REQUEST FOR PROPOSAL FOR BANK NEGARA MALAYSIA’S

THE ART OF THINKING PROGRAMME

The purpose of the Request for Proposal (RFP) is to solicit proposals from qualified

learning providers who have the capability and capacity to design, develop and deliver

the learning programme based on the requirements set out in this RFP. The

programme must be designed to meet the learning needs of the target participants.

This RFP comprises:

Part 1: General Requirements

Part 2: Proposal and Submission Requirements

PART 1: GENERAL REQUIREMENTS

1. Introduction

1.1 Bank Negara Malaysia (the Bank) would like to invite potential learning

providers to participate in this RFP for “The Art of Thinking Programme”,

using “nudge”, behavioral insights or equivalent on how subtle changes

can influence the behavior and decision making of individuals and groups

to achieve greater outcomes.

1.2 The learning provider shall submit a proposal with relevant information on

how the proposed programme will be able to meet the learning objectives

and requirements set out in this RFP; and value add to improve the learning

effectiveness of the target participants.

2. Learning Objectives

2.1 The Bank recognises the potential of applying the “nudge” theory or

behavioral science that can help to address policy challenges, where small

changes can make a big impact. The programme aims to equip the target

audience with the “nudge” mindset and skills in their day-to-day work. The

target audience comprises two groups, namely Directors and Deputy

Directors (senior management) and project teams in the Bank. At the

senior management level, the programme will be pitched at the strategic

level, aiming to build engagement and support towards “nudge” application

with oneself and among teams and the organisation. The project teams,

meanwhile, are expected to apply in-depth know-how and skills on “nudge”

through the Bank’s strategic projects. In relation to this, the Bank also

intends to deepen a culture of innovation by providing platform and

capability building, including “nudge” approach to encourage idea

generation and experimentation and to strengthen creative problem solving

among staff in the Bank.

2.2 The programme shall be designed and developed to address the intended

objectives, including but not limited to the following:

Enabling objective

In a highly-engaged learning session, learners will be able to describe ways to embed “nudge” systematically and effectively in the Bank.

In small teams, learners will be able to apply “nudge” to influence mindset and behaviors change (self and others) to achieve better outcomes via real policy challenges, projects or initiatives in the Bank.

Learning objectives

Upon completion of the programme, learners will be able to:

Recognise “nudge”, the behaviorally-informed way of thinking and working that are sometimes overlooked but can influence greater behavior change and outcomes.

Explain the importance of “nudge” in the proper context for effective decision making and development of policies and innovative ideas in the organisation/the Bank.

Discuss pragmatic ways to promote the systemic use of “nudge” in achieving the Bank’s strategic objectives.

Develop practical and timely personal action plans based

Recognise the importance of “nudge” from making better choices to addressing policy challenges.

Describe the “nudge” framework, techniques and diagnosis tools in the context of a central bank/financial regulatory authorities.

Apply “nudge” approaches in small groups to design interventions to address real policy challenges or projects and initiatives that are of priority to the Bank.

Develop follow-up action plans to experiment and prototype ideas or

on “nudge” to augment mental effort to change, develop innovative ideas or enhance creative problem solving skill.

3. Programme Requirements

3.1 Learning provider and facilitator shall apply adult learning principles and

instructional system design to ensure the programme, including learning

interventions are effective in meeting the learning needs of the target

participants as adult learners.

3.2 The Bank reserves the right to change the learning objectives to meet any

specific development needs of its staff.

3.3 As part of the customisation, the learning provider will be required to work

closely with the key internal stakeholders of the Bank and customise the

programme to meet the learning needs of the target participants.

3.4 Learning provider shall also provide supporting materials, if required,

including hard and soft copies pre-course reading materials, participants’

workbooks, and supporting course materials and hand-outs.

3.5 Learning session will be held at Sasana Kijang, 2 Jalan Dato’ Onn, 50480

Kuala Lumpur, unless specified otherwise.

4. Confidentiality and Rights

4.1 Maintenance of confidentiality and rights of the information provided by the

Bank is pertinent.

4.2 The learning provider is also responsible for safekeeping of this document,

which remains the property of the Bank, at all times. Information contained

in this RFP shall not be disclosed and distributed directly or indirectly to any

party without the prior written approval by the Bank.

