1.1 Sustainability of Mobile Toy and Book Library

Purpose

To seek Council's endorsement of further funding from Housing NSW and Uniting Care Burnside to sustain and expand the Mobile Toy and Book Library (MTBL) service.

History

In 2006, The Benevolent Society extended its existing partnership with Council, to run a fully funded MTBL service for the Ambarvale and Rosemeadow communities until March 2009. Following the success of the program, Council submitted several funding proposals to interested government and non-government agencies for funds to enable sustainability of the MTBL service beyond March 2009. Housing NSW provided $24,000 and Uniting Care Burnside $4,500 over a two year period which expired on 30 June 2011. The Benevolent Society extended its funding under the Family Support Program for $24,000 per year until the end of June 2012. Council has also received $47,044 renewable funding for the period 2011-2012 from the NSW Department of Family and Community Services towards the cost of operating the MTBL in Airds, Claymore, Minto and Macquarie Fields. The MTBL service has been successful in linking into existing programs operating within the Campbelltown Local Government Area and has continued to build on partnerships with The Benevolent Society, Housing NSW, Uniting Care Burnside and other non-government agencies.

Council submitted three funding proposals to Housing NSW to enable the sustainability of the Mobile Toy and Book Library at existing groups in the areas of Airds, Claymore and Macquarie Fields beyond June 2011.

Housing NSW has offered funding of $20,000 over a two-year period from 2011/2013 from the following projects: • Airds Bradbury Renewal Project $4,000 • Claymore Building Stronger Communities Project $8,000. • Macquarie Fields Building Stronger Communities Project $8,000 These funds would allow the MTBL to sustain current levels of service provision to Claymore and Macquarie Fields and increase the level of service currently offered in Airds. Access would remain targeted at families who are vulnerable and do not currently access child care and/or other community services, who have limited transport and/or who are socially and/or economically disadvantaged. Uniting Care Burnside has also offered a further $2,500 funding for a period of one year for 2011/2012 to sustain the MTBL visits to the supported playgroup operating out of the Ingleburn Uniting Church. The funding would enable Council's MTBL Early Childhood Worker to consolidate networks with partnering agencies within the broader Local Government Area and reinforce the links for families and the services that are available to them. Council would be required to enter into a Memorandum of Understanding with Housing NSW which ensures the Department's funding in return for Council's in-kind support.

Officer's Recommendation

1. That Council accept the $20,000 from Housing NSW over two years, for 2011/2013, to enable the Mobile Toy and Book Library to sustain and expand the service to Housing NSW estates in Airds, Claymore and Macquarie Fields.

2. That Council accept the $2,500 from Uniting Care Burnside over one year, for 2011/2012,

to sustain Mobile Toy and Book Library visits to the supported playgroup operating out of the Uniting Church, Ingleburn.

Purpose

To advise Council of the successful Campbelltown projects funded under the 2011 Community Development and Support Expenditure (CDSE) funding round.

History

The CDSE scheme is a state wide initiative that recognises the significant financial support for projects and services that NSW Clubs make in contributing to the wellbeing of their communities. Campbelltown City Council and Sector Connect, the peak body for community services in Macarthur, are responsible for overseeing the administration of CDSE across the Campbelltown LGA. CDSE is administered through a Campbelltown Local Committee made up of representatives from local Clubs, Council, NSW Department of Family and Community Services and Sector Connect. The CDSE Committee makes recommendations to the Clubs who make the final funding decision.

Report

Local priorities were determined by the Local Committee, drawing on the knowledge of the community sector representatives and Council’s Social Plan. Information sessions were held on 5 April at 4pm and 6pm at Campbelltown Catholic Club with a representative from the local clubs, Sector Connect and Council staff present. A total of $42,103 was allocated to projects in the Campbelltown Local Government Area. A presentation for successful applicants will be held on 10 August 2011 at the Ingleburn Bowling and Recreation Club.

2.2 NAIDOC Week Evaluation

Purpose

To provide Council with a report on the 2011 NAIDOC Week celebrations held from 3-10 July.

