RECEIPT OF PROPOSALS: Proposals will be received from qualified respondents at the officeof Community Broadband, LLC, until 3:00 P.M., local time, November 16, 2015:

FIBER OPTIC BROADBAND NETWORKENGINEERING AND DESIGNPROFESSIONAL SERVICES

I. Project Description

The City of Peachtree City, Georgia (the “City”) has engaged Community Broadband, LLC as theProject Manager (the “Project Manager”) to obtain proposals for providing construction labor to beutilized in the construction and operation of a 22+ mile fiber optic network (the “BroadbandNetwork”) infrastructure passing approximately 90 potential sites in and around the Peachtree City,Georgia service area (the “Service Area”).

III. Fiber Network Request for Proposal Schedule

October 15, 2015 - RFPs issued to vendors

November 9, 2015 - Questions due by 5:00 PM (emails accepted)

November 16, 2015 - Proposals due by 3:00 PM

November 16-18, 2015 - Proposals evaluated

November 19, 2015 -Preliminary review presented to City Council

December 3, 2015 - Final recommendations made for approval

December 4, 2015 - Respondents notified

IV. Proposal Submission and Questions

On behalf of the City of Peachtree City, in full compliance with the Georgia Local GovernmentPublic Works Construction Law, the Project Manager will be accepting sealed proposals until 3:00p.m. local time on Monday, November 16, 2015, for Engineering and Design ProfessionalServices (one original, five copies and one electronic copy) at the following office of the ProjectManager:

The proposals will be opened at that time and place and the name of each Proposer shall be madeavailable to all respondents upon request. Proposals received after the set time will not beconsidered. All proposals must strictly conform to the plans, specifications, and/or otherdocuments. These documents are available on the City’s website at www.peachtree-city.org.

The City expects to enter into a contract for construction services 2016.

Six copies of the proposals and a CD and/or memory stick (one original and five copies) are to besubmitted in a sealed envelope, with the name of the project, City of Peachtree City Fiber OpticNetwork Project, clearly marked on the front. The date and time of opening are also to beincluded, along with the name of the company submitting the proposal. The proposal made byany company or firm must be signed in the name of such company or firm in a legal manner by aduly authorized officer; and the principal place of business must be shown (no post office boxes).

Proposers shall make NO CONTACT - either written or verbal - with any Peachtree City employeeor elected official, with the exception of the Project Manager, during the period beginning with theissuance of this document through approval of award unless authorized herein. Any attempt by aproposer to influence a member or members of the aforementioned may be grounds to disqualifythe Proposer from participation in the selection process of this Request for Proposals.

The City has engaged the Project Manager to: (1) manage the process on behalf of the City to obtainproposals from Proposers qualified to provide professional engineering services, construction labor,fiber optic cable, network equipment, network materials, and all other components and elementsnecessary to develop and operate the System (the “RFP Process”); (2) prepare Requests forProposals (“RFPs”), make the RFPs available to the City so that they can be posted on the City’sWeb site, and provide the RFPs to qualified entities; (3) review all proposals after the expiration ofthe due date set forth in the RFPs and present a review and assessment of the qualifications,technical capability, and pricing associated with each proposal to the City; and (4) provide finalrecommendations to City representatives for consideration and approval.

The Project Manager will base its decisions on the following weighted criteria:

No proposals may be withdrawn for a period of ninety (90) days after the scheduled time to receivethe proposal. Any request for clarification must be submitted in writing (hand delivery, email [email protected], fax, or regular mail) to the Project Manager by the close ofbusiness, five business days prior to the submission of proposals. Any clarification issued will bein the form of an addendum to the proposal instructions, plans, or specifications and will be issuedto all known potential offerors and placed on the City’s website not later than seventy-two (72)hours prior to the time of submission of proposals. Although the Project Manager will takeeffort to send any addendum to known Proposers, it is the proposer’s ultimate responsibilityto ensure that they have all applicable addenda prior to submittal. This may be accomplishedvia contact with the Project Manager via email or by visiting the City’s website prior tosubmittal.

The City intends to engage an engineering firm to provide professional services from qualifiedProposers in support of the development of the Broadband Network only after closing the financingfor the project which is anticipated to occur in 2016. The City reserves the right to terminate thisrequest for proposal process without incurring any liability or expense due to any Proposer and toenter into a contract for professional services as it deems in its best interest.

The City will exercise its discretion in awarding the contract to the company or firm who bestsatisfies the needs of the City. The City also reserves the right to reject any and all proposals andto waive any and all irregularities. The City’s policy and procedures for this process are availablein the Purchasing Department for inspection.

Proposals will not be accepted from any person, firm, or corporation who is in arrears in any debtor obligation to the City of Peachtree City or any other governmental entity.

Notice: The logo of the City of Peachtree City is protected and may not be used in submissions tothe City. When using a logo, proposers should use their corporate logos only.

Ownership of all data, materials, and documentation prepared for and submitted to the ProjectManager on behalf of the City in response to this request for proposals shall belong exclusively tothe City and will be considered a record prepared and maintained or received in the course ofoperations of a public office or agency and subject to public inspection in accordance with theGeorgia Open Records Act, Official Code of Georgia Annotated, Section 50-18-70, et.seq., unlessotherwise provided by law.

