1 OBIECTIVE GENERALE
1. Evaluarea nevoilor, rolului şi utilizarea dovezilor ştiinţifice în dezvoltarea politicilor
publice (WP1)
2. Studierea metodelor prin care dovezile ştiinţifice sunt combinate şi negociate cu
alte tipuri de dovezi în procesul de dezvoltare a politicilor publice cros-sectoriale,
politici pentru activitatea fizică şi sport (WP1, WP2, W3) şi
3. Explorarea metodelor inovative de a utiliza/promova utilizarea dovezilor ştiinţifice
în procesul decizional de dezvoltare a politicilor publice (WP2, WP3)
4. Transformarea rezultatelor proiectului în recomandări şi ghiduri cu scopul de a
creşte pe viitor politicile bazate pe dovezi în Europa (WP4).
5. Diseminarea rezultatelor și a lecțiilor învățate pe parcursul implementării
proiectului; construirea unor structurii pentru a crește sustenabillitatea dezvoltării
politicilor informate de dovezi științifice (WP6).
6. Evaluarea proceselor, rezultatelor și a impactului proiectului REPOPA (WP5).
2 OBIECTIVELE FAZEI DE EXECUŢIE 2014
Echipa de cercetare a proiectului REPOPA a participat activ la îndeplinirea
obiectivelor specifice pachetului e lucru 2, WP2 și a pachetului de lucru 6, WP6.
Momentan, activităţile de cercetare se axează pe îndeplinerea obiectivelor specifice
pachetului de lucru 2, WP2 (2012 - în curs de derulare):
WP2. Studierea aspectelor organizaţionale şi de proces, ce ţin de dezvoltarea politicilor
publice cros-sectoriale din domeniul activităţii fizice şi sport; mai specific a) leadership-
ul atribuit organizaţiilor; b) reţelele organizaţionale; c) schimbările ce au loc la nivelul
proceselor de comunicare şi a proceselor la nivel organizațional; şi d) facilitatori şi
bariere în procesul de dezvoltare a politicilor informate de dovezi științifice. (activitate în
lucru).
Activitățile de diseminare se axează pe îndeplinirea obiectivelor specifice pachetului de
lucru 6, WP6 (2011 – în curs de derulare):
WP6. Dezvoltarea unei strategii de diseminare care să conținută un plan de comunicare
extern cu scopul de a crește vizibilitatea activităților și rezultatelor dezvoltate în cadrul
proiectului REPOPA, la nivelul EU, având ca public țintă populația generală și
persoanele co-interesate (stakeholderi). (activitate finalizată)
Dezvoltarea unei platforme care să susțină activitățile de dezvoltare a politicilor publice
informate de dovezi specifice țărilor partenere pe proiect, până la sfârșitul proiectului.

Dezvoltarea unui plan de advocacy la nivel European și oferirea de suport pentru
dezvoltarea policy briefs care să participe la creșterea numărului de politici publice