Report

NAIDOC Week provides an opportunity each year to celebrate the Aboriginal and Torres Strait Islander cultures and recognise the contributions of Indigenous Australians in the community. This year the 2011 National NAIDOC theme is ‘Change: The next step is ours' which symbolises taking responsibility for the future, and to control the changes needed to plan and take action to make it happen. An official Flag Raising Ceremony, speeches and performances were held in front of Council's administration building to launch this year's NAIDOC Week celebrations on Monday 4 July 2011. The event was well attended by 200 members of the Aboriginal and wider community and was followed by a Street March to Koshigaya Park for the Family Fun and Cultural Day. The Family Fun and Cultural Day was held from 10.30am - 4.00pm on Monday 4 July at Koshigaya Park. The event included entertainment from local and Aboriginal performers, amusement rides, information stalls and community activities. Over 34 organisations provided information on their services and programs on the day. Approximately 1200 people attended the event across the day. Sixteen teams participated in the NAIDOC Week Touch Football Competition at Sarah Redfern Oval on Wednesday 6 July. A range of children's activities were also provided for younger children attending the event. To assist in the coordination of these events, Council was successful in gaining financial and/or volunteer support from Department of Families, Housing, Community Services and Indigenous Affairs (FAHCSIA), Macquarie Fields Local Area Command, NSW Communities: Sport and Recreation, Commonwealth Bank Australia, Aboriginal Employment Strategy, Campbelltown Family Support Service, Subway Minto, the Aboriginal Events Working Group, the Campbelltown Seniors Issues Group and members of the local Aboriginal community.

All events were successful and initial feedback from the community, volunteers and service providers has been positive. Feedback provided will be used in the planning of the 2012 NAIDOC Week program. A formal evaluation of Council’s NAIDOC Week activities will be undertaken to inform planning for future events. Letters of appreciation have been sent to supporters of the 2011 NAIDOC Week events.

Purpose

1. To advise Council of the formal nomination of two young people to join the Youth Advisory Sub Committee.

2. To advise Council of the resignation of two young people from the Youth Advisory Sub

Committee.

Report

The current membership of the Youth Advisory Sub Committee stands at 10 community representatives and 2 Councillors. The Sub Committee can have up to 20 community representatives. Council has received formal nominations from Ms Erika Vass and Mr Christopher Nelson to join the Sub Committee. Due to an increase in work commitments Ms Samantha Dixon and Mr Dylan Croall have advised of their resignations from the Sub Committee. These resignations together with the two new nominations maintain the community representatives at 10, leaving 10 vacancies on the Youth Advisory Sub Committee. It should be noted Council has requested a briefing on the overall operation of the Youth Advisory Sub Committee and this will be presented to Council at the next briefing night.

Reports 7.1 New Crossing on Hurley Street Campbelltown Purpose To provide feedback to the Accessibility Advisory Sub Committee regarding a suggestion for the Roads and Traffic Authority (RTA) to erect a sign cautioning pedestrians and advising them of the traffic light phasing at the new traffic crossing on Hurley Street, Campbelltown. Report At the Accessibility Advisory Sub Committee of 15 February 2011 it was suggested that Council officers contact the RTA requesting that they consider erecting a sign cautioning pedestrians and advising them of the traffic light phasing at the new traffic crossing on Hurley Street, Campbelltown. Report Council’s Open Access Forum was held on 19 April 2011 with a focus on ‘Preparing for Ageing with a Disability’. Approximately 35 people attended the event which featured guest speakers followed by a panel discussion. Guest speakers included representatives from the Macarthur Aged Care Assessment Team, Family & Community Services - Ageing, Disability and Home Care; Alzheimer's Australia and the Northcott Society. Eight disability organisations had information stalls with a range of ageing and disability information for attendees. Feedback from both community members and services providers was very positive and will be used in planning future events. The next Open Access Forum will be held on Tuesday 21 June 2011 with a focus on the new Commonwealth Disability (Access to Premises – Buildings) Standards. General Business 8.1 Installation of CCTV It was noted that during the weekend evenings Hallinan Park is a popular place for large groups of young persons to gather and partake in anti-social behaviour, resulting in broken glass being scattered throughout the area and damage to the newly installed Liberty Swing. It was suggested that the implementation of CCTV could be a suitable deterrent. Councillor Borg noted that he will raise the matter at a briefing evening being held in relation to CCTV within the Local Government Area. Councils Acting Manager Technical Services encouraged Sub Committee members to report these groups to the Police Assistance Line (131 233), to enable the Local Area Command to identify that this is an issue and incorporate Hallinan Park as part of their regular patrols. Purpose

To advise Council of the arts and cultural activities being programmed by Campbelltown Arts Centre through shop fronts within Minto Mall and delivered through the Centre’s Live Art 2011 program.

