Please find herewith enclosed the "Official Gazette of the Republic of Serbia - International Treaties" No. 2/2020 dated February 5, 2020, in which the respective iaws on ratification of the said loan agreements have been published (pages 7-22). According to the Serbian law, these laws on ratification shall enter into force the eighth day following their publication in the "Official Gazette" i.e. on February 13 , 2020.

Having in mind the above mentioned, please be kind to send us a confirmation in order for these loan agreements to become effective, in the form of Declaration of Effectiveness.

LOAN AGREEMENT

AGREEMENT dated as of the Signature Date between REPUB­LIC OF SERBIA ("Borrower") and INTERNATIONAL BANK FOR RECONSTRUCTION AND DEVELOPMENT ("Bank"). The Bor­rower and the Bank hereby agree as follows:

ARTICLE I - GENERAL CONDITIONS; DEFINITIONS

1.0 l. The General Conditions (as defined in the Appendix to this Agreement) apply to and form part of this Agreement.

1.02. Unless the context requires otherwise, the capitalized terms used in this Agreement have the meanings ascribed to them in the Gen­eral Condit ions or in the Appendix to this Agreement.

ARTICLE II - LOAN

2.0 l. The Bank agrees to lend to the Borrower the amount of for­ty-five million eight hundred thousand Euros, (EUR 45,800,000) , as such amount may be converted from time to time through a Curren­cy Conversion ("Loan"), to assist in financing the project described in Schedule I to this Agreement ("Project" ).

2.02. The Borrower may withdraw the proceeds of the Loan in accordance with Section III of Schedule 2 to this Agreement.

2.03. The Front-end Fee is one quarter of one percent (0.25%) of the Loan amount.

2.04. The Commitment Charge is one quarter of one percent (0.25%) per annum on the Unwithdrawn loan Balance.

2.05 . The interest rate is the Reference Rate plus the Fixed Spread or such rate as may apply following a Conversion; subject to Section 3.02(e) of the General Conditions.

2.06. The Payment Dates are May 15 and November 15 in each year.

2.07 . The principal amount of the Loan shall be repaid in accord­ance with Schedule 3 to this Agreement.

ARTICLE III - PROJECT

3.0 l. The Borrower declares its commitment to the objectives of the Project. To this end, the Borrower, through MAFWM, with the as­sistance of OAP for Part l .2 of the Project, shall carry out the Project in accordance with the provisions of Article V of the General Conditions and Schedule 2 to this Agreement.

ARTICLE IV - EFFECTIVENESS; TERMINATION

4.01. The Effectiveness Deadline is the date one hundred and eighty ( 180) days after the Signature Date.

SCHEDULE I Project Description

The objective of the Project is to improve agri-food market link-ages for Targeted Beneficiaries.

The Project consists of the following parts:

Part I: Improving the Value-Added of Agriculture Improve the economic performance on- and off-farm of Targeted

mentation of a communication strategy for MAFWM aimed at raising awareness about the Project to stimulate broad-based participation of stakeholders.

1.2 Facilitating access to finance for productive investments, in­cluding, inter a/ia: (a) the provision of Matching Grants to Targeted Beneficiaries to finance capital investment, working capital, technical assistance and/or Training for improving their productive and entrepre­neurial capacity and performance; and (b) the carrying out ofa feasibil­ity study to assess demand for a public guarantee fund for agricultural loans as a long-term de-risking option.

Part 2: Improving the Capacity of MAFWM to Support Mod­ern Agriculture

Improve the capacity of MAFWM and other related public agen­cies to enable improved sector performance through evidence-based policy making and provision of public goods, such as information de­livery systems and open data platforms, iricluding:

2.1 The modernization of MAFWM information systems and the strengthening ofMAFWM 's decision-making capacity, including, in/er a/ia : (a) the provision of tech11ical assista11ce to: (i) develop a MAF­WM JCT strategy; (ii) improve the coordination wi thin and across ex­isting information systems relevant to agriculture; and (ii i) enhance the delivery of information for decision making at different levels; and (b) the acquisition of hardware and software to improve the scope, func­tionality and compatibility of information systems and establish digital data collection and processing of current paper-based processes in ag­riculture.

