INVITATION TO SUBMIT REQUEST FOR PROPOSAL FOR

SAN STORAGE

Dear Proposer:

The City of Thomasville is requesting the submittal of REQUEST FOR PROPOSAL (RFP) from qualified VENDORS

interested in providing SAN STORAGE UPGRADE. You are invited to submit a proposal. Please structure your

proposal in accordance with the requirements and specifications outlined in this Request for Proposal. Any

deviations, additions or deletions should be so noted. Your proposal should address the issues and requirements

in order as outlined on the following pages.

Specifications for the services requested are detailed below. The City reserves the right to reject all proposals, to waiver minor irregularities, to consider minor variations of specifications that are clearly detailed, and to accept the most favorable proposal that appears to be in the best interest of the City of Thomasville. Proposals shall be sealed and plainly marked “RFP #2021-0501 SAN STORAGE UPGRADE” and be received by the City Purchasing Office on or before the appointed time.

Please submit a written detailed proposal for a comprehensive, fully integrated system. This Request for

Proposal (RFP) states the overall scope of products and services desired, specific software requirements,

technology foundation as well as desired vendor qualifications.

INSTRUCTIONS TO PROPOSERS

1. Five (5) copies of proposals must be enclosed in a sealed plain envelope, with RFP for written on the

outside and must be filed with the Purchasing Administrator of the City of Thomasville, located at 111

Victoria Place, Thomasville, Georgia 31792. In the event you choose to mail your proposal, it should be

mailed to Anthony Q. Choice, Purchasing Administrator, P.O. Box 1540, Thomasville, Georgia 31799.

2. No proposer will be allowed to withdraw his proposal for any reason whatsoever after the RFP’s have

been opened.

3. The specifications and scope of work following represent the minimum general size, weight, capacity,

and performance characteristics desired in the equipment or services to be purchased. These

requirements are not intended to prevent obtaining fair prices or to eliminate competition, but to

ensure, if possible, that all proposals submitted shall not be subject to correction or alteration after the

RFP has been filed, opened, and publicly read. In view of an unusual wide disparity in details of design

and manufacture, complete descriptive literature and manufacturer’s specifications must be submitted

on each type of equipment offered. The City of Thomasville reserves the right to evaluate any or all RFP’s,

particularly where there is a range in specifications. Special consideration will be given to the ready

availability of repair parts and service.

4. Federal or State taxes are not applicable to Georgia Municipalities under the United States Code Title 26

and Georgia Exemption Certificate Number 3-465-686-300-1.

5. It is expressly understood by the proposer that written notice of the award or purchase order from the Purchasing Office of the City of Thomasville will constitute an agreement and consummate the transaction and will serve together with the proposal, the advertisement, these instructions, and the detailed specifications, as the entire form of contract between the parties.

6. The proposer agrees that the City of Thomasville reserves the right to reject any or all proposals, or to

accept the part of the RFP considered, or to resolicit proposers if no proposal is accepted, being in the

best interest of the City.

7. Specifications and the scope of work referred to are minimal, therefore unless otherwise indicated by

the proposer, the City will assume proposals meet or exceed all specifications.

8. The names of a certain brand, make or definite specifications are to demote quality standard of the

article desired, but do not restrict proposers to the specific brand, make or manufacturer named; it is to

set forth and convey to prospective proposers the general style, type, character, and quality of the article

desired.

9. The City of Thomasville reserves the right to reject all RFPs as appears in its own best interest and to waive technicalities.

1. Scope

The City of Thomasville is to replace the in-house SAN storage via an upgrade purchase of a SAN STORAGE.

The City of Thomasville is a member of the Municipal Electric Authority of Georgia serving Internet, Cable, electric, water, gas sewer, refuse customers within the Utilities’ service territory.

The City of Thomasville currently owned SAN has been in use for approximately 10 years. As the City has grown

the City of Thomasville believes the future is better served by partnering with a vendor who can provide a SAN

STORAGE for current and future services, provide excellent software support, and account for our current and

future business rules as our customer’s needs change.

