ResiStandProject

Standardisationisapowerfultooltoachievebetterinteroperability.However,itneedstoovercomealackofinterestandmodestparticipationfromstakeholders.Also,promisingresearchresultsarenotalwaysusedasthebasisfornewstandards.

TheoverallgoalofResiStandistofindnewwaystoimprovethecrisismanagementanddisasterresiliencecapabilitiesoftheEuropeanUnionandindividualMemberStatesthroughstandardisation.

ResiStandcontributestoanimproveddisasterresiliencebyidentifyingandanalysingthedrivers,constraintsandexpectationsofthreemainstakeholdercommunities:StandardisationOrganisations,End-UsersandSuppliers,consistingofresearchers,industryandSMEs.

Basedonthisinformation,gapsinstandardisationareidentifiedandaprioritisedroadmapfornewinitiativeswillbecreated.Theroadmapwillbecomplementedbyacriticalevaluationofstandardsasatooltoimprovedisasterresilience.

ResiStandaimsatimplementingapre-standardisationprocessthatsupportsthedevelopmentofstandards.Thefeasibilityoftheprocesswillbetestedbydevelopinganewworkitem.Theaimisthatstakeholderswillcontinuouslyutilizethis“ResiStandProcess”inthefuture,andthattheprojectdeliversabetterunderstandingofthepotentialofstandardsforcontributingtoanimproveddisasterresilience.

ResiStandwillsupportthemanagementofincreasingthreatstosocietysuchasarmedconflicts,terrorism,pandemicsandnaturaldisasters,whichhaveincreasinglycross-border,evenglobalconsequencesduetotheon-goingglobalisation.

Protectionofcitizensthroughanticipation,preparedness,responseandadaptationtocrisissituations–i.e.maintainingdisasterresilience–willbemoreefficient.Collaborationbetweennational,Europeanandinternationalstakeholderswillbeimprovedbyunifiedprocessesandmanagementsystemsaswellasbytechnical,procedural,operationalandsemanticinteroperability.

Thisdocument,theResiStandcontactlistgapanalysisresultsyear2(D7.2)presentsthefindingsofasecondanalysisofthecontactsthatarerecognizedashavingengagedwithResiStand,whethertheyhaveregisteredtooneoftheprojectsthreeStakeholderCommunities(i.e.,theStandardsAdvisoryGroup,End-UserCommunity,orSupplierCommunity)orhaveconnectedwiththeprojectonTwitterorLinkedIn.

Ayear2analysisoftheStakeholderCommunitymembers,LinkedInConnections,andTwitterFollowersintermsof1)thecountriestheyrepresent,2)thetypesoforganisationrepresented,and3)theirgenderwasundertakenandthefindingsarepresentedinthisdeliverable.Additionally,thedeliverableincludesstrategydocumentsdevelopedbytherespectivemanagerofeachcommunity,whichprovidesinformationon;1)theaimandpositionofthecommunity,2)itsrelevantstakeholders,and3)theapproachadoptedtoinvolvethecommunityintheResiStandproject.

BetweenJanuaryandMay2017,theStandardsAdvisoryGroup(SAG)hasincreasedby3membersandisnowcomprisedof19members,whorepresent10countries.TheSAGiswellbalancedwithmembersfromEuropean/NationalStandardsbodies(26%),governmentalorganisations(37%),research/academia(16%),Industry/SMEs(16%)andaNon-GovernmentalOrganisation(5%).TheSAGistheonlyStakeholderCommunitythathasaslightlyhigherpercentageoffemalestakeholders,with53%oftheSAGbeingfemale.

TheEnd-UserCommunity(E-UC)grewby77%betweenJanuaryandMay2017,increasingfrom47to83registeredmembers.TheEnd-UserCommunity(E-UC)continuestorepresent20countries,however,therehasbeenagrowthinthenumberofcontactsrepresenting12countries.AsinJanuary2017,justunderhalf(47%)oftheE-UCmembersrepresentgovernmentalorganisations.Inlinewiththeemergencymanagementfield,86%oftheE-UCismale,increasingby1%sinceJanuary2017.

