1.0 Introduction

Indian Space Research Organisation (ISRO) is in the process of building Indian Regional Navigation Satellite System (IRNSS) based on a constellation of GEO and GSO satellites. IRNSS will have three segments, namely the space segment, the ground segment and the user segment. ISRO Telemetry and Tracking Network (ISTRAC) have the responsibility of establishing the Ground Segment of the mission.

The IRNSS Data communication Network (IRDCN) is an element of Ground segment that provides digital communication backbone to IRNSS network with highest order of reliability and availability. The IRDCN network connects:

IRNSS Range and Integrity Monitoring stations (IRIMS) and IRNSS Navigation Centre (INC)

IRNSS CDMA Ranging Stations (IRCDR) and INC

IRNSS Satellite Control Facility (IRSCF) and INC

At present 14 remote stations are connected to one INC located at Byalalu, Bangalore via VSAT network and is referred as INC-1. As a part of the disaster management strategy it is planned to set up one more INC referred as “INC-2” located at Lucknow.

The intent of this proposal is to establish a C-Band Satellite communication based network (SCPC Point-to-Point Access) connecting the 14 Remote stations to INC-2, located at Lucknow.

2.0 Scope of work

Scope of the work is to establish SCPC Point-to-Point VSAT based network that includes i) supply of necessary hardware (active and passive elements), software/firmware components etc., and ii) Installation, Integrating, Testing, Commissioning and providing adequate documentation, warranty support.

This project is proposed to be executed on turnkey basis (Two Part Tender).

3.0 Technical Requirements

3.1 The VSAT network is the combination of many “point to point” communication links. These links are to be established between INC-2 and 14 VSAT remotes located at various parts of India. The network shall operate in

a. C-band (Tx: 5.925 GHz to 6.425 GHz, Rx: 3.700 GHz to 4.200 GHz). b. Linear polarisation c. SCPC transponder access

Satellite, bandwidth details, Modulation scheme, data rate etc will be provided by ISTRAC during realisation stage.

3.2 Provisionalising digital communication links between

a. IRIMS stations and INC-2 b. IRCDR + IRIMS stations and INC-2 c. IRSCF stations and INC-2

3.3 ISTRAC will provide adequate satellite bandwidth to establish the network in one of

INSAT/GSAT satellites with typical parameters as follows

a. Satellite: One of INSAT/GSAT b. G/T = -2 dB/K c. EIRP: 38 dBW (Typical)

d. Input/ output Back off: 6.5 dB / 3.5 dB e. Polarisation: Linear

3.4 Vendor shall ensure that every link in the network shall have high availability &

reliability. Following are the qualitative performances in each satellite link to be ensured with an interference free spectrum

3.4.1 Bit Error rate shall be better than 1 in 10-8 3.4.2 Minimum of 99 % error free seconds for any 24-hour period 3.4.3 Average availability of 0.9999 with the proposed configuration

3.5 IRDCN Satcom system architecture: 7.2/7.5m C-Band antenna located at INC-2, Lucknow and 14 remote nodes located at various places of India (See Table : 1 for location details) with a logical data flow as follows

3.8 C-band systems requirements :

3.8.1 The HUB terminal is to be established at INC-2, Lucknow and the VSAT systems to be established at remote nodes (Refer table:1)

3.8.2 The HUB terminal is with 7.2/7.5m antenna, 400W SSPAs, up-converters, down converters, satellite modems to support SCPC.

3.8.3 RF systems like SSPA, Up & Down converters are to be configured in 1:1 redundancy with auto switch over facility with a provision for manual over ride

3.8.4 The vendor shall provide standard 19 inch, 42 U size instrumentation racks at hub facility for housing the equipments.

3.8.5 Vendor shall configure all the systems to establish connectivity with 14 VSAT remotes (16 circuits) in SCPC mode.

3.8.6 Vendor shall note that 2.4m C-band antenna is already installed at each remote nodes and the same to be used. Currently 2.4m C-band antenna are oriented to INSAT-3C, they are to be reoriented to another satellite based on the allocated satellite location.

3.8.7 The vendor shall supply and install LNB, BUC, satellite modem along with other accessories like IFL cable etc for integrating the terminal at remote nodes in totality.

3.8.8 The satellite modem at remote nodes shall be accommodated in the racks which is already available. No requirement of additional rack is sought at remotes.

3.8.9 The vendor shall provide proper harnessing in the rack including labelling for the cables, tying of the cables and routing within the rack.

4.0 Delivery, Installation, commissioning, testing and acceptance:

4.1 Delivery:

4.1.1 Vendor shall deliver all the Hub hardware to INC-2, Lucknow. Contact and Address of INC2 is as follows:-

4.1.2 Vendor shall deliver all the Remote hardware to the respective remote location. Respective site addresses are provided in annexure-4, and contact person details will be provided during ordering time/delivery time.

