedule and under budget, this project presented several challenges
including unique programming requirements in combining a middle and high
school, rapidly escalating market conditions, a large site/utility package and tight
budgetary constraints.

For Clerk of the Works during construction, we are proposing two alternatives – Rob Griffin, PE, or Bill
Shaw, RA, as full-time Clerk of the Works during construction. Both gentlemen have more than 30 years of
experience in the construction of large scale public building projects in Massachusetts and across New England.
While currently assigned to large scale public projects, they will be available beginning in 2019.
Supporting our core OPM team with Design Review/Quality Control as needed will be engineers/project
managers from NV5’s Boston and Andover offices. This group specializes in energy efficient design of
Mechanical, Electrical, Plumbing and Fire Protection systems and has an extensive portfolio of DPW and
vehicle maintenance facilities in Massachusetts and throughout New England. This team of internal resources
will be led Chris Hildreth, PE, LEED® AP, who has more than 30 years of experience.
Our entire team will be supported by Principal in Charge Pat Murphy, who will ensure they have whatever
resources are needed to support the project.