2.2 Improving the access to information to all sector stakehold­ers through the establishment of an open, public information system to pull together all relevant data, including the upgraded and reengineered applications developed under Part 2.1 of the Project.

Part 3: Project Management, Monitoring and Evaluation Support the operation of the PMT and the carrying out of Project

monitoring activities , including. inter alia, the carrying out o f: (a) a comprehensive baseline study; (b) a mid-term review report: and (c) a final impact assessment of Project investments.

SCHEDULE 2 Project Execution

Section I. Implementation Arrangements

A. Institutional Arrangements I. Without limitation to the provisions of Article V of the General

Conditions and except as the Bank shall otherwise agree, the Borrower shall:

(a) establish and maintain throughout Project implementation, with composition, resources, terms of reference, and functions accept­able to the Bank a Project management team with in DAP (PMT), to be responsible for: (i) the overall coordination of a ll Project implemen­tation act ivities; (ii) ensuring that the requirements, criteria, policies, procedures, and organizational arrangements set forth in the Project Operational Manual (POM) are applied in carrying out the Project; (i ii) preparation of all Project implementation documents , including Project progress reports; and (iv) monitoring and evaluation of the Project; and

(b) maintain throughout Project implementation, wi th compo­sition, resources, terms of reference, and functions acceptable to the Bank a Central Fiduciary Unit (CFU), wi thin MoF, to be responsible for the procurement and financial management of the Project, as de­tailed in the POM.

2. Not later than six months after the Effective Date, the Borrow­er, through MAFWM, shall establish and thereafter maintain through­out Project implementation a steering committee (Steering Committee) with tenns of reference and functions acceptable to the Bank.

B. Project Operational Manual I. The Borrower, through the PMT and CFU, shall carry out the

Project in accordance with the provisions of a manual (POM), in a manner and with contents acceptable to the Bank. including inter alia:

(a) the indicators to be used in the monitoring and evaluation of the Project; (b) the procedures for Project monitoring, supervision and evaluation, including the format and content of the Project Reports; (c) the procurement and financial management procedures; and (d) the Grants Operational Manual (GOM), which shall include, inter alia: (i) the eligibility criteria and selection procedures to select Targeted Bene­ficiaries and Sub-projects, including the list of activities not eligible for financing under the Loan; (ii) the rules of operation for the provision of Matching Grants, including, inter alia. the amounts ofthc Matching Grants and the Targeted Beneficiary 's contribution for the respective Sub-project, including the required percentage of financing from com­mercial banks; and (iii) any rule books to be issued by MAFWM, to describe in detail the implementation of Matching Grants.

2. The Borrower, through MAFWM, shall ensure that the provi­sions of each rule book. referred in paragraph 1 (d)(iii) above, shall be consistent with the provisions of the GOM . In case of any conflict between the terms of the GOM and those of a relevant rule book, the terms of the GOM shall prevail.

3. Except as the Bank may otherwise agree in writing, the Bor­rower sha ll not abrogate, amend, suspend, waive, or otherwise fail to enforce the POM or any provision thereof.

4. In case of any conflict between the terms of the POM and those of this Agreement, the terms of this Agreement sha ll prevail.

C. Matching Grants I. The Borrower, through MAFWM and DAP, shall make Match­

ing Grants to Targeted Beneficiaries in accordance w ith eligibility criteria and procedures acceptable to the Bank and as set forth in the POM andGOM.

