Natural resources do not belong to a particular country but are common human resources that could serve public development; while such resources are the most realistic costs of development they are the most overlooked one as well; especially when development in the world outlook has been associated with “severe destruction” and yet with “expansion of poverty and injustice” and these costs have put nothing “on the way of human generation” but “invisible black holes” that are “fearful” and “explosive”.I believe that all the scientific and practical elites should create the moral feeling of connection with the nature and feeling of closeness to all the components of the nature in mankind so that within the framework of some kind of “aesthetics” and paying attention to all “manifestations of life”, the “feeling of love for the nature”, “free from extremism in worshipping the nature”, becomes “the queen of human entity”, and the “inner richness” achieved from such a sentiment would play a great role in “creating peace of mind and sense of responsibility for the contemporary human being towards Earth and Sky”.In today’s world, “the problem of air and land pollution” is one of the “most important and most acute problems of human civilization” which has confronted municipalities as local governments, with all kinds of tsunami of social, political, and economic crises. This demands special attention and priority to environmental issues as an intellectual concern; because all of us “are living in a ship” and have a “common responsibility” vis-à-vis a “unified tsunami and a common enemy” that through disruptive measures which upset balance of the environment could annihilate the heritage belonging to the future generations and should be united for the implementation of this responsibility.The Tehran Metropolis shelters about a quarter of the urban population of Iran, which in itself has led to expansion and escalation of pressures on the environment and thus has resulted in emergence of all types of environmental pollution such as increase in greenhouse gases, degradation of resources and reduction of natural areas. This has subsequently increased the need of Tehran

citizens for healthy environment and as a result increased their expectations from urban management; therefore, serious structural and strategic attention to environmental issues is among top priorities of Tehran Municipality for realization of the ideal known as “a human city and urban human”.Therefore, the first and most important critical step in this regard is understanding and evaluation of the realistic position of the environment which is possible by preparing an annual report on the state of the environmental (SOE); and to this end, findings of the report on environmental state could offer a more comprehensive approach and a more general and multilateral overview at a broader scale of metropolitan Tehran; with the data and information collected in the report, the urban management would find the opportunity to observe its past and present activities in terms of quality and quantity and analyze compatibility of these functions and could have overall planning, away from parallel operations, for the efficient performance of suitable programs free from adverse environmental, economic and social consequences.

Sustainable urban development is an important objective in the planning and decision making processes of city councils. The achievement of this goal which includes environmental, economic and social perspectives requires a holistic approach and needs to be pursued concurrently at local, regional, national and global levels. One of the most important first steps in this direction is the recognition and assessment of the state of urban environment. This process may include several stages such as generation of a State of the Environment Report (SOE) on an annual basis. Consider-ing the importance of this matter for Tehran, a metropolitan city of more than 8.5 inhabitants, the Environment Committee of the Tehran City Council proposed a bill which was adopted by the Council instructing the annual preparation of a SOE report. The Bill outlined the requirements of the SOE and defined its objectives in line with national priorities and international guidelines. The Tehran City Islamic Council bill consists of a mere article and three notes. The article is as follows:“To determine various urban and environmental indexes and to present an accurate, and statistical description for decision makers and managers and to raise a public awareness about environmental conditions, Tehran municipality is obliged to provide and report the state of the environment in Tehran, in collaboration with the Department of the Environment, the Meteorology Bureau, research centers and universities, and other relevant organizations and authorities, based on the SOE report criteria of UNEP.”In the above-mentioned Bill the assessment of environmental components such as air, water, soil, biodiversity, and natural disasters, waste and human habitat is emphasized. Thus, “Municipality Research and Planning Center” was assigned to prepare the first SOE report of Tehran. The Center signed an agreement with Shahid Beheshti University for preparation of the “Initial Report of Tehran’s Environment State” and based on that the final report was formulated.It is hoped that this report will play a proper role in informing decision makers and the public and enables sound planning for the improvement of the State of the Environment in Tehran.