BetweenJanuaryandMay2017,theSupplierCommunity(SUC)grewby43%,increasingfrom54registeredmembersto77.Inaddition,thenumberofcountriesrepresentedbytheSUCincreasedfrom19to21andtheregisteredmembersofninecountriesincreased.Industry/SMEs(62%)andResearch/Academia(31%)continuetobethemostrepresentedorganisationtypes.AsinJanuary2017,74%oftheSUCaremale.

1 Introduction

AsoutlinedintheResiStandProjectHandbook,Deliverable1.1,ResiStandapproachesthestandardisationprocessthroughtheconceptofstakeholdercommunities,eachwiththeirownrole,motivationandeffectintheprocess.DeliverableD7.1,ResiStandcontactlistgapanalysisresultsyear1,providesanoverviewoftheproject’sthreecommunitiesandincludesinformationontheirroleandimportancetoResiStand.Awiderangeofmethodshavebeenusedtogatherinputfromthesecommunitiesinthefirst13monthsoftheproject,including(butnotlimitedto);interviews,questionnaires,andworkshops.

TheresultsofthefirstyeargapanalysiswerepresentedinD7.1,whichhighlightedhowinJanuary2017:

• TheStandardsAdvisoryGroup(SAG)wascomprisedof16registeredmembersrepresenting10countries.TheSAGwaswellbalancedwithmembersfromEuropean/NationalStandardsbodies(25%),governmentalorganisations(31%),research/academia(25%),andIndustry/SMEs(19%),andintermsofgender.

• TheEnd-UserCommunity(E-UC)wascomprisedof47registeredmembersrepresenting20countries.ApproximatelyhalfoftheE-UCrepresentedgovernmentalorganisations.Consistentwiththeemergencymanagementfield,85%oftheE-UCweremale.

• TheSupplierCommunity(SUC)wascomprisedof54registeredmembersrepresenting19countries.Ofthe54registeredSUCmembers,68%representedindustry/SMEsand24%research/academia.Inlinewithindustryandresearch/academia,74%oftheSUCweremale.

Thisdeliverable(D7.2)willperformasecondanalysisofthecontactsthathaveengagedwithResiStanduptoMay2017,whethertheyareregisteredtooneofthethreecommunitiesorhavefollowedtheprojectonTwitterandLinkedIn.Agapanalysishasbeenundertakeninyears1and2toensurethat1)eachcommunityincludesarepresentativesampleofcontactsacrossstakeholdertypesandEuropeanMemberStatesand2)thatthecommunitymemberscontinuetoreflecttheneedsoftheproject.Thisyear2analysiswillbeusedto;1)assesstheextenttowhichtheactionsimplementedhaveresultedinareductionintheidentifiedgaps,and2)identifytheremaininggapsthatcanbeaddressedintheremaining11monthsoftheproject.Thedeliverablebeginswithanupdateontheregisteredmembersofthethreecommunitiesbeforemovingontoreportthefindingsofthegapanalysisforeachcommunityfocusingonthecountriesandtypesoforganisationsrepresentedandthegenderbalanceofthecommunity.InformationwillalsobeincludedontheactionsthathavebeentakentoreducethegapsidentifiedinDeliverableD7.1,andthestrategiesdevelopedbytheWorkPackage2,3,and4leaders,whomanagetheirrespectivecommunity.ThedeliverablethenmovesontopresentthefindingsofananalysisofResiStand’scontactsontheproject’ssocialmediaapplications,TwitterandLinkedIn.

Figure1highlightstheregistrationstoeachStakeholderCommunityon16thJanuary2017and22ndMay2017.AsthefigureshowstherehasbeenanincreaseinthenumberofregisteredcontactsineachStakeholderCommunityandinthecontactsthatpreferrednottojoinacommunitybutwantedtoremainup-to-dateonResiStand’sactivities.ThemostsignificantgrowthhasbeenintheE-UC,whichhasgrownby77%andintheSUC,whichhasgrownby43%.

