Pesticides have largely been in the top news largelywhen some mass poisoning and deaths take place

as for instance in 1958 when 102 people died in Kerala/Tamil Nadu. These followed consumption of food onboard a ship from USA which got accidentally admixedwith ethyl parathion. This led to setting up of the ShahCommission in 1958 leading to another Committee underlate Prof Thacker in 1964 followed by the InsecticideAct in 1968. This resulted in creation of a sizeableinfrastructure for registration of pesticides for theirsafety. This has grown and multiplied at Faridabad andNew Delhi and elsewhere in the country with Labora-tories set up for testing of pesticides for their adulterationto ensure their purity.

However the problem of poisonings both reported andlargely unreported continues for a variety of reasonseven though pesticide poisoning is now a notifiable event.Some recent cases of large scale poisoning werereported a few years back from Basti in UP with some200 deaths and more recently from Warangal area of A.Pand other cotton growing areas. claiming over 500deaths. Some recent reports also claim deaths due toEndosulphan spraying in Kerala to save cashew nutscrops from pests.

Yet India continues to have one of the lowestreported poisonings and deaths from pesticides duelargely on a non existing reporting system as requiredunder the laws.

And yet the reports continue to trickle in. For instancea recent report from 10 Hospitals shows 1531 poisoningsfor 1999-2000. Of these 35% were amongst females.However this report creates the impression that bulk ofthe cases were due to intentional taking of pesticidesobviously for suicide. On the other hand reports for threeyears1987-1989 show a somewhat different picture

where the reports were the highest for Mahrashtrafollowed by Kerala, Punjab and Rajasthan. Interestinglyof the 32 States and Union Territories there were noreports or nil reports from 23 of these States! Theseclearly show the rather unhappy state of reportingpoisonings in the country.

According to the ICAR sources only 1% of pesticidesactually reaches the target pests and the rest go to non-target sectors. It has also been estimated that despiteheavy pesticide use pests are now causing damage tosome 35% of the crops as against pre-pesticide era of5-10% damage. There are estimated 5-10 million insectspecies in the eco system and only 0.03% of these causedamage direct or indirect to the crops. Incidentally as perofficial sources, pesticides are being used currently onabout 25% of the farm land in the country. As perestimates while in 1920 there were some 40 damaginginsects against paddy these had increased in 1992 to 200.For pulses it was 10 in 1920 and up to 240 in 1995.In case sugarcane the figure for 1920 was 20 and for1992 this rose to 220 while for cotton these were 30for 1920 and 150 for 1992 and for wheat these were10 and 120 respectively.

To compound these issues the registration and use ofpesticides goes on merrily. While for instance theregistered pesticides in 1986 were 111 with a productionof about 60,000 MT. In 1998 this figure stood at 148and going up to 168 in 2001 and currently this has beenraised to 177. The annual production has also touchedan all time high of 91,000 MT (which covers both foragriculture and public health). The annual market valueof pesticides is estimated at Rs.3500 crores with annualexports of around Rs 1200 crores to some 110 countries.And the poisonings and deaths continue unfettered eventhough grossly under reported.

This is not with standing the fact that the Indianscientists despite their many constraints have developedand brought out large number of bio pesticides to controla wide variety of common pests which damage anumber of crops. Incidentally as per official sources, atpresent only about 25% of the farmland in the countryis covered by chemical pesticides.

These are in the form of some 39 parasitoids, 22predators, some 7 bacterial formulations, 6 viralpreparations for control of a wide range of pests. Thisis in addition to 2 bio pesticides to control nematodesand several pheromones to lure pests. In addition some67 Neem based preparations are already in the market.It is also common knowledge that pest attacks can bemarginalised as was the case under indigenous andtraditional system of farming all over the world usingvarious cropping patterns to keep the pests away fromcausing any serious damage.