3 REZUMATUL FAZEI (MAXIM 2 PAGINI)
Echipa de cercetare a proiectului REPOPA are ca scop principal integrarea
cercetării ştiinţifice şi cunoştinţele experţilor (expert know-how) în procesele de
dezvoltare a politicilor publice pentru a creşte sinergia şi sustenabilitatea politicilor de
promovare a sănătăţii şi prevenirea bolilor în Europa. Consorțiul REPOPA facilitează
comunicarea între cercetători, experţi, dezvoltatori de politici publice şi părţile co-
interesate (stakeholderi) din diferite discipline şi diferite ţări. În prima parte a proiectului,
scopul principal a fost de a evalua nevoile, rolurile şi utilizarea informaţiilor provenite
din cercetarea ştiinţifică în procesul de dezvoltare a politicilor publice şi de a studia
metode posibile prin care dovezile din cercetare sunt combinate şi negociate cu alte
tipuri de dovezi în procesul cros-sectorial de dezvoltare a politicilor publice, mai specific,
în politicile publice care au ca scop promovarea sănătății prin activitate fizică şi sport
(health enhancing physical activity - HEPA). Activităţile de cercetare încadat în pachetul
de lucru 2 (WP2) care s-au desfășurat în anul 2014 au fost:
1. Simularea unui proces de dezvoltare a politicilor publice (policy game) care
are trei stadii de dezvoltare: (1) alegerea și analizarea situație propice în toate
cele trei țări participante la acest pachet de lucru; (2) design-ul unei simulări
generice de proces; (3) dezvoltarea, implementarea și evaluarea simulării
procesului de dezvoltare a unei politici publice în toate cele trei țări
participante în acest pachet de lucru.
În prima fază s-a efectuat analiza sistemului în care se dezvoltă politici publice
(system analysis), în toate cele trei țări partenere în această activitate (Olanda,
Danemarca și România). Astfel, în România, prin intermediul aceastei analize au fost
identificate persoanele și instituțiile publice și private implicate în procesul de dezvoltare
a politicilor de promovare a activității fizice la nivel local, în municipiul Cluj-Napoca. Au
fost studiate și rolurile acestor instituții și relaționarea dintre aceste instituții/persoane.
Am obținut astfel o imagine fidelă a actorilor implicați în dezvoltarea de politici de
promovare a activității fizice, a rolurilor acestora și a relațiilor de colaborare dintre
aceștia.
În cadrul pachetului de lucru 2, am ales simularea procesului de dezvoltare a
politicilor de promovare a activității fizice la nivel local (policy game), în municipiul Cluj-
Napoca. Reprezentanții instituțiilor publice locale, a mediului privat sau a societății civile
au fost invitați să participe la activitatea de simulare a procesului de dezvoltare a
politicilor de promovare a activității fizice ca părți co-interesate în acest proces la nivel
local. Activitatea s-a desfășurat pe parcursul unei zile, 7 Octombrie 2014, prin
organizarea unei sesiuni de lucru cu reprezentanții instituțiilor publice și private din
municipiul Cluj-Napoca, cu atribuții și activități în dezvoltarea și implementarea
programelor și a politicilor de promovare a activiății fizice. În cadrul acestei sesiuni de
lucru s-a propus o temă pentru procesul de dezvoltare a unei politici de promovare a
sănătății prin intermediul activității fizice. Pe baza unui rol alocat fiecărui participant și a
unui set de reguli s-a urmărit dezvoltarea celor mai bune alternative pentru dezvoltarea
și/sau implementarea unei politici publice pe tema propusă. Printre rezultatele așteptate
în urma desfășurării policy game-ului se numără posibilitatea de a explora modalități noi
de dezvoltare a politicilor de promovare a activității fizice și de interacțiune cu alte
persoane și instituții; oferirea dezvoltatorilor de politici și persoanelor cu putere de
decizie experiența necesară pentru a transpune aceste modalități de acțiune în viața
reală.
Evaluarea acestei activități presupune aplicarea unui chestionar înainte și după
desfășurarea evenimentului, și un chestionar la șase luni după încheierea
evenimentului. Rezultatele evaluării vor fi disponibile în anul 2015.
Activitățile de diseminare încadrate în pachetul de lucru 6 (WP6) care s-au
desfășurat în anul 2014 au fost:
1. Coordonarea activităților de diseminare, specifice proiectului, la nivelul țărilor
partenere, prin completarea planului de diseminare la începutul anului, de către
fiecare partener, și completarea raportului de diseminare o dată la șase luni, de
către fiecare partener și dezvoltarea ghidurilor interne de lucru.
2. Dezvoltarea de materiale de diseminare și template-uri de lucru, e.g. flyer,
poster, template prezentare ppt, template prezentare poster, etc.
3. Dezvoltarea unei platforme care să susțină activitățile de dezvoltare a politicilor
publice informate de dovezi specifice țărilor partenere a proiectului REPOPA.
4. Dezvoltarea unor template-uri care să susțină dezvoltarea de advocacy plan și
policy brief specifice țărilor partenere.
5. Activități de diseminare prin participarea la conferințe, scrierea de articole
științifice și întâlniri cu persoane co-interesate (stakeholders).
4 DESCRIEREA ŞTIINŢIFICĂ ŞI TEHNICĂ
Cu punerea în evidență a rezultatelor fazei și gradul de realizare a obiectivelor (se vor indica rezultatele)
4.1. PACHETUL DE LUCRU 2. WP2 Activităţile de cercetare încadat în pachetul de lucru 2 (WP2) care s-au desfășurat în
anul 2014, în România, au fost:

Simularea unui proces de dezvoltare a politicilor publice (policy game) are trei stadii de
dezvoltare: (1) alegerea și analizarea situație propice în toate cele trei țări participante
la acest pachet de lucru utilizând analiza de sistem (system analysis); (2) design-ul unei
simulări generice de proces; (3) dezvoltarea, implementarea și evaluarea simulării
procesului de dezvoltare a unei politici publice în toate cele trei țări participante în acest
pachet de lucru.