TheResiStandcommunicationmetricspresentedinTable6oftheDescriptionofAction1statesthatlessthan200contactsispoor,200-300isgood,andover500isexcellent.With179registeredmembersofthethreecommunities,ResiStandisclosetoachievingthenumberofcontactsrequiredunderthegoodcategory.Additionally,thecommunicationmetricsdefinemembershipintheStandardsAdvisoryGroup(SAG),End-UserCommunity(E-UC),andSupplierCommunity(SUC)fromlessthansevencountriesaspoor,7-12countriesasgoodandover12asexcellent.Astheanalysisinthenextsectionsshow,thenumberofcountriesrepresentedintheSAGfallsunderthegoodcategoryandthenumberfortheE-UCandSUCundertheexcellentcategory.

3 AnalysisoftheStandardsAdvisoryGroup(SAG)

TheStandardsAdvisoryGroup(SAG)iscomprisedofEuropeanstandardisationcommitteesandorganisationsdevelopingstandards(e.g.,technicalcommittees,militaryorganisations,workinggroupsdealingwithITstandards).ResiStand’spartnersdirectlyinvited36contactstojointheSAGintheearlystagesoftheproject.On16thJanuary2017,theSAGwascomprisedof16registeredmembers.TheSAGhadgrownbythreeadditionalmembers(19%)to19membersby22ndMay2017.

3.1 ClosingtheSAGgapsidentifiedinD7.1TheSAGisdifferentfromtheotherResiStandcommunitiesasitdoesnotaimtobeaslargeaspossible,buttohavethemostrelevantpartiesandpersonsinvolved.AfirstlistofrelevantpartiesandpersonsthathaveandwillbetargetedtojointheSAGhasbeenincludedintheSAGstrategypresentedinSection3.6.InthecourseofWorkPackage2,interviewshavebeenheld,manyoftheserelevantpartieshavebeenpersonallycontacted:secretariesofnationalcommittees,secretariesandchairpersonsofrelevantEuropeanandinternationalTechnicalCommittees(TCs).Attheendoftheinterviews,thesepersonshavebeenpersonallyinvitedtofurthercontributetotheResiStandprojectbyjoiningtheSAG.Somehaveaccepted,somedidnotfindtheprojectsufficientlyrelevantfortheircommittee(thismostlyreferstotheTCs,notthenationalcommittees).

3.2 CountriesrepresentedbytheSAGFigure2illustratesthecountriesrepresentedbytheSAGmembersinyear1(January2017)andyear2(May2017).InJanuary2017,theSAGmembersrepresented10countries(Belgium,CzechRepublic,France,Ireland,Norway,Poland,Spain,TheNetherlands,TurkeyandtheUK).WhilstthenumberofcountriesrepresentedbySAGmembersremainsthesameinMay2017,thecountrieshavechanged,withtheadditionofSAGmembersfromGermanyandanInternationalorganisationandoneSAGmemberfromTurkeyswitchingtotheSUC.Allcountries,exceptNorway,areEUMemberStates.

TheEnd-UserCommunity(E-UC)consistsofpractitionersinthefieldofdisastermanagementandresilience,whoalreadybenefitfromstandardisation,orwhomightbenefitfromstandardisationinthefuture.TheE-UChascontinuedtogrow,increasingby21%from39to47registeredmembersbetweenOctober2016andJanuary2017,andby77%from47to83registeredmembersbetweenJanuaryandMay2017.ThissectionwillfirstoutlinetheactionsthathavebeentakentoreducethegapsidentifiedinD7.1,beforemovingontopresentthefindingsoftheyear2gapanalysisoftheE-UC,andtheE-UCstrategy.

TheSupplierCommunity(SUC)consistsofindustry(includingSMEs)andtheresearchcommunity.AsoutlinedinD7.1,170invitationsweresenttopartners’contactstojointheSUC.On16thJanuary2017,theSUCwascomprisedof54registeredmembers,whichincreasedby43%by22ndMay2017to77registeredmembers.ThissectionwillpresenttheactionsthathavebeentakentoreducethegapsidentifiedinDeliverableD7.1,thefindingsofthegapanalysisoftheSUC,andtheSUCstrategy.

