SAVAR TRAGEDY: THE LARGEST MANMADE DISASTER IN THE HISTORY OF BANGLADESH

A relief operation by:

Association of Development for Economic & Social Help (ADESH)

& Diakonia Bangladesh

Funded By: Diakonia Background: We were in shock when we have seen the destructive collapsing of the Rana Plaza in Savar Bus Stand on 24th April, 2013. It was a nine storied building having shopping mall in first two floor and Garments factory in the rest which was completely pancake collapsed on underground at 8.30 a.m. In the first hour after collapsing several rescue team are operating evacuation and relief assistance there including Army, Fire service and civil defense, Law enforcement agencies, different medical team and volunteer groups with public initiatives. The factory building, an eight-storied structure, did not have the approval from RAJUK. The owner of the building, a local leader of the Juba League, reportedly managed the permission from the local municipality to erect a five-storey building there. But eventually he built eight floors on the foundation of a five-storey structure. Not alone the building owner, crime was also committed by those who had housed their garment factories in a faulty building. Despite knowing that Rana Plaza, which visibly developed some major cracks on its pillars, the owners of the building and five garments factories forced their several thousand workers to enter the building to work defying all cautionary words from the local municipal authorities as well as the local government engineer. There are several workers who has rescued reported that 3rd floor factory authority promised them to provide two month salary in advance if the workers join in their duty and 4th floor factory authority warned the worker for not paying any salary of this moth if they don’t join in their duty. A private bank branch which was also housed in the building had been closed since Tuesday apprehending imminent collapse of the building. End of the ninth day of 2nd may 2013, the government official reports showed that 510 have died, 2731 has been rescued among them huge number of people are seriously injured, still more than several hundreds of people are missing.

Disaster Scenarios and ADESH initiatives: Just after the incident early in the morning ADESH have activated its organizational contingency plan and made ready emergency team, volunteers and logistics for the relief operation and immediately communicated with our donor agency diakonia for notifying situation, need for relief goods and seeking financial assistance. It was very difficult to reach the incident place for immediate emergency response due to queue of huge people, national emergency teams and law enforcement agencies restriction. Meantime ADESH 35 Volunteer have involved in the road for smoothly run the Ambulance & Relief team Car who are trained our ongoing diakonia project. in the afternoon ADESH emergency team had reached the incident place and primarily made the loss and damage assessment including the need assessment after through observation of the hazard and immediately communicated with all of its donor agencies mainly with diakonia for the urgent relief operation for the victims who has been found out and who has trapped in the building. In the evening on the spot, after preparing all kinds of assessment ADESH emergency team have distributed water and search light for the victims who was trapped down in the building and made continuous communication with diakonia country office. After providing necessary materials to the victims in the collapsed building the emergency team has reached at the Enam Medical Collage & Hospital and distributed water, Juice pack, dry foods to the victims who has injured. In the night it was enormous need of food and life support at the both place of collapsed building and hospitals. Emergency team has reached at the destruction place immediately again to provide water, juice pack and dry food to the trapped victims and the rescue teams up to the 11 o’clock at night and made continuous communication with diakonia country office.

After them the team has reached at spot and provided electric ware, search light, bulb, air freshener, facial musk to the rescue team including water, dry food and made continuous communication

with Diakonia country office. In the meantime our donor agency Diakonia has reached at spot and together ADESH emergency team and Diakonia have distributed air freshener, Naphthalene, water, facial musk, dry food, Blitching powder. Two staff of ADESH went with the Diakonia staff to Dhaka for purchasing hand mike, torch light, facial musk, Oral Saline and cloth, Scent, GolapJal for the funeral as because it was a huge lack of goods in almost all markets in Savar. Meanwhile Church of Bangladesh had asked for the assistance to us for providing necessary volunteer services at the spot and hospitals for distributing some relief goods. In the evening both the ADESH and diakonia staff has come back to Savar with proper relief goods and then we have prepared the goods including processing them for the distribution. In the night ADESH emergency team has reached at the spot and provided hand mike, torch light, facial musk, Oral Saline to the Rapid Action Battalion (RAB) and cloth, Scent, GolapJal for the funeral. It was an immediate need of oral saline for the victims who were getting treatment at the hospital that is why ADESH emergency team urgently reached at the hospital and provided huge amount of oral saline. ADESH monitoring and evaluation regularly observe the situation and find out the needs of the incident and immediately mobilized the resources and logistics according to need based approaches.

