Dear Ms. Hennie:

The City of Lakewood is about to embark on an important project of renovating the former Cove United Methodist Church into an Intergenerational Gathering Place for the community. Brandstetter Carroll, Inc. (BCI) is pleased be part of the Regency Construction design-build team. We have provided architectural work for projects of a similar type to the Gathering Place and are highly familiar with the aspects of a community center.

We are well acquainted with the design requirements of a Community Center. Most of our clients are in the public sector and our projects are fulfilling their needs. We understand the need to provide functional space within the facility, and we understand the design parameters of Intergenerational Facilities which include color, texture, wayfinding, and functionality.

We bring an excellent team of professionals to the project. BCI will work in collaboration with Osborn Engineering, Lifespan Design Studio, and Regency Construction to exceed the desired project outcome.

Our firms have worked together on several projects. Osborn Engineering provides all engineering disciplines under one roof, which makes for effective coordination. Their staff is always available and attentive to our needs. Lifespan Design Studio has been working with BCI for over 10 years. The insight they bring to the project is appropriate, refreshing, and enlightening. We continually learn something new from them. Most recently Lifespan and BCI collaborated on the Feasibility Study for the Westlake Senior Center. Lifespan then worked with Osborn and another architectural firm to design the Westlake Senior Center which is currently under construction. Both BCI and Osborn have had successful projects with Regency Construction. Regency shares our philosophy of providing the best product for the client at the best cost.

In summary, through the quality of our Design Team, and our relevant work history, the City of Lakewood can be confident that BCI will deliver the desired project outcome. We more than appreciate the opportunity to work with Regency Construction on the development of the renovated facility.

General Firm History Over 127 years have passed since Frank Osborn founded the company which still bears his name. Mr. Osborn believed that an engineering firm’s reputation was built on the character of its employees and by providing the latest advancements in engineering to its clients. As such, Osborn developed new methods for concrete testing. In 1902 he authored a forerunner of today’s American Institute of Steel Construction Manual (The Osborn Tables). PROJECT TEAM ORGANIZATION

Regency believes that achieving project success can be greater enhanced by the caliber and experience of the professionals assigned to oversee the Work. The team we have assembled to lead the City of Lakewood’s Intergenerational Community Center Adaptive Reuse of the former Cove united Methodist Church Project has and is currently working on projects for and in the City of Lakewood. This team has also successfully completed projects of similar size, complexity, and scope as this project, including under the design build delivery method. Tari Rivera will serve as the top management lead lending contract and GMP signing authority.

Your day to day contact on the project will be Project Manager Alex Dasco. Alex will be responsible for the overall management of the Project, overall construction management, cost controls and budgeting, quality assurance and risk management in coordination with our site superintendent, Corey Campbell. Alex will be supported by Tom Mayer, Project Engineer. Tom will assist Alex with budget and cost tracking as well as facilitate the submittals, Requests for Information, meeting minutes, etc. The field work will be supervised by Superintendent Corey Campbell. Corey will be responsible for site safety, coordination, scheduling, quality assurance on site and overall site management. From the design side, our designer of record is Brandstetter Carroll (BC). The BC Team will be led by Nancy Nozik, AIA. Nancy will be supported by Design Architect Arie Swirsky, and BIM / CAD Technician Michael Stark. Supporting BC as our Senior Center Design Specialist will be Douglas Gallow Jr. AIA, NCARB and Ellen Gallow, CAPS from Lifespan Design Studio. The Osborn Engineering Team will include Senior Civil Engineer Joseph Goerndt, PE, LEED AP; Senior Structural Engineer / Manager of Structural Matthew Furjanic, PE; Senior Mechanical Engineer Brian Kane, PE, LEED AP; Mechanical / Plumbing Engineer Sorren Engbert, PE; Lead Fire Protection Engineer Richard Baxendale, PE; Electrical Engineer Donald Johnson, PE; and Senior Technology Engineer Anthony Wulk, PE, RCDD/NTS, CTS, GROL. Osborn’s engineers will work with the mechanical, plumbing and electrical sub-contractors to verify system testing, configuration and commissioning. Regency’s pre-construction team members, led by John Verikakis, work collaboratively with the design and other team members to ensure the estimates and scope align with the project budgets. This effort is proven by our team having a track record of accuracy of being within 2% of the budget on over $600 million of work. Terry Poling leads out scheduling efforts and will be responsible for assembling our baseline schedule as well as project schedule updates.

The below organizational chart identifies how our Design Build Team will be structured. Our Organization Chart is set up to have Tari Rivera as the Project Executive from Regency. Alex Dasco is the Project Management Lead and will be the main project point of contact from our team, with all other team members reporting to Alex. Once the project transitions to construction Corey Campbell and Tom Mayer will be the main site contacts. From the design side, Nancy Nozik from Brandstetter Carroll will be the lead designer, with all of the designers and engineers reporting to Nancy.

