Appendix 4: Public Consultation Meeting

Name of Project Road: Improvement to Walgaon Daryapur Akot Road in Taluka Daryapur, District Amravati. (EPC-7) Venue: - Gram Panchyat office Vadner Gangai Date& Time: - 07/06/2019, from 3:00 PM to 4:30 PM

1 A group of women participants enquired about the location of Bus Shelter and what facilities will be available with bus shelter. Her concern was that presently during late evening, local people drink over there, and it is unsafe for women.

It is most common issue among the participants in all roads. Bus shelter will be provided with facility of solar light to make it safer. At same location new Bus shelter will be constructed. The Bis shelter will be almost open to make it visible inside.

2 A group of aged participants asked to provide speed breaker in front of school for children’s safety

Consultant tried to convince them that as per norm in State Highway Speed breaker are not provided. However, at school and junctions, rumble strip might be provided keeping in view of site condition and road user safety aspects.

3 One of the participants asked to provide CCTV camera facility at bus shelter.

PIU and Consultant replied that presently provision for installation of CCTV camera has not been kept. In future, PIU will access the feasibility of CCTV camera in bus shelters

4 A participant asked to connect the proposed drain to the big drain present outside the village.

Consultant and PIU replied was as per design, the drain is proposed in populated area of village only, but it can be considered by contractor as a good construction practice for villagers. PIU will access the condition and during execution it may be considered under change of scope.

5 A group of women participants asked for beautification near bus shelter with plantation and lightning around it.

Consultant replied that Solar lighting will be provided. In case space is available around the bush shelter, plantation will be done keeping in view of road safety aspects.

6 A women participant asked to provide dustbin near bus shelters and along roadside.

Consultant replied that in case bush shelter is within municipality, it may be provided however under development proposal it is not provided. PIU have noted the concern.

7 Most of the participant demanded to provide roadside streetlight in at least in village area for safety purpose after evening.

Consultant and PIU official stated that in populated Area of at bus shelter and at T-Junction solar light will be provided.

8 Participant asked and suggested to provide Cement Concrete (road) in populated Area.

Consultant replied that provision for providing Cement Concrete (road) road in populated area is already provisioned. However, other than populated area proposed road pavement will be of flexible type (Bituminous).

9 All the participants were curious to know whether the Displaced person will be compensated for loss of their properties and livelihood? if yes will it be in cash or through bank account and when the amount will be given to Displaced Person (DP)

Consultant replied that all the DP will be compensated as per Entitlement matrix prepared for this road project and policy of State Government. The compensation amount will be given in bank account of DP. Generally, 30 days prior to start of construction work in that stretch the compensatory amount will be given to DP. To deal with these issues, during construction of project road an NGO will be hired.

10 A group of participants asked to drinking water facility with water cooler at bus stop for passengers in summer. They are agreed that it will be maintained by gram panchayat.

Consultant replied that the bus shelter will be provided with facility of solar light only, as drinking water facility is not provisioned in scope, but it can be considered by contractor as a good construction practice for villagers or in some other government scheme.

Public consultation meeting completed with assurance from the participants to extend their support during construction work and many of them expressed their willingness to be involved in project work for earning opportunity. Attendance Sheet

1 A participant asked to provide divider near bus shelter to avoid traffic jam and safety

Consultant and PIU replied was as per design, divider is not proposed as in TWO lane road median is provided as per IRC standard. However, the concern of participant will be conveyed to road design engineer for consideration and if it is technically feasible it might be provided.

2 A group of participants asked to drinking water facility at bus stop for passengers’ comfort.

Consultant replied that the bus shelter will be provided with facility of solar light only, as drinking water facility is not provisioned in scope, but it can be considered by contractor as a good construction practice for villagers.

3 A participant asked for beautification with hi-mask light near bus shelter in village

In bus shelter, solar light will be provided.

4 The same group of young participants asked to provide one additional good quality bus shelter as at existing bus shelter

Consultant replied that good quality bush shelter will be provided with solar light facility at reachable location at Yawada. Effort will be made to retain existing bus shelter keeping road user safety in view.

5 Sarpanch asked for improvement of approach road to school and hospitals near village.

Consultant replied that it is not provisioned in scope, but it can be considered by contractor as a good construction practice for villagers’ comfort. PIU, replied that if necessary, it might be considered under change of scope.

6 The same group of young participants asked to provide ladies and gents toilet at bus stop for passenger’s comfort.

Consultant replied that good quality bush shelter will be provided with solar light facility at reachable location at Yawada village. Effort will be made to retain existing bus shelter keeping road user safety in view. The provision for providing toilet is not under this scope, however, it may be considered under some other government schemes.

7 Participant asked and suggested to provide Cement Concrete (road) in populated Area.

Consultant replied that provision for providing Cement Concrete (road) road in populated area is already provisioned. However, other than populated area proposed road pavement will be of flexible type (Bituminous)

8 A group of women participants asked to provide a small room with bus shelter to feed their babies as the waiting period for bus is too long in village.

Consultant replied that as this is road project under scope it is not there. However, PIU has noted the concern and if it is feasible based on number of passengers it might be considered under special issue and demand.

9 Sarpanch with a group of participants strongly oppose the provision of compensation for encroachment along roadside as it encourages encroachers.

Consultant and PIU representative replied that under ADB provision it is required to be consider. However, PIU has noted the concern.

10 Significant number of participants including women are of the opinion to provide thick plantation near/around the bus shelter for more comfort during summer.

Consultant replied that keeping in view of road user safety and availability of land, plantation will be done. Effort and special attention will be given on this important issue.

Public consultation meeting completed with assurance from the participants to extend their support during construction work and many of them expressed their willingness to be involved in project work for earning opportunity.

6 Many of the participant wanted to know whether roadside trees are to be cut or not, if yes how many trees? Is there any provision to plant trees along the project road if yes who will maintain it

About 1212 trees are to be removed to clear Proposed Right of Way (PRoW). Provision has been made to plant 5 times of each tree removed and accordingly at least 6060 trees are to be planted along the project road. For, 5-year trees will be maintained by the Contractor and after that it will be maintained by PWD, Amravati

7 A group of participants (farmers) curious to know whether the loss of crops will be compensated due to dust from construction activities, and what will be the precautionary measures to control air pollution during road construction.

Consultant replied that, all precautionary measure will be taken as per Environmental Management Plan. Provision for regular water sprinkling to minimize dust pollution during construction is made in scope. However, in case construction contractor fail to suppress the dust and due to this if there is loss of crop, farmer can demand compensation for it.

8 A participant asked to provide benches for sitting purpose at square point.

Consultant replied that the benches are not provisioned in scope, but it can be considered by contractor as a good construction practice for villagers’ comfort if there is no issue with road user safety and space is available. .

Public consultation meeting completed with assurance from the participants to extend their support during construction work and many of them expressed their willingness to be involved in project work for earning opportunity.