During the recent century, the population of Tehran has increased fifty fold, while the population of the country has risen by 5 times. This population explosion is a con-sequence of unchecked migration to the capital city that has occurred for different reasons. Centralism and urban sprawl of Tehran have left different negative impacts on the environment. The most crucial effect is air pollution, which has sparked the concern of the authorities for more than three decades, and sometimes put citizens’ health at risk. Traffic jam as a metropolitan indicator not only causes waste of time and resources, but also is a major contributor to air and sound pollution. The above-mentioned facts indicate that Tehran is not sustainable. Therefore, in order to reduce the bulk of the problems and overcome them and to achieve sustainability, appropriate solutions have to be sought. In order to attain this goal, the first and most important step is to identify and assess the environmental circumstances. This would be accomplished by preparing an annual SOE (State of Environment) report.To formulate Tehran SOE report, statistical data had to be collected and analyzed based on outputs of a coherent system. This could be fulfilled by establishing a data-base at Tehran Municipality. Utilization of a model was necessary for the compilation of the report. The report’s framework is based on a model, and various models can be utilized for this purpose. The models have to be based on cause and effect relations and be internationally acceptable at the same time. The DPSR model is used for Tehran SOE report. DSPR stands for Driving forces, Pressures, State, and Responses and describes the cause and effect cycle for each environmental component. This model attempts to define and relate the determinants that affect the environment at every geographical level (local, regional, national, and global). This model is recognized as an analytical framework, which seeks a logical relationship between determinants. Thereby, DPSR assesses the state (S) and trend of environment, and represents the factors (as direct causes) that put pressure (P) on natural resources

or (as indirect causes) are considered the driving forces (D) (they might be considered direct causes of current state) and finally represents local responses (R) for dealing with environmental issues.The most important steps in formulating this report are as follows:1. Comparative study at international level and identification of measures and indicators2. Formulating a research methodology and theoretical framework for the project 3. Organizing and holding of the training workshops for related experts on environment4. Identification of environmental indicators and subjects based on viewpoints expressed by the authorities and experts 5. Identification of environment related organizations and main units of data generation6. Feasibility of obtainable information from related authorities7. Data collection and importing into a proper data bank such as Excel (Microsoft Office Software)8. Processing, aligning, and analyzing the statistical information9. SUMMARYTehran, as Iran capital is the most populated area in the country with about 8.5 million inhabitants and 11 million sojourners in working hours.Tehran is rated the highest in the Human Development Index (HDR), while it is confronted with plenty of serious environmental risks. Comparing to other metropolises in the world, Tehran is as an exception; based on city comprehensive planing it is considered underdeveloped and faced with serious issues in three levels of national, regional and local.Lack of unanimous solutions for environmental problems, involvement of numerous organizations and institutions in decision making, parallel management implementation, lack of clarity in every institution›s authorizations and responsibilities’ domain and incoordination between them have complicated the situation.Considering the mentioned issues, in 2008 Environmental Committee of Tehran City Islamic Council distinguished that some infrastructural actions is required to take place and to that point started to develop a plan of ‹Tehran’s first comprehensive environmental report› and submitted it to the council. After the plan confirmation, the council required Tehran›s Municipality to provide the “Comprehensive system of environmental monitoring and assessment of Tehran”. Therefore Research and Planning Center of Tehran City was recognized responsible ‹Tehran’s comprehensive environmental report› preparation during 2007-2008. Based on international standard of SoE (State of the Environment report) ‘Shahid Beheshti University’ was assigned as program executive. This report was carried out in collaboration with domestic professional and managers, based on the

DPSIR model which is also used by European Environment Agency.The report identifies key environmental issues for Tehran, including Air, Water, Land, Biodiversity, Natural Disasters, Waste and Human Settlements. The first section serves to provide an overview of Tehran’s socio-economic situation.Usually these types of reports don›t consist of any guidelines or strategies. However this report - considering the current situation criticalness - consisted of some guidelines and techniques to sketch possible solutions for each of the key environmental is-sues.This report was exhibited in the public courtyard of Tehran City Council it was prepared. It can be found in the homepage of Research and Planning Center of Tehran City website in a printable version. At this moment this report is the only reliable source that can be referenced and used by environmental researchers, managers and decision makers in Tehran.The second environmental report of Tehran city is being prepared and after its completion assessment plan of Tehran›s environmental condition will be started.