PROJECT TEAM ORGANIZATION

The Regency Team has worked together on a number of projects. Alex Dasco has worked with John Verikakis and our estimators on all of his projects. Alex, Corey Campbell and Tom Mayer are working on the St. Edward High School Commons Addition. Alex and Tom are working on the City of Lakewood Police Department Women’s Locker Room Renovation. Regency worked with Brandstetter Carroll in the design/build delivery method for Stillwater Place at the Cleveland Metroparks Zoo. Regency and Brandstetter Carroll also worked together on the Olmsted Township Fire Station and Olmsted Township Town Hall Roof Replacement and Parking Lot Renovations Project. Regency and Osborn Engineering have worked together on the Cleveland Public Library Warm Safe and Dry Renovations to ten Library Branches, The NORSD Southerly Buildings Demolition; Cleveland Metroparks Brecksville Trailside Nature Center, Cleveland Metroparks Zoo Rainforest Dome Replacement, to name a few. Lifespan Design Studios worked with Brandstetter Carroll on the planning study for the Westlake Senior and Community Services Center, the Lexington Senior Center, Lexington KY, and Ownesboro Senior Center, Ownesboro, KY. Brandstetter Carroll has worked with Osborn Engineering on the Guildford Township Fire Station Reconstruction project and the Medina County Study and Design. Brandstetter Carroll has worked with KS Associates on the City of Elyria Ely Square Fountain, City of Elyria South Park Sprayground, City of Elyria East Park Trails, City of Elyria Westpark and the Owensboro Kentucky Transient Dock on the Ohio River. Osborn Engineering and Lifespan Design Studios worked on the design team of record for the Westlake Senior and Community Services Center.

Alex, Tom and Corey from Regency are available to support this project. Corey and Tom will complete their current assignment in time to move to this project. Alex is the Project Manager and assigned part time on the Cleveland State University Berkman Hall Classroom Renovations which will complete by the time this project is scheduled to start in construction.

Brandstetter Carroll has several exciting projects in process. Two significant community projects, the Kenneth L. Johnson Recreation Center and E.J. Kovacic Recreation Center for the City of Cleveland, have recently bid and are anticipated to start construction in the Spring of 2020. The Kent City Hall is currently in the design development phase and is anticipated to be completed for bidding in April 2020. One other significant project for BC is the Medina County Courthouse project that has some political challenges and is currently in early schematic design. This is anticipated to be complete for bidding in 2021.

Lifespan Design Studio will be available as required for this project.

The following are a list of Osborn Engineering’s present significant projects that coincide with the stated project schedule for the Rainforest Dome Replacement. The total for these projects represents approximately 25% of the department’s time over this duration:

As Project Manager, Alex is responsible for the overall management and coordination of his projects. He is the main point of contact from project initiation through project completion. As the project begins, he establishes project objectives, policies, procedures, and performance and quality standards for the project team. During preconstruction, he is the liaison between the owner and design professionals and monitors Regency’s estimating, scheduling and constructability review teams. As the project transitions into construction, Alex oversees the bidding process and directs the daily construction activities through Regency’s on-site Superintendents and Project Engineers to ensure the projects are completed on time and within budget. Alex has extensive experience with education, healthcare, commercial and civic / Government projects; he brings more than 10 years of construction experience to Regency’s clients.

As Project Superintendent, Corey is on site each day and is the main on-site point of contact. He is responsible for coordinating and managing the efforts of on-site subcontractors, ensuring the quality of construction meets the project specifications and proper safety procedures are followed. He assists in monitoring and tracking project costs as well as monitoring the project schedule to ensure the project is completed on schedule. Corey also coordinates and monitors the site logistics plans are followed and assists with field document control and record keeping. Corey has extensive experience with education, healthcare, industrial, commercial and residential projects; he brings more than 16 years of construction experience to Regency’s clients.

As Project Engineer, Tom is responsible for the preparation of monthly billings and statements, construction cost comparisons, monthly budget monitoring, coordination and distribution of bid packages to prospective trade contractors, the establishment and maintenance of the project central file system which includes correspondence and documentation, word processing and submittals. He also reviews and tracks submittals, audits contractors’ monthly billings for accuracy, writes and processes change orders, writes and publishes weekly progress meeting minutes and records billings for all trade contractors. Terry manages the Scheduling Department that provides tools and systems necessary to effectively and proactively manage, control and report on schedule and cost for concurrent projects throughout the organization. She oversees the production and maintenance of accurate project schedules and has expert understanding of schedule resource loading and logic. She has responsibility for review of other Scheduling Consultant’s submissions as an Owner’s Consultant identifying performance trends, preparing analysis of schedule impact and monthly project performance reports. Gallow, CAPS Senior Center Programming and Design Specialist Ellen Gallow brings an educational background in gerontology and universal design—and professional experience as a senior center director—to her role as an active member of the programming and design team. Worked closely with the mechanical engineer and the architect to route new utility connections from the existing on site mains to the new facility. Designed the storm water sewer and the storm water detention systems to meet the required capacities as dictated by City and County. Assisted the landscape architect in the locating of the proposed grading and detention basin to adhere to the project limits as set forth in the FEMA flood plain study completed in 2004.

Site Expansion and DevelopmentKappa House - Low Income Senior Living - Cleveland, OHCivil Engineer for the Site Expansion of the Kappa House low income senior living facility in the City of Cleveland. The newly expanded site will abut an existing city park with a children’s playground.