Unfortunately even though these bio control productshave been developed by the Central and State Govtagencies and under commercial production by the smallscale industry in the country, the necessary facilities andinfrastructure and support for undertaking controlledtrials seems to be weak or absent as our entire systemis geared to use of chemical pesticides even though theseare increasingly unpopular in the West where there is astrong movement towards organic farming.

It is therefore time that the public, the policy anddecision makers take into account the serious conse-quences from use of pesticides to health of workers, theconsumers, damage to the environment and use of highfossil fuel energy inputs needed for pesticide manufac-ture instead of repeating the oft repeated and nowdiscarded bogey of starvation if the pesticide use wasdiscontinued,

There is also a strong case for strengthening of R andD into development of bio pesticides including many timetested Plant pesticides and more importantly their useand trials under controlled conditions and popularisationamongst end users as has been done over the decadesfor promoting chemical pesticides.

Considering that despite these bottlenecks and theconstraints the R and D scientists and the industrywithout any positive support from the Govt. arepromoting and marketing many of these products and

preparations is indeed a tribute both to our dedicated Rand D scientists and the industry.

Considering the risks the pesticides pose to thepopulation and the environment in general and sincethere is hardly any access to the user of any informationon each of these pesticides which normally remain in thearchives of the authorities , an attempt has been madeto compile from the published data For this reliance hasbeen placed largely on the data compiled by Dr. ShirleyA Briggs of the Rachel Carson Council in hermonumental, Basic Guide to Pesticides- Their charac-teristics and Hazards published by Taylor and FrancisLtd. of London and Washington DC in 1993 . Thesehave been brought out on pages 1-37 covering almostall the pesticides that were accepted for use in the USA.These have been presented in a tabular form givingCommon Trade and other chemical description. Thetable also states the class of chemical, the chief pesticideuse and its status. The table also gives its persistence,effect on mammals, immediate (acute) and long term(chronic) toxicity, followed by description of adverseeffects on other non- target species along with physicalproperties. Equally important is the information oncontaminants in the pesticides arising from chemicalmanufacturing process, the transformation products,isomers and related information.

While the Manual has hundreds of pesticides covered,we have taken in our present publication details of some100 such chemicals which are a part of the new list ofRegistered 177 Pesticides approved by the Govt. of Indiaduring 2002 a reference to which has already been made.We are in debt of gratitude to Dr Shirley A Briggs andher associates who spent years on this brilliantcompilation. We are no doubt grateful to the presentmanagement of the Rachel Carson Council Inc, 8940Jones Milp Road, Chevy Chase, Maryland 20815, USAemail: [email protected] who readily and graciouslygranted us permission for reproduction of this preciousinformation. Boththese are public interest groups dedicated to creatingawareness to the true state of affairs and world widedata and experience gained and collected and collatedby them. List of 177 pesticides registered by the Govt. of Indiashowing where possible the WHO Class is also providedalongwith a list of seven Restricted pesticides. A list of24 banned pesticides is at A and B gives list of4 pesticideformulations banned and C gives list of three pesticides/pesticide formulations banned for use but manufacturepermitted for exports.

To highlight the dangers caused by pesticide poison-ings, a chart of the Govt. of India is included for 1996-1999) to show the trends even though these are

obviously totally under reported since most of the Statesfail to provide information or give Nil reports eventhough it has been made mandatory by the Govt. ofIndia.

A Proforma for reporting cases of pesticides is alsoincluded which would help, hopefully to gather moreinformation from our valued readers in this country forfuture compilation and use.

A chart showing the increase in resistance amongstpests since the chemical pesticide use started sometimeduring and after the World War II has also been includedto highlight the pesticide treadmill we have got engulfedin from the time the pesticides have entered our liveseven though alternatives were and are even todayavailable which need to be developed now even morevigorously if we are to successfully overcome thesituation we are in today (ICAR, New Delhi, PDBCPerspective Plan, Vision 2020).

An illustration showing the impact of pesticides on thehuman body and the system has also been provided toillustrate the dangers and how to ward these off, as aGuide to pesticide exposure for physicians (PesticideNews 31, March 1996, p.12).