History

Council at the meeting of 14 December 2010, Community Services Committee Item 3.1 - Australia Council for the Arts - Interarts Funding Submission supported the Art Centre's application for $50,000 towards the 2011 SITELab program - a series of collaborative performance works in partnership with communities in Minto. Council was successful in securing $49,500 funding from Australia Council for the Arts for the program. Live ART 2011 will see the continuation of the successful SITELab 2010 creative residency and Minto Live program that focused on the development of new work that encouraged audience participation and interaction particularly through live performance, multidisciplinary arts practices and the use of new technologies. As part of the development for SITELab 2010, the old Post Office within Minto Mall was identified as an ideal space to directly connect with the community. As the programs progressed, additional disused shops were identified to be used, at no cost, for further arts programs delivered by the Arts Centre in 2011.

Report

From July to November 2011 up to 10 shopfronts will be used for a number of free creative arts residencies and community engagement programs. These include: Perry Keyes, Johnny Barker and Alicia Talbot Creative Development For two weeks in August artists Perry Keyes, Johnny Barker and Alicia Talbot will be based at the Old Post Office Shopfront to research and develop a new performance work. Perry Keyes is a singer/songwriter who has strong family connections to Minto.

Jenny Shiller Art Exhibition Jenny Shiller is an emerging Aboriginal artist living in Minto. The Old Post Office Shopfront will display a selection of her paintings during September – October. Samuel Jones This multi-arts based residency program has been scheduled for 10-28 October 2011 and will use up to ten shopfronts within the Mall and invite eleven artists to participate. One of the selected artists, Samuel James, has already commenced preparatory work for his project and will be working from the Old Post Office during July. The artist is currently collecting stories from local residents and shopkeepers to produce five short films. Five shopfronts have been negotiated for the artist to use during the production of these films. It is proposed that these short films will be projected on the side of selected Minto houses and within the Old Post Office shopfront during SITELab. Live Art 2011 has been integrated into the overall Minto Arts Program that is aimed at developing and implementing arts programs that make a strong contribution to developing cohesive communities in Minto. The Minto Arts Program also forms an important part of the broader One Minto Plan. No further funding of this program would be required by Council.

To advise Council of the signing of the 2011-2015 Parliament of New South Wales Aboriginal Art Prize Memorandum of Understanding.

History

The Parliament of New South Wales Art Prize was established in 2005 as a project partnership between the Parliament of NSW and Campbelltown City Council. The acquisitive Prize of $20,000 was created to support the development of NSW Aboriginal artists and the recognition of their work. This original agreement was supported by the NSW Government through Arts NSW and The University of New South Wales through the College of Fine Arts (COFA).

Report

The expiration of the original five year Memorandum of Understanding presented an opportunity to expand the scope of the Prize. An additional partner was secured in Coal & Allied to increase the prize money to $40,000. In addition to the main prize, the contribution from The University of New South Wales has been increased to over $120,000 in scholarships, to be offered through the COFA that support Aboriginal visual artists to undertake tertiary study. The program will provide for two scholarships (one undergraduate and one graduate), $30,000 which will be paid directly as a stipend to each student to assist with their cost of living during their full time study and ensure that they are able to complete their degree. Now in its 7th year, the Prize has become a highly anticipated event and is currently the richest Aboriginal art prize package on offer in Australia. The redeveloped Prize now presents further opportunities for NSW Aboriginal artists to develop their skills and raise their profile within the community.

The Memorandum of Understanding will be reviewed annually and continues until 2015.

Purpose

To advise Council of the 2010/2011 Australian Representative Donation recipients.