2. The Borrower. through MAFWM and DAP, shall make each Matching Grant under a Grant Agreement with the respective Target­ed Beneficiary on terms and conditions approved by the Bank, which shall include the following:

The Borrower, through MAFWM and DAP, shall obtain rights adequate to protect its interests and those of the Bank, including the right to : (i) suspend or tern1inate the right of the Targeted Beneficiary to use the proceeds of the Matchi ng Grant or obtain a refund of all or any part of the amount of the Matching Grant then withdrawn, upon the Targeted Benefic iary 's failure to perforn1 any of its obligations un­der the Grant Agreement; and (ii) require each Targeted Beneficiary to: (A) carry out its Sub-project with due diligence and efficiency and in accordance with sound technical , economic. financial , managerial, environmental and social standards and practices satisfactory to the Bank, including in accordance with the provisions of the Anti-Corrup­tion Guidelines applicable to recipients of loan proceeds other than the Borrower; (B) provide, promptly as needed, the resources required for the purpose; (C) procure the goods, works and services to be financed out of the Matching Grant in accordance with the provisions of thi s Agreement; (D) maintain policies and procedures adequate to enable it to monitor and evaluate in accordance with indicators acceptable to the Bank, the progress of the Sub-project and the achievement of its objec­tives; (E) (I) maintain a financial management system and prepare fi­nancial statements in accordance with consistently applied accounting standards acceptable to the Bank, both in a manner adequate to reflect the operations, resources and expenditures related to the Sub-project; and (2) at the Bank's or the Borrower 's request. have such financial statements audited by independent auditors acceptable to the Bank, in accordance with consistently applied auditing standards acceptable to the Bank, and promptly furnish the statements as so audited to the Bor­rower and the Bank; (F) enable the Borrower and the Bank to inspect the Sub-project, its operation and any relevant records and documents ; and (G) prepare and furnish to the Borrower and the Bank all such in­formation as the Borrower or the Bank shall reasonably request relat­ing to the foregoing.

3. The Borrower, through MAFWM and DAP, shall exercise its rights under each Grant Agreement in such manner as to protect the interests of the Borrower and the Bank and to accomplish the purpos­es of the Loan. Except as the Bank shall otherwise agree, the Borrow­er, through MAFWM, shall not assign, amend, abrogate or waive any Grant Agreement or any of its provisions.

D. Environmental and Social Standards 1. The Borrower shall ensure that the Project is carried out in ac­

cordance with the Environmenta l and Social Standards, in a manner acceptable to the Bank.

2. Without limitation upon paragraph I above, the Borrower shal l ensure that the Project is implemented in accordance with the Environ­mental and Social Commitment Plan ("ESCP"), in a manner acceptab le to the Bank. To this end, the Borrower shall ensure that:

(a) the measures and actions specified in the ESCP are imple­mented with due diligence and efficiency, and as further specified in the ESCP;

(b) sufficient funds are ava ilable to cover the costs of implement­ing the ESCP;

( c) policies, procedures and qualified staff are maintained to en­able it to implement the ESCP, as further specified in the ESCP; and

(d) the ESCP or any provision thereof; is not amended, revised or waived, except as the Bank shall othentse agree in writ ing and the Borrower has, thereafter, disclosed the revised ESCP.

In case of any inconsistencies between the ESCP and the provi­sions of this Agreement, the provisions of this Agreement shall prevai l.

3. The Borrower shall : (a) take all measures necessary on its part to collect, compile, and

furnish to the Bank through regular reports, with the frequency speci­fied in the ESCP, and promptly in a separate report or reports, if so re­quested by the Bank, information on the status of compliance with the ESCP, all such reports in form and substance acceptable to the Bank, setting out, inter alia: (i) the status of implementation of the ESCP; (ii) conditions. if any, which interfere or threaten to interfere with the im­plementation of the ESCP; and (iii) corrective and preventive measures taken or required to be taken to address such conditions; and

(b) promptly notify the Bank of any inc ident or accident related to or having an impact on the Project which has, or is likely to have. a significant adverse effect on the environment, the affected commu­nities, the public or workers, in accordance with the ESCP, the instru­ments refe renced therein and the Environmental and Social Standards.