2. Objective

The City of Thomasville has the following core objectives in implementing a new or used SAN STORAGE

solution to:

Provide Design and Construction

Provide Commissioning/Startup

Provide Maintenance Services.

3. Summary

The SAN STORAGE must provide a comprehensive and complete solution to meet the “Primary” requirements per the functional, performance, information, and technology specification contained herein. The City of Thomasville’s SAN STORAGE will be implemented as the central platform for customer resource management, monthly Financial Management, accepting payments, and broadband service selection for customers. The SAN STORAGE is expected to have a minimum functional operational life of ten (10) years with regular updates which could expand that functional lifespan for many additional years. The core capabilities of the SAN STORAGE system must include the following:

The SAN STORAGE should provide a dual role as a storage and Disaster Recovery (DR) Platform (DRP).

o Provide x2 dual High Availability SAN controllers

o Geo-separated linked synchronously or asynchronously.

o Storage

Primary 336 TB RAW and 192TB Usable minimum

Secondary 291.6TB RAW and 176TB Usable minimum

Or comparable space for 10 years growth

o High-Efficiency Hot-Swappable Dual Power Supply in Each Node

o Support Flash Pools or similar technology

Minimum 72TB

o Volume Encryption

o 10 GB SFP x2 minimum

o Provide a network drawing package of installed system to be interfaced to CoT network.

o Provide Warranty support four (4) hours onsite for first five (5) years and break fix 5x8 NBD.

o Provide a customer service work order system to handle specific services.

o Provide a solution to create custom reports as requested by users.

Automated reporting is also a requirement.

o Demo of proposed solution upon request

Selection of a Vendor with a proven solution that will provide the “Primary” base functional requirements within the most cost-effective manner achieving the best Total Cost of Ownership.

Support integration with the City of Thomasville’s existing and future Information Technology (IT) systems as defined in the functional specifications below.

4. Implementation Plan

The City of Thomasville requires that each vendor prepare a detailed implementation plan outlining the

required tasks, estimated hours, responsibility, major deliverables, and timing. At a minimum, the RFP

response will cover the following areas:

Implementation approach

Environment Installation, including supporting software and hardware platform installation and

configuration, if necessary.

o The vendor shall be responsible for assisting the City of Thomasville with configuring all

required environments, including testing, training, and production.

Data migration/conversion plan from the City of Thomasville’s existing SAN to the proposed SAN

STORAGE solution.

Application setup (training, tailoring, configuration, end-user set up)

Application-level security design and configuration

Design and development of custom reports

Full Documentation package

o Network connection drawings

o Configurations

o Manuals

5. List of Exhibits

5.1 Product Platform

5.1.1 Provide the vendor’s name (include address) submitting the proposal to which the City of Thomasville will engage in the contractual obligations. Please also provide the name and contact information for a single point of contact (include phone, email, address and fax).

5.1.2 The City of Thomasville requires the proposed software package to support confidentiality and operate with high security standards. What security measures does the software use to protect data? Is the data encrypted at rest on the server or only in the transmission of data? What level of encryption is used?

5.1.3 Does the proposed solution support Active Directory integration for authentication and permissions?

5.1.4 Describe the method(s) that are used to access the proposed SAN STORAGE , i.e., web browser, custom application, RDP into server, mobile app, etc.

5.1.5 Runtime Environment: Identify all software that exists in the solution’s “runtime” environment, including all external dependencies. Specify any 3rd party software Thomasville must acquire to operate the upgraded SAN STORAGE (i.e.: 3rd party software NOT provided by Proposer as part of the SAN STORAGE UPGRADE).

5.1.10 Include a minimum of five screen shots of the GUI/cli.

5.1.11 Specify the Operating Systems the proposed SAN STORAGE supports.

5.1.12 Identify the specific hardware requirements (memory requirements, processor quantity, interconnectivity, etc.) to support the production environment and non-production environments including: development, test, and disaster recovery.