Imani Church of Christ City of Euclid, OHCivil Engineer for the building expansion and site rehabilitation of the existing Imani Church of Christ in the City of Euclid. The church building expansion required some additional utility connections along with the relocation of existing utilities. Phase I Master Facilities PlanWestlake City Schools - Westlake, OHCivil Engineer for the implementation of Phase I of the Master Facilities Plan for the Westlake City School District. Osborn is providing civil, mechanical and technology engineering for the $84 million program comprising of 410,000 square feet of new or renovated space that includes: Renovating the existing 87,500 square foot Lee Burneson Middle School to convert it to an intermediate school for grades 5-6. The existing facility was short on available hot water for the residents staying at the shelter. New water heaters were added to supply the showers, the laundry, and the kitchen. The East End - Goodyear Hall Adaptive Re-UseIRG/KA - Akron, OHSenior Structural Engineer for the re-purposing and partial exterior masonry restoration of Goodyear Hall as part of The East End Project. While maintaining key components of the existing facility such as the theater and gymnasium, the remainder of the building was converted into high end retail, office, and loft-style residential space. The design criteria drawings identified the building hazard classifications and provided the basic requirements for the sprinkler layout and performance requirements in accordance with NFPA 13 as well as identified all areas of special construction requiring additional protection such as combustible concealed space, attic space, and exterior canopies, over hangs, and porte-cochere. The center offers a diverse range of programs and activities, including education, health and wellness programs, a food pantry, senior transportation service, youth diversion program and more.

Temple Corp Facility Salvation Army – Cleveland, OHFire Protection Engineer for the new community center in Cleveland’s Collinwood community. The first phase of this project involved complete demolition of an existing building. Phase 2 of this project included a new facility with office spaces, classrooms, fitness and gymnasium spaces, a kitchen, and multi-purpose spaces. The multiple level roofs on this facility required additional coordination and design consideration. This facility also included provisions for an external splash park.

Lake Nona Center for Well BeingLake Nona - Orlando, OHFire Protection Engineer - Osborn Engineering, in conjunction with Ohlson Lavoie Collaborative + Davis Wince, Ltd. (OLC+DW), provided Structural, Mechanical, Electrical, Plumbing, Technology Design and Fire Protection Engineering services for the 131,950 SF wellness center and the 160,000 SF medical office building in Orlando, Florida for Tavistock & Signet. This wellness destination offers a broad array of health and well-being programs and services for the entire community, including a medically based fitness center, sports performance training center, physician offices, community education spaces, and community-based programming. The center also features state-of-the-art amenities, including childcare facilities with outdoor play, day lighted public concourse, a demonstration kitchen, indoor climbing wall, indoor/outdoor pool, classrooms, outdoor training turf, sports performance area with 40-yard sprint track, a wellness plaza, and a Zen garden.

Westlake City Schools Phase I Facilities PlanWestlake, OHMechanical and Fire Protection Engineer for the design of three schools as part of Phase I of the Master Facilities Plan. Osborn’s role included mechanical, fire protection, civil and technology engineering services. Phase I of the plan is an $84 million program that included: Renovation of the existing Lee Burneson Middle School to convert it to an intermediate school for grades 5-6, new middle school for grades 7-8, and rebuilding an extensive portion of Westlake High School. Both the new Middle School and High School have achieved LEED Silver certification. Osborn provided fire suppression design criteria and fire alarm system design for the design of the new high school and middle school as well as the renovation of a second middle school for the Westlake City School District. The design criteria drawings for the new construction included the detailed design of the fire service entrance, room by room hazard classifications, feed main routing through the building, and full specifications.

Mr. Baxendale’s areas of expertise include mechanical design in plumbing, HVAC, fire protection, and process piping. Typical projects include governmental, educational and commercial facilities. Responsibilities have included mechanical design and construction documents, field inspection and construction cost estimates. Production software experience includes Autodesk REVIT, AutoCAD, Navisworks, and Carrier Hourly Analysis Program. Kitchen RenovationsCuyahoga County Jail - Cleveland, OHTechnology Engineer for the relocation of the existing kitchen operation at the Cuyahoga County Jail located on West Third, Downtown Cleveland. The relocation of the kitchen to the proposed location on the first floor required that an existing loading dock for Jail II be modified to accommodate a service elevator to move food and supplies, as well as creating a freezer/cooler space adjoining the loading dock.

Mr. Wulk’s experience in the design, integration and engineering of communications, life safety and technology systems spans 31 years, and a diversity of technology systems. The systems he designs include, data/voice, CableTV (broadband distribution), Security, Radio and Audio/Visual, as well as other related systems. With an early career working in the integration of these systems, and a substantial history thereafter as a consulting engineer, he has substantial experience in the creation of construction drawings and the subsequent construction administration of these designs. Mr. Wulk has successfully completed designs for complete systems, as well as designs for the underlying infrastructure while coordinating with outside vendors. He is very adept at communicating with all the vested parties required for a successful design whether that is the users at a functional level, or the technical staff down to a component level, facilitating the highest level of quality and completeness for the communications and technology systems design.

Community EngagementBrandstetter Carroll, Inc has learned over the past 40 years that successful municipal projects are ones in which the community is engaged in the design process. There are several ways to conduct citizen engagement, and the most appropriate methods will be determined through discussions with the City and the design-build team. The purpose is three-fold: to identify the needs for the facility, the raise awareness of the project, and to create buy-in and support from the community.