SITUATION BEFORE INITIATIVE BEGANLack of planning and policy making resulted in city being overdeveloped and its capabilities being incompatible with its population, which consequently resulted in the city eco-system suppression.At the present time, lack of clarity in different organizations› authorities and responsibilities, and their inharmonious operations resulted in environmental management system inefficiency and emersion of new problems, while no comprehensive reference could be found that was able to demonstrate Tehran’s environmental condition.

ESTABLISHMENT OF PRIORITIESTehran is faced with numerous problems and issues while no distinctive institution is there to take responsibility. For that aim, in 2008 the Environmental Committee of Tehran City Islamic Council, which all of its 12 members are well-informed professionals prepared ‹Tehran’s environmental condition report compilation› plan and submitted it to Tehran City Islamic Council for confirmation.Tehran City Islamic Council confirmed the plan. The merely article of this plan is mentioned below:“To determine various urban and environmental indexes and to present an accurate, expert and statistical portrait for managers and to raise a public awareness about

the environmental condition, Tehran municipality is required to provide and report the environmental condition of Tehran city, in collaboration with environmental conservation organizations, meteorology bureau, research centers and universities, and other relevant organizations and authorities, based on SoE and UNEP.

FORMULATION OF OBJECTIVES AND STRATEGIES SoE report is one of the most valuable sources for all authorities to access the information about natural resources conditions and sustainability of resources use. In short the SoE report proceeds:1. To investigate the condition of environment and natural resources2. To assess the environmental condition3. To highlight the biophysical condition of environment

The most important objectives of this report are:1. To raise awareness about environmental procedures2. To provide a basis to promote the level of decision making in different layers3. To facilitate the development measurements considering sustainability

To achieve the mentioned objectives, Environmental Committee of Tehran City Islamic CouncilRequired Tehran municipality to take an effective and infrastructure action and to be equipped with continuous plans to monitor Tehran’s environmental condition and possibly to give organizational guidelines for Tehran›s environmental management.

MOBILISATION OF RESOURCESEnvironmental Committee of Tehran City Islamic Council initiated this project and all its costs was paid by Research and Planning Center of Tehran City, which was appointed as project provider by Tehran City Council. The head of committee, Dr. Ma ’ soumeh Ebtekar played an effective role in this project from the starting point to follow up and its confirmation. She was head of Environment Organization of Iran for 8 years in the former president’s period and was honored for her activities from UN in 2006.Mr.Mohammad Mojabi, a committee member is one of the environmental experts in the country. He is also vice chancellor of science and technology in Research and Planning Center and was elected as the project representative. He had a crucial and supportive role in project development and in overcoming the obstacles.Dr. Mohammad Zokaei is the project manager. He is a faculty member in Shahid Beheshti university and he was also responsible for country SoE reports in 2004 and 2005.Statistical and basic information was received from related organizations. During the project procedure - as Mohammad Modjabi suggested - two workshops were organized. In first workshop environmental experts, Tehran›s regional municipalities and relevant organizations managers and in second one environment experts participated.The project beneficiary was the Environmental and Sustainability department of Tehran›s municipality.The full report is published as PDF format in the ‹Research and Planning Center›s

website and it can be easily accessed for public information and publication.