V. Broadband Network Description, Architecture and Map

The Broadband Network to be developed will be all underground utilizing only fiber optic cableand equipment deployed from the hub site facility at City Hall located at 151 Willowbend Road,Peachtree City, Georgia 30269, to City facilities and other enterprise sites to allow the City toprovide broadband services to those sites. The following diagram sets forth the basic architectureof the proposed fiber-to-the-premise (“FTTP”) Broadband Network:

INDUSTRY STANDARDS AND SPECIFICATIONS

All associated hardware and software required to support the deployment of the fiber to the premise(FTTP) system must meet the following specifications:

1.1 General Description of Proposed FTTP GPON System

The proposed network shall support Gigabit Passive Optical Network (GPON) and Active Ethernet (AE)fiber access technologies.

1.2 Industry-Standard Requirements

All equipment, transmission methods, and system must be “industry-standard.” Industry-standard isdefined as the most current version of relative standard(s) set by an American National StandardsInstitute (ANSI) or International Organization for Standardization (ISO)-accredited StandardsDeveloping Organization (SDO), such as the Institute of Electrical and Electronics Engineers (IEEE),Telecommunications Industry Association (TIA), or Electronic Industries Alliance (EIA).

1.3 Optical Line Terminal (OLT) System Definition

The OLT shall take into consideration the following system requirements.

1. OLT’s shall support both GPON and AE ports.

2. OLT’s shall support both B+ and C+ GPON optics.

3. GPON shall comply with the ITU G.984 group of standards.

4. Ability to shape bandwidth in the downstream by the OLT in 1 Mbps increments or less.

5. Ability to shape traffic in the upstream (from the ONT) in 1 Mbps increments or less.

6. Support for VLAN per service and VLAN per port provisioning models.

7. GPON shall support 2.488 Gbps downstream and 1.244 Gbps upstream standard rates.

8. GPON shall support GPON Encapsulated Mode (GEM).

9. AE based on the IEEE 802.3ah standard Ethernet in the First Mile Fiber (EFMF) shall providesymmetrical bandwidth of up to 1 Gbps per port.

1.4 Transport/Uplinks

GE SFP, 10GE SFP+, and 10GE XFP pluggable transceiver modules shall be supported for the networktransport/uplinks.

OLT shall accept external reference timing.

1.7 Network Resiliency

Network modules shall support standards based network topology protocols for use in aggregation, ring-based transport, and uplink such as:

1. ITU G.8032 Ethernet Ring Protection Switching (ERPS).

2. IEEE 802.1w Rapid Spanning Tree Protocol (RSTP).

3. IEEE 802.3ad/802.1AX Link Aggregation.

1.8 Additional Standards and Capabilities Requirements

1. TR101 VLAN Service Model.

2. VLAN tagging support per IEEE802.Q.

3. VLAN stacking support per IEEE802.ad.

4. CoS Prioritization support per IEEE 802.1p.

5. DHCP support per RFC 2131.

6. MEF 9 and MEF 14 (EPL, EVPL, ELAN) Support.

2.0 General Requirements for ONTs

1. ONTs shall be standards-based Full Service Access Network (FSAN) ITU-T GPON and IEEE AEcompliant.

2. Outdoor ONTs shall support both point-to-point GE and GPON using auto detect technology.

3. OLT shall be remote accessible for service activation and full support of OAM&P via the proposedNMS.

4. ONTs with integrated filters that allow coexistence with proposed NG-PON2 wavelengths. .

5. ONTs with the ability to be upgraded to gateways via software download.

6. ONTs capable of full symmetrical GE speeds, up and down simultaneously

2.1 Outdoor ONT Requirements for Commercial Units

Outdoor single commercial unit ONTs shall support the following:

1. GPON and Gigabit Active Ethernet operation

2. Minimum of two (2) 10/100/1000 BaseT Ethernet ports.

3. Support a minimum of 16 VLANS per Ethernet port

2.2 Outdoor ONT Requirements for Multiple Commercial Units

Outdoor multiple commercial unit ONTs shall support the following:

1. Wall and rack mounting options.

2. Minimum of eight (8) 10/100/1000 BaseT Ethernet ports.

1. Indoor Integrated ONT Gateway

ONT Gateways shall support the following:

DRUG-FREE WORKPLACE CERTIFICATION

The undersigned vendor hereby certifies that it will provide a drug-free workplace program by:

1. Publishing a statement notifying its employees that the unlawful manufacture, distribution,dispensing, possession, or use of a controlled substance is prohibited in the vendor’sworkplace, and specifying the actions that will be taken against employees for violationsof such prohibition;

2. Establishing a continuing drug-free awareness program to inform its employees about:A. The dangers of drug abuse in the work place;B. The vendor’s policy of maintaining a drug-free workplace;C. Any available drug counseling, rehabilitation, and employee assistance programs; andD. The penalties that may be imposed upon employees for drug abuse violations occurring

in the workplace;