This plan should address customer communications, code release and transmittal, customer support under a service agreement, typical release implementation and impacted system availability, implementation instructions, and typical back-out recommendations

6.0 Security: Security is an important consideration to the City of Thomasville, and it is expected that the

Proposer’s SAN STORAGE solution shall have the appropriate architecture, design, and processes to

securely manage the City of Thomasville’s information. The City of Thomasville utilizes Active Directory

for its enterprise user and role-based authentication, authorization, and access control.

6.1 Maintenance: Describe what required routine maintenance of the SAN STORAGE solution is expected and whether this maintenance will require the application to be off-line, frequency and for what period.

6.1.1 Describe the process for implementing planned and unplanned patches to the SAN STORAGE and host operating systems, specifically indicating if the tasks will require the application to be off-line and for what period. Be sure to clarify how the patch would be backed out either during or after the update process is completed.

6.1.2 Explain the process for certifying the SAN STORAGE application for patches or updates to the underlying operating system and third-party software.

6.1.3 It is required that all software and associated release documentation be provided electronically. The associated documentation includes release notes, application notes, configuration documentation, installation details, etc. The Proposer must describe how it will adhere to this requirement.

7.0 SAN STORAGE Project Implementation Services

7.1 SAN STORAGE Deployment Project Management: The selected VENDOR will work with the City of Thomasville ITPMO during deployment of solution.

7.1.1 Describe the standard internal QA process to be used for major/minor releases, patches, etc. prior to the code being delivered to the City of Thomasville.

7.1.2 Describe the standard SAN STORAGE solution change management process in support of communications, transmittal, installation, and validation of major/minor releases to the City of Thomasville.

7.1.3 Identify any System Integration companies that have experience providing integration services on the Proposer’s SAN STORAGE solution. Provide an overview of the scope of the experience that the SI’s have: product installation, configuration, maintenance support, etc.

7.2 Documentation List

7.2.1 Provide a complete list of all system documentation that will be made available, including a Table of Contents and Index for each document. Include solution architecture documents, operations manuals, administration manuals, training manuals, integration, etc.

7.3 Training

7.3.1 The Proposer must provide the City of Thomasville with an example training plan on how it would envision delivering training services to Thomasville (i.e. Webinar, On-Site etc.). It is the City of Thomasville's intention to make available a select configuration team which includes representatives from each supporting organization. This team will serve as the initial system installation, configuration and test team, and then provide training to the others in the organization.

7.4 Technical Support

7.4.1 Describe the technical support levels available to include response times, phone support, email support, on-site support, 24/7 support, etc. In this description include the number and type of personnel that are currently available or will be available to provide support services and the implementation and initial configuration support to be available on-site vs off-site. Also provide calendar of holiday dates that are generally observed by support personnel.

7.5 Requirements Specifications

Proposal must meet or exceed specifications in Section 3 Summary above.

7.6 Hardware and Infrastructure

7.6.1 With input from the City of Thomasville, the Proposer must specify the computer hardware, operating system, LAN/WAN and other infrastructure requirements for supporting the technical and performance requirements of the SAN STORAGE solution. The specifications must cover environments for development, testing, production, and disaster recovery; including but not limited to database and application servers, user workstations, LAN/WAN, etc.

7.6.2 The Proposer will support, with guidance using a "train-the-trainer" training during the initial SAN STORAGE installation and system configuration activity. Proposer and CoT IT lead the validation efforts and tuning efforts to ensure proper hardware configuration.

7.7 Testing

7.7.1 The Proposer must support the efforts of system, integration, performance and availability, user acceptance, integration, and final site acceptance tests as follows. Note that unit testing is assumed to be part of the development process and hence by default the responsibility of the product suppliers or the developer.

7.7.2 The Proposer must provide its standard test plan, which will be enhanced to meet the City of Thomasville’s specific needs. The test plan must cover, as a minimum, system tests, integration tests, performance tests, stress tests, availability tests, security tests, and final end-to-end process acceptance tests. The plan must also include for each test the required hardware and software, test data, test resources, and the acceptance criteria.