5.1 ClosingtheSUCgapsidentifiedinD7.1SinceD7.1wassubmittedinJanuary2017,anumberofactionshavebeenundertakenwiththeaimofreducingthegapsidentified,including:

• Toinvolvemoreresearchentitiesfromasmanycountriesaspossible,WorkPackage4(WP4)partnershavecontactedseveralrelevantassociations,networksandforumslikeEARTOSecurityworkinggroup,IMG-S,ERNCIP,JRCIspra,PSCE,TIEMS,etc.Theseorganisationshavebeencontactedbypersonalinvitationssenttotheirchairpersonsandsecretarieswithrequeststodistributethewebquestionnairelinksandworkshopinformationaswellasthecommunityregistrationlinktotheirmembers.

• ThelistofSUCstakeholderswasrevisitedthroughaseconditerationroundbyWP4partnerswiththeaimofidentifyingthosekeyorganisationsthatmightnotyetbeawareofResiStand(andhadnotreceivedthewebquestionnaires,orthosethathadnotansweredyet.)TheseorganisationswerecontactedagainthroughResiStandpartners’FP7andH2020projectcontactsandprofessionalnetworks.

• TheWP4onlinesurveysandtheworkshopswereaskingallrespondentsandparticipantstojointheSUC.Questionnairesandworkshopswerepubliclypromotedviatheproject’swebsite,Twitter,andLinkedIn.ThequestionnaireswerepromotedinmorethanadozenspecialisedLinkedIngroupssuchastheNationalFireProtectionAssociation,Disaster&EmergencyManagement,BSIStandardsNetwork,withacombinedaudienceofover200,000professionalspotentiallyinterestedintheworkofResiStand.

• Contactingorganisationsfocusingonencouragingfemaleparticipationinresearchandindustry.Thishasincludedsendinge-mailsandsocialmediapoststoTheEuropeanPlatformofWomenScientists(epws)6,TheEuropeanCentreforWomenandTechnology(ECWT)7,andAcademia.Net8.

TheResiStandSupplierCommunity(SUC)consistsofrepresentativesfromindustry,SME’s,andresearchorganisationsthatusestandardsfordevelopingandsupplyingsolutions,technologiesandservicestocrisismanagementanddisasterresiliencerelatedoperations.ThemembersoftheSUCarethusabletoprovideinformationoncurrentandfuturestandardisationdemands,andtheirexpectationstowardsthestandardisationof(emerging)technologiesandprocesses,namelystandardisationopportunities.Inadditiontostandardisationopportunities,theSUCmemberscanprovidealsoinformationondriversandconstraintsrelatedtostandardisationprocessitselfaswellasideashowtheprocesscouldbeenhanced.

Togatherthisinformation,theResiStandprojecthasengagedthemembersoftheSUCthroughonlinequestionnairesandtwointeractiveworkshops,toidentifystandardisationopportunities,driversandconstraints.Thefeedbackwillbeusedtodeveloprecommendationsonhowtoimprovethestandardisationprocessandtosupportorganisations’andpersons’involvementinstandardisation.

ActivitiesrelatedtotheSUCengagementwillbeorganisedinparallelandinthesamelocationswitheventsoftheResiStandEnd-UserCommunity(E-UC)andoftheStandardisationAdvisoryGroup(SAG),thuscreatingaplatformfornetworkingandinformationexchangeoncurrentandfuturestandardisationissues.Inaddition,themembersofSUCwillbekeptinformedaboutalloutcomesoftheprojectbyregularResiStandnewslettersaswellasupdatesaboutpublisheddeliverables.FromtheSUCpointofview,thekeyoutcomesoftheprojectarethestandardisationroadmaponfuturestandardisationactivitiesandtherecommendationforanenhancedpre-standardisationprocesssupportedbybetterunderstandingofgeneralinterests,needsandexpectationsrelatedtostandardisation.Duetothevaryingtechnologyreadinesslevelsofnewpotentialstandardisationitemsadditionalresearchwillberequiredtobringsomesolutionstothestandardisationstage,butthiscanbesupportedbytheearliermentionedResiStandpre-standardisationprocess.