Desfășurarea activităților specifice
1. Dezvoltarea unei analize a sistemului în care se dezvoltă politici publice (system
analysis).
Scopul analizei sistemului a fost de a identificate persoanele și instituțiile publice și
private implicate în procesul de dezvoltare a politicilor de promovare a activității fizice la
nivel local, în municipiul Cluj-Napoca. Prin intermediul aceastei analize au fost
identificate persoanele și instituțiile publice și private implicate în procesul de dezvoltare
a politicilor de promovare a activității fizice la nivel local, în municipiul Cluj-Napoca. Au
fost studiate și rolurile acestor instituții și relaționarea dintre aceste instituții/persoane.
Am obținut astfel o imagine fidelă a actorilor implicați în dezvoltarea de politici de
promovare a activității fizice, a rolurilor acestora și a relațiilor de colaborare dintre
aceștia. Informațiile obținute în cadrul acestei activități strau la baza dezvoltării jocului,
în cele trei țări participante. Rezultatele acestei etape sunt structurate în Figura 1 și în
Figura 2:

2. Design-ul unei simulări generice de proces
În funcție de rezultatele obținute în prima fază, am ales simularea procesului de
dezvoltare a politicilor de promovare a activității fizice la nivel local (policy game), în
municipiul Cluj-Napoca. Pentru a putea dezvolta design-ul jocului a fost nevoie de
identificarea unui expert, identificarea nevoilor specifice și contextul local în care se va
desfășura jocul. Următorul pas a fost integrarea cunoștințelor obținute în urma analizei
de sistem din fiecare țară participantă și dezvoltarea design-ulu ținând cont de specificul
fiecărei țări în ceea ce privește luarea de decizii la nivel local; activitate urmată de
pilotarea jocului în țările participante.
3. Dezvoltarea, implementarea și evaluarea simulării procesului de dezvoltare a
unei politici publice – studiu de caz:Cluj-Napoca
Reprezentanții instituțiilor publice locale, a mediului privat sau a societății civile au
fost invitați să participe la activitatea de simulare a procesului de dezvoltare a politicilor
de promovare a activității fizice ca părți co-interesate în acest proces la nivel local.
Activitatea s-a desfășurat pe parcursul unei zile, 7 Octombrie 2014, prin organizarea
unei sesiuni de lucru cu reprezentanții instituțiilor publice și private din municipiul Cluj-
Napoca, cu atribuții și activități în dezvoltarea și implementarea programelor și a
politicilor de promovare a activiății fizice. În cadrul acestei sesiuni de lucru s-a propus o
temă pentru procesul de dezvoltare a unei politici de promovare a sănătății prin
intermediul activității fizice. Pe baza unui rol alocat fiecărui participant și a unui set de
reguli s-a urmărit dezvoltarea celor mai bune alternative pentru dezvoltarea și/sau
implementarea unei politici publice pe tema propusă. O serie de materiale au fost
dezvoltate pentru a susține activitatea de simulare și anume: un raport de activitate și
un card de intervenție ce au fost completate de către fiecare grup de participanți pe
parcursul desfășurării activității; aceste materiale au fost adaptate la specificul fiecărui
grup; un document comun care să conțină informații despre specificul fiecărei instituții
reprezentate, obiectivele și activitățile de zi cu zi; strategia de dezvoltare a municipiului
și harta municipiului; și rolul fiecărei instituții reprezentate. Materialele au fost prezentate
în introducerea jocului, celorlalți participanți, anexată acestui raport (Anexa 1 –
Prezentare. Simularea procesului de dezvoltare a politicilor publice de promovare a
activității fizice).
Printre rezultatele așteptate în urma desfășurării policy game-ului se numără
posibilitatea de a explora modalități noi de dezvoltare a politicilor de promovare a
activității fizice și de interacțiune cu alte persoane și instituții; oferirea dezvoltatorilor de
politici și persoanelor cu putere de decizie experiența necesară pentru a transpune
aceste modalități de acțiune în viața reală.
Evaluarea acestei activități presupune aplicarea unui chestionar înainte și după
desfășurarea evenimentului, și un chestionar la șase luni după încheierea
evenimentului. Rezultatele evaluării vor fi disponibile în anul 2015.
Rezultate preliminare a evaluării din timpul simulării: Pe parcursul activităţii s-au
propus spre implementare un număr de 10 intervenţii, dintre care 9 au primit susţinerea
necesară pentru implementare. Pentru 4 dintre intervenţiile susţinute (e.g. au avut cel
puţin 10 unităţi), s-a apelat la dovezi din cercetare obţinute de la Institutul de Cercetare
a Activităţii Fizice pentru Sănătate, şi anume:
Recrutarea persoanelor cu dizabilităţi care doresc să facă sport
Colectarea informaţiilor despre programe cu finanţare publică, adresate activităţii
fizice pentru copii şi tineri.
Implementarea noţiunii de activitate fizică – promovarea unui stil de viaţă sănătos
Evaluarea Aptitudinilor Sportive
Pentru 2 dintre intervenţiile susţinute (e.g. au avut cel puţin 10 unităţi) s-a apelat la
dovezi din cercetare obţinute de la alte sectoare interesate şi participante:
Creşterea gradului de conştientizare şi a practicării activităţii fizice. Părinţi şi copii
(dovezi din cercetare de la Setor Sănătate)
Derularea proiectului “Liga liceelor clujene la baschet şi fotbal” din cadrul
programului Sportul pentru Toţi (dovezi din cercetare de la Administraţia Publică).
Aceste intervenţii au reprezentat obiectul discuţiilor şi colaborărilor observate pe
parcursul activităţii; observaţii care împreună cu chestionarele de evaluare completate
de către participanţi vor permite analiza şi evaluarea procesului de dezvoltare a
politicilor de promovare a activităţii fizice la nivel local. După această evaluare, etapa
următoare a proiectului presupune elaborarea si testarea unui set de indicatori care să
ghideze persoanele interesate în procesul de utilizare a dovezilor în dezvoltarea
politicilor şi programelor de promovare a activităţii fizice. Mai multe informaţii despre

