Relative to recognizing and congratulating Mrs. Shirley Lee Untalan on being the "2014 Social Worker of the Year" of the National Association of Social Workers, Guam Chapter; and to further extending Un Dangkolo Na Si Yu'os Ma'ase' to her for her service to our island's most vulnerable individuals, and the people of Guam.
1 BE IT RESOLVED BY THE COMMITTEE ON RULES OF I MINA'TRENTAI
2 DOS NA LIHESLATURAN GUAHAN:
3 WHEREAS, Mrs. Shirley Lee Untalan has dedicated the past seven years to
4 promoting social work as a profession with the utmost ethical and professional standards;
5 and
6 WHEREAS, Shirley has and continues to work with the island's most vulnerable
7 populations across the lifespan, giving her an abundance of rewarding moments and
8 heightened awareness, which has allowed her to move forward and work with enthusiasm
9 and passion for her clients; and

1 WHEREAS, Shirley's commitment to "uplifting the human spirit" has brought her
2 great pride in helping a homeless adolescent to give birth; in seeing the realities of abuse of
3 our manamko; in understanding the struggles and continued triumphs of those suffering from
4 mental illness, and in confronting the issues of homelessness; and
5 WHEREAS, Shirley continues to use this desire to be of service for each consumer,
6 each colleague, each agency, and most importantly, for the island community, in sharing her
7 passion and love for our people; and
8 WHEREAS, Shirley has served as the Secretary of the National Association of Social
9 Workers, Guam Chapter, since 2012; and
10 WHEREAS, a monumental moment in Shirley's career, through her involvement on
11 the board and with the Association's vision, was when Bill No. 461-3 l(COR), creating the
12 "Social \York Practice Act" and mandating licensure for individuals practicing the art of
13 social work within the government of Guam, was introduced; and after months of
14 discussions and revisions, it was passed and enacted into law as Public Law 31-250 on
15 December 12, 2012; and
16 WHEREAS, Shirley is a true believer in upholding the profession by ensuring that
17 each person who is served has access to a social worker who has been trained to provide
18 ethically sound services that are holistic, client driven and centered - views that sometimes
19 are not initially met with enthusiasm; and
20 WHEREAS, Shirley's passion for social work was nurtured and formed while she
21 was serving as an AmeriCorps volunteer with Sanctuary, Inc., providing youth with positive
22 guidance; and
23 WHEREAS, Shirley's contributions to the island can be found in her participation in
24 various organizations, such as the Guam Coalition Against Sexual Assault and Family
25 Violence, and the Guam Homeless Coalition; and
26 WHEREAS, in her work as a Risk Reduction Counselor with WestCare's Guahan
27 Project, and through her perseverance against resistance, Shirley has helped to bring a very
28 controversial topic into the public forum~ and she continues to assist in alleviating public
29 assumptions, increasing HIV and STD testing, and increasing social awareness of the risks of
30 unprotected sex, while maintaining WestCare's vision; and

1 WHEREAS, Shirley is known to be an inspiration to those whose lives she has
2 touched; and she continues to endorse and exemplify an attitude emphasizing social justice
3 and self-determination for each and every person, while increasing the public's awareness
4 and integrity of the social work profession; and
5 WHEREAS, Shirley is the daughter of Mr. and Mrs. Jimmy and Nancy Lee; and she
6 shares her life and love with her proud husband, Mr. Patrick Untalan; and they both celebrate
7 life with their beautiful daughter, Layla Jade; now therefore, be it
8 RESOLVED, that the Committee on Rules of I Mina'Trentai Dos Na Liheslaturan
9 Guc/,han does hereby, on behalf of I Liheslaturan Guahan and the people of Guam, recognize
10 and congratulate Mrs. Shirley Lee Untalan on being the "2014 Social Worker of the Year" of

Relative to recognizing and congratulating Mrs. Shirley Lee Untalan on being the “2014 Social Worker of the Year” of the National Association of Social Workers, Guam Chapter; and to further extending Un Dångkolo Na Si Yu’os Ma’åse’ to her for her service to our island’s most vulnerable children, youth, and manåmko’, and the people of Guam.

MINA'TRENTAI DOS NA LIHESLATURAN GUÅHAN: 2
WHEREAS, Mrs. Shirley Lee Untalan has dedicated the past seven years to 3
promoting social work as a profession with the utmost ethical and professional 4
standards; and 5
WHEREAS, Shirley has and continues to work with the island’s most 6
vulnerable populations across the lifespan, giving her an abundance of rewarding 7
moments and heightened awareness, which has allowed her to move forward and 8
work with enthusiasm and passion for her clients; and 9
WHEREAS, Shirley’s commitment to “uplifting the human spirit” has brought 10
her great pride in helping a homeless adolescent to give birth; in seeing the realities of 11
abuse of our manamko; in understanding the struggles and continued triumphs of 12
those suffering from mental illness, and in confronting the issues of homelessness; and 13

WHEREAS, Shirley continues to use this desire to be of service for each 1
consumer, each colleague, each agency, and most importantly, for the island 2
community, in sharing her passion and love for our people; and 3
WHEREAS, Shirley has served as the Secretary of the National Association of 4
Social Workers, Guam Chapter, since 2012; and 5
WHEREAS, a monumental moment in Shirley’s career, through her 6
involvement on the board and with the Association’s vision, was when Bill No. 461-7
31(COR), creating the “Social Work Practice Act” and mandating licensure for 8
individuals practicing the art of social work within the government of Guam, was 9
introduced; and after months of discussions and revisions, it was passed and enacted 10
into law as Public Law 31-250 on December 12, 2012; and 11
WHEREAS, Shirley is a true believer in upholding the profession by ensuring 12
that each person who is served has access to a social worker who has been trained to 13
provide ethically sound services that are holistic, client driven and centered - views 14
that sometimes are not initially met with enthusiasm; and 15
WHEREAS, Shirley’s passion for social work was nurtured and formed while 16
she was serving as an AmeriCorps volunteer with Sanctuary, Inc., providing youth 17
with positive guidance; and 18
WHEREAS, Shirley’s contributions to the island can be found in her 19
participation in various organizations, such as the Guam Coalition Against Sexual 20
Assault and Family Violence, and the Guam Homeless Coalition; and 21

WHEREAS, in her work as a Risk Reduction Counselor with WestCare’s 1
Guåhan Project, and through her perseverance against resistance, Shirley has helped 2
to bring a very controversial topic into the public forum; and she continues to assist in 3
alleviating public assumptions, increasing HIV and STD testing, and increasing social 4
awareness of the risks of unprotected sex, while maintaining WestCare’s vision; and 5
WHEREAS, Shirley is known to be an inspiration to those whose lives she has 6
touched; and she continues to endorse and exemplify an attitude emphasizing social 7
justice and self-determination for each and every person, while increasing the public’s 8
awareness and integrity of the social work profession; and 9
WHEREAS, Shirley is the daughter of Mr. and Mrs. Jimmy and Nancy Lee; 10
and she shares her life and love with her proud husband, Mr. Patrick Untalan; and they 11
both celebrate life with their beautiful daughter, Layla Jade; now therefore, be it 12
RESOLVED, that the Committee on Rules of I Mina’Trentai Dos Na 13
Liheslaturan Guåhan does hereby, on behalf of I Liheslaturan Guåhan and the people 14
of Guam, recognize and congratulate Mrs. Shirley Lee Untalan on being the “2014 15