Project DescriptionRegency Construction Services, Inc. served as the Construction Manager at Risk for the renovations of three

existing structures to create the Boston Mill Visitor Center for the CVNP. Originally built in 1905 as a commercial store, the 4,340 SF main building will be adaptively redeveloped as the new Central Visitors Center. As this is compact in scale, the project includes state-of-the art media and communications technology to convey information to visitors in addition to conventional exhibits. This includes interactive digital screens and information stations, mobile apps, and outdoor electronic kiosks. The Conservancy and the National Park Service partnered on the new model for national (and Other) parks of a technologically sophisticated visitor center. The main building consists of a historic rehabilitation, consisting of removing the structure from the foundations, moving the structure, installing new foundations and then replacing the structure on the new foundation; the existing floor structure and wood siding needed to be replaced once the building was removed from the foundation due to rot; new historically accurate roofing, windows, awnings, and finishes as well as new electrical, heating and cooling and plumbing systems. The main building is one of the last remaining railroad-associated historic structures in the park.

Independence Place offers transitional housing for young women who are moving from the foster care system to independent living and for other women without permanent shelter. The 31,500 SF project includes 23 housing units, a training and preparation kitchen, laundry room, children’s play room, a reading room and other common areas.

Independence Place is a collaborative effort between the YWCA of Greater Cleveland and the Cleveland Housing Network. Construction cost totaled $2.3 million.

In each bathroom the ventilation is being fixed, new floor tile, replacement of the shower floor and wall tiles, replacement of restroom fixtures, shower heads and controls replacements; partition replacements with toilet accessory replacements, replacing bathroom sinks and counters; adding electric hand dryers and GFCI power receptacles, painting the ceilings, replacing lighting with LED fixtures. The Kitchens contain the replacement of the sinks, counters, new paint and flooring. will aid the Salvation Army byproviding worship, education, and performing art spaces. The project was funded as a result of the historic Ray and Joan Kroc Foundation $1.5 billion endowment, which funded 24 similar facilities across the United States.

Elected officials from the City of Ashland, and Ashland County, as well as community leaders from Ashland University, and the County Social Services office participated in raising funds for the project. This community wide effort has provided a center in the community which enhances quality of life with recreational, educational, and religious facilities.

Project DescriptionThe Kenneth L. Johnson Recreation Center was constructed in 1919 as a Bath House

with separate entrances and facilities for men and women. The 24,000sf building is comprised of two stories plus a basement with a gymnasium, indoor pool, locker rooms, program spaces, and of-fices. Two outdoor aquatic facilities are immediately adjacent to the Recreation Center building. The primary goals of the project are to provide handicapped accessibility to all program areas, update the spaces to meet current program needs, and update the building systems. Additional scope is designed to enclose the two outdoor aquatic facilities and connect them seamlessly to the main struc-ture.

The design provides a new entrance and lobby areas with an eleva-tor to all floors and simplified access to all program areas. The ap-pearance of the addition is significantly different than the existing building, allowing the original structure with Landmark status to stand on its own.

The renovation scope and addition for circulation is a total of 35,400sf budgeted at $7,750,000. The aquatic enclosures are a total of 23,300sf budgeted at $5,200,000.

Project DescriptionLifespan Design Studio (LDS) served with MCF Architects in the renovation/

adaptation of a former Eagles Lodge for United Senior Services. Interior space within the two-level building was substantially reconfigured to serve as a senior community center and administrative/direct service offices for the agency. Key activity spaces include a large multi-purpose assembly hall, production kitchen and café, classroom, conference room, art studio, billiards room, fitness rooms, and small therapy pool.

Design objectives focused on effective senior center operations and the creation of a universally accessible environment gave early direction to the design process. LDS supported the effective implementation of these goals throughout project completion.

Project DescriptionLifespan Design Studio and Osborn Engineering provid-

ed services for the Westlake Community Center. Lifespan Design Studio has worked closely with Westlake Community Services since 2015 on planning, site evaluation, and design for a new center to accommodate programs and services for seniors and youth. Lifespan teamed with Brandstetter Carroll to guide the evaluation of options including the potential adaptive reuse of various existing community buildings, and opportunities and limitations associated with several sites considered for new construction. A preliminary architectural program was developed along with “program fit” site plans, floor plans and cost estimates to support the thorough evaluation of each option, leading to the City’s decision to construct a new center in an existing multi- amenity community park.

Osborn has provided Civil, Structural, MEP, and Technology services including but not limited to parking lots for clear pathways and ADA accessibility, chilled water system, LED lighting with automatic lighting controls, intercom/access constrol/ data voice paging.

Project DescriptionOsborn Engineering provided design services including mechanical, electrical, and structural

engineering for the two new Corps facilities in association with Van Auken Akins Architects. Each of these new facilities will strive to meet their mission in serving the men, women, and children who are at-risk and in need of financial, social and spiritual support. The facilities are roughly 30,000 square feet and include space for a chapel, multi-purpose rooms, kitchen, classrooms, gymnasium, fitness rooms and offices.

The Temple Corp Facility is a complete demolition and new build to the North Collinwood neighborhood in Cleveland, Ohio.

The East Side Corp Facility is located in East Cleveland, Ohio on a vacant lot at the corner of Doan and Hayden Avenues.

The Regency Team’s approach to the design process, which has proven successful on past projects, including with Brandstetter Carroll and Osborn Engineering, begins with maintaining the same point of contact throughout all stages of a project; design stage through construction and final close out of the project. This continuity ensures that discussions and project knowledge gained during design are not lost during construction. Having successfully completed numerous projects under the Design Build delivery model, collaborative communication involving all stakeholders is key. Projects that succeed begin and end with open and proactive communication throughout the entire process. Having participated on previous Design Build projects, we believe our communication protocols have been incorporated to serve the projects well. The communication line of command starts with the Project Management Lead, Alex Dasco, and continues through to the Project Superintendent, Corey Campbell. The open lines of communication need to include project progression, pending issues, pending and approved change orders as well as the use of the Design Build contingency so that all parties are aware of the overall progress of the project. The City of Lakewood Project Representative and our design team members will attend the weekly project meetings, which will have meeting minutes distributed to all designated team members. The meetings will address project budget and change order status, project progress, issues, schedule updates, submittal updates, weather reports from the week as well as photo documentation and show the overall project progression.