PROCESSThe report was prepared in four stages:1. The initial research and theoretical framework formulation2. The report›s structure design and its components3. Information and data collection and registering them in a proper data bank4. Data Analysis and final report’s compilationSeveral sessions were held with project manager in the beginning to achieve an accurate recognition of requirements and objectives. Afterward comparative researches in national and international levels was conducted such as investigating the ‹UNEP assessment of urban environment› methodology and reviewing of reports of urban environment from 20 cities from different countries. Finally project’s methodology and theoretical framework were formulated.The conceptual model which was applied for Tehran’s SoE report should be respondent to research’s fundamental questions. DPSIR (Deriving forces, Pressures, State, Impact, Responses) model was selected, but since the possibility of doing “I (impact)” part was not available this model was changed to DPSR. This model is being applied by United Nation Commission for Sustainable Development. This method is the basis of analysis and it is in quest of finding logical relevance between factors and of economic, social and environmental information classification and will be applied in the next SoE report on I (impact). SoE reports are fundamentally based on information and data. Hence in this stage relevant

public and private organizations were recognized as the main data resources and the required information was requested from them.Two workshops were held during the project formation process. The first workshop consisted of 47 environment experts from environment organizations and its objectives were to encourage collaboration and to enhance the capacity for following reports in the future.Experts and professionals of environment participated in the second workshop, in which the goals were to identify significant topics and indexes from experts› perspective and to finalize the indicators.Finally the indicators were assigned according to UNEP advices, the obtained experiences from ‹white status› reports in Iran’s environment, and workshops outcomes and experts’ opinions. Finalized indicators were the basis for preparing the list of required indexes in first Tehran›s SoE report.Some of the obstacles were soluble during the process, however some of them caused the process’ decline, both from qualitative and quantitative perspective. Some of those obstacles were:1. Part of the required information was not provided2. The authority for some part of information remained unknown and thus the information was not accessible3. Part of required information couldn›t be find in any organization, or the organization lacked data bank4. Part of information was lacked periodically5. Part of information were unaccessible because they were confidential, or sensitive information, or could cause problems for the authority

RESULT ACHIEVEDThis project is the first report about Tehran’s environmental condition that offers a comprehensive, accurate and expert image of this metropolis environment, and also the merely useful source for public, researchers and decision makers.Standardized solutions for organizing environmental components, which were proposed by different organizations are being proposed in the report. The proposed solutions might bring questions to the reader’s mind that for what reason various plans and programs were inefficient. The issue of inefficiency suggests that the programs and their method of management should be revised and reconsidered.Within the report›s framework current situation is being investigated and analyzed. A separated part is dedicated to proposing guidelines and strategies, which is innovative comparing to the usual report structure. It can be viewed as a prologue that proceeds to environmental management topic. The guidelines and strategies are proposed in consideration with current environmental crisis of the city.In addition to the SoE report, the assessment processes of Tehran’s environmental condition has begun and related plans are compiled.During the report preparation, inadequacy of statistical information that was related to various problems, is documented. This project points out gaps and impairments and it is being expected that it can effect defects resolution process, directly and indirectly.One of the project›s main objectives was to inform public and professionals and managers about Tehran’s environmental condition. In addition to that Tehran SoE report news is published in newspapers.In general, the project’s accomplishment is to take a responsible act that proceeds to a comprehensive and investigative plan toward disorganized environmental condition of Tehran.

SUSTAINABILITYFinancial: Different environmental programs were planned and even executed in recent years, however they didn’t succeed to become into effect. Programs› coordination and their effectiveness assessment and procedures modification are the objectives, which are being pursued in the SoE reports and execution of environmental assessment program. Achieving homogenous environmental management in addition to mentioned objectives can prevent waste of financial and human resources.Social and Economic: Environmental disorganization in Tehran has a negative impact on people’s mental and physical health and in other life aspects. This program is a pathway to put those issues into consideration and homogenous environmental management is the emphasized solution to gaining control over the situation.Cultural: The assessment after SoE report preparation will emphasize on and highlight ‹Tehran’s environment› concept and it will positively effect inattentive attitude of relevant organizations about their management methods and plannings.Accessibility of SoE report will increase the public awareness and sensitivity about the situation and will result in public monitoring.In addition, this report gives a comprehensive and expert image of Tehran›s

environment, which can be applied by researchers and managers.Environmental: ‹What has happened to our environment?›, ‹Why is it happening?, ‹What were the society response to it?›, these are the questions that are taken into consideration in this project. Also some guidelines and strategies are proposed for situation improvement. One important suggestion is to achieve a homogenous environmental management to encounter the situation.Organizational: First draft of the plan (prepared by Environmental Committee of Tehran City Islamic Council) was submitted to Tehran City Islamic Council for confirmation. In 2008, the council confirmed the project plan and delivered it to the Research and Planning Center and required it to prepare report continuously. The council also ordered Tehran municipality to provide a ‹comprehensive monitoring and assessment system for Tehran›s environment›.