4.2. PACHETUL DE LUCRU 6. WP6 Activitățile de diseminare încadrate în pachetul de lucru 6 (WP6) care s-au
desfășurat în anul 2014 au fost:
1. Coordonarea activităților de diseminare, specifice proiectului, la nivelul țărilor
partenere, prin completarea planului de diseminare la începutul anului, de
către fiecare partener, și completarea raportului de diseminare o dată la șase
luni, de către fiecare partener și dezvoltarea ghidurilor interne de lucru.
2. Dezvoltarea de materiale de diseminare și template-uri de lucru, e.g. flyer,
newsletter, poster, template prezentare ppt, template prezentare poster, etc.
Conform planului de lucru intern, în fiecare an se dezvoltă un flyer ce conține
informații generale despre statusul proiectului REPOPA, atât în limba română cât și în
limba maternă a partenerilor, în funcție de cerere. Flyer-ul este folosit pentru
diseminarea rezultatelor proiectului, creșterea vizibilității proiectului și a activităților de
cercetare desfășurate, și direcționează cititorii către site-ul proiectului. Un alt instrument
de diseminare a activităților desfășurate pe proiect este Newsletter-ul proiectului.
Acesta este diseminat electronic, trimis către toate contactele și partenerii stabiliți în
timpul proiectului. Periodicitatea newsletter-ului este de două ori pe an.
3. Dezvoltarea unei platforme care să susțină activitățile de dezvoltare a
politicilor publice informate de dovezi specifice țărilor partenere a proiectului
REPOPA.
Ghidul de lucru pentru dezvoltarea platformelor specifice fiecărei țări a fost inclus
în Planul de Diseminare (Milestone 2), care oferă două exemple practice pentru
partenerii din acest proiect care desfășoară activități de cercetare: Italia, Danemarca,
Olanda, România și Anglia. Partenerii proiectului pot alege între: a) căutarea și
alăturarea unui grup de lucru/grup de acțiune sau o platformă deja existentă, cu interes
pentru politicile de promovare a activității fizice informate de dovezi. În acest grup
existent, partenerul din proiect ar trebui să reprezinte Consorțiul REPOPA pentru cel
puțin 12 luni; b) inițierea unui grup de lucru la nivel local sau la nivel, având ca și interes
domeniul politicilor de promovare a activității fizice informate de dovezi.
Activitățile dezvoltate utilizând una dintre alternativele menționate mai sus
trebuiesc diseminate pe platforma online a proiectului. Pe lângă informațiile specifice
fiecărei țări participante, s-au creat niște secțiuni similare, informative, despre contextul
fiecărei țări. Astfel, există o descriere generală a fiecărei țări, cu titlul de profilul țării
(country profile) care include informații demografice, structura administrativă și politică
la nivel național și o secțiune ce descriere procesul de dezvoltare a politicilor publice pe
domeniul promovării sănătății prin intermendiul activității fizice. Mai mult, pe platforma
online a proiectului se vor găsi exemple ale advocacy plan și policy brief, disponibile
pentru toate personale co-interesate. Platforma online va fi lansata la începutul lunii
Ianuarie 2015.
4. Dezvoltarea unor template-uri care să susțină dezvoltarea de advocacy plan
și policy brief specifice țărilor partenere.
S-au dezvoltat două ghiduri de lucru care vor sta la baza dezvoltării unui
advocacy plan și a unor policy briefs în funcție de planul de diseminare al fiecărui
partner. Rolul acestor instrumente e de a aduce valoare adăugată în procesul de
utilizare a dovezilor atunci când se dezvoltă politici publice pentru promovarea sănătății
prin activitate fizică și sport, și nu numai. Partenerii proiectului și persoanele co-
interesate pot folosi acest instrumente pentru dezvoltarea unui advocacy plan și a unui
policy brief la nivel național; care la rândul lor vor putea fi folosite ca și sursă de
informare despre importanța utilizării dovezilor în procesul de dezvoltare a politicilor
publice și promovare a utilizării dovezilor atunci când se dezvoltă politici publice. Cele
două instrumente sunt anexate acestui raport (Anexa 2 – Advocacy Plan Template;
Anexa 3 – Policy Brief Template).