Report

Residents of Campbelltown who are selected to represent Australia are considered as eligible for financial assistance from Council, as detailed in the objectives of the Donations to Individuals, Community Organisations, Sports, Cultural and Arts Representatives Policy. The Policy statement details eligible individuals in sport to be "An amateur athlete residing within the Campbelltown City area who has been selected either individually or as a member of a team by the representative National Association to represent his or her country and be entitled to wear the Australian Coat of Arms, may be given a donation of $500 towards meeting their expenses". The Policy also provides financial assistance to sporting teams. Teams composed of a majority of residents of the City of Campbelltown who have been selected as a team by the respective National Association to represent the City of Campbelltown at a recognised national or international championship are eligible. A donation of $1,000 is provided towards meeting the expenses of the team selected. In 2010/2011 Council made twenty three donations of $500 to eligible residents. These residents were selected to represent Australia in a wide range of sports, including the Australian Oztag team which competed in New Zealand and the United Kingdom, the Australian Athletics team at the International Paralympics Committee (IPC) World Athletics Championships, the World Triathlon Championships, as well as international events for swimming, ice skating, and in-line skating. Council has received positive feedback from participants, recognising that without the Representative Donation Program they would not have been able to achieve their goal of representing Australia in sport.

To seek Council's endorsement to proposed changes to the Library Services' copying and printing charges.

Report

Council's Library Services has provided a photocopying and printing service at all branch libraries for many years. Currently the Library charges 20 cents for an A4 copy/print and 40 cents for an A3 copy/print. Recent feedback from library customers and subsequent benchmarking with other local suppliers of photocopying services has indicated that the charges levied for black and white photocopies in Council's libraries is considerably higher than that charged by other providers. The relatively high prices for copying and printing are thought to be a contributing factor in the downturn in use of printing and photocopying facilities across the Library Service in recent years. Benchmarking indicates that other local providers of photocopying services charge between 7 and 10 cents for A4 black and white copy/print and between 15 and 20 cents for A3 black and white copy/print. To provide better value for Library customers it is recommended that the cost of black and white prints and copying be reduced to 10 cents per A4 copy/print and 20 cents per A3 copy/print. It is anticipated that the change in price will increase use of the service across all libraries. Colour printing costs were modified in the current fees and charges and are consistent with prices charged by other providers and do not require adjustment.

• Campbelltown Swimming Centre - increase reflects an increase in Learn to Swim compared

to previous years. • Eagle Vale Central - has maintained Learn to Swim, fitness and to a lesser degree pool

attendance over this period. • Macquarie Fields Indoor Sports Centre - experienced an increase in fitness memberships

and attendance over the quarter. Additionally there has been an increase in facility hire and group bookings.

• Campbelltown Athletics Centre - the reduction in athletics attendees is due to a trend of a reduction of student participating in school athletics carnivals. The number of carnivals remains consistent with 2010 bookings.

• Campbelltown Football Stadium - there were two NRL matches held at the Stadium, which is comparable to the same period in 2010. There has been a reduction in local football matches played at the Stadium which has contributed to the reduction in attendees. Spectator numbers for Wests Magpies home matches held at the Stadium are considerably lower and there has been less games played before these matches.

• The Bicycle Education Centre - had an increase in numbers during this period due to the

increased number of school groups attending the Centre. There was also an increased number of attendances during the Open Days even thought a quarter of the Open Days were affected by wet weather.

• Sporting Ground (Clubs) - Sporting Ground attendances are based on registered players per season, and include two uses per player each week. Usage slightly increased due to an increase in baseball and cricket registrations for the 2010/2011 season.

• Sporting Grounds (Schools) - School sport is estimated at 50% of winter season usage. This has remained constant.