Organizational Meeting Immediately following our selection, we will chair an organizational meeting with all key program stakeholders on the project team where we will:

• Identify and document the roles and responsibilities of each team member • Identify each partners goals and expectations for the project • Establish lines of communication and the chain of command • Review and finalize the project phasing and schedule • Review and finalize the phasing plans as well as review site logistics. • Verify the project scope and submitted GMP

Estimates, Constructability Reviews, Value Engineering & Cash Flow Projections Throughout the finalization of the design process, Regency will prepare Statements of Probable Construction Costs (SPCC) in order to confirm the project budget. Simultaneously with the cost estimates, we will produce a constructability review on final documents. This review is to ensure that the project is being designed and can be built as intended; and to ensure that the project team’s expectations on scope, cost and materials are aligned. In the event that project expectations are moving off center with the established budget we will offer value engineering suggestions on how to re-align the project to the budget. When it comes to value engineering, Regency’s experiences as a Construction Manager, Design Builder, and a General Contractor gives us a unique edge over many of our competitors. We know the latest, high quality trends in cost effective building materials and installation techniques that can assist the team in maintaining design expectations while reducing costs when necessary.

Preconstruction Stage As the physical construction begins, our field team starts with a preconstruction meeting of all the trades where our entire field team lay out the overall process of how the work will flow. This meeting is broken down into two (2) main sections; 1. Administration and 2. Rules of the Project. The first portion of the meeting is dedicated to administration details of the project including identifying the field team leaders, the process of submitting RFI’s pay application requests, change orders, submittals and other administrative items. The second portion of the preconstruction meeting will review the rules of the project as they relate to site logistics, personnel conduct while on-site, zero tolerance for trade/patron interaction, NEORSD faculty and staff safety, work areas and work area cleaning, worker safety requirements and quality control expectations. Logistics details of the site will be laid out such as location of field office(s), lay-down areas, traffic patterns and access to the work site.

Regency’s most current experience on an adaptive re-use project is the Boston Mill Visitor Center for the Cuyahoga Valley National Park. Regency served as the Construction Manager at Risk on the project, working with the Conservancy for the Cuyahoga Valley National Park Representatives and the design team to establish and update the project budgets, design material decisions, design element decisions, etc. throughout design as well as the project schedule. The project was completed on time and with-in budget, with Regency providing some CMR Contingency give back at the completion of the project. One of the largest challenges to the project was the replacement of the foundation on the main building. This building was lifted off the existing foundation, raised several feet in the air and supported with dunnage so that the existing foundations could be removed and the new foundations with helical piers installed under the raised structure. Through a lot of pre-planning and due diligence, the raising and foundations were installed as planned. The major issue came when the existing first floor structure was found to be rotted and fell off the existing structure, once it was raised. The first-floor structure was re-framed and the structure re-set on-top. This did pose a budget issue to the project; however Regency was able to offset a large portion of this cost with allowances and base scope of work to sister the floor joist, which were included in the base GMP and were applied to the re-construction of the floor. Also, Regency utilized out own carpentry crews to perform the re-framing of the structure. This permitted us to have control over the timing of the work and allowed us to complete it as efficiently as possible.

Building Efficiency & SustainabilitySince the advent of formal Leadership in Energy and Environmental Design (LEED) standards garnering the minimum number of points to be labeled “certified” has become more achievable due in large part to the number of materials manufactured using sustainable methods or content and engineers are focusing on more efficient mechanical and electrical systems. Architects are designing facilities to maximize the use of natural light through the orientation of the buildings on site and an increased use of clear story details that direct natural light to the building interior. More efficient building envelops are being designed and attention to storm water management is a requirement on all projects. Regency managed a new classroom building for Lorain County Community College where the project achieved LEED Platinum certification. The site work included such items as rain gardens, previous pavement, and bio-swales. The building also incorporated green roofs and sustainable building materials throughout.

Regency’s adaptive re-use project at the Boston Mill Visitor Center for the Cuyahoga Valley National Park is pursuing LEED Certification. One of the innovative suggestions Regency utilized in this project was to utilize spray foam insulation in lieu of the specified batt insulation in the roof structure. The Batt insulation could not be used to obtain the R-values requirements by the energy code due to the roof joists being form the early 1900’s and thus did not have the depth to install the required thicknesses. By utilizing the spray foam insulation, we were able to achieve the required R-values, without modifying the existing structure. Our CWRU Think[box] Project, also an adaptive re-use obtained LEED Silver Certification.

Osborn has been on the forefront of using LED fixtures, especially in outdoor situations. They believe that the excellent uniformity and low wattage saves up to 75% of the energy required vs. metal halide fixtures and allows for instant on for emergency and security applications. LED fixture costs have greatly reduced over the last several years and provide a uniform light level thus reducing the required number of fixtures.

Osborn offers a unique approach to efficient lighting design in that their Lighting Certified (LC) designers are also engineers who understand ASHRAE 90.1 codes and LEED recommendations.