5 CONCLUZII
Proiectul REPOPA are ca scop integrarea cunoștințelor din cercetare și a know-
how-ului experților din domeniu, în procesul de dezvoltare a politicilor de promovare a
activității fizice. Proiectul este organizat în șase pachete de lucru cu obiective distincte,
care participă la îndeplinirea scopului general al proiectului. În 2014, echipa de proiect a
lucrat spre îndeplinirea obiectivelor cuprinse în pachetul de lucru 2 și pachetul de lucru
6, care se vor finaliza în 2015, respectiv 2016. În anul 2014 nu s-au înregistrat devieri
de la planul de lucru, activitățile desfășurându-se conform proiectului.
6 ACKNOWLEDGEMENT
Raportul a fost construit pe baza Planului de Diseminare, Milestone 2, al proiectului,
Raportul tehnic pentru a doua perioadă de raportare specifică proiectului (Aprilie
2013-Septembrie 2014; 18 luni), și rapoartele interne aferente pachetului de lucru
WP6 care se dezvoltă o dată la șase luni de către fiecare partener.

Complete your advocacy plan before you start advocating as it will help you to clearly define the
issue and possible solutions to tackle it, find out ahead of time which are the people needed to get
involved and raise the money and other resources required.

What is the problem?
(Under this section you have to uncover the problem that needs to be addressed. Give a brief
description of the problem that you want to solve:

Why there is a problem?
What are the problem main causes?
What is the impact of the problem and future consequences?
In what ways the problem can be solved?
What evidence can support your definition of the problem?
Make a clear statement of the implications of the problem. Use evidence from literature and other
reliable sources to support your assertions. Conduct an extensive research on the issue you plan
to advocate for. Try to give some examples and create a solid evidence base for your assertions)
6 GOALS (OR OBJECTIVES)
Under this section you have to plan your goals or objectives:
What is the goal of your advocacy campaign? What do you want?
(At the end of your advocacy, what is the overall goal you
want to achieve? State here your vision of change. In
order to be more specific, split your goals into specific
steps according to your time-frame)
What are your long-term goals?
(Decide where you want to be, by the end of your advocacy campaign)
What are your intermediate goals?
(Intermediate goals represent concrete steps toward achieving the ultimate goals. You can use
these objectives to measure your work progress. When writing the intermediate goals, keep your
focus community and system changes – programs, policies, and practices)

Relevant: What is the relevance to your mission? The goal successfully accomplish its mission?

