THE chief executive of mortgage brokerMortgage Choice wants the Federal andState Governments to work together toremedy the linked problems of housingundersupply and affordability outlined inthe second annual report issued by theNational Housing Supply Council.
Michael Russell said the LaborGovernment increased investment insocial and subsidised housing through theSocial Housing Initiative, the NationBuilding and Jobs Plan, and the NationalRental Affordability Scheme.
But two critical areas outlined in thesecond State of Supply Report 2010needed to be addressed urgently.
“Australia has serious blockages in itsland and dwellings supply pipeline,” MrRussell said. “This must be cleared if weare to start to get on top of theundersupply problem that continues tostress housing affordability.
“Firstly, an immediate and significantimprovement is required in the planningapproval and development assessment
process. This is fundamental to deliveringthe required supply of dwellings and landto satisfy present and future demand.
“These processes currently result in fartoo much time wastage, frustration andcosts for developers and builders.
“Secondly, the government mustreview, with adesire toreduce,property-related taxesand charges.
“The gapbetweenunderlyinghousing demandand total supplyincreased to a shortfall of 178,400dwellings throughout 2009 and has beenestimated to increase further to 308,000by 2014.
“Given that housing supply has a directimpact on housing affordability forhomebuyers and renters, both issues
should be addressed in conjunction withthe initiatives already undertaken.”
Mr Russell said first-homebuyers wouldencounter growing affordability issues.
“Continued assessment needs to takeplace to develop a more attractive savingsoption for first homebuyers, seeing as the

Right time for the riversideA CHILL might be in the air, but there has neverbeen a hotter time to buy a riverside property.
Shaun Yeo from Jones Ballard Property Groupis urging people who are considering buying ahome near the river to do so now as many buyerstend to be absent from this niche market duringwinter.
“Buying real estate is about timing and now isthe time to purchase a lifestyle riverside propertybefore the market begins to gain momentumduring the spring months,’’ he said.
“Jones Ballard, for example, generally sellsabout half the number of riverside propertiesduring the winter months, compared to the peakselling time over the summer period.
“Perth riverside suburbs have been amongstthe top performing areas in the real estatemarket in recent decades.
“REIWA figures show, for example, that themedian price of a home in riverside suburbs suchas Como and South Perth have increased on
average by more than 11 per cent annually overthe last decade due to an increasing focus onlifestyle in the Perth property market.”
Mr Yeo said while many people perceiveriverside suburbs to be relatively expensive, therewere a number of opportunities for homebuyersto gain an entry into these high growth suburbs.
“Astute homebuyers should target affordableriverside suburbs, which are still relativelyundervalued and have the potential for strongcapital growth during the coming decade,’’ hesaid.
“These affordable riverside suburbs includeFerndale, which has a median house price of lessthan $400,000, and Wilson, where the medianhouse price is still under $500,000.
“A number of these riverside suburbs areundergoing major changes in demographics whichwill have a positive impact on property pricesduring the coming years.” One example of thistrend is the riverside suburb of Manning. ■
System to help value a viewIN what could be the first of its kind inWA, a real estate agent has created ascaling system to determine the priceof a view.
The value of a view has always beenone of those nebulous things, muchlike beauty being in the eye of thebeholder, and while some people donot care about it many would seepanoramic ocean or river views asbeing priceless.
Now, Paxton Hoad director ChrisEhlers thinks hehas a solution topaying the rightprice for yourview.
He has recentlydeveloped a viewscale whereby each increment of aview represents a percentage increasein the value of a property.
The scale could be used on any viewand the value of a view was a factor ofboth distance and size.
“The further away from the object,the less the value,’’ he explained.
“However, even the most distantview still manages a value. The size ofthe view is determined by whatproportion of the full view isaccessible. If the full view is an arc of145 degrees in all directions, thenevery lesser view is a proportion ofthis.”
A 19-year veteran in the property
industry, Mr Ehlers has been askednumerous times how much a view isworth.
“I decided to put some thought intowhat is obviously a very sought-afterquestion and used City Beach as atesting ground because it is very hillywith great ocean views,’’ he said.
“I started with homes that had noviews and then searched for sales ofsimilar homes with the best views.That gave me my two parameters. The
rest was simplemaths.”
It took threemonths ofcheckingproperty recordsto determine the
difference in prices of one view toanother, and another two months towork out the value of the views basedon distance and size.