Osborn approaches each lighting design as a unique induvial project. Using this concept their lighting designers gather information such as location, usage times, security concerns and owner standards or requirements. Once this information is gathered, preliminary fixtures are chosen, and calculations are ran using Visual of AGI programs. In order to achieve maximum energy efficiency, minimum foot-candle levels are used. Minimum foot-candle levels are obtained from the owners’ standards or IES recommendation. Energy calculations are preformed to guarantee compliance with all applicable codes.

The key to all sustainable aspects of a project is good communication and teamwork from the start of the project. As the Design Builder we will implement the required procedures to ensure these policies or plans are executed and the project maximizes its sustainable elements.

Design-Build Construction Past PerformanceIn order to sequence the construction activities to maximize efficiency and minimize impact on the Owner, Regency utilizes the Primavera P-6 scheduling software to produce the schedules as well for the project update schedules. The schedule begins with the design stage to include design activities (with input from our design team), production of estimates, key meetings, deliverables from all project team members, major decision making milestones and the preparation of the GMP. Early in the design stage, the construction activities will be included as a broad sampling of the intended scope. During the GMP stage, a more detailed construction schedule is assembled breaking the project into construction activities that are typically less than 10 days per activity. The schedule activities are logically tied in order to develop a proper critical path from which to manage the project schedule. During construction, the schedule is updated on a monthly basis or more frequently, if the schedule begins to slip so that a recovery plan can quickly be assembled to get the project back on track.

Cost Control Systems:Throughout the design stages, Regency utilizes an excel based estimating software to develop the Statements of Probable Construction Cost (SPCC). The SPCC is assembled by each CSI division, having a summary page linked to each separate excel tab which represents the appropriate CSI divisions for the project. The excel program allows Regency to also customize a format or track a particular cost separately as desired by the Owner or design team. The summary page will summarize not only the construction costs, but also the Construction Manager at Risk (CMR) General Conditions and appropriate fees. Any owner related costs can also be added to the summary sheet for the Owner to have a complete summary of the cost for the project. Once the project moves into construction, Regency utilizes Procore Project Management Software to track the project budget as well as CMR contingency usage and any potential changes to the Owner. Procore permits the flexibility for Regency to not only track the project costs, but also to provide a customized format to break out the project costs in a format desired by the Owner or project team. Regency also uploads the drawing and specification into Procore which also permits us to track project submittals, requests for information, and track changes to the documents through the project to ensure the most current information is being utilized to construct the project. Procore also be utilized for the superintendent daily reports, punch list submission and tracking item until they are closed. The Owner and design team are provided access to Procore so all team members have access to all the project documentation and can answer, and track requests for information and punch list items in real time.

Accounting and Documentation – Managing a budget is a lot more than keeping track of how the dollars are being allocated and spent. True budget management begins in the master planning and budgeting setting phase where needs are discussed and dollars to achieve those objectives are established. Once established the team needs to understand the budget is the budget and everyone involved in the project is accountable to preserving it for its intended use.

The best testament to our ability to track a project budget comes from our clients and recently Brad Callender from Cleveland Heights/University Heights City Schools who wrote “Regency is a very professional company of which I find their open, transparent and accurate approach to managing and reporting the project budget helpful for my reports to the Board”.

Budget management begins at the Kick-off meeting with the entire team where the program and budget are discussed in detail to ensure as a move forward the design meets the budget and program objectives.

• Should any estimate exceed the budget the team will work together to get the design and estimate back in alignment with the budget through alternate value suggestions to achieve the program objectives.

• Managing the budget will be one of the key services Regency will provide. This process will commence immediately after selection by:

• Setting up the cost tracking in Procore system; We utilize Procore for Change Management. Costs for changes in the work are tracked in the software, whether it is an approved or potential change. We understand the importance to report all changes whether they are approved or potential as soon as they are realized so that all costs are captured and up to date which aids in the City’s budget related decision making on the project. The Change Management log also has the ability to separate and track the cost for each change event by Funding Source i.e. an Owner Contingency, Design Builder Contingency, Allowance, etc. The Change Management log is a living document that is continually updated and reviewed at every job meeting.

• Identify the breakout of Owner Contingency vs Design Builder contingency in the budget and how each is may be applied;

• Once the GMP(s) is finalized we break down the GMP into fee, cost of work, contingency and other major items and tracked accordingly;

• Each change order, or potential change order, is tracked against the appropriate contingency (Design Builder or Owner) and our reporting will maintain a running balance of each. We will also council the City when we and the team believe it appropriate to release a portion of the CMR contingency to be used by the City;

• If multiple GMPs are issued on this project, each will be tracked independently and also against the overall budget so that the overall condition of the budget is always known.

Quality Conforming WorkmanshipAt Regency, we believe QA/QC begins in the design stage of the project. Gaining a concise and complete understanding of the design intent and element to be incorporated in the program sets the stage for ensuring the resin intent is accomplished during the construction stage. From our perspective, there are a couple of QA/QC processes that take place during the design stage that aid in the development of the most complete and coordinated record set of documents possible, confirms and aligns cost development operations and connects the team. These Design Stage items are:

• Constructability Review - at an appropriate point of document development our team will conduct a review of the drawings and corresponding specifications for their “build-ability, interdepartmental coordination, clarity, overall completeness and general housekeeping items that could contribute to incomplete or inaccurate bid results. This process usual take on average one and a half hours to thoroughly review each sheet and to refer to the related specifications. This process is usually performed in concert with the production of the design development phase estimate. It is at this stage of design where most if not all systems have been developed, all civil, structural and interior details are known and developed. Information and findings generated by this process are forwarded to the design team for review and incorporation where applicable.

