the property Development scheme (pDs) allows the development of a mix of residences and the programme is designed to facilitate the acquisition of residential property by non-citizens in mauritius. the pDs is basically an integrated project with social dimensions for the benefit of the neighbouring community and allows for the development and sale of high standing residential units mainly to foreigners.(Updated – Economic Development Board – March 2018):

the property development scheme provides for the following:

• Development of luxurious residential units on freehold land of an

extent of at least 4,220 m² (1 arpent)

• High quality public spaces that helps promote social interaction

and a sense of community

• High-class leisure, commercial amenities and facilities intended to

enhance the residential units.

• Day-to-day management services to residents including

security, maintenance, gardening, solid waste disposal and

household services

• social contribution in terms of social amenities, community

development and other facilities for the benefit of the community.

Besides, a project under the pDs must have at least 6 residential properties of high standing and the extent of land in respect of each residential property, other than for an apartment or a penthouse, is developed on land not exceeding 5,276m² (1a25p) excluding common areas.

finally, there is no restriction on the minimum price for the acquisition of a residential property under pDs and 100 % of residential units can be sold to non-citizens.

a non-citizen is eligible for a residence permit upon the

purchase of a property under the pds scheme when he has

invested more than usd 500,000 or its equivalent in any

freely convertible foreign currency.

thus, the owners are able to claim tax residence, provided they remain at least 183 days a year in mauritius.

the pDs is also a demarcation from the IRs and Res in as much as it does not differentiate between small and big landowners and harmonizes the registration duty to a single rate of 5%.

le prOperty develOpment scheme (pds) prévOit ce qUi sUit :

• Le développement d’unités résidentielles de luxe sur un

terrain en pleine propriété d’une superficie minimum de

4 220 m² (1 arpent)

• Des espaces publics de qualité qui favorisent l’interaction

sociale et la vie en communauté

• Des loisirs, commerces, infrastructures et services destinés

à améliorer les unités résidentielles.

• Des services du quotidien pour les résidents comprenant

la sécurité, le jardinage, l’élimination des déchets et les

services d’entretien

• Contribution sociale en termes d’équipements sociaux, de

développements communautaires et d’autres installations

au profit de la communauté

De plus, le projet doit comprendre au minimum 6 unités

résidentielles de haut standing et l’étendue du terrain pour chaque

lot (autre qu’un appartement ou un penthouse) ne doit pas excéder

les 5 276 m² (1A25p), parties communes exclues.

Enfin, il n’y a aucune restriction sur le prix minimum d’acquisition,

et 100% des unités résidentielles peuvent être vendues à des non-

citoyens mauriciens.

Un non-citoyen mauricien est éligible à un permis de

résidence lors de l’achat d’une propriété sous le régime

pds, si le montant de l’acquisition est de 500 000 $

minimum ou son équivalent dans une monnaie étrangère.

Les propriétaires pourront ainsi prétendre à la résidence fiscale, sous

condition de rester au minimum 183 jours par an à l’Ile Maurice.

Le PDS se différencie des IRS et des RES par des droits

d’enregistrement à un taux unique de 5%.

who can buy in a pds?the following persons may acquire a residential property from a pDs Company:

a) a natural person, whether a citizen of mauritius, a non-citizen or a member of the mauritian Diaspora; b) a company incorporated or registered under the Companies act c) a société, where its deed of formation is deposited with the Registrar of Companies d) a limited partnership under the Limited partnerships acte) a trust, where the trusteeship services are provided by a qualified trustee; or f) foundation under the foundations act.

Note: A qualified global business as defined under the Financial Services Act 2007 holding a Global Business Licence may acquire property under the pDs scheme.

Note. Une entreprise internationale telle que définie dans la loi de 2007 sur les services financiers (Financial Services Act 2007), titulaire d’un

“Global Business Licence” peut faire l’acquisition d’un bien immobilier sous le régime PDS.