7 TARGET AUDIENCES
Be very clear and specific on how your target group is!
Who are those that you need in order to move on?
(Under this section you will have to identify who are the decision-makers that have the power to
change the status of the problem. Consider to conduct a stakeholder analysis, to identify audiences
as well your supporters and opponents)
1. STAKEHOLDER ANALYSIS
(Stakeholders analysis will help you to understand who are those individuals and institutions that
will be more likely to support you and increase the level of discussion and debate surrounding
your problem. Identify the stakeholders, assess their interest, whether they support or opposite you,
their influence and importance)
When conducting the stakeholder analysis, consider to include the following information:
Identification of stakeholders
(Include main individuals, groups and institutions)
Who is more likely to benefits from the proposed change?
Who is more likely to be adversely influence by the proposed change?
Who has the power and resources to make changes happen?
Who complains about the issue?
Who are those that may be affected by the project?
(Identify who are the main stakeholders and who are secondary stakeholders, as well the
relationships that exists between the stakeholders listed: individuals, groups and institutions)
Assessment of stakeholders’ interests
(Understanding stakeholders’ interest will guide in how to approach them)
What expectations the stakeholders may have?
What are the project’s benefits for stakeholders?
What resources might they be able and willing to invest?
Is there any conflict of interest between stakeholders and project goals?
Assessment of stakeholder support or opposition to the issue
(Assess whether stakeholders are you allies or they will fight against you)
Does the stakeholders support or oppose your issue publicly?
The stakeholder public support or opposition is different from private support or
opposition?
What has the stakeholder’s position been on previous similar issues? How it changed
that over time?
Assessment of stakeholder influence
(Assess whether the stakeholder has the capacity and power to promote a change on the issue)
What level of influence does the stakeholder have?
What political, social and economic power the stakeholder has?
Is he having any control over strategic resources?
Assessment of the stakeholder importance
(Decide how much the stakeholder engagement will help you to achieve a sustainable change)
How necessarily is to engage the stakeholder in order to address the underlying causes
of the problem?
2. PRIMARY & SECONDARY AUDIENCE
(After you decide who the stakeholders are, identify the main target audience. Identify the
individuals, groups or institutions that have the power and ability to influence the problem)
Who are the individuals, groups or institutions in the primary audience?
(Primary audience includes decision makers that have the authority to directly influence your
advocacy outcome)
Who are the individuals, groups or institutions in the secondary audience?
(Secondary group audience includes individuals, groups and/or institutions that can influence the
decision makers)
What is their decision making role and area of influence?
3. SUPPORTERS & OPPONENTS
(Identify potential allies and opponents that have the power to make changes happen. You may
choose the top five individuals, institutions or groups that will support/opposite you in your
advocacy work)
What is their level of influence? High, medium, low?
What is their position on issue?

8 MESSAGES AND MESSENGERS
In order to reach your audience, you will need to develop tailored messages depending on what
different groups need to hear. Advocacy messages have to include two main components: “an
appeal to what is right, and an appeal to the audience’s self-interest” (Jim Schultz: Strategy
Development: Key Questions for Developing an Advocacy Strategy). However, try to be consistent
with your message.
1. DEVELOPING THE MESSAGE
What is your principal (primary) message? Include: What do you want to achieve, why,
and how?
(Try to be clear, concise and compelling. Simple and direct messages have a greater potential to
attract attention of your audience.)
Primary message – evidence based key message
(The primary message has to be designed for all audiences. It’s a universally compelling statement
like for example “Injuries can be prevented”. )
What is your statement?
(Include in your primary message the central idea of your message – statement. Highlight why the
change in the issue is so important)
What supports your main message?
(Base your primary message on evidence. Be sure that your statements are evidence-based at all
the times)
What is the most relevant example that supports your message?
What is your goal?
(Highlight also here what you want to achieve)
What is the solution for the problem?
(Highlight what you want to do in order to reach the established goals/objectives)
Secondary message
(The secondary message has to be designed for a specific audience that needs further explanation.
According to your audience, you may need to develop several secondary me)
What does a specific audience needs to know? What piece of information will be most
relevant?
What you have to argue in order to convince this audience?
What specific action do you want this audience to take?
(In order to capture the audience’s attention, your
message has to use an audience-appropriate language
and have a balanced level of rational and emotional
approach. This will motivate the audience to take action)
How to develop a good advocacy message?
Your message has to be:
CLEAR: How focused is your message on the main point of the issue?
CONCISE: Is your message expressed in a short paragraph?
CREDIBLE: Can your message be accomplished?
COMPELLING: Is your message addressed to the target audience, to their values and
concerns?
CONTRASTING: Is your message highlighting the difference between you and the
others advocating for the same thing?
After you developed your primary message, you may consider using the following tool to outline
the key messages for your specific audiences, including the format and channels best fitted for
each group.

