IntroductionQaggiavuutisseekingproposalsfromqualified,experienced,multi-disciplinaryconsultingfirmstoconductafeasibilitystudythatwillidentifyandmakerecommendationsontheconstructionofaCulturalHubinNunavut.Qaggiavuutisanot-for-profitorganizationdedicatedtostrengthening,promoting,advocatingandcreatingspaceforNunavut’sperformingartistswithafocusonInuit.Since2010,QaggiavuuthasdevelopedanddeliveredperformingartstrainingtohundredsofartistsandthousandsofchildrenandyouthinNunavut.WehavesupportedthecreationofnewworkandtherevitalizationoftraditionalInuitmusic,drumdanceandstories.Oncebannedduringcolonization,theInuitperformingartsarehistoryandthekeytostrengtheningacultureandlanguageatrisk,andempoweringyouth.

BackgroundDespitetherichnessofInuitartisticheritage,Nunavutistheonlyterritory/provinceinCanadawithoutaperformingartsspace.Qaggiavuutiscurrentlyleadingamulti-partneredcampaigntobuildQaggiq:NunavutPerformingandCulturalLearningHub-wherestories,music,theatre,drumanddanceperformancesaretobecreatedandpresented.ThecoststoundertaketheconstructionofthisHubisfullyscopedout,includingoperatingcostsfollowingitslaunch.Constructioncostswouldrangefrom$15-millionforabasictheatre,totheideal$60-millionwithanumberofotherfeatures,includingacafé,agreenroom,dormitoriestohouseyouthandartists,a350-seatflexibletheatre,withtheabilitytodolive-filming,streamingandbroadcastsandmore.QaggiqwillstrengthenInuitcultureandlanguagethroughartseducationprogrammingforNunavutchildrenandyouth.QaggiqwillfosterthepromotionofInuitculturethroughoutCanada,contributingtotheNunavuteconomybycreatingadestinationforculturaltourismandincreasingInuitartsexportsglobally.

Tohelpmakethisprojectareality,QaggiavuutisselectingafirmtoundertakeafeasibilitystudyontheQaggiq.ThestudywillidentifyandmakerecommendationsontheconstructionofQaggiqtoensurethesustainabilityoftheprojectandensureitbestmeetstheidentifiedculturalandartisticinfrastructureneedsofNunavutasidentifiedandrepresentedbyNunavutstakeholdersincludingorganizations,governments,Inuitorganizationsandartists.

StudyOverviewThefeasibilitystudywillexaminetheneedsofkeystakeholderswhohavebroughtforthproposalsforculturalinfrastructureandensurethatrecommendationsaremadeonthefeasibilityofaculturalHubthatwillinclude:

● ProfessionalpresentationspaceinNunavutforperforming,filmandvisualartswithafocusonpresentingInuitculture

● TrainingandcreationspaceforNunavutandInuitperformingandvisualartists● GatheringandmarketspaceforIqaluitartisans,artistsandhunters● SpaceforNunavutchildrenandyouthtoexperienceandparticipateinartswithafocusonInuit

cultureandlanguage● Spaceforthecurationandexhibitionofcuratedheritageartifacts

Asaresultofthis,theStudywilldictatethedevelopmentof:

● Recommendations for a strategic, multi-phased approach to building an arts and culturalinfrastructure Hub that strengthens Inuit language and culture for the current and futuregenerationsofNunavutandCanadaasawhole

● Comparison and contrast of projected costs and feasibility of a multi-phased approach toinfrastructurethatmeetstheneedsofInuitperformingartistswithinthecontextoftheneedsofvisualartists,culinaryarts,literaryarts,filmandvideoarts

● Operatingplantodeliverrelevantartsandculturalprogrammingintherecommendedspaceorspaces

● GovernancePlan● OperatingPlanfortheprojected20yearsincludinghumanresources● MaintenancePlan● FundraisingStrategyandProcessStructure

RequestedServicesInaccordancewiththeassociatedTermsofReference(TOR), threekeydeliverablesareexpectedasaresultofthisfeasibilitystudy:researchandconsultationswithstakeholders;aninitialInterimReportforinitial stakeholder feedback to ultimately deliver the Final Report, which must provide fact-basedresearch andqualitativedatabasedon consultations thatwill help steerQaggiavuut in their decisionmaking to support construction, operating and governance of the Hub in partnership with otherorganizations.In addition to conducting research, the consultant will be responsible for interviewing additionalstakeholdersaspartof the consultationsand theirneedsexamined in the contextof theQaggiqHubproject.Theconsultantwillcreateanobjectiveconsultativeprocessto identifyanddocumentthekeystakeholdersandtheirneedsinaculturalinfrastructureproject.Thekeystakeholderswillprovideinsightintowhowouldusethisspaceandwhatwouldhappenthere,the artists who would use the space and what types of activities they engage in. This will meanconsultingperformingartistsandvisualartistsandalsoaddressingtheculturalneeds identifiedbytheGovernmentofNunavut.TheywillalsoprovideinsightintothebenefitsoftheHubasaresultoftheseactivities,aswellasinsightintoNunavut’sculturallandscape.DuringtheResearch/ConsultationPhase,informationandrecommendationswillbemadeaccessibletothe identified key stakeholders throughan interactivewebportal suchas aDropbox thatwill includereportsandinformationsubmittedtothefeasibilitystudyconsultant.InterimReportDevelopmentThe consultantwill deliver an Interim Report to be reviewed and assessed by Study stakeholders forfeedbackinadvanceoftheFinalReport.TheInterimReportwillinclude:

● IdentifiedkeystakeholdersfortheHubproject● 2-3potential locations for theHub (theenvironmentalassessmentswouldbecarriedoutata

● Identificationof the anticipated cultural exports thatwill bedeveloped and generatedby theHub'sactivitiesineachphaseincludingperformingarts,film,visualartsandtouringexhibits