4. The Borrower shall maintain and publicize the availability of a grievance mechanism, in form and substance sat isfactory to the Bank. to hear and determine fairly and in good fa ith all complaints raised in relation to the Project, and take all measures necessary to implement the determinations made by such mechanism in a manner satisfactory to the Bank.

Section II. Project Monitoring, Reporting and Evaluation The Borrower shall furnish to the Bank each Project Report not

later than one month after the end of each calendar semester, covering the calendar semester.

Section III. Withdrawal of Loan Proceeds

A. General Without limitation upon the provi ions of Article II of the Gener­

al Conditions and in accordance with the Disbursement and Financial Information Letter, the Borrower may withdraw the proceeds of the Loan to : (a) finance Eligible Expenditures; and (b) pay the Front-end Fee; in the amount allocated and, if applicable, up to the percentage set forth against each Category of the following table:

The Borrower confirms that the importation and supply of goods , works and non-consulting services, within the Borrower 's territory and for the purpose of the implementation of the Project, shall be exempted from customs duties and va lue added tax.

8. Withdrawal Conditions; Withdrawal Period I . Notwithstanding the provisions of Part A above, no withdrawal

shall be made for payments made prior to the Signature Date. 2. The Closing Date is December 31 , 2024.

"Operating Costs" means the reasonable and incremental ex­penditures incurred by MAFWM, DAP and CFU. on account of the Project implementation, including, inter alia , expenditures fo r offi ce supplies and other consumables, utilities, communication tools , ad­vertisement fees, translation and interpretation services, car rental and fuel costs, office rental and maintenance, moving expenses, equipment insurance, maintenance and repair, printing and publications, salari es, travel per diem allowances and accommodation costs for MAFWM, DAP and CFU staff, including taxes and social contributions but ex­cluding salaries for the Borrower's civil servants.

12. "PMT" means the Project management team referred to in Section I.A. I (a) of Schedule 2 to the loan Agreement.

13. "Procurement Regulations" means, for purposes of paragraph 85 of the Appendix to the General Conditions, the "World Bank Pro­curement Regulations for !PF Borrowers", dated July 2016, revised November 20 l 7 and August 2018.

14. "Producer Groups'' means cooperative and farmer associa­tions, legally constituted in accordance to the Borrower 's applicable legal framework.

15. "Project Operational Manual '' or "POM" means the manual referred to in Section l.B. l of Schedule 2 to the Loan Agreement.

16. "Signature Date" means the later of the two dates on which the Borrower and the Bank signed this Agreement and such definition applies to all re ferences to "the date of the Loan Agreement" in the General Conditions.

17. "SMEs" means small and medium enterprises.

18. "Steering Committee" means the committee referred to in Section l.A.2 of Schedule 2 to the Loan Agreement.

19. "Sub-project" means any of the productive investments re­ferred to in Part 1.2 (a) of the Project.

"Training" means the reasonable costs, as shall have been ap­proved by the Bank, for training and workshops conducted under the Project, including tuition, travel and subsistence costs for training and workshop participants, costs associated wi th securing the services of trainers and workshop speakers, rental of training and workshop facil­ities, preparation and reproduction of training and workshop materials, and other costs directly related to training course and workshop prepa­ration and implementation (but excluding goods and consultants ' ser­vices).

AGREEMENT dated as of the Signature Date between REPUB­LIC OF SERBIA ("Borrower") and INTERNATIONAL BANK FOR RECONSTRUCTION AND DEVELOPMENT ("Bank"). The Bor­rower and the Bank hereby agree as follows:

ARTICLE I - GENERAL CONDITIONS; DEFINITIONS

1.0 I. The General Conditions (as defined in the Appendix to this Agreement) apply to and form part of this Agreement.

1.02. Unless the context requires otherwise, the capitalized terms used in this Agreement have the meanings ascribed to them in the Gen­eral Conditions or in the Appendix to this Agreement.

ARTICLE II - LOAN

2.0 I. The Bank agrees to lend to the Borrower the amount of twenty one million Euros (EUR 21 ,000,000), as such amount may be converted from time to time through a Currency Conversion ("Loan ',;­to assist in financing the project described in Schedule I to this Agree­ment ("Project").