Network of agencies 10 CALD and People with Disabilities The Social Plan identifies target groups for which Council should provide services. This report targets activities for groups from culturally and linguistically diverse communities and people with disabilities. Childrens Services 534 children with a language other than English access Council's Childrens Services. There are 103 staff and carers with a language other than English working in Council's Childrens Services. 79 children with disability access Council's Childrens Services and there are 3 staff members with disability working in Childrens Services. Arts Centre During this quarter Arts Centre staff developed and managed the following programs for CALD communities and people living with disabilities. New Work Old Tricks 30 April – 1 August New Work Old Tricks presents a selection of new work commissions from across Campbelltown Arts Centre’s multidisciplinary artistic program. With a focus on works that have occurred offsite, on residency and as initiatives of education and public programs, the exhibition is timely in presenting and reflecting upon the outcomes of these commissions. The launch of New Work Old Tricks presented the performance of Kathy Cogill and Latai Taumoepeau. Cogill and Taumoepeau performed short skits in which the artists dress up, impose, mask and decorate their bodies to consider façades, their perception, deception and what lies beneath the surface of meanings. Their performance stretches and redefines outward actions of difference, playing with symbols of identity politics in Australia to explore the complexity at play in an individual’s cultural identity. Edge of Elsewhere 2012 – Community Engagement Projects Campbelltown Arts Centre and 4A Centre for Contemporary Asian Art.

Coming into its third year, Edge of Elsewhere artist Phaptawan Suwannakudt has begun her community engagement workshops in her development of a new commission work that will be presented in Edge of Elsewhere 2012. Campbelltown Arts Centre hosted a morning tea, 10 community participants from Minto and Campbelltown, all from a Pacific Islander background shared their ideas, thoughts and experience about place, migration and your sense of home. Phaptawan has collected the stories shared in the morning tea along with used garments from individuals in various Sydney communities. She will produce the garments into contour icons whose stories which she will re-tell in the form of collage onto series of canvases. The canvases will be assembled into a mural which depicts the story of each individual as part of a collective of co-habiting identities. Edge of Elsewhere is produced for Sydney Festival by Campbelltown Arts Centre in partnership with 4A Centre for Contemporary Asian Art, and is supported by the Australia Council for the Arts, through Community Partnerships and the Visual Arts Board, and the NSW Government through Arts NSW. East of Africa West of Sydney – Writers in Conversation Sydney Writers Festival - Thursday 19 May 2011 Campbelltown Arts Centre presented East of Africa West of Sydney as part of Sydney Writers Festival. Prize judge Ajoa Yeboah-Afari, presented an exclusive and insightful conversation with winners of the 2011 African region Commonwealth Writers’ Prize, Aminatta Forna, author of the acclaimed The Memory of Love, and rising star Cynthia Jele, Happiness is a Four Letter Word. Free to the public, the audience engaged in the insightful cultural presentation. East of Africa West of Sydney was supported by the Commonwealth Foundation. 2011 Music Program: Pascal Roge and Ami Roge – Four Hands, Two Hearts 15 May Pascal Roge is one of the greatest interpreters of French piano music, playing along side his partner Ami Roge the audience was entertained by a culturally diverse program including Faure and Poulenc. Benevolent Society Annual Exhibition Exhibition Dates: 20 May – 12 June 2011 Campbelltown Arts Centre presented the annual exhibition of The Benevolent Society. The exhibition showcased a number of works from individuals and groups with disabilities. The exhibition was open to the public and all works were for sale. This exhibition highlights the dedication and support The Benevolent Society has for the community. NEAMI NEAMI is a community funded organisation supporting people with mental illness. Every Thursday NEAMI run an art class, supported by a number of carers and professional arts tutors. Campbelltown Arts Centre has supported this program for over 2 years; the program develops the skills and confidence of the participants finishing the year with an annual show in the centre’s Rehearsal Studio, this is a great opportunity for the community to gain a better understanding of mental illness and the organisations involved in supporting these individuals. NEAMI will present as exhibition from 1 – 8 August 2011.

Embroiderers Guild of NSW Campbelltown Group Campbelltown Art Centre supports the Embroiderer’s Guild through support of their regular meetings held at the centre. The members of the Guild are of a diverse cultural background. The meetings are great opportunity for Campbelltown Arts Centre to support a program encouraging interaction and creative learning through embroidering techniques. Holiday and Term Workshop Programs The Arts Centre continues to provide a diverse range of workshop programs throughout the year for both children and adults. The Autumn and Term 2 Workshops programs were presented this quarter. Flamenco Dancing - dance workshop for all levels, inspired by dancing styles of Spain. African Adventure - presented Africa in a colourful workshop that included a puppet show and story, show and tell, music, dance and costumes. Indian Garlands - learning the traditional art of Indian body decoration, how to make paper flowers and thread Indian rice into a brightly coloured garland to wear on special days.