4.3 The Bank has the right to change and/or make amendments to the RFP

where appropriate.

4.4 The proposal and its responses from the learning provider will be treated as

strictly confidential.

5. Notice of Personal Data Protection

5.1 The learning provider is advised to read the Notice of Personal Data

Protection and respond accordingly as per Appendix A.

PART 2: PROPOSAL AND SUBMISSION REQUIREMENTS

6. Proposal Requirements

6.1 Mandatory Requirements

Only learning providers who meet the following requirements and submit

relevant information will be considered for the subsequent evaluations:

A. Company/Sole Proprietor’s Background

i. Provide a brief description highlighting the following areas:

Capability and capacity in learning and development and/or

consulting; and

Know-how in the subject area i.e. “nudge”/behavioural

insights or equivalent.

ii. Record positive net worth for the last 2 financial years (for

validation purpose, please provide the latest 2 years audited

financial statements. In the case of sole proprietor, please

submit the duly completed financial information statement, using

the template provided in Appendix B).

B. Facilitator’s Profile

Provide facilitators’ CV, particularly the lead facilitator emphasising

their know-how and experience in teaching, facilitating, and/or

consulting:

i. for at least 3 years in the subject area i.e. “nudge”/behavioural

insights or equivalent (for validation purpose, please provide

certification, accreditation, award, work and/or academic

publications and name of the programme); and

ii. for at least 3 reputable clients e.g. central banks, regulatory

authorities, multi-national companies or public listed companies

(for validation purpose, please provide list of reputable clients,

client testimonial, and contact persons and contact details of

selected clients in accordance with the applicable personal data

protection requirements).

6.2 Technical Requirements

The proposed programme shall meet the learning objectives (Part 1,

Paragraph 2) and programme requirements (Part 1, Paragraph 3) and pitch

it at the specified target participants (Group 1 and Group 2). The scope

shall cover the following areas:

A. Design and Development of the Programme

i. Articulate your understanding of the Bank’s learning needs

(objectives)

ii. Propose an overall approach in meeting those objectives

iii. Propose a comprehensive programme design, including:

Learning objectives

Learning content (with detailed topics and daily agenda)

Delivery methodology (not limited to face-to-face

classroom)

Evaluation plan and methodology

B. Value-added Services and Information

i. Proposed value-added services that would improve the learning

effectiveness of the target participants, including but not limited

to pre-programme reading materials, online learning resources,

learning tools, follow-up action plans, community of practice and

coaching.

ii. State any awards won (if any) by the company and/or the lead

facilitator in relation to the subject area.

6.3 Commercial Requirements

The proposal must include all costs relating to the successful delivery of

the programme that meet the Bank’s learning requirements, including:

A. Total Cost

i. Describe the pricing structure

ii. Provide a total cost for the programme for the two target

participants (Group 1 and Group 2)

B. Detailed Cost Breakdown (Itemised Costs)

i. Provide a detailed cost breakdown of the programme including

pre-training preparation, training, facilitating and follow-up

sessions.

ii. Indicate all other related costs such as learning materials, travel

and accommodation expenses, learning materials costs,

applicable taxes and duties and other additional charges

wherever applicable.

7. Submission Requirements

7.1 Proposal shall be duly completed, signed, labelled separately in three (3)

different documents, as follows:

7.2 The above documents shall also contain the company name and

logo/stamp on the cover page.

7.3 The three (3) proposal documents outlined in Paragraph 7.1 shall be

submitted to the Bank through ONE of the following channels:

A. Email

i. Softcopies of the three (3) proposal documents in PDF format

shall be emailed to the denominated e-mail address:

ii. Proposal document 3 (i.e. commercial requirements) shall be

equipped with a password protection and the password must

be emailed separately to the e-mail address:

B. Tender Box

i. Hardcopies of the three (3) proposal documents in separate

sealed envelopes shall be addressed to the Director, Human

Capital Development Centre, Bank Negara Malaysia

ii. The three (3) sealed envelopes must be directly deposited in the

designated Tender Box with the label “Bank Negara Malaysia’s

The Art of Thinking Programme”. The Tender Box is located at:

iii. Proof of posting shall not be accepted as evidence of the learning

provider’s submission of the proposal.

