Request for Statement of Interest (SOI) Engineering Services for Development of a

Pavement Management System The Kane County Division of Transportation is in need of professional services from a qualified firm to provide for automated data collection, analysis, and software system for Pavement Management of approximately 320 miles of county roads. Of that total about 278 miles are two lane with the remainder being four lane. The majority of these roads are asphalt with the exception of 7 miles which are concrete pavement. The firm selected shall provide a system which will use current industry standards to evaluate and analyze pavement condition of all county roads in order to arrive at cost effective solutions in the repair and maintenance of the referenced roads. The attached Scope of Services provides in detail anticipated items that are necessary as part of the Pavement Management system. At this time the County anticipates starting this work in 2010 with a duration of approximately twelve (12) months. The Statement of Interest (SOI) shall be submitted VIA EMAIL no later than 4:00 P.M. on November 6, 2009, and should be addressed to Paul Holcomb, Chief of Design and Project Manager for this system. The County will then submit a Request for Proposal (RFP) and schedule interviews with the short-listed firms. The SOI shall be submitted in PDF format (2 pages max) viewable with the latest version of Adobe Reader. PROJECT DESCRIPTION/PRELIMINARY SCOPE OF SERVICES The project includes Pavement Management services as follows: The successful firm will provide a fully operable, state-of-the-art solution that allows the County to determine existing pavement conditions and predict future pavement conditions, predict financial needs, and identify and prioritize pavement preservation projects. Data collection will be gathered using a vehicle equipped with a laser road surface tester enhanced with digital imagery and GPS capabilities. Automated pavement structural distress analysis may also be requested. The selected firm will provide a project plan outlining milestones and report to the County on the status of the project in a timely fashion. The selected firm will conduct meetings with appropriate County employees for the purpose of historical data collection, pavement data, and analysis. The selected firm will provide a comprehensive database, which contains current and historical information on pavement condition, pavement structure, and may include other County infrastructure assets. The selected firm’s software package must have the ability to work within the County’s GIS system. The package shall be a flexible open-source pavement solution that can leverage our investment in both web and ESRI GIS technology. Kane County has already invested in a Reference System, and all pavement inspection data must be able to link to existing location data. The selected firm will assist in any data conversion necessary to populate the database and verify its accuracy. The selected firm will create management reports and other deliverables as necessary for the successful operation of the solution. The selected firm will provide training and documentation to County employees for both end-users and system administrators. The selected firm will offer technical support of the Solution. This may include but not be limited to online assistance, manuals and help desk calls. PROJECT DURATION Contract duration shall begin upon the receipt of the notice to proceed from the County to the Consultant/Vendor, which is anticipated to begin sometime in early 2010 and shall last approximately twelve months.