2.02. The Borrower may withdraw the proceeds of the loan in accordance with Section III of Schedule 2 to this Agreement.

2.03. The Front-end Fee is one quarter of one percent (0.25%) of the Loan amount.

2.04. The Commitment Charge is one quarter of one percent (0 .25%) per annum on the Unwithdrawn Loan Balance.

2.05 . The interest rate is the Reference Rate plus the Fixed Spread or such rate as may apply fol lowing a Conversion; subject to Section 3 .02( e) of the General Conditions.

2.06. The Payment Dates are May 15 and November 15 in each year. 2.07. The principal amount of the Loan shall be repaid in accord­

ance with Schedule 3 to this Agreement.

ARTICLE III - PROJECT

3.0 I. The Borrower declares its commitment to the objectives of the Project. To this end, the Borrower, through RGA, with the support of the Ministry ofConstrnction, Transport and lnfrastrncture, shall car­ry out the Project, in accordance with the provisions of Article V of the General Conditions and Schedule 2 to this Agreement.

ARTICLE IV - EFFECTIVENESS; TERMINATION

4.0 I. The Effectiveness Deadline is the date one hundred and eighty days ( l 80) days after the Signature Date.

ARTICLE V - REPRESENTATIVE; ADDRESSES

5.0 I. The Borrower's Representative, who, infer a/ia, may agree to modification of the provisions of this Agreement on behalf of the Borrower through exchange of letters (un less otherwise determined by the Borrower and the Bank), is its Minister of Finance.

SCHEDULE 1 Project Description

The objective of the Project is to improve the efficiency, transpar­ency, accessibility and reliability of the Borrower 's real property man­agement systems.

The Project consists of the following parts:

Part I: Valuation and Property Taxation Carrying out of the following activities: (i) improving the system for annual property taxation through: (a)

developing a sales price registry for real estate; (b) developing soft­ware to process data from the sales price registry ; ( c) developing and assessing a Mass Appraisal pilot program on property tax rolls and collection procedures in local government units ; and (d) establishing a building registry; and

(ii) improving the real estate valuation framework through im­proving the quality of education for valuers, and adopting internation­ally recognized standards for valuation.

Part II: E-governance for Enabling Access to Real Estate In­formation

Enabling access to real estate inf6rmation through: (i) developing and implementing an integrated real estate cadaster

and registration system based on RGA's information and communica­tions technology (JCT) strategy and archive strategy;

(ii) developing a business model and technical framework in line with international standards fo r the Borrower 's national spatial data in­frastructure and upgrading the necessary network services;

(iii) developing a financial mechanism and a business plan for the sustainability of RGA's information technology department ;

(iv) developing and implementing a central analogue and digital archive management strategy, including providing necessary equip­ment and Training, and constructing a central archive building;

(v) improving the quality of RGA's data standardization and car­rying out a public outreach campaign for users to submit cadastral data; and

(vi) developing and implementing a one-stop shop system for electronic issuance of constmction permits.

Part III: Institutional Development of the RGA Improve RGA's institutional development through: (i) developing a business plan for RGA's governance and instin1-

tional and corporate planning and strategy; (ii) supporting the sustainability of the National Reference Sys­

tem and the functionality of AGROS, and improving the Borrower 's gravimetric networks and vertical reference system;

(iii) carrying out the digital mapping of selected cadastral munici­palities and transforming existing utility maps into digital form;

(iv) improving registration procedures of properties, remov­ing registration backlogs in the cities of Belgrade, Novi Sad, Nis and Kragujevac, enhancing office infrastmcture in selected municipalities of the Borrower, and setting up mobile services at selected local RGA offices.