6.1 AnalysisofLinkedInContactsPostsaremadeonLinkedIn,ataminimum,weekly.PostsareusedtopromoteResiStand’sactivitiesincludingthereleaseofnewdeliverablesandtheorganisationofevents.WhilstResiStandactivelyconnectswithrelevantstakeholders,organisations,andprojectsonLinkedIn,theResiStandLinkedInaccountalsofrequentlyreceivesconnectionrequestsfromstakeholders.Asof24thMay2017,ResiStandhas194LinkedInconnections,anincreaseof73(60%)contactssinceJanuary2017.ThenumberofLinkedInfollowershasalsoincreasedby75(60%)contacts,reaching201followerson24thMay2017.

SinceJanuary2017,LinkedIn’sanalyticstoolhaschangedandnolongerprovidesananalysisofthecountriesandindustriesrepresentedbyResiStand’sfollowers.InsteadforD7.2,ananalysishasbeenundertakenofResiStand’s194LinkedInconnections,includingofthecountry,organisationtypeandgenderrepresented.Thefindingsofthisanalysisarereportedinthenextsections.

7 Conclusions

DeliverableD7.1,ResiStandcontactlistgapanalysisresultsyear1,presentedthefindingsofananalysisofResiStand’scontactsinthethreeStakeholderCommunitiesandontheproject’ssocialmediaaccounts,TwitterandLinkedIn.ThisanalysiswasperformedinM09,inthefirstyearoftheproject,andidentifiedgapsintermsofnotandunder-representedstakeholders.Asoutlinedinthisdeliverable-D7.2,sinceJanuary2017,effortshavebeenmadetoreducethegapsidentifiedinD7.1.Thishasinvolved:

• Invitingrelevantstakeholder’sthatResiStandhasengagedwithtojoinoneofthethreeStakeholderCommunities

• Invitingnewcontactstojointhestakeholdercommunities• PresentingResiStandatthirdpartyevents• Sendingtargetedcommunications(e.g.,e-mails,Tweets)tonotandunderrepresentedstakeholder

groups• Invitingstakeholdersfromrelevantassociations,networksandforumstojoinaStakeholder

TheresultsofthegapanalysisperformedinM13,May2017,ispresentedinthisdeliverable,D7.2.TheanalysishasshownhowallthreeStakeholderCommunitieshavegrowninmembershipandthethreecommunitiesnowtotal179stakeholders,havingincreasedby62members(53%)sinceJanuary2017.Thefindingsoftheyear2gapanalysisalsoprovidesthefollowinginsightsforeachStakeholderCommunity:

• TheSAGhasincreasedfrom16to19membersbetweenJanuaryandMay2017.MembersoftheSAGcontinuetorepresent10countries,however,therehasbeenachangeinthecountriesrepresentedwithGermanynowbeingrepresentedandTurkeynolongerbeingrepresented.TheonlyEUcountriesnotcurrentlyrepresented,thatarelistedintheSAGstrategy,areItalyandSweden.TheSAGistheonlyStakeholderCommunitythathasmorefemalesthanmales.

• TheE-UChasincreasedfrom47to83membersbetweenJanuaryandMay2017.MembersoftheE-UCcontinuetorepresent20countries,however,thenumberofstakeholdersfromunderrepresentedcountrieshasincreased.Justunderhalf(47%)ofthemembersoftheE-UCrepresentgovernmentorganisations.TheE-UCcontinuestobemaledominant,inlinewiththeemergencymanagementfield.

• TheSUChasincreasedfrom54to77membersbetweenJanuaryandMay2017.MembersoftheSUCcurrentlyrepresent21countries,increasingfrom19countriesinJanuary2017.Additionally,theregisteredmembersrepresentingninecountrieshaveincreased.ThemajorityofSUCmembersrepresentindustry/SMEs(62%)andresearch/academia(31%).TheSUCremainsunbalancedintermsofgender.

TheanalysisalsorevealedthatResiStand’scontactsarenotlimitedtothethreeStakeholderCommunities,butalsoincludeLinkedInandTwitterconnectionsthatResiStandengageswith.With194LinkedInconnectionsand176Twitterfollowers,socialmediaprovidesakeychanneltoincreaseResiStand’sreach.

WhilstprogresshasbeenmadeinclosingthegapsidentifiedinD7.1,therearegapsthatcontinuetoremain.Intheremaining11monthsoftheproject,effortwillbeplacedonattemptingtoreducetheseremaininggaps.
