Report on State Level Consultation on Hospital Safety and
Disaster Management

Introduction
The combined project of KSDMA-UNDP- ‘Comprehensive Plan for Hospital Safety and
Disaster Management’ is proposed to be implemented in the 14 major public hospitals of
Kerala (one in each district), to examine the hospital safety standards and to equip the
hospital administration prevent and manage disasters which are relevant to the health sector.
The one day state level consultation was conducted on 20-07-2019 at KSIHFW to kick start
the program across the state of Kerala.
Participants
The participants in the workshop included Virtual Cadre Officials/ Nodal Officers of
disaster management of Department of Health in the districts of Kerala along with the
representatives from General/District Hospitals of all districts. There were a total of 52
participants, in total. List of registered participants is enclosed.
Sessions
Inaugural session
The workshop was inaugurated by Dr V Meenakshi, Additional Director, Public Health,
Government of Kerala. In her inaugural address, she recollected how the health staff had
dealt the flood disaster last year and the scope for planning and coordination. She also
stressed on the importance of robust Disaster Management training, citing the example of
2018 Nipah outbreak. Dr Swapnakumari, Vice Principal, KSIFW presided the function. She
shared her experience of handling public health issues during Ockhi cyclone, as District
Programme Manager, National Health Mission. Mr Job Zachariah, UN Recovery Coordinator
outlined the importance of preparedness in the health sector in connection with disasters. He
suggested scaling up of the project to CHCs and PHCs to equip them to function during all
disasters. Mr Job Zachariah discussed the three scenarios of Hospitals and Disasters and
connected to this to the concept of ‘Green Hospitals’. Dr Prathap Chandran, Surveillance
Medical Officer, National Polio Surveillance Project, WHO, explained the importance of
preparatory measures to face any disaster. Mr Joe John George (State Project Officer,
UNDP), Dr Sreeja Nair and Mr Ronu Mathew participated in the inaugural session.
Forenoon session
In the first session during the forenoon, Dr Anil Vasudevan, Deputy Superintendent, GH,
Thiruvananthapuram, chaired the panel discussion. He mentioned about the current condition
of public hospitals and recent projects in the health sector on Trauma care program and
ambulance services. Moreover, he talked on the importance of fire safety, pollution control,
importance of using Personal Protective Equipment during disaster rescue, strengthening
healthcare for emergency management and the need to invest more in Disaster Management
through mitigation efforts such as training and capacity building.
Dr Hari Kumar, Regional Coordinator for South Asia, Geo Hazard International, presented
on ‘National Perspective on Hospital Safety’. He mentioned basic principles of Disaster
Management and Disaster Management frameworks such as Sendai Framework, DM Act-
2005 and NDMA guidelines on Hospital Safety, 2016. Relevance of functionality of hospital
in disaster situation was discussed in sufficient detail.
Dr Cyril G Cherian, Nodal Officer, Ernakulam presented the ‘Hospital Disaster
Management Plan’ of Ernakulam district. He also shared his personal experiences during
flood and similar disaster situations.
Later, Ms Chithra, Instructor, Indian Institute of Emergency Medical Services (IIEMS)
presented the results of a study on Training Needs Assessment (TNA) conducted by UNDP,
KSDMA and IIEMS.
Further, during the question-answer session, there were several questions from the audience
for which the panellists responded. Dr Sujith from Idukki suggested that there needs to be a
training of multi sectoral stakeholders on disaster management, especially structural safety.
The panellists agreed to it and responded that such trainings may be included in the future
along with policy level interventions. Mr Job Zachariah described the importance of bringing
the policy makers into formal platform.
Another question was on the need of sending doctors for pre hospital care on field to which,
Dr Cyril Cherian responded that such a team was constituted due to the need of the time. The
team was constituted with different medical and paramedical staff, and not just doctors alone.
To another question, he responded that the plan development started from 2008 onwards and
could be completed in one year under the current circumstances without much cost involved.
The task is doable, and is a work in progress. There was another question whether special
consideration for differentially abled persons was there in the plan, which he replied in
negative. To a question whether the despatch time of 20 minutes can be reduced, the
panellists agreed that it would be difficult.
There was a suggestion from a participant that various funds from different sources like
NCRMP may be channelized and integrated to this common capacity building program.
Regarding unsafe buildings and inadequate structural mitigation measures, the panellists
suggested that the regulatory measures provided in DM Act may be used by the DDMA as
appropriate checks.
Afternoon session
Post lunch session was chaired by Dr Ajith Venugopal from MOSC Medical College,
Kolenchery. Dr Harikumar presented the basics of Hazard- Vulnerability- Risk analysis and
various structural and non-structural mitigation measures. He emphasized on the importance
of good quality design and construction.
Mr Ronu Mathew from KSDMA presented the structure of the proposed Hospital DM
Committee. Importance of representative from each committee was brought into attention. He
added that the structure of committee may not be strictly followed across all hospitals, as
specifications of each hospital may be different.
Dr Uma Vasudevan, DPO- UNDP, presented the draft template of Hospital Disaster
Management Plan. Importance of each aspect of the plan was stressed, taking into account
various aspects of Hospital Safety and Disaster Management.
Major deliverables- Way forward
Mr Joe John George, SPO listed down various deliverables of the project, while discussing
‘way forward’:
Initially, the Hospital Safety Project will be implemented in 14 selected Government
Hospitals of the state (one in each district).
Three documents which were discussed- NDMA Guidelines on Hospital Safety,
Health Departmental DM Plan and draft template of Hospital Disaster Management
Plan will be sent to the participants within a few days.
Participants shall send the feedback/ suggestions of the draft template of Hospital
Disaster Management Plan to KSDMA office within a week of receipt of the
template.
From every selected hospital, representatives from the Hospital Disaster Management
Committee (one representative from each department) shall be provided specialized
training on comprehensive Hospital Safety and Disaster Management. A detailed
training module shall be prepared, with respect to this specialized training
programme. List of trainers shall be provided by the respective hospitals.
One-day orientation programme on Hospital Disaster Management shall be provided
to all district hospitals.
Once Hospital Disaster Management Plans are prepared, every concerned hospital
shall test the effectiveness of plans by conducting mock drills.
Other stakeholders such as NCRMP may be involved in further up scaling of the
project, using their funds available for Capacity Building.