Part IV: Project Management and Support Activities Carrying out Project management activities, including: (i) provision of support to PlU on Project management; (ii) monitoring and evaluation of the Project; (iii) public outreach on the Project activities to improve social in

clusion; (iv) provision of Training to stakeholders in the public and private

sectors according to a training plan set forth in the Operational Manual; and (v) studies on, inter alia, customer satisfaction, real estate admin­

istration and management, and based upon the results of said studies, design proposals for adoption of policies and regulations.

SCHEDULE2 Project Execution

Section I. Implementation Arrangements

A. Institutional Arrangements 1. The Borrower shall maintain at all times during Project imple­

mentation the PIU under the RGA, with the necessary resources and staff to carry out the Project, and with a composition and terms of ref­erence satisfactory to the Bank (including a director, a procurement specialist, a financial management specialist, a monitoring and evalua­tion spec ialist, a tra ining specia li st, a valuation specialist , a safeguards specialist and an accoumam).

2. The Borrower shall implement the Project in accordance with the Operational Manual.

3. The Borrower shall not amend or waive any provision of the Operational Manual without the Bank's prior written approval. In case of any conflict between the terms of the Operational Manual and this Agreement, the terms of this Agreement shall prevail.

4. The Borrower shall maintaLn at all times during Project imple­mentation a Project Council with a composition, terms of refe rence, and resources satisfactory to the Bank. The Project Council shall be re­sponsible for making major policy decisions concerning Project imple­mentation and for overall Project supervision, as well as approving an­nual work plans, training plans and reports. The Project Council shall be chaired by a coordinator from the MCTI and shall include represent­atives of the Borrower 's following institutions: Ministry of Public Ad­ministration and Local Self Government, Ministry of Finance, Ministry of Justice, Ministry of Economy, Tax Administration, Statistical Office and the Director General of RGA. The PIU director shall act as secre­tary to the Project Council.

5. The Borrower shall maintain at all times during Proj ect im­plementation a Project Steering Committee with a composition, terms of reference , and resources satisfactory to the Bank. Members of the Steering Committee shall include the Director General of RGA. the relevant RGA Sector and Department Directors whose units are direct­ly related to the Project activities, and selected experts from other in­stinnions of the Borrower. The Steering Committee shall be in charge of supervising the regular implementation activities of the Project, and shall provide reports to the Project Counci I on a quarterly basis, or as requested by the Project Council , pursuant to criteria set forth in the Operational Manual.

B. Safeguards I. The Borrower shall carry out the Project in accordance with

the EMP in a manner acceptable to the Bank, and shall not amend, sus­pend, abrogate , repeal or waive any provision of the EMP without the prior approval of the Bank.

2. In the event that, during Project implementation. the Borrow­er may decide to change the identified location of the central archive building referred to in Part II (iv) of the Project , the Borrower shall , prior to the carrying out of any works: (a) carry out an environmental assessment satisfactory to the Bank; and (b) prepare, adopt and imple­ment an environmental management plan on terms and conditions ac­ceptable to the Bank.

3. The Borrower shall ensure that no Project activities involve In­voluntary Resettlement.

Section II. Project Monitoring, Re.porting and Evaluation The Borrower shall furnish to the Bank each Project Report not

later than one month after the end of each calendar semester, covering the calendar semester.

Section Ill. Withdrawal of Loan Proceeds

A. General Without limitation upon the provisions of Article II of the Gener­

al Conditions and in accordance with the Disbursement and Financial Information Letter, the Borrower may withdraw the proceeds of the Loan to: (a) finance Eligible Expenditures; and (b) pay the Front-end Fee; in the amount allocated and, if applicable, up to the percentage set forth against each Category of the following table:

For the purpose of this table the custom duties and value added tax for the importation and supply of goods, works and non-consul ting serv ices. within the Borrower 's territory and for the purpose of the im­plementation of the Project, shall not be financed out of Loan proceeds. The Borrower confirms that the importation and supply of goods, works and non-consulting services, within the Borrower's territory and for the purpose of the implementation of the Project, shall be exempted from customs duties and value added tax.