The intent of this review is to help the design team prepare the most complete and accurate documents possible prior to bidding the Work. Complete and clear documentation results in more complete and accurate bids. Our team then uses those documents to prepare our comprehensive bid packages.

• Regular Design Phase Team Meetings - while not often considered a QA/QC item, regular team meetings during the design stage can be one of the most important events to occur throughout the project. Open and substantive communication lends itself to the sharing of ideas, clarification of uncertain or unclear points or information provides opportunities to explore alternate methods of achieving tasks, and to respond to possible change requests. Meeting minutes will be issued to memorialize the discussions to be used at future meetings or to simply recap a point of discussion. With all team members participating in these discussions the knowledge gained regarding how things were determined are carried forward into construction should clarification be needed.

Construction Stage Key QA/QC Items There are many activities that Regency employs prior to and during the construction process that contribute to quality of work and design conformity. A few of the key item include:

• Our Subcontractor Qualification Process - subcontractors in the greater Cleveland area generally fall within one of these three grouping; small; mid-sized, or large and each level has its “A” grade firms and each level has sufficient numbers of firms to achieve competitive pricing. Given the projected cost of the project based on the project square footage of the proposed facility and our knowledge of what goes into a renovation project we believe the subcontractors on the projects will come primarily from the mid-sized level but with a few applicable small-sized firms included based on a particular scope of a package. Prior to including sub-contractors into the bidding and awarding process they are subject to Regency’s Pre-qualification Process. While all of our recommended firms are known to us and have performed well on other assignments, they are required to update our Prequalification information every six months.

Some of the key items we require are: • Current Financial Information. This tells us how financially sound the firm is. • Contact information from recent project. We check responsiveness, schedule compliance and quality of their work

product at a minimum • Safety Record, EMR, OSHA Record • Experience of proposed on-site superintendent • Similar sized work experience

At the appropriate time during the design stage, Regency will prepare and send out to the City of Lakewood our list of subcontractors to be qualified. The City of Lakewood will have the opportunity to offer opinions of those on the list and to suggest other candidates that they have had success with. Once the internal vetting process is complete, Regency will send out the qualification packets. This process allows us to establish quality subs that are known to produce quality work, on time and within their bid.

• Scope Reviews - once the bids are received and opened, we usually call in the two lowest firms to go through our scope review process. The City of Lakewood is welcome to participate in this scope review process. We conduct a line by line review of all items included in the specific scope of work included in each package. We look for gaps in the pricing, items included that should not be included, gain confirmation that they reviewed the time frame and concur with it, meet their field team, check quantities and numbers. Firms that enter the project with the correct scope of work, agreement with schedule and the right team will help produce a quality on time project.

• Pre-Installation Meeting - prior to commencing all major components of work Regency conducts a pre-installation session with the respective subcontractor. We review the products/process to be incorporated into the Work and the processes used. We will review the installation processes outlined in the specifications, the time line of their work, the manpower requirements, and safety processes at a minimum. There are times when the specifications call for a mock-up of a portion of their work to be performed. Once the mock-up is approved it will be the standard to which all their work will be compared. Minutes are prepared for each session to be used as required.

• On-site Review - Record drawings are maintained on site and updated to incorporate any changes to the base documents so our full-time field superintendent always has current information to refer to in order to ensure design compliance. Our seasoned field superintendent is fully versed in all phases of work and will monitor the quality closely. Our QA/QC Manual includes examples of quality application of all major elements to be incorporated into the project and is often updated to stay abreast with current trends, products or application procedures.

Regency maintains a photographic record of in place work. Should a portion of work be discovered that is not in compliance with the documents it will be removed and replaced with conforming work by the responsible contractor and a non-conformance work notice is issued to the subcontractor. Further infractions will be cause for dismissal to the subcontractor’s superintendent. But that process is very infrequently required.

Configuration, Commissioning and TestingWhile Regency includes a punch list activity in the project schedule, the punch list is an ongoing activity on the project site. In order to keep the final punch list items to a minimum Regency employs a “Rolling Punch List” process whereby Work is punched as work is completed. Punching out work is much like making sure the work is progressing in compliance with design because any deviation from compliance are corrected as they occur as well as any quality issues. As an example, early work such as site utilities, foundation work and structural work are punched as the work progresses and any deviation or corrections needed are accomplished at that time. We would recommend that City of Lakewood also be involved with the “Rolling Punch List” with our design team, in order to ensure that items are addressed as they are discovered. We find that having a subcontractor address a punch list items while they are still onsite produces a quicker resolution to the items as they have not moved onto another project and need to come back to address items. As indicated above, we include a 10-day punch list activity in the schedule for the official punch list. As the Design Builder, Regency will produce its own punch list to provide to the Owner prior to their official punch list. Typically, most items have been addressed during the Rolling Punch List so the items left to address are minimal and typically include items which needed to be ordered to address the punch items and are awaiting delivery for correction. Regency will also hold a sub-contractors retainage until all punch list activities are complete. If a sub-contractor is not being responsive to address a punch list item, then Regency will hold their retainage dollars and if needed leverage these funds to have the punch items completed for the offending sub-contractor.

