Enterprises in the Republic of Serbia by size, 2016

Methodological explanations

Considering the increasing number of users’ demands and taking efforts to harmonize its activities with international standards and recommendations, the Statistical Office of the Republic of Serbia publishes the selected macroeconomic indicators for enterprises by their size. The survey covers non-financial institutional sector according to the SNA methodology, based on administrative data source – financial statements of enterprises (starting from 2009 processed by the Serbian Business Registers Agency).

The processing results of annual financial statements for enterprises and cooperatives in the territory of the Republic of Serbia are presented in this publication classified as micro, small, medium and large enterprises. From this point of view, the following indicators were monitored: (1) number of enterprises, (2) number of employees, (3) turnover and (4) gross value added. The mentioned features are presented by enterprise size, which is defined, pursuant to international recommendations, only according to number of employees: 0-9 (micro), 10-49 (small), 50-249 (medium), 250 and more (large). It is important to note that, on the other hand, in the publications released by institutions authorized to compile and process financial statements (before, the National Bank of Serbia and presently, the Serbian Business Registers Agency), three criteria have been applied for classification, i.e. for defining enterprise size, in compliance with the Law on Accounting.

In accordance with the valid territorial distribution and the Classification of Activities (2010) / NACE Rev. 2, from the territorial point of view the data are presented up to the level of region – NSTJ 2 – the National nomenclature of statistical territorial units, and regarding by activities, on the level of sections of the Classification of Activities (2010) / NACE Rev. 2:

The subject features are defined as follows:

Number of employees – average calculated as of the end of each month in the reporting year; Turnover – income from sales (of goods, and products and services); Gross value added (at basic prices) – difference between output and intermediate consumption.

(1) Number of enterprises by size

According to the data that are available, it can be noted that the calculation of macroeconomic aggregates covered 97 023 enterprises in the Republic of Serbia. In 2016, of the total number of enterprises registered, 67 951 (70.0%) were active in Srbija – sever, and 29 072 (30.0%) were active in Srbija – jug.

The total number of 97 023 enterprises in the Republic of Serbia in 2016 is distributed by size as follows: 84 115 (86.7%) micro-sized enterprises, 10 154 (10.5%) small-sized enterprises, 2 263 (2.3%) medium-sized enterprises and 501 (0.5%) large enterprises.

Of total 67 951 enterprises in the territory of Srbija – sever registered in 2016, there were 59 627 (87.8%) micro-sized enterprises, 6 575 (9.6%) small-sized enterprises, 1 403 (2.1%) medium-sized enterprises and 346 (0.5%) large enterprises. In the territory of Srbija – jug in 2016 we registered 29 072 enterprises, of which: 24 478 (84.2%) micro-sized, 3 579 (12.3%) small-sized, 860 (3.0%) medium-sized, and 155 (0.5%) large enterprises.

Observed by the sections of NACE Rev. 2/CA (2010), on the level of the Republic of Serbia, the largest share in the total number of enterprises was noted for wholesale and retail trade; repair of motor vehicles (33.8%), manufacturing (17.5%), professional, scientific and technical activities (12.4%), construction (7.8%), transportation and storage (6.1%), etc.

(2) Number of employees by enterprise size

In 2016 the enterprises in the Republic of Serbia employed 1 027 667 persons. There were 707 487 (68.8%) employed persons in the territory of Srbija – sever and 320 180 (31.2%) in the territory of Srbija – jug.

The share of persons employed in micro enterprises, observed by territories, was rather uniform: 15.0% on the level of the Republic of Serbia, 14.9% in the territory of Srbija – sever, and 15.1% in Srbija – jug. Small enterprises participated with 19.8% in the number of employed in the Republic of Serbia, in Srbija – sever the share being 18.8%, while the share in Srbija – jug equalled 21.1%.

Regarding medium-sized and large enterprises, the share by number of employees by territories varied; medium-sized enterprises on the level of the Republic of Serbia had the share of 22.6%, the share for Srbija – sever equalled 20.2% and for Srbija – jug it equalled 22.1%. Considering large enterprises, the share was 42.6% for the Republic of Serbia level, 46.1% for Srbija – sever, and 35.0% for Srbija – jug.

Observed by the sections of NACE Rev. 2/CA (2010), the largest share in the total number of employees in the Republic of Serbia in 2016 was expressed for the following sections: manufacturing – 322 352 employees, wholesale and retail trade; repair of motor vehicles – 206 638 employees, and transportation and storage – 97 928 employees, etc.

(3) Turnover by enterprise size

Regarding the territorial distribution of turnover, it is notable that enterprises from the territory of Srbija – sever made 75.7% of the total turnover, while the share of enterprises from Srbija – jug equalled 24.3%.

According to enterprise size, the turnover made in the Republic of Serbia was distributed as follows: micro enterprises – 16.3%, small enterprises – 21.6%, medium enterprises – 22.9% and large enterprises – 39.2%.

Regarding the enterprises in Srbija – sever, the distribution of turnover was the following: micro – 16.7%, small – 20.9%, medium – 22.0% and large enterprises – 40.4%.

In the territory of Srbija – jug, the respective shares were 15.4% for micro, 23.7% for small, 25.6% for medium, and 35.3% for large enterprises.

Observed by activities (NACE Rev. 2 / CA (2010), sections), the largest share in turnover in the Republic of Serbia made the enterprises active in wholesale and retail trade and repair of motor vehicles (36.4%), manufacturing (30.5%), transportation and storage (6.3%), construction (5.8), etc.

(4) Gross value added by enterprise size

According to enterprise size, in 2016 Gross value added in the Republic of Serbia was distributed as follows: micro enterprises – 10.0 %, small – 17.9%, medium – 21.7% and large enterprises – 50.4%.

For the enterprises in Srbija – sever, the distribution of Gross value added was the following: micro – 10.0%, small – 17.0%, medium – 20.0% and large – 53.0%.

Regarding the enterprises in Srbija – jug, the data relative to GVA are the following: micro – 10.2%, small – 20.9%, medium – 27.7% and large – 41.2%.

Presented by activities (NACE Rev. 2/CA (2010), sections), the most significant share in Gross value added made in the territory of the Republic of Serbia was realized by the enterprises dealing with manufacturing (31.5%), wholesale and retail trade and repair of motor vehicles (16.9%), electricity, gas and steam supply (9.8%), transportation and storage (8.9%), information and communication (8.8%), etc.

Conclusion

The development strategy of small- and medium-sized enterprises and entrepreneurship is based on the professional analysis of the current situation, which is expected to ensure adequate medium-term planning for the future development of this sector in Serbia. Naturally, we ought to observe the experience related to the promotion of small- and medium-sized enterprises and entrepreneurship in the transition countries.

Micro, small- and medium-sized enterprises are taken to be among the major forces of the economic development. They spur on private initiative and entrepreneurship capacities, they are flexible and can quickly adjust to market changes, also they generate employment, induce more versatile economic activities, contribute to exports and trade, and simultaneously they stand for the main agent of competitive economy development.