7.7.3 The Proposer must assist with the development of integrated test procedures based on standard test procedures provided by the Proposer, including all tests specified in the test plan and the expected results of each test. As a minimum, the test procedures need to cover functional tests, integration, business process – operational tests, performance tests, availability tests, scalability and stress tests, and security tests.

7.7.4 The Proposer must provide on-site assistance in support of final system-acceptance testing to ensure readiness of the system to support the business processes beginning-to-end.

7.8. Configuration/Version Management

7.8.1 With input and participation from the Proposer, the City of Thomasville will devise and document the plan and processes for maintaining the configurations and versions of hardware, software, and documents received over the project development and deployment lifecycle. Hardware configurations must include application servers, database servers, user workstations, as well as the networking infrastructures. Software version and configuration management must include periodic software patches, new releases, and upgrades of individual system components of the SAN STORAGE , including server and client applications from their respective suppliers. Documents must include updated system manuals, user manuals, training manuals, database schema and dictionaries, test plan and test procedures, etc.

7.8.2 The Proposer must provide updates to the documents as needed during the project lifecycle, from requirements and design to system implementation and final production. The City of Thomasville will maintain the proper versions of all SAN STORAGE related documentations following the plan and process developed above.

7.9 Production Transition and Rollout

7.9.1 The Proposer must include a production cutover and rollout plan to guide through the production, conversion, business transition and rollout stages of the implementation process.

7.10.0 Maintenance & Support

7.10.1 The Proposer must describe the warranty and support of the provided products, custom developments, and system interfaces including support and term. The warranty and support services must cover software and documentation.

7.10.2 The Proposer must continue to provide periodic software updates and assistance through a software maintenance agreement, preferably on a five (5) year term option.

7.10.3 Describe the approach and resources necessary to implement the proposed software solution.

7.10.4 Describe your company’s service & support philosophy, how it is carried out and how success is

measured.

7.10.5 The Proposer must provide ongoing services and support, such as a toll free 24/7 customer

service number, annual training classes, online customer service web site and online software

maintenance. If support is provided by a third party, please provide a thorough description of

the company, number of support personnel, and total number of current customers they

support in the state.

8.0 SAN STORAGE Solution Development

8.1 The City of Thomasville is interested in the Proposer’s ability to support and ensure a successful delivery of the SAN STORAGE project. This would entail the enablement of all required features, supporting the benefits and vision, within schedule and budget. While the City of Thomasville will have specific expectations on how the chosen SAN STORAGE vendor will engage with the City of Thomasville’s project team, the Proposer should use this section to provide its delivery capabilities, methods and approaches to Thomasville such that Thomasville obtains a good understanding of the Proposer’s perspective.

8.2 Identify any specific requirements included in this RFP that have never been implemented or will

challenge the ability of the proposed SAN STORAGE solution. Describe how these challenges will

be addressed.

8.3 The Proposer must indicate its desire and ability to deliver overall system integration beyond what is specifically required within the scope of this RFP.

8.4 Describe in detail your overall SAN STORAGE product development vision, strategy, platform evolution and solution road map.

8.5 Please include your most recent product roadmap with timeline expectations and anticipated functional commercial availability associated with each subsequent release. Please highlight any planned major evolution of your current technology or architecture.

8.7 The City of Thomasville wishes to understand the recent release experiences of the Proposer. Proposer shall describe the actual experienced major and minor release schedule from May 2021 to the present period, with a summary of release notes.

8.8 Describe how the development lifecycle maintains compatibility with required 3rd party packages including Win OS, SQL, etc. The City of Thomasville requires backward compatibility of the SAN STORAGE solution for a period not less than two (2) years.

9.0 Company and Financial Background

9.1 Provide the name of vendor (include address) submitting the proposal to which the City of Thomasville will engage in the contractual obligations. Please include the name and contact information for a single point of contact (include phone, email, mailing address, and fax).