7.4 The Bank shall not be responsible for any delay in the submission of any

tender proposal nor the loss of the related documents should they be

submitted through any other channels than that stipulated in Paragraph 7.3.

7.5. The Bank will also not be responsible for any cost incurred by the learning

providers in relation to their participation in this RFP exercise.

7.6 Proposal may be judged non-responsive and removed from further

consideration, if any of the following occurs:

i. Proposal is incomplete and fail to follow the requirements set out in this

RFP.

ii. Proposal is not received by the deadline specified in this RFP.

7.7 At the discretion of the Bank, quality proposals may be selected for follow-

up questions/clarification or to provide an oral presentation.

7.8 The Bank is not obliged to give any reason for the acceptance or rejection

of any particular proposal.

8. Enquiries

8.1 To ensure consistent, transparent and comprehensive dissemination of

information to potential learning providers, all inquiries regarding this RFP

shall be provided in writing, via email to the following officer-in-charge:

9. Closing Date and Validity Period of Proposal

9.1 The closing date and time of this RFP is on 13 August 2018 at 5:00 p.m.

(Malaysian time).

9.2 Softcopies or hardcopies of the completed proposal must be received by

the stipulated RFP closing date and time specified above.

9.3 Proposal received after the closing date and time of this RFP shall not be

considered.

9.4 The learning provider’s offer will be valid for a period of 12 months

commencing from the closing date of this RFP. On expiry of the validity of

offer, the learning provider shall, if so requested by BNM, extend the validity

of offer for a period of 6 months after the expiry date of the initial 12 months.

Appendix A

PERSONAL DATA PROTECTION NOTICE

TO VENDORS OF GOODS/SERVICES

Purpose of notice

1. This notice is issued pursuant to the requirements under the Personal Data Protection Act 2010 (PDPA) to all individuals who are vendors of goods/services or the individual employees of the vendors of goods/services –

(i) engaged by Bank Negara Malaysia (BNM); or

(ii) who submits any RFI/RFP/tender/proposal to BNM for such purpose, (referred to as “vendors”).

Tujuan Notis

1. Notis ini dikeluarkan selaras dengan keperluan-keperluan Akta Perlindungan Data Peribadi 2010 (APDP) kepada semua individu yang menjual/ membekal barangan/perkhidmatan atau pekerja penjual/pembekal barangan/perkhidmatan yang –

(i) dilantik oleh Bank Negara Malaysia (BNM); atau

(ii) menghantar apa-apa RFI/RFP/tender/tawaran untuk tujuan tersebut

(dirujuk sebagai “pembekal”).

Processing of personal data

2. During the course of its dealings with you, BNM processes personal data of the vendors which include, but is not limited to, your name, IC/passport number, address and other contact details.

3. The personal data is collected for, amongst others, the following purposes:

(a) assessing your suitability to be awarded the contract for which you have applied;

(b) enforcing the rights and obligations in the contracts, including but not limited to, making payments for the goods/services and maintaining the list of key personnel who will be responsible to carry out the rights and obligations of the vendors under the contracts;

(c) providing access to BNM’s premises; and

(d) complying with any legal or regulatory requirements, including but not limited to, compliance with the withholding tax requirements, or as permitted by law or authorised by any order of court.

Disclosure of personal data

4. The personal data held by us shall be kept confidential. However, in order to exercise our rights and obligations under the contracts or to evaluate your RFI/RFP/tender/proposal to BNM, we may disclose your personal data to:

Departments within BNM;

Financial institutions;

Other parties authorised by you;

Regulatory and governmental agencies as permitted or required by law, authorised by any order of court or to meet obligations to regulatory authorities.

5. The security of your personal data is ensured by BNM as we shall take all physical, technical and organisational measures needed to ensure the security and confidentiality of your personal data. If we disclose any of your personal data to any entities, we will require them to appropriately safeguard the personal data provided to them.

6. It is BNM’s policy to destroy personal data of the vendors within 7 years after the contract has been awarded or after the conclusion of the contract, whichever is applicable.
