THE RED RIVER PARISH POLICE JURY met on Monday, December 17, 2012 at 6:30 pm, in the Police Jury Assembly Room, Located in the Red River Parish Courthouse, Coushatta, LA with Vice-President Mr. Tray Murray presiding for Proposed Budget Public Hearing. Roll Called and attendance was recorded as follows:

PRESENT: Beard, Hillman, Taylor, Davis, Moore, Murray

ABSENT: Brown

Invocation was given by Mr. Taylor, with Mr. Murray leading the Pledge of Allegiance.

The purpose of the hearing is to listen to complaints from the public regarding the 2013 Proposed Budgets.

After the proper time had passed and no complaints were brought before the Jury, the Public hearing was adjourned on the motion of Mr. Moore, seconded by Mr. Taylor.

Business

On the motion of Mr. Hillman, seconded by Mr. Taylor to adopt a resolution in support of the State of Louisiana’s Horizontal Severance Tax investment Incentive. Motion carried.

RESOLUTION 1212

IN SUPPORT OF THE STATE OF LOUISIANA’S HORIZONTAL SEVERANCE TAX

INVESTMENT INCENTIVE

WHEREAS, the exploration and development of unconventional and deep oil and natural gas

resources has provided substantial economic development and community benefits throughout

the state of Louisiana;

WHEREAS, the state of Louisiana’s Horizontal Well Severance Tax Investment Incentive allows

the suspension of severance taxes due on production from a “Horizontal” and “Deep” well from

the date of first production until payout of qualified costs or 24 months, whichever comes first;

WHEREAS, the Horizontal Well Severance Tax Investment Incentive was enacted for the

purpose of providing economic incentives to drill capital intensive (~$8 million each) oil and

natural gas wells and to continue production from marginal wells;

WHEREAS, the utilization of the Horizontal Well Severance Tax Investment Incentive has

resulted in significant economic impact to the state of Louisiana, including the creation of more

than 60,000 jobs that have kept state employment above average levels, the injection of over

$13 billion dollars in investment in the state, and over $1 billion paid to local, parish and state

governments since the discovery of the Haynesville shale in late 2007;

WHEREAS, for every $1 of severance tax invested under the Horizontal Well Severance Tax

Investment Incentive, the state gained approximately $3 in revenues to the treasury to support

state services and programs, such as health care, education and road construction;

WHEREAS, with natural gas at decade-low prices, Louisiana is experiencing a renaissance in

new commercial and industrial construction activity, particularly in the synthetic fuel and

chemical industries where the Louisiana Department of Economic Development is forecasting

seven to 15 projects costing $500 million to $5 billion apiece to locate in the state:

WHEREAS, the Horizontal Well Severance Tax Investment Incentive has enabled the oil and

natural gas industry to contribute substantial funding to nonprofit agencies which provide food,

shelter and social service programs to residents of the state of Louisiana;

WHEREAS, increased competition from oil and natural gas resource plays around the country

will attract capital investment if Louisiana fails to remain competitive;

WHEREAS, an attempt to repeal this incentive would create economic uncertainty for

companies who depend heavily on this incentive and could result in a loss of the economic and

community benefits of these essential developments;

NOW, THEREFORE, BE IT RESOLVED, that the Red Rive Parish Police Jury supports the

state of Louisiana’s Horizontal Severance Tax Investment Incentive to ensure the state of

Louisiana remains an attractive marketplace for exploring and developing deep oil and gas

reserves and contributing significant economic impact to local and state governments.

AUTHORIZING RESOLUTION 1312

Resolution authorizing the president to sign all airport grants and leases for the Red River Parish Police Jury.

WHEREAS, the contract for financial assistance will impose certain obligations upon the applicant, including the provisions by it of the local share of project costs;

NOW, THEREFORE, BE IT RESOLVED by Red River Parish Police Jury:

1. That the President is authorized to execute and file with such application assurance or any other document required in connection with the application or the project.

2. This resolution is applicable for a period of one year unless revoked by the governing body.
