I.PURPOSE

TheRoanokeRegionalAirportCommission(Commission)isissuingaRequestforInformation(RFI)togatherinformationfrominterestedpartieswhomayseek to provide non‐exclusive Fixed Base Operator (FBO) services at theRoanoke Blacksburg Regional Airport (Airport). Information gathered isintendedtoprovidetheCommissionwith:

1. ThetypesofproductsandservicestheCommissionexpectsanFBOtooffertheAirport;

2. ExamplesofleasesoruseagreementstheCommissionandInterestedPartieswouldagreeuponforthisendeavorwhichmayinclude:

a. TermsandConditionsb. RevenueSharingOptionsc. Alternativestoagroundlease

ThisRFIshallinnowaybeinterpretedasaRequestforBid(RFB)orInvitationforBid(IFB)andanyinformationobtainedasaresultofthisRFImayormaynotbeusedbytheCommissiontodevelopafutureRFBorIFB.

Oncetheinformationreceivedhasbeenevaluated,andbaseduponinformationreceived,theCommissionmaypreparealeaseoruseagreementoranyothernecessary document to include in any future Request for Bids (RFB) orInvitation for Bid (IFB) for the purposes of entering into a lease or useagreementwithasuccessfulbidderpursuanttotheStateCodeofVirginia.

II.BACKGROUND

The Airport is located three miles northwest of Roanoke Virginia and isgovernedby the five‐memberRoanokeRegionalAirport Commission,whichincludes representatives from both the city and country of Roanoke. TheAirporthas tworunwaysandover60scheduled flightsaday;and, it coverssome912acres.

TheAirportisservedbytworunways.Runway6‐24beingthelongestat6,900feet by 150 feet and is equippedwith an LDA/DME approach system; and,Runway 16‐34 is 5,810 feet by 150 feet and is equipped with CAT 1B ILSapproachsystem.TheAirporthasatowerandit isoperational24hoursperday.

TheAirporthas90basedaircraft,3T‐hangarbuildingswithatotalof40spaces,and4corporateboxhangarsand4privatehangars.ThereisoneflightschooloperatingfromtheAirport.

TheAirport’ssoleFBO,SignatureFlightSupportprovides fuelandcustomerservice from their Executive Terminal located at 22Waypoint Drive on theAirport premises. They operate maintenance, fuel, hangar storage and tie‐downs.

ThefollowingbusinessesarealsolocatedintheGeneralAviationarea:

RoanokeAEROServices KaneAviation ExecutiveAir,Inc.CharterServices StarFlightTraining

ThecurrentFBOOperatingAgreementwithSignatureFlightSupportexpiresinNovember2021.

TheCommissioncontinuestosupportgrowthoftheAirportandhasplanstoincreasethenumberofaircrafthangarfacilities.AnupdatedMasterPlanfortheAirportwillbecompletedinFallof2020.

III.AVAILABLEFACILITIES

ExecutiveTerminal

Inadditiontoanypotentialleaseoruseagreement,theCommissionseeksanFBOtoprovidecustomerservicesfromthecurrentFBOsExecutiveTerminallocatedat22WaypointDrive.Thebuilding’sexteriordimensionsareapproximately56’x80’.ThesuccessfulbidderwillhaveexclusiveuseoftheFBOExecutiveTerminalincluding:Fiveoffices,twopublicrestrooms,oneprivaterestroom,kitchenettebehindcounter,largebaristaonthepublicside

withacoffeemachine,alargeconferenceroom,snackmachinearea,alargepilot’slounge,alargelobbythatincludesatelevisionandareawheretheycanfileflightplans.

FuelFarm

Anypotentialleaseoruseragreementwillincludetheuseof:

Two(2)20,000gallonabove‐groundJetAfueltanks;and,one(1)12,000gallonbelow‐groundfueltank.Inaddition,thereisone(1)12,000gallon100LLbelow‐groundfueltank;and,one(1)3,000‐gallonAVgasabove‐groundtank.Thereisa275‐gallonsumptank.

Thesuccessfulbidderwillberesponsibleforthedailyoperationsofthefuelfarm,includingmaintainingtheoperationalcomponentsonthefuelsystem(i.e. filters,hoses,etc.).Thesuccessfulbidderwillmaintain thefuelfarmpremisesinaccordancewithNFPAstandardsaswellasobtainallcertificationsrequiredbyfederal,stateandlocallaws.

TheCommissioncurrentlyrequirestheFBOtoprovideallofthefollowinggeneralaviationservices:

Parking,tie‐downandstorageforitinerantgeneralaviationaircraft,whichareaircraftnotbasedattheAirport;

Provisionandsaleofavgas,jetfuel,andotheraviationpetroleumproductsavailable24hoursperday,sevendaysperweek;

Terminaloperationsandservicesstaffedandavailable24hoursperday,sevendaysaweek;

Engineandaccessorymaintenanceandrepairofgeneralaviationaircraft;and

Aircraftradioandinstrumentsales,servicesandrepairs.

ThefollowingservicesareavailablebySpecialtyFixedBaseOperators:

AircraftCharter AircraftMaintenance RepairandMaintenance AvionicsInstallation AnnualInspections EngineOveralls Part61FlightSchool BFR,IPC,Currency AircraftRentals

Therearecurrentlysix(6)padsavailableforhangarconstruction.

ThreeexistinghangarsattheAirportareequippedforaircraftmaintenanceoperations.

Signatureprovidesunderwing‐overwingservicesforAllegiant;andtheyalsoprovidesortingservicesforUPSAirCargo.

IV.REQUIREDSERVICES

TheCommissionexpectationisthatthefollowingserviceswouldbetherequiredminimumpassenger,crewandaircraftgroundservices,supportandamenities:

Aircraftfueling(JetA,100LLandAVGas)andoildispensing

V.SUBMITTALINFORMATION

Asstatedearlier, the informationreceived fromthisRFImaybeused in thedevelopment of a formal solicitation to select an FBO for the Airport. Inadditional to thespecific informationrequestedbelow,weencourageyoutoprovide detailed information on alternative plans, products or services yourecommendtobeconsideredforanyfutureIFB.

A. OperationsPlan:InadditiontotherequiredServiceslistedinSectionIV,provideadetailednarrativedescriptionofanyalternateoradditionalservicesthatwillbeprovided.Suggestedadditionalservicesmayinclude:FlightTraining,AircraftRental,AirTaxi/Charter,AircraftSales,AerialSurveying/Photography,Specializedmaintenance(upholstery,etc.),miscellaneousretail(pilotsupplies,promotionalclothing,etc.)

B. NewConstructionOption:ProvideanoutlineofthefacilitiesyoumightproposeattheAirportincludingthetypeoffacility,size,approximatecostandtimelinetoconstruct.

C. LeaseDocument:Provideasampleleasedocument(orsuggestedlanguage)includingspecialtermsandconditionsyouwouldexpecttohaveincorporated.