2. MEDIA STRATEGIES
(In order to draw attention on your issue you will need to have media exposure. Using media is
one of the best strategies to make your message heard by policy makers and influential
stakeholders. Media exposure will help you also to increase public awareness and generate
pressure on policy makers to move forward the efforts on solving the problem)
You may consider to use the following tool to for preparing a press release.
Ask yourself:
WHO is the target group of the press release?
WHAT is happening? What do you want to do?
WHERE all your activity is going to take place?
WHEN does all happen?
WHY is important for the audience?

3. MESSENGERS
Consider that the same message can be differently perceived depending on who is delivering it, so
specific audiences may need different individuals and institutions communicating the message.
Who are the most credible messenger for specific audiences?
(You have wisely choose those that have the power to influence the audience and initiate the
desired change. Your messenger has to support the issue, to be credible and clear in his arguments)

How aware is the messenger on the issue? How much information does the messenger has
regarding the issue?
How credible is the messenger in the eye of the specific audience?

What are the risks of engaging this messenger?
How the messenger will deliver the message? Can the messenger deliver the message with
clarity and with empathy?

9 RESOURCES AND ASSETS
Do you have the resources to reach your goals?
(At this point it is recommended to make an inventory of all available and needed resources.
Consider to include both the resources that are already available to be built on as well as what
you need that is not there yet)

(Think at any other advocacy activities conducted in the past, already built alliances and
partnerships in the field, the capacity of your team and other partners, and any other information
and resources available)
What do you need?
(Consider to include all the resources needed in order to reach your objectives – partnerships and
alliances that need to be developed, capacities, research to support your assertions, media support
etc.)
According to the nature and goal of your advocacy plan, the list of available and necessary
resources will vary, but you should consider to include three main categories of resources –
financial, human and infrastructure. They may include, but are not necessarily limited to:

offices, internet access, laptops and computers, software etc.,
transportation, access to libraries, archives etc.)
10 STRATEGY AND TACTICS
All the information gathered in the previous steps will be reflected in your strategy and tactics.
You will have to decide how to reach your goal – you may choose to use friendly persuasion or
you may choose to be a bit more conflictual. Based on what you’ll already develop, choose what
you consider is best fitted for your case.

Before writing down your strategy, consider to ask to the
following questions:
What are the supporters and opponents that can
influence the outcome?
Who are the advisors to policy makers?
How can you reduce the influence of your opponents?
What are the most effective tactics for each target
audience/stakeholder?
What is the most effective timing for tactics?
What are your tactics?

At this point you will have to take concrete measures to reach your target audiences and motivate
them to get actively involved. You may plan your action steps for each major objective or to go
into more details including resources and support needed for each action step in part, but either
way you may consider to ask to the following questions:
What is the scope of each specific action? What is your target – legislation, administrative
regulations etc.?
Who is your target audience and why?
How the policy making process is working in the targeted area and where you should fit
your intervention?
Who will care out each specific action/step, when and for how long?
Do you have all the necessary resources to take that action?
Who might be the supporters and opponents?
11 EVALUATION
Monitoring and evaluation is an important step in advocacy, as it helps to check the progress of
your work.
Keep in mind
When choosing and

Was your advocacy plan properly implemented?
Does your advocacy plan achieved its intended purpose?
In order to monitor and evaluate your work, you will have to develop two type of indicators: 1)
indicators of process and 2) indicators of impact. You may consider to use the following tool to
monitor and evaluate your advocacy work.

Preparing and using policy briefs to support evidence-informed policymaking
Template for Writing a Policy Brief
Work within parameters:
Before to start
Before to start writing your policy brief it’s critically important to focus your thinking by
answering to a number of questions:
Who am I writing this brief for (the audience)?
(One of the key elements to success is to target the particular audience for your message. Conduct an
audience research: who are you writing for? Who are your readers? What is their sphere of influence and
what change can they implement?)
How can I reach readers?
(To reach your audience your policy brief must quickly and cogently relay the important policy facts,
questions, and arguments about the issue of interest. What questions need answers? What are their
interests?)
What your main message is?
(Decide on key message and approach. Speak in terms of strengths, weaknesses, opportunities and threats
surrounding the issue. Where is this policy failing? Why is this policy failing? What are you recommending
(what policy action)? How can your recommendations improve the status quo?)
Answering to this questions will help you to better understand the characteristics and needs of
those you are trying to reach and what tone to use: how knowledgeable or familiar are they about
the subject, how open they will be to your message.