9.2 List all affiliates of the contracting entity including subsidiaries, parent company(ies), and all other subsidiaries of the parent company(ies). An entity is a parent if it directly (or through intermediate entities) owns or controls at least 10% of the stock (or analogous voting interests) of another company. An entity is a subsidiary if it has one or more parents.

9.3 Provide a chart of all ownership relationships from the parent company through all direct and indirect subsidiaries of the contracting entity.

9.4 The City of Thomasville prefers to engage with a SAN STORAGE vendor that possesses sufficient experience in the design, delivery, and support of the SAN STORAGE. The SAN STORAGE solution is a core component that will enable a variety of initiatives and benefits to the City of Thomasville and customers. Use this section to provide sufficient information regarding experiences, capabilities, and vision as it relates to Financial Management solutions.

9.5 Provide a list of alliances and/or formalized partnerships that complement your product/service offering. Ensure alliances and partnerships highlighted include all relevant aspects of the City of Thomasville’s SAN STORAGE technologies, IT platform, system integration, support services, industry standards setting organizations, and total program management or primes.

10.0 SAN STORAGE Pricing

The City of Thomasville is seeking fixed price proposals to include core hardware costs, base license, per user license, maintenance and support agreement, and implementation services. Currently, the City of Thomasville believes a concurrent user count of 50 users is sufficient to cover our needs. Be sure to list the cost of adding users in the future on a per-user basis. Use the worksheet below to describe solution pricing as previously outlined in section 6 “Functional Requirements”. List all assumptions including available environments, 3rd party software license requirements, CPI adjustments, implementation services, etc.

11.0 Proposal Evaluation and Selection Process:

This section defines the proposal format to be used by respondents. All proposals shall be submitted in the

format outlined herein. In preparing submissions, respondents shall describe in detail the services proposed to

be provided and how service delivery will be accomplished. Respondents shall also identify equipment

requirements and the cost of providing design for each category identified. The minimum levels of services to

be provided are described in this RFP.

The primary criteria for vendor evaluation, consideration and scoring weights are:

Market Focus 10% Stability (Financial Viability, Business Longevity, National Focus) 10% Customer Service (References, Retention, Measured Service Rates, 24/7 Support) 10% Ability to Provide a Comprehensive Integrated Solution to meet the stated requirements 50% Cost – to include support and maintenance fees 20%

The City of Thomasville will receive competitive proposals from firms having specific experience and

qualifications in the areas identified in this solicitation. Under competitive negotiation procedures, the terms of

the service contract, the price of the services, the method of service delivery, and the conditions of performance

are all negotiable. A negotiated contract will be awarded to the agency that best meets the proposed needs at

a reasonable price, not necessarily at the lowest price.

For consideration, proposals must contain descriptions of the agency’s experience and abilities to perform

pursuant to the City of Thomasville requirements. Unless otherwise stated, all proposals shall address each

criterion identified in this RFP.

PROPOSAL FORM Delivery of Proposals: Separately, please prepare and submit a separate Technical Proposal and a separate

sealed Project Cost Proposal. RFPs must be delivered by the date/time specified and to the place stipulated on

the cover of this RFP. It is the sole responsibility of the vendor to see that their RFP is received in the proper

time. Any proposal received after the proposal opening date and time shall be eliminated from consideration

and returned to the vendor unopened.

12.0 Other Proposal Information:

Acknowledgement of Amendments.

Each agency receiving a copy of this shall acknowledge receipt of any amendment to this RFP by signing and

returning the amendment with the completed proposal. The acknowledgement must be received by the City of

Thomasville at the time and place specified for receipt of proposals.

Additional Information. Questions regarding this solicitation shall be submitted in writing to

[email protected]: Respondents are cautioned that any oral statements made that materially change

any portion of this solicitation are not valid unless subsequently ratified by a formal written amendment to this

RFP. No technical questions that may materially change any portion of this solicitation will be accepted during

the fourteen calendar days prior to the time and date set for receipt of proposals.