With respect to the building systems, both Pre-functional Commissioning and Functional Commissioning are typically used to make sure major equipment items and systems are being installed per manufacture and project specifications.

In short Commissioning is the verification of the performance of a system(s), and a quality assurance function with a significant amount of field testing during and upon completion of construction. As with all quality assurance activities, simply testing at the end of construction will not guarantee performance. The commission effort must start early in the project’s design stage, with reviews for constructability, maintainability and safety. Regency has participated on numerous projects where some form of commissioning has been employed. Commissioning ranged from general commissioning to enhanced commissioning. The following describes both Pre-functional and Functional Commissioning.

Pre-functional Commissioning –The design specifications from Osborn, will include specific installation and operational requirements for all major equipment and functioning items on the job. These requirements may address shipping and handling requirements, installation processes and sequencing for start-up, pre-cleaning and flushing operations, schedules for inspections and operation observations, and training to name a few. Our approach to pre-functional commissioning is to make certain our subcontractors follow the testing and operational start up process outlined in the specification to ensure the operational components, systems, piping, etc. incorporated into the Work have been tested per the specifications; been installed in accordance with the plans and specifications; operate per the start-up procedures and sequences; and have been inspected accordingly. In short this is the process conducted by the trades to ensure the system(s), equipment or product(s) are operationally ready. Pressure test reports are collected; HVAC duct systems are balanced; air flow readings are recorded and issued, sprinkler tests have passed inspection, the mechanical units are locked out until the building is cleaned and ready for occupancy, all filters are cleaned, washed, and /or changed, after commissioning and prior to the City of Lakewood’s occupancy and systems are ready for the training and functional commissioning. Functional Commissioning – The functional side of commissioning generally relates to testing and there are two main steps that are involved in this process;

• Performance verification – Factory start up with the control’s contractor on site at the startup• Adjustments or modifications

From our perspective this is where the systems are monitored to ensure performance and operational expectations are met. Systems operation cycles are monitored, results are recorded, and Regency will make sure the appropriate subcontractors are on site to tweak the systems as required.

TEAM’S BENEFIT AND INTEGRATION INTO PROJECT

Team's Benefit and Integration into ProjectWhen assembling our team, Regency’s goal was to ensure we provided the City of Lakewood with a team that not only brings local Cleveland based firms and expertise in their fields, but also with a team that has a solid community center portfolio. We feel we have accomplished that goal for the City of Lakewood’s Intergenerational Community Center Adaptive Reuse of the former Cove United Methodist Church project by assembling the Regency, Brandstetter Carroll, Lifespan Design Studio, and Osborn Design Build Team.

When reviewing our approach to this project, there are three activities which will drive this project. The First and most important is the Community input, Programming and Space Planning with our team and the city, the second the design process of the facility and the third being the construction. We will expand on our approaches and innovative ideas to each of these major activities below:

Community Input, Programming and Space Planning:We have refenced our approach to Community Engagement previously in this response. Regarding the Programming and Space Planning, Lifespan Design Studio’s broad-based exposure to operations, challenges, and emerging trends in the senior services industry is rooted in decades of direct involvement through the National Institute of Senior Centers and dozens of highly relevant project experiences. They have extensive training and a deeply rooted commitment to universal design/design for aging – an eye for details (not covered by the ADA) that significantly impact user-friendliness, access and safety. This is what they do (testing methods for working successfully with local design teams to give the client the benefits of local responsiveness and specialized expertise). Note that they have worked successfully with Brandstetter Carroll on several senior center projects, and with Osborn on the design of the new Westlake Senior and Community Services Center. Lifespan has vast experience in the “Café model” approach, as this approach was pioneered in Chicago by Mather Lifeways. Lifespan has toured their facilities, heard their presentations on multiple occasions and helped to program senior centers that draw heavily from this approach. Ellen Gallow of Lifespan also lives in Lakewood.

Design ProcessBrandstetter Carroll, Inc (BCI) has extensive experience in designing engaging spaces for citizens of all ages to gather, socialize, and build community. The former Cover United Methodist Church is a unique structure that provides the opportunity to create open and inviting spaces for the wide array of users planned for the Community Center including programs for older adults, youth, and early childhood. We understand the importance of setting the criteria up front to establish not only the program requirements, but the design intent for a memorable, creative solution the City of Lakewood is seeking. The design team will work closely with the City of Lakewood throughout the entire process to not only set the stage in the beginning, but ensure that the design philosophy is carried through to the completed construction. The design build process allows the entire team, from architects to engineers to contractors, to work together with the City every step of the way.

ConstructionRegency has a long, successful history of working collaboratively with the clients, including The City of Lakewood. Through each of these projects, team collaboration was a must. Since not only our firms, but the staff members will be integral to making these projects a success, we know that through our past experiences our firms have built a trust between our firms. Careful pre-planning in the design stages is essential to ensure that each work scope is clearly defined so that there were no scope gaps or doubling up on scope once in construction. The scope is also reviewed in order to keep the project on budget and schedules coordinated to ensure the project stays on schedule.

The Regency Team understands the importance of diversity goals and objectives, and more importantly the mission around diversity. Regency’s success in achieving or exceeding the specific goals established on various projects around northeast Ohio, is evident on the chart below. These successes are initially reached by including very specific language in the front-end documents, but it is the follow-up and continuous monitoring throughout the program. We ask for confirmation of numbers with each application of payment. Our field superintendents also make a visual verification to confirm the participation levels are being met.