Suddenly there is a huge want of electric cooler arise at the spot for facilitating air to the victims who are in trapped down under the building. ADESH emergency team decided to purchase electric cooler for the victims. But it has become very difficult to purchase electric fan in the local market due to the closing time of markets and lack of proper electric cooler in the markets. As the need the emergency team has purchased several electric cooler with light facilities and Corpur, GolapJal (Kind of Perfume) distributed among the victims who are trapped down

under the ruined building for remove the bad smell. ADESH team has prepared some goods like torch light, facial musk, Oral Saline, Small Charger Fan (6’’) and cloth, Scent (ATOR),GolapJal for the funeral and distributed them in the spot and Adharchandra School Field.

Coordination: ADESH emergency team have maintained regular coordination with the others team of operation including government and nongovernment agencies including civil people in both the spot, hospitals and Adharchandra school and facilitated with providing the information of resources, logistics and relief activities. Remarks:

• There is a big need of funeral coffin for the dead bodies in the hospitals and Adharchandra High School ground. ADESH emergency team is also trying to buy the coffin from the local market but the local shopkeeper are throwing high price for each coffin due to the huge want for it and immediately somebody have provided the necessary coffin for the dead bodies at school.

• Risking their lives and braving unbearable stench of rotting corpses hundreds of rescue workers, including ADESH volunteers were engaged in salvaging lives from the debris of wreckage at Savar, are tirelessly working round the clock for the past four days. These volunteers were the first to arrive at the site of the rescue after the building collapsed on Wednesday. They have been working shoulder to shoulder with the trained professionals of the Armed Forces and the Fire Service and Civil Defense. As the need of this incident we are feeling the important necessity of uniform, helmet, whistle, tool carrying bag, first aid, walky-talky, hardware support for the ADESH volunteer team to both building collapse and fire and regular mock drills.

• At this moment there are huge problem to work on for the victims due to lack of goods in local market that is why the team member has to buy goods from different places including Dhaka individually at this crisis moment. Therefore the team is focusing more on purchasing goods and its proper distribution to the victims and rescue teams as soon as possible. Diakonia country office also sending all kinds of necessary relief goods from Dhaka which is not available in Savar market for the victims as per the need which has been distributed immediately to the stakeholder.

• There was an emergency need for the equipment and tools in the start of rescue operation at the spot to cut the brick and concrete which was supplied very lately but if it could provide earlier then several lives would be saved. ADESH emergency team will have to be updated with proper tools and techniques to be ready to respond in the future incidents.

• On the first day of relief operation of ADESH emergency team many local

organizations had showed their interest for relief work and they contacted us for the information mainly the organization that are from Dhaka and outside of Savar have taken our assistance to operate their relief operation. We have assisted them providing the location and volunteer support.

• Just after the incident the diakonia country manager have regularly maintained

communication with us in every 15/30 minutes and listen the present situation and have provided guidelines for emergency operation. Regular communication from diakonia with ADESH executive director have boost up our emergency work. We are very happy that all diakonia partner organization have effectively observe the incident and they have notified us all the time to be a part of this emergency need with their recourses which have encouraged us very much to work for the victim more effectively.

• During the emergency response and relief work few ADESH staff was become ill due

to the bad smell of the dead body and also become little bit trauma seeing physically imbalance body structure of the dead bodies. But later on with first aid and medicine they are well now.

ADESH organizational situation: From the very beginning of the incident ADESH regularly found the situation of its group member who worked in this building. In initial stage of findings, there are three group member we were missing and trapped down under the building among them two member had been rescued and return to his house. ADESH staff have went to all of them houses and met their family member where they have given us few opinion about the incident The missing victim Shayla’s relatives says with mourn “ Shayla did not take any lunch for that day, I told her please take your lunch but Shayla replied do not worry there will be no duty today because the renovation will take place, I will just go and take my salary and will return home very soon” Shayla’s mother is in shock and shared with tears in the eyes “I told her not to go office today but Shayla did not listen to me, my daughter had painted her hand with Mehendi on that night, worn a beautiful Shari and visit all members in the homestead to say bye, now look my daughter has given us good bye forever” The rescued victim Hasem said “When I entered in the factory I have come to know that the factory authority has given statement for having no fear to work on. But my floor in charge “Forkan” said us yesterday that if we join in our work then they will pay us two month salary in advance. Meanwhile when the authority decided to switch on 4 generators at once then protested them not to start the generator. The authority was telling us that there is no risk of this building to fear about, it is much protected than ever” Immediate reconstruction activities for future Action: a) Damage and need assessment for implementing humanitarian activities. (sample enclosed

annex) b) Initiatives from diakonia partner organizations for short term or long term restoration

development work for under the humanitarian assistance in right based approach to the

victims who are alive but still in trauma and the injured (legal aid support and advocacy, material support , skill development program, medical support & psychological counseling and other program as per victims need). There could be possible to work with the group member, their family member, relatives and neighbors who are the victims of this incident through several reconstruction works.

