I. OVERVIEW

On June 14, 2006, the Prime Minister adopted the “Strategy of Researchand Application of Space Technology of Vietnam up to 2020” which hasbeen so far the most important legislative document for our country forenhancing research and applications of space science and technology, inservice of social-economic development of the country.

The main activities which are oriented and promoted by the SpaceTechnology Strategy:

I. OVERVIEWSome activities in line with the Strategy during recent years:

Applications of space technology is the first priority issue, and are carried out by many ministries andgovernment entities : satellite communication (MIT, VNPT), remote sensing for environ.monitoring, GIS, mapping, land use management (MONRE), for disaster monitoring andforest inventory (MARD), transport monitoring and navigation (MOT), …

Some space technology infrastructures have been invested by VN during last 5 years: NRSC (2008),VINASat-1 (2008), VINASat-2 (2012), VNREDSat-1 (2013), … and in near future:VNREDSat-1B (2017), VNSC with AIT facilities (2018), small radarsats (2018 and 2020),

R&D capability building in space science and technology play a key role for enhancing effectiveapplications of space technology and efficient exploitation of invested infrastructures,Some activities: Establishment of STI (2008) and VNSC (2011), National researchprogram of space science and technology (2008 - )

For coordination of all space activities Vietnam Space Commission has been established (2011) chairedby the Minister of MOST.

National Research Program for Space Science and Technology:

Approved and funded by MOST

Managed by Vietnam Academy of Science and Technology (VAST)

The inception phase : 2008-2011

The second phase: 2012-2015 .

Main objectives:

- Promoting various applications of space technology for social-econom.development (disaster monitoring, environment protection, climatechange), with focusing on utilization of the state-funded space facilitiesand projects: VINASats, VNREDSat-1, NRCC, MOVIMAR, … andVNSC in future.

- Studying to acquire and master the methods and technology of designing,manufacturing and testing for some selected modules of satellites, groundstations and launching facilities.

- Promoting selected basic research topics in space science and technologyfor capacity building.

II. PROGRAM OBJECTIVES AND TOPICS

Priority reearch topics:

1/ Applications:- Applications of satellite data for modeling, forecasting and management

of disasters, environment and natural resources... focusing on theinfluences of the global climate change.

- Experimental utilization of the VNREDSat-1 imagery, particularly inland use, harvest prediction, environment monitoring for sea coastalzones and islands, national parks and cultural heritages conservation, etc.

- Applications of GPS and GIS in navigation and in highly accuratepositioning.

II. PROGRAM OBJECTIVES AND TOPICS

Priority research topics:

2/ Technology development: EO satellite technology: optical payload, on-board computer, deployable

structure, AOCS modules and software, AIT procedures and facilities. Launching facilities: designing and manufacturing of some selective modules,

simulation techniques. Ground segment: operation and qualification, images processing softwares,

development of specific systems for receiving and processing satellite signals. Pico and nano satellites.

3/ Basic research:- Algorithms and softwares for images processing (multi-spectral and hyper-

spectral imagery) and for controlling satellites and launchers;- Space environment (including ionospheres)- Payload, sensors, solar battery- Space bio-medicine and materials- Space communication and energy.

Program management:

The Program is organized and operated under the management regulations speculatedby MOST and VAST for R&D programs of the state level, namely:

- All scientists and research entities can submit project proposals;

- Proposals are evaluated and selected on the competitive basis;

- Each selected project is funded by MOST with a budget from 100K to 300K USD

- Implementing period of projects: from 2 -3 years

In the period 2008-2011: 19 research projects have been funded with a total budget 30billions VND (from 60 proposals)

In the period 2012-2015, up to now 24 research projects has been selected (from 120proposals, 11 of them have been approved to be funded from 2013 with budget about37 billions VND.

Using GPS technology of high accuracy in determining andmeasuring shifts of coastal constructions

Development of processing methods for satellite imagesbased on the open‐source software GRASS

Application of VNREDSat-1 images to monitoring, predictionand evaluation geological calamities for hydropower reservoirsand transportation roads in the North-West region.

Application of VNREDSat-1 images to monitoring the agriculturelanduse in Mekong Delta under impacts of the social-economicdevelopment and the climate change

Application of VNREDSat-1 images and GIS to monitoring andprediction the coffee crops harvest for the Central Highlandregion, applying as a case study in province Dak Lak.

List Projects in Basic Research Study the effects of the ionosphere and upper atmosphere to thesatellite signals accuracy in the regions of Vietnam.

Study the effects of omega‐3 preparations from micro‐algae rich inDHA on experimental rats in a state of microgravity.

Study on scientific and technological solutions to capture,transformation and transmission of solar energy from space to theEarth.

The study of nano‐ materials used in space conditions. Study of the kinetic effect of the rocket launching on the on‐boardsatellites equipments.

Study on methods of analysing and processing hyperspectralimages.

Developmentofintegratedsoftwares forcalculatingandsimulatingmechanicvibrationsandthermalstabilityofsmallsatelliteplatformsinloworbits.

A physical model for simulating the kinetic effect of the launching rocketon the on-board equipments of satellites

An air-bearing simulation system for the satellite’s attitude determinationand control, using two types of actuators (inertial wheels and gasthrusters) and two types of sensors (magnetic sensors and light sensors),

IV. CONCLUSION

In the second phase, the National Research Program of Space Science and Techology will continue the research baseline of the successful inception phase 2008-2011, in three main areas: applications-technological development-basic research in space science and technology.

The focus: to enhance utilization of the state- funded facilities and projects to address natural disasters and the climate change and to meet the requirements of the country socio-economic development.

The Program will have a larger budget and will be aiming at higher outcomes.

The international cooperation with foreign partners (in particular with Japan and other countries in the region) plays a crucial role and will be promoted to support the implementation of the Program.