4.2 Installation, integration and commissioning

4.2.1 Installation, integration, commissioning and testing of Hub and Remote VSAT systems are to be carried out by vendor at respective sites

4.2.2 Vendor shall arrange the logistics on their own at the site. No logistic support will be provided by ISTRAC during field visits at any phase of the activities.

4.2.3 Execution plan: The vendor shall submit the following information before the start of installation and commissioning activities.

4.2.3.1 The following details should be informed well in advance to ISTRAC so that ISTRAC can co-ordinate and arrange for the entry passes.

i. The number of teams for parallel activity ii. List of persons in each team iii. The contact details of the team iv. Team Vs sites in which they will perform the installation

activities v. Date wise schedule of activities

4.2.3.2 Vendor has to depute qualified and experienced engineers. Their details are to be furnished in advance to get entry permissions.

4.2.3.3 Vendor may plan activities simultaneously at different sites with different teams.

4.2.4 Antenna site selection: The vendor in co-ordination with ISTRAC shall finalize the hub antenna location considering following factors:-

4.2.4.1 Line of sight clearance and blockage study.

4.2.4.2 Length of indoor to out-door interfaces like waveguide, RF cables, Power and control cables.

4.2.5 Foundation at HUB: Vendor is responsible to carry out the civil works in total for antenna foundation.

4.2.5.1 Vendor shall submit the foundation drawing provided by OEM to ISTRAC for review and approval.

4.2.5.2 Foundation is to be executed as per the approvals. In case of any deviation requirement, it is to be submitted to ISTRAC seeking clearance with proper justification.

4.2.5.3 The vendor is totally responsible for all the resources like material and labour for foundation works, including safety aspects.

4.2.6 Waveguide & RF cables laying: It is the vendor’s responsibility to lay Waveguide & RF cables between antenna to indoor equipments.

4.2.6.1 Wave Guide & all cables are to be laid on a cable tray. The trays are to be supported with pole/piller structure from ground. These structures are to be galvanized. Full length of the cable tray is to be covered. All structures are to be anti-rust, anti-corrosion and anti-warp type.

4.2.6.2 Vendor shall note that the distance between antenna terminal to indoor equipment (SSPA, converters & modems) is approximately 30 to 35 m. However a minor variation may be expected based on actual place of antenna location.

4.2.6.3 Outdoor & indoor Cables (Wave-Guides, RF, IF & Power) routing, Channelling/dressing of cables, labelling is to be done by the vendor.

4.2.6.4 At Remote: The entire interface cables between antenna terminals to indoor facility shall be routed through conduit pipe below ground level wherever applicable. It is vendor responsibility to complete this activity fully. Proper harnessing and trench for laying of RF cables at sites will be the responsibility of the vendor. Vendor shall note that the distance between 2.4m antenna terminal to indoor equipment (Satellite modem) varies between 40 to 60 m depending on site to site

4.2.7 Earthing: The vendor has to carry out electrical earthing at Hub & at each remote node. Separate earthings are to be made for antenna and indoor units. This includes the preparation of Earth pits, running the copper strip from Earth pits to equipments etc.

4.2.8 The vendor has to install & integrate all the equipments/units of VSAT, including channelling /dressing of RF, interface & other cables.

4.2.9 During installation, commissioning and testing, if any issue/problem is faced, it is the vendor’s responsibility to resolve and provide the end to end links.

4.2.10 If any additional hardware or software or accessories are necessary to make the solution work, the vendor shall provide such hardware or software or accessories at their own cost.

4.2.11 Testing & commissioning of (Hub / Remote VSAT): Vendor shall provide the schedule to ISTRAC in advance to participate in the activity for each site. ISTRAC shall arrange the bandwidth for the activity

4.2.11.1 The vendor shall submit detailed proposed Acceptance Test Procedure (ATP) within one month of the placement of the order

4.2.11.2 Draft of the Installation & commissioning Certification format is to be submitted.

4.2.11.3 ISTRAC will review the above and provide feedback. The ATP document and the commissioning certification format shall be mutually agreed by both ISTRAC and vendor is final.

4.2.11.4 The test schedule must be planned in consultation with ISTRAC.

4.2.11.5 All the tests are to be to be carried-out as per ATP. Vendor has to prepare document containing test results of ATP duly signed by officials conducted and witnessed tests and submit to ISTRAC.

5.0 Documentation & manuals

5.1 System integration documents: The vendor shall prepare and submit the documents before the actual integration of the facility. It shall be vetted by ISTRAC team and feedback will be provided within 15 days of PO release. This document shall contain the following in detail:-: -

5.1.1 Schematic diagrams 5.1.2 Equipments population layouts 5.1.3 Inter-connection diagram within the sub-system and between systems. 5.1.4 Harnessing Cable routing and interface Cable/Wave guide run details 5.1.5 Major mechanical installation and integration 5.1.6 Work instruction and procedures

5.2 Original comprehensive manuals (installation, configuration, user manuals etc) in the form of CD and also in printed media in English.