c) Submitting project proposal to donors for the reconstruction process to overcome form this

risky and vulnerable situation with several important activities and Disaster Risk Reduction process with few important activities (Skill development program through training with ADESH volunteer team Upazilla Disaster Management Committee (UZDMC), Union Disaster Management Committee (UDMC), Group member and group leader, elite people, student & teacher and tools support for the volunteer team of uniform, helmet, whistle, tool carrying bag, first aid, walky talky, hardware support for both building collapse and fire and regular mock drills)

d) ADESH is going to recall all of its volunteers who have worked really hard and given their

best to save the lives of those victims and will provide them an acknowledgement and prestigious award for their brave contribution in this emergency work.

Conclusion: The air in the site is still ranting with the cries of the wailing crowd desperately looking for their near and dear ones, missing in the aftermath of the catastrophe. Many dead bodies have been handed over to the relatives while all-out efforts are continuing to trace the missing ones, particularly to salvage those trapped in the ruins and debris of the collapsed building, from awfully difficult conditions. Indeed, this is a Herculean task; all concerned are sparing no efforts in rescue operations. A very special thank to diakonia for their humanitarian contribution to the victims of this incident. This emergency operation could not be possible without the mental, physical and financial support from diakonia. ADESH would like to also thank all the member of ADESH emergency team and its volunteers who have given their worthless support and time to complete this operation successfully.

In the factory gate all general managers and production managers including the floor in charge has given them a lot of pressure to the workers and they provide threat that if the worker will not attend in the floor the authority will not pay any salary of this month to anyone. Being afraid of the authority all the workers including Shayla attend to her floor. I went to the factory on next day at 8.00 am said Momotaj Begum. When we was in afraid to join in the work the general manager and production manager of these factory assured us and said that the engineers has checked the building and found no major risk rather a simple plaster breakdown so all the workers can join to work. But we also denied their proposal. After then they have given us another proposal that if we do not go back to work they will rusticated us from the job and will not pay any salary for this month. Unfortunately we have joined in our work. May be after 30 minutes later the electricity was gone and the authority decided to switch on 4 generators at once but we protested them not to start the generator. After 3/5 seconds later suddenly a huge vibration was started and made 2 big sounds and destroyed the floor all together one after another. When I was running to the gate for save my life the enormous size of concrete bricks fallen on my body in our floor where with me there was several people who have died on that time. But with me there were more 10/12 people who were still alive and the floor was just about 18 inches above from us. After a long time trapped down under the building we have heard a sound of breaking bricks by someone then we have notified him that we are alive and requested to save our life. The man assured us for the rescue and went for collecting tools to cut the wall but it was a long time that he did not come back. We were frustrated and were in deep trouble in dark of having no food, water, Oxygen with included of very bad smell from dead bodies. In this way she spent next 2 days under the collapsed building. On the third day of rescue operation one member of fire service and civil defense reached at their trapped point and announced by hand mike for the searching of survivals. When Momotaj heard the announcement she shouted for their presence and asked for saving their life. Then the rescuer cut the wall and rescued them with having huge worst physical and mental situation. Immediately Momotaj was being taken to the Combined Military Hospital (CMH) in Savar Cantonment for the treatment. The doctor have given her few salines and put her for 4/5 hours and later on she was being discharged. Now she is living in her own house at West Rajashon taking rest all the time. Still she could not able to take some treatment due to lack of money. Now she is feeling huge pain in her finger, chest, shoulder, left knee and some other places. She cannot sleep all the night having scared of building collapse. Remarks: Momotaj said, The General Manager and Production Manager have left the building just before the collapse as they have feared of working in that risky building. She have requested the CMH authority to provide her a evidence letter of getting treatment from the hospital as a victim of Rana Plaza incident but he authority denied her proposal and said there is no provision of giving this kind of letter. Momotaj told us with huge anger, the owner of this building and owner of these factories should be hanged to death as the innocent worker have died under this building. It they are not punished this kind of incident will be replied again. If the government could give punishment in previous occasion then Rana Plaza would not be collapsed yet.
