We recommend that you provide separate drawings or groups of drawings for each matter listed below, to help ensure that it is clear which matter a drawing relates to.

General mechanical arrangement

General electrical arrangement from the power source to the prime mover (including the controller, switchgear, prime mover)

General arrangement showing the location of safety devices

Winding plant and conveyance(s)

Drawings identifying the rope or cable and associated attachments

All hydraulic and pneumatic control system

Any other drawings as required to clearly identify the powered winding system, including its components.

Plant safety informationPlease attach the following plant safety information to this application. Tick the boxes to confirm these documents are attached.

Design verifiers documentation of the design verification process and the results of that process. This should include a requirement-by-requirement assessment of the winding system against the design order. This can be provided in a spreadsheet identifying each requirement of the design order and whether the design complies. A requirement includes all mandatory or normative matters in the guidelines or standards included in the design order.

A design operational risk assessment on the use of the winding system in the mine which addresses the lifecycle of the winder at the mine, and includes commissioning, operation, inspection, testing, maintenance, winch control, communication, competencies, training and emergency procedures.

A risk assessment to verify the integrity of the winding plant under all operational and maintenance conditions, including the failure of components.

Note: This risk assessment must be in a form which systematically analyses the potential failure of all components of the winding apparatus and how those potential failures are controlled, e.g. failure modes effect analysis (FMEA), fault tree analysis (FTA), quantitative risk assessment (QRA).

A detailed description of the powered winding system including:

Purpose and description of use, including operational parameters

Designed winding loads and speeds for both men and materials

A functional specification for the controls of the powered winding system, including all designed controls, their limits and set points

Identification of each component which constitutes the powered winding system

Graphical representation of the over speed envelope and retardation profile.

An overview of the functional safety approach taken to ensure the safe operation of the winder (e.g. safety integrity level (SIL), performance level (PL)).

A description of the safety functions and the safety requirements specification.

An electrical block diagram showing the realisation of the safety requirements specification.

Any other information pertinent to the safe operation of the powered winding system.

Details of the design of all major safety critical components of the powered winding system including, but not limited to:

winding plant driveline from motor non drive end to drum non drive end including the drum, brakes, gearbox and motor

supporting structures and sheaves rope and associated attachments winder control systems and safety control devices conveyances including counterweight.

The information must include design calculations, drawings and test certificates.

Details of the commissioning process, including static load testing of the conveyance and winding apparatus, static and dynamic brake testing and safety function verification (e.g. limit switches).

Results of the commissioning process which demonstrates performance consistent with the functional specification for the winding system.

Verification of safety related functions by a person competent in functional safety verification.

A radio frequency control file identifying all radio frequencies used at the winder location, complete with supporting documentation as to the possible effects of radio frequency transmission contamination.