5.3 Acceptance Documents: The vendor has to prepare/furnish the following duly signed by vendor and co-ordinator

5.3.1 Installation & Commissioning certifications 5.3.2 Document on acceptance of Hub. 5.3.3 Document on acceptance of Remote VSATs. 5.3.4 System performance report 5.3.5 The list of hardware items along with the serial number in each site

6.0 Project Schedule

6.1 Within one month of placement of the order and in consultation with ISTRAC vendor shall work out, an implementation plan indicating various milestones of all activities falling under the scope of the RFP. The execution schedule to complete the project shall be within SIX MONTHS (24 WEEKS) from the date of release of purchase order. The detail of milestone shall be as follows:

6.1.1 Delivery of Hardware at Hub & Remotes: 12 Weeks (3 Month) 6.1.2 Installation & commissioning at Hub & Remote nodes: 8 Weeks (2

Month) 6.1.3 Acceptance of Network & Handing over documents: 4 weeks (1

Month) 6.1.4 The above schedule is just indicative, vendor shall ensure that

activities need not be in sequential but may progress in parallel. So that the project scheduled is adhered

6.2 Vendor to submit a Gantt chart indicating the different activities with respective schedule

7.0 Warranty

7.1 The vendor shall provide onsite comprehensive warranty of minimum one year for all the items/equipments/ sub systems.

7.2 The warranty will start from the date of acceptance of the total network.

7.3 All the hardware elements proposed as part of the solution should be assured of serviceability, availability of spares and firmware upgrades etc., by the manufacturer during warranty period.

7.4 During the warranty period, all the material management and co-ordination will be the responsibility of vendor.

8.0 Comprehensive Annual Maintenance Contract (CAMC)

8.1 ISTRAC may have a CAMC of the total system with the vendor after the completion of warranty period.

8.2 Vendor should quote for a post warranty CAMC for a minimum period of 5 years for each year from the date of expiry of standard warranty.

8.3 This CAMC shall be inclusive of

8.3.1 Preventive maintenance visits to each site shall be twice a year. During preventive visits the following tasks are to carried out 8.3.1.1 Physical inspection of all the elements without disturbing the

link 8.3.1.2 Cleaning / Lubrication of antenna and tightening of cable

connectors 8.3.1.3 Antenna optimisation (AZ-EL and Polarisation) if required 8.3.1.4 Verification of the events and alarms and clearing them.

8.3.2 Break/Corrective down maintenance visits as and when a problem is reported. 8.3.2.1 Maximum down time shall be 4 working days. 8.3.2.2 After corrective action, a report shall be submitted on the

observation, the root cause of the problem and the resolution 8.4 Spares management is the responsibility of the vendor

8.5 CAMC charges for island sites Kavaratti and Portblair may be quoted separately

8.6 The vendor shall furnish list of the other services if any

8.7 CAMC payment shall be on quarterly basis after the certification by designated Engineer, ISTRAC.

8.8 It is an optional requirement and ISTRAC reserves the decision to exercise the option. However, the vendor has to provide a quote for this.

8.9 Even if CAMC is awarded, ISTRAC reserves right terminate the CAMC with or without attributing any reason at any point of time within the notice period of 3 months.

8.10 Vendor to specify their termination clause

9.0 Vendor eligibility Criteria

9.1 The vendor shall have sufficient experience in establishing such network and must submit copies of purchase orders to support the experience.

9.2 ISO certification for Benchmarking on quality of services will be added advantage.

9.3 Vendor should have technical expertise, technical manpower and sufficient field experience in handling SATCOM projects/VSAT Networks

9.4 Vendor should be registered company. Company registration copy to be enclosed.

9.5 Vendor should possess valid registration for Service Tax / Sales Tax copy should be enclosed

9.6 The vendor must submit a detailed statement of facts and profile of their Company including year of commencement of the business, web-site details, their contact numbers and e-mail address.

10.0 Terms & conditions

10.1 The number of sub-contractor involved in establishing the satellite communication network shall not exceed two.

10.2 The vendor shall submit a technical write-up on VSAT Network explaining various features/functions of the system/sub-system.

10.3 The vendor may seek/request for any clarification, if required before the submission of the offer.

10.4 The submitted offer should be complete in all respects to avoid need for further clarifications.

10.5 All technical aspects should be complied and substantiated with adequate / objective documents.

10.6 The vendor shall submit their offer as per the due date given

10.7 To meet the intent project, the vendor shall clearly specify the responsibilities including scope of work and full details of the work/ material deliverables even it is not explicitly mentioned in the RFP.