LESSONS LEARNEDDuring recent decades, numerous strategies and programs were organized to improve Tehran›s environmental situation. For instance 40 programs were provisioned for weather conditions improvement in Tehran.The numerous organizations involved in decision making and incoordination between them, resulted in failure. Analyzing results demonstrates why establishment of a coordination center and a homogenous management organization is required.In recent years, necessity of homogenous management organization and taking environmental aspects into consideration in decision making have drawn global attention. Planners have attempted to insert environmental aspects in the urban

management field. To name some programs in global level HCP (Healthy Cities Program), SCP (Sustainable Cities Program), and Local Area 21 can be mentioned.SUEMA (Sustainable Urban Environment Management Approach) - which is introduced and advised in this report - attempts to combine environmental management systems in strategic planning in achieve to increase efficacy.This program encourages public and institutional participation and advances microprograms clarity and in consequence increases computability and monitoring. Whereas environmental issues are involved in high level policy making, they contain better capabilities for involved institutions› coordination in problem solving.Considering the importance of inserting environmental science in urban management planning, it seems necessary for planners and managers to have a basic relevant knowledge about environment.This report introduces efficient methods and their functionality in inserting environmental sciences into management.Environmental Committee of Tehran City Islamic Council has decided to prepare this report based on SoE report of UNEP, because of its functionality and comprehension.

TRANSFERABILITYMembers of Environmental Committee of Tehran City Islamic Council are experts in the filed of Iran›s environment. Seyed Mohammad Modjabi - Head of committee and also Tehran City Islamic Council member – has been honored from UN in 2006 for his efforts. He was head of Environmental Conservation Organization in the former president›s period and also had several positions in different organizations

such as ‹Jahad Sazandegi›. Dr. Esma›eel Kahrom a well-known environment expert and activist and member, who has seen and reacted to the environmental perils with a great insight and accuracy. Other members also have bright reputation in the field. What has generated this movement and will help it to survive are members› perspective and experiences in the field.This project (and also the merely article confirmed by the council) is formulated based on International Standard of SoE from UNEP. The project manager is Dr. Mohammad Zokaei, and he has been selected based on his management experience and reputation in Iran›s SoE reports in 2004 and 2005.The DPSIR model which is used by EEA, was agreed to be applied as the most comprehensive model from other existing ones for SoE report preparation. Different organizations have applied different SoE models for the assessment process and “DPSR” model is being applied for Tehran’s SoE report. In addition to experts’ advises being applied in the report preparation pro-cess, two workshops were organized for the purpose of collecting opinions and experiences of state organizations experts and municipalities managers. All required information and statistical data were obtained from relevant organizations.Considering other cities and other populated areas, environmental condition and assessing their method of environmental projects implementation seem necessary, specially when other cities in Iran haven›t been taken into consideration properly in these recent decades.Whereas Tehran›s projects can be viewed as a source model for other cities, it is being expected that the same projects will take place in other cities› in near future.

On the other hand, Tehran’s SoE report is the solely reference for researchers, decision makers and public, in which the Tehran›s environmental factors are being investigated and presented.

RELATED POLICY/IES OR LEGISTLATION The first Tehran’s environmental report was being sketched by Environmental Committee of Tehran City Islamic Council and was submitted to the council. Afterwards it confirmed the plan and transferred it to Research and Planning Center for execution. Later annual preparation of report has been decided. In the process of project’s hensive system of environmental monitoring and assessment of Tehran”.Tehran City Islamic Council, Research and Planning Center and Tehran›s municipality also supported this project›s accomplishment.