B. Withdrawal Conditions; Withdrawal Period I . Notwithstanding the provisions of Part A above, no w ithdrawal

shall be made for payments made prior to the Signature Date. 2. The Closing Date is December 31 , 2022 .

Section IV. Other Covenants I . In connection with the provision of Training. the Borrower

shall: (a) not later than December I of each year during Project imple­mentation , furnish to Bank for its approval , a proposal for the Training plan to be carried out under the Project during the following calendar year, including: (i) an overview of the scope and content of the Train­ing programs or activities; (i i) an explanation of how each training pro­gram or activity is expected to contribute to achieving the objectives of the Project; (iii) the budget to be made ava ilable therefore; (iv) the criteria for the selection of the beneficiaries and the providers of Train-

ing; and (v) the schedule for implementation of the Training plan; and (b) immediately thereafter, carry out the pertinent annual Training plan in accordance with its terms, and in a manner acceptable to the Bank.

2. Without limitation to the provisions of Sections 5.03 and 5.06 of the General Conditions, the Borrower shall:

(a) ensure that all ROA offices enhanced under Part Ill (iv) of the Project are provided with the necessary funds and resources, and fur­nished and equipped to provide the necessary services to the public, all in a manner satisfactory to the Bank; and

(b) ensure that the RGA offices provided with mobile services un­der Part Ill (iv) of the Project are provided with the necessary funds and resources (including resources for the operation and maintenance of vehicles) and adequately staffed, al l in a manner acceptab le to the Bank.

I . "AGROS" means Active Geodetic Reference Network of Ser­bia, the Borrower 's basic infrastructure network, providing geodetic reference services to RGA and to public and private sector enterprises.

2. "Anti-Corrupt ion Guidelines" means, for purposes of para­graph 5 of the Appendix to the General Conditions, the "Guidelines on Preventing and Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and Grants", dated October 15, 2006 and revised in January 2011 and as of July I , 2016.

3. "Category" means a category set forth in the table in Section III.A of Schedule 2 to this Agreement.

4 . "EMP" means a site-specific Environmental Management Plan satisfactory to the Bank, prepared and adopted by the Borrower and disclosed in the Bank 's external website on September 25, 2019, covering Project activi ties to be carried out in the Borrower 's city of Belgrade (Municipality of Zcmun), each comprised of an environmen­tal mitigation plan and an enviror1'mental monitoring plan, and to be implemented in accordance with the provisions of Schedule 2, Section I of thi s Agreement, satisfactory to the Bank, wherein are set forth spe­cifi c detail s of measures to manage identified or potential environmen­tal risks and to mitigate, reduce and/or offset adverse environmental impac ts associated w ith the implementation of activities under the Pro­ject, together with an environmental and social baseline, details of the relevant environmental legislative framework, adequate institutional , monitoring and reporting arrangements capable of ensuring proper im­plementation of, and regular feedback on compliance w ith, the term of the EMP, as the same may be amended and supplemented from time to time with the Bank's prior written approval.

5. "General Conditions" means the "International Bank for Re­construction and Development General Conditions for IBRD Financ­ing, Investment Project Financing", dated December 14, 2018.

6. "Involuntary Resettlement'' means the impact of an involun­tary taking of land under the Project, which taking causes affected persons to have their: (i) standard of living adversely affected; or (ii ) right, title or interest in any house, land (including premises, agricul­tural and grazing land) or any other fixed or movable asset acquired or possessed, temporarily or permanently; or (iii) access to productive assets adversely affected, temporarily or permanently; or (iv) business , occupation, work or place of residence or habitat adversely affected, temporarily or permanently.

7. "Mass Appraisal" means a methodology for valuing all proper­ties in a defined geographical area, usually for property tax assessment purposes.

8. " MCTI" means the Borrower 's Min istry of Construction, Transport and Infrastructure , or any successor thereto.