10.8 After successful Installation vendor has to get clearance from NOCC (MPVT tests) for the HUB antenna. All cost towards this is to be paid by the vendor.

10.9 Vendor shall provide Letter from manufacturer (on their letter head) authorizing the vendor to quote and provide services related to supply, installation and warranty along with technical bid.

10.10 The vendor and OEM shall have a sales and support office in India, preferably in Bangalore. Vendor shall furnish all the contact details of their service and technical support team.

10.11 Vendor shall furnish the following details along with the offer:-

10.11.1 Technical specifications (as per Annexure: 1) 10.11.2 Detailed Bill of materials and services with breakup costs for all

hardware elements, installation charges, applicable taxes, service cost (as per Annexure-2).

10.11.3 Vendor checklist (as per Annexure: 3) 10.11.4 Compliance Matrix indicating the vendor’s compliance to all

requirements, the technical specifications, terms and conditions indicated in the RFP to be submitted along with this offer (as per Annexure:5)

11.0 General Requirement

11.1 Bid submission and Evaluation

11.1.1 The competitive bids shall be submitted in two parts

11.1.1.1 Technical and Commercial Part Bid 11.1.1.2 Price Part Bid

11.1.2 All details to be provided by the vendor should be specific to the requirements mentioned as per RFP. The vendor shall submit brochures, manuals, documents etc. as part of the technical and commercial bid. The technical and commercial bid shall be organized as follows.

11.1.2.1 Duly signed covering letter in Company’s letter head by authorized signatory with name, title and seal.

11.1.2.2 Table of contents (list of documents enclosed with page numbers)

11.1.2.3 Product details including model, active & passive elements, racks etc.

11.1.2.4 Duly signed Compliance statement 11.1.2.5 Duly filled Vendor Details data Sheet 11.1.2.6 Duly filled Checklist 11.1.2.7 Other information indicating RFP clause number referred

as per the sequence of clauses in the RFP 11.1.2.8 Replica of complete price bid masking the prices (to detail

the BOM/deliverables)

11.1.3 The “TECHNICAL AND COMMERCIAL” part bid will be evaluated for technical suitability, products specification compliance etc.

11.1.4 “PRICE BID” will be opened. only for the qualified vendors of “Technical and Commercial bid”

11.1.5 If required ISTRAC would seek presentations /demonstrations of their offer/ offered product during technical evaluation stage after their bid submission.

11.1.6 The Vendor shall be ready to attend technical discussions and/or commercial negotiations, if required and asked for.

12.0 Price Schedule

12.1 The price schedule shall be submitted in "Price Part" Bid only.

12.2 The price schedule shall be furnished as per bill of material mentioned in annexure-2 and also for optional items.

12.3 No escalation in quoted price is permitted for any reason whatsoever. Prices mentioned in the purchase order is a commitment and it is firm till the complete execution of the contract.

12.4 The "Price Part" bid shall contain complete bill of material with the prices indicated item-wise. A replica of complete price bid masking the price shall be submitted in the technical and commercial bid; otherwise, the bid may be liable for rejection.

13.0 Terms of Payment:

For Deliverable items:

13.1 Against Items delivery: 80 % of the total cost of delivered items shall be paid after due certification by ISTRAC that all the items had been received at the respective sites and ascertained by the respective co-ordinators.

13.2 After Installation & commissioning: 10% of the total cost of delivered items shall be paid after full installation & commissioning on submission of certifications signed by both vendor and ISTRAC along with the invoice.

13.3 After network Acceptance: Remaining 10% of the total cost of delivered items shall be paid after acceptance test, on submission of acceptance test reports signed by both vendor and ISTRAC along with the invoice.

For Services (installation, testing & acceptance):

13.4 50% of the total cost of services shall be paid on completion of installation & commissioning on submission of certifications signed by both vendor and ISTRAC along with the invoice

13.5 50 % of the total cost of services shall be paid on completion of acceptance tests on submission of acceptance test reports signed by both vendor and ISTRAC along with the invoice.

13.6 Liquidated Damages (LD): If the Vendor fails to supply the deliverables in complete or fails to complete the installation and acceptance as per time line mentioned in purchase order or contract, ISTRAC shall impose Liquidated Damages, as per the terms and conditions of this tender document.

13.7 Performance Bank Gurantee (PBG): Vendor to note the PBG clause of this tender document and comply the same.

13.8 Taxes and Duties: All Taxes and Duties as applicable shall be indicated separately.

13.9 Validity of the offer: The vendor shall keep the validity of the bid for 4 months (120 days) from the Tender Due date. In case of a delay in contract award process ISTRAC may seek further extension, vendors have to comply with it.
