RECEIPT OF PETITION FOR DIRECTOR'S DECISION UNDER 10 C.F.R. I 2.2061

1 Notice is hereby given that by Petition dated February 4,1987. Gisela

Topolski has requested suspension of the license of Chem-Nuclear Systems,

Inc., Channehon, Illinois.*

Petitioner asserts as grounds for her request that (1) the licensee~

failed to tell local authorities of its intent to use a supercompactor in what3

Petitioner deems to be an unsultable residential area in Channehon, Illinois,

; (2) the licensee failed to make environmental stu.iles which would have

revealed a number of problems with the operation of the supercompactor in

that area, (3) the licensee's change of name to Waste Management, Inc. did

not change its character and that Wante Management, Inc. left 37 states with

leaking landfill sites and was never willing to clean them up. (4) the

i licensee's technology and equipment is from the 1950's and (5) that

employees who report violations lose their jobs.'The Petition is being treated pursuant to 10 C.F.R. I 2.206 of the,

Commission's regulations.
