• The Government drafts a statement of general research interest or a statement of the problem. The offerors draft their own statement of work and technical approach.

• Proposals contain stand-alone unique solutions. They are not compared to one another.
• Each proposal presents a separate approach to solving the problem. There is technical competition in the marketplace of ideas; and this is what we hope to capture.
• The offeror is more engaged subsequent to the submission of a quad chart/white paper. Final evaluation is overall best value to the Government, past performance, and funding available.

• Proposals undergo a scientific review process. A proposal that is otherwise weak could be selected if it shows great technical promise or relevance to the NIH mission, such as a risky but perhaps revolutionary approach.

• Specific to R & D requirements. • Allows the Government to leverage commercial
investments and commercial technology.• Outside of the FAR / Provides flexibility to the
contracting process.• OTA is a legally binding, non-acquisition instrument
used to further advanced research and development.