Title The title should catch the attention of the reader. It has to be descriptive, relevant, and
impactful. Keep it short, catchy and at the point.
Short: no more than 12 words
Catchy: include relevant key words; consider that questions can pique curiosity
and capture the reader’s attention
To the point: relevant to the issue drawn to attention
Subtitle What is your statement?
What will catch busy readers?
(Frame your issue in one sentence, a concise statement of what the policy brief will tell your audience.
It will provide an overview for busy readers. It should be written last)
Executive summary The executive summary is supposed to create curiosity about the rest of the brief and entices readers to
go further. Write the summary for an audience that is short of time. The summary must highlight the
relevance and importance of the brief. Your audience must be able to understand the main points of the
policy brief without reading nothing else.
Write 1 or 2 paragraphs including a brief overview of all parts of the policy brief (it should be written
last):
Why is the problem important? Why should people care?
(Describe the problem addressed and why the issue is relevant for the audience)
What were the goals of the research and overall findings?
Why the current policy needs changes? What are your recommendations for action?
(Outline why the current policy doesn’t worked as it supposed and prescribe a new course of action)

Introduction
The introduction usually represents 10-15% of the main body of
the text. In this section you will have to convince your audience
that there is a current and urgent problem that requires immediate
action. Try to start your introduction with a “bang” - an attention-
grabbing fact, a question or something similar.

What is the problem? Why is the problem important?
(Introduce your topic: State clearly the problem in focus and/or
objectives and highlight the urgency of the problem. This will
capture the readers’ attention and motivate them to read the rest
of the text)
Background, context
What happens, where, who is involved?
(Based on the literature in the field, provide an outline of the
background that is relevant for the issue. Summarize facts, issues
and context)
Continuation of introduction
Causes of the current situation
Why?
(Provide a short overview of the root causes of
the problem. Base your arguments on evidence
and give examples.)
Effects of the current situation
What effects does it have?
What are the policy implications of the
problem? Why the reader should do
something about it?
(Make a clear statement of the policy
implications of the problem. Use evidence from
literature and other reliable sources to support
your assertions. Try to give some examples)

(Discuss the effects of the proposed policy

What grade of uncertainty presents related to
the costs and consequences?

Critique of policy option(s)
This section usually represents 25-30% of the
main body of the text. Offer details on the
shortcomings of the current approach and present
the selected options. The aim is to inform the
audience of policy options that have been already
pursued.

What is the current approach?
(Provide a short overview of the policy being
currently implemented)
How the study was conducted?
(Explain how the study was conducted, methods
used to collect data, describe research and
analysis without being too technical)
What are your main findings?
(Present the main results of your research or
study and the key findings that are relevant for
your audience)
Why there is a need for change?
Where changes need to occur?
(Present the main policy implications of the
research findings. Formulate a strong argument
to illustrate the need for change explaining why
and how the current approach is failing)
Recommendations
This section usually represents 30% of the policy
brief. You have to call for action – include direct
and clear suggestions for action! Provide a
detailed and convincing list of recommendations
of how policy approach need to change (what
should happen). Re-emphasize the importance of
action (repeat your message of what action needs
to be taken).
What are your recommendations?
What are the specific practical
steps/measures that need to be implemented?
(Describe clearly what should happen next,
including a breakdown of precise steps. A
number of five to six recommendations is a
feasible choice. Try to keep your
recommendations as short as possible.
Continuation of recommendations
Consider to choose three recommendations most
practical and relevant for your target audience
and elaborate on these:
What are the specific needs that need to be
changed?
How will this change come out?
What resources will be needed?
Where will these resources come from?
What is the overall benefit to both the policy
maker and society in general?
(Clearly describe your main recommendations
by including these components. Make sure that
they are relevant, credible and feasible and
present them in a way that is easy to understand.
As much as possible, try to support your
assertions on research and other evidence. )
After drafting your recommendation list ask
yourself:
Are my recommendations viable?
Does the recommendations seem feasible?
Are my recommendations realistic?
(Keep in mind that policy makers are looking for
recommendations that can be easily
implemented. Make sure that they are feasible
from political, economic, social and technical
point of view)

Is the policy brief designed so that it is inviting to the reader?
Does the brief contain concrete policy recommendations that are derived logically from the
arguments?
Is there a good balance between white spaces and text?
Has the briefing note been carefully edited and proofread?
The brief has no more than 1500 words?