Applicable Laws Shall Apply. The contract awarded shall be governed in all respect by the laws of the State of

Georgia, and any litigation with respect thereto shall be brought in the courts of the State of Georgia, Thomas

County Superior Court. The company awarded the contract shall comply with applicable Federal, State, and

local laws and regulations.

Change in Objectives. The City of Thomasville may materially change the Objectives. Such changes may include

additions, deletions, or other revisions within the general scope of RFP requirements. No changes or

adjustments shall be made without a written amendment to this RFP, signed by the Purchasing Administrator.

Collusion Among Respondents. Each respondent, by submitting a proposal, certifies that it is not party to any

collusive action or any action that may be in violation of State and Federal law.

Exceptions. A respondent taking exception to any part or section of this solicitation shall indicate such

expectations in a separate section of the submitted proposal – such section shall be entitled “Exception of

Conditions.” Failure to indicate any exception will be interpreted as the respondent’s intent to comply fully with

the requirements of this RFP as written.

Expenses Incurred. There is no expressed or implied obligation for the City to reimburse responding firms for

any expenses incurred in preparing proposals in response to this request. Materials submitted by respondents

are subject to public inspection under the Georgia Public Records Act (Government Code Sec. 6250 et seq.),

unless exempt. Any language purporting to render the entire proposal confidential or proprietary will be

ineffective and will be disregarded.

Late Submissions. Any proposal received at the place designated in this RFP after the time specified for receipt

will not be accepted or considered.

Nonconforming Terms and Conditions. Any proposal that includes terms and conditions that do not conform to

the terms and conditions in this RFP is subject to rejection as non-responsive. The City of Thomasville reserves

the right to permit the respondent to withdraw non-conforming terms and conditions from its proposal prior to

action by the City Council to award a contract.

Withdrawal of Proposal. Respondents may withdraw all or any portion of a proposal at any time during and after

the review and award process, up to ratification of an agreement between the City of Thomasville and the

designated agency.

Withdrawal of Request for Proposal. The City of Thomasville always retains the right to cancel or withdraw this

RFP, to refuse to accept a proposal from any respondent, and to modify or amend any portion of this RFP.

The City reserves the right to retain all proposals submitted and to use any ideas in any proposals submitted,

regardless of whether that proposal is accepted. Submission of a proposal indicates acceptance by the person

submitting the proposal of the terms, conditions and specifications contained in this RFP, unless clearly and

specifically noted in the proposal submitted and confirmed in a subsequent contract between the City and

the contractor selected.

Evidence of Ability to Perform

Before the award of any contract, each respondent may be required to demonstrate to their services to the

designated committee, that it has the necessary experience, ability, and resources to provide the services

specified herein within the timeline required. This may include site visits. The City of Thomasville may make

reasonable requests deemed necessary and proper to determine the scope-of-work, and the respondent shall

furnish to the City of Thomasville all information for this purpose.

Final Selection

Following the review of the proposals, presentation and interviews, the City may further invite a firm(s) to

formally meet with City representatives/project team at firm’s own expense prior to making a final

determination to address additional inquiries by the City and to discuss and/or negotiate terms and conditions

for a final contract. Factors that will determine the final selection will include the finalization of terms regarding

service agreements and costs. However, the City reserves the right to reject any or all quotations, waive any

informality in RFP’s, and to accept or reject any items thereon.

Contract Commencement and Completion

The selected firm will be required to enter into a Sales Agreement for this project with the City of Thomasville.

Any contract resulting from this RFP shall not be effective unless, and until, approved by the City Council or its

designee. Upon approval, contract services shall commence within 30 days after the award of the contract. The

estimated completion date shall be defined in the proposal submitted by the selected firm.

Before the City executes a contract, the selected firm shall furnish the City a certificate evidencing Workmen’s

Compensation Insurance with limits no less than $1,000,000 per accident or disease and Comprehensive Public

Liability Insurance or General Liability Insurance with limits no less than $1,000,000 per occurrence. The City

shall be named as additional insured with the following information listed on the Accord Certificates of

Insurance must be accompanied by the applicable endorsements for the specific insurance policy.