9. "National Reference System" means the Borrower 's permanent network of stations with established and approved coordinates, as de­scribed in the Borrower 's Law on State Survey and Cadaster, published in the Borrower 's Official Gazette No. 72/2009, 18/20 I 0, 65/20 I 3, 15/2015 - CC decision , 96/2015, 47/2017 - authentic interpretat ion, 113/2017 - other Law, 27 /20 I 8 - other Law, 4 1/20 18 - other Law.

I 0. "Operating Costs" means the reasonable and incrementa l ex­penses incurred by RGA, on account of implementation of the Project, for office supplies and other consumables, office rent, internet con­nection and communications costs, support for information systems, translation costs, utili ties, reasonable travel, transportation, per diem, accommodation costs (lodging), and otfter reasonable expenditures directly associated w ith the implementation of the Project, as agreed between the Borrower and the Bank on the basis of semi-annual budg, ets acceptable to the Bank, excluding salaries of the Borrower 's civil service.

11 . "Operational Manual" means the Borrower's manual sat­isfactory to the Bank, describing and setting forth procedures for im­plementation of the Project and institutional arrangements, consistent with the provis ions of this Agreement including, inter alia, timetables of actions required to be carried out under the Project, the respective roles and responsibilities of the Borrower 's agencies involved in the implementation of the Project, se lection criteria and list of cadastral municipalities to be mapped under Part IIl(i ii) of the Project, select ion criteria and list of municipalities in wh ich enhancement of ollice infra­st ructure activities will be carried out under Part III(iv) of the Project, select ion criteria and list of local RGA offices at which mobile services wi ll be set up under Part III(iv) of the Project, staffing, the fiduciary, technical and operational aspects and procedures for implementat ion of the Projec t, including the financial management procedures (budg­eting, accounting and interna l control , di sbursement and flow of funds, financial reporting, annual reports , internal and external audit arrange­ments procedures and including the Project speci fie chart of accounts). procurement procedures, monitoring and eva luation arrangements, and other fiduciary and administrative arrangements and necessary terms of reference, as the same may be amended from time to time by agree­ment with the Bank.

12. " PI U" means the Project Implement ing Unit, referred to in Section I of Schedule 2 of thi s Agreement.

13. " Procurement Regulations" means, for purposes of paragraph 85 of the Appendix to the Genera l Conditions, the ' 'World Bank Pro­curement Regulations for !PF Borrowers", dated July 2016, revised November 20 17 and August 2018.

14. ''Project Council" means the council specified in Section I.A.4 of Schedule 2 to this Agreement.

15. "RGA" means Republic Geodetic Authority of the Borrower, an agency of the Borrower responsible for national mapping, surveying and registration of property rights , established pursuant to Borrower 's Law on State Survey and Cadaster, published in the Borrower 's Offi­cial Gazette No. 72/2009, 18/20 10, 65/2013, 15/2015 - CC decision, 96/2015, 47/20 17 - authentic interpretation, 113/20 17 - other Law, 27/2018 - other Law, 41 /20 18- other Law, or any successor thereto .

16. "Signan1re Date" means the later of the two dates on which the Borrower and the Bank signed this Agreement and such definition applies to all references to "the date of the Loan Agreement" in the General Conditions.

17. "Statistical Office" means the Borrower's agency responsible for production, analys is, dissemination and publication of official sta­tist ical in formation , established pursuant to Law on Official Statistics (RS Oflicial Gazette No. 104/2009).

18. "Steering Committee" means the committee referred to in Section l.A.5 of Schedule 2 to this Agreement.

19. ''Tax Administration" means Serbian Tax Administration, a government body within the Borrower 's Ministry of Finance estab-

"Training" means expenditures (other than for consultants ' services), incurred during the implementation of the Project, based on periodic budgets acceptable to the Bank, for: (i) reasonable trav­el , room, board and per diem expenditures incurred by trainers and trainees in connection with their training; (ii) course fees ; (iii) train­ing/workshop fac ility and equipment rentals ; and (iv) training materi­al preparation, acquisition, reproduction and distribution expenses not otherwise covered under this paragraph.
