1. Introduction:
One of the core objectives of the MGNREGA is ‘Strengthening the Livelihood base of the poor’
through creation of productive assets of prescribed quality. To achieve this, Selection of work,
site, design and the execution of each work has to be in a manner as to maximize the
outcomes.
To acquaint and train the MGNREGA technical functionaries for all the permissible works under
MGNREGA, Ministry of Rural Development conducted ten programmes for the training of State
Technical Resource Teams (STRTs) on ‘SAMARTHYA’ Technical Training Manual (MGNREGA),
published by the Ministry.
Out of ten training programmes for STRTs, eight were conducted at NIRD&PR, Hyderabad and
two were conducted at North East Regional Centre (NERC) of NIRD&PR, Guwahati. The duration
of each training was of four days. Total numbers of participants trained in the trainings are 260
from 31 States/ Union Territories (UTs). Resource persons for trainings were experts from
Ministry and technical resource persons, working in the field related to MGNREGA works from
different states. These trainings were anchored by the experts from Ministry and facilitated by
the NIRD&PR.
Ms. Aparajita Sarangee, Joint Secretary (MGNREGA) launched “SAMARTHYA” Technical Training
Manual (MGNREGA) and addressed participants on the first day of the first training programme
held from 23rd March to 26th March, 2015 at NIRD&PR, Hyderabad. Shri S. M. Vijayanand, (Sec
PR & DG NIRD-PR) addressed participants on the last day of the ninth training programme held
from 2nd June to 5th June, 2015 at NIRD&PR-NERC, Guwahati.
In these training programmes, out of 32 states/ UTs, 31 states/ UTs participated. Goa did not
participate in any of the training programme.

2. Objectives:
The prime objectives of the trainings were:
To develop a cadre of trainers / experts in planning, convergence, execution, and
maintenance of MGNREGA works in respective states at State level (State Technical
Resource Team [STRT]), District level (District Technical Resource Team [DTRT]) and Block
level (Block Technical Resource Team [BTRT]).
To acquaint and train technical functionaries for works allowed under MGNREGA, to
improve quality and durability of the assets being created under MGNREGA.
To acquaint the MGNREGA technical functionaries with all circulars/ guidelines issued from
the Ministry on works and convergence.

3. ‘SAMARTHYA’ Technical Training Manual:
To train the MGNREGA technical functionaries on different type of permissible works under MGNREGA,
Ministry has developed ‘SAMARTHYA’ Technical Training Manual (MGNREGA) as a training cum
reference manual for technical functionaries. It was launched on 1st day of first batch of training, on 23rd
March, 2015 at NIRD&PR, Hyderabad by Joint secretary (MGNREGA), Ms. Aparajita Sarangee, IAS.

3.1. Aspects covered in the Manual:
For creation of productive assets of prescribed quality and durability to strengthen the
livelihood resource base of the rural poor, it is necessary that the engineers/ technical
personnel implementing the programme are clear about the activities which are to be carried
out under different type of works permitted under MGNREGA. Secondly, for quality and
durability, the basic technical input required in selection of work site, surveying, designing,
planning, layout, execution and maintenance of works etc. are well known to the engineers/
technical personnel implementing the programme. Therefore, in this manual all these aspects
have been covered.
Aspects covered in the manual are as follows:
i) Activities which are to be carried out under different type of works permitted under
MGNREGA for:
a) Development of rain fed areas on watershed approach,
b) Development of irrigated areas on command area approach and
c) Development of agriculture & rural infrastructure.
ii) The basic technical input required in selection of work site, surveying, designing, planning,
layout, execution and maintenance of works;
iii) Quality Control & Maintenance of works under MGNREGA;
iv) How convergence of MGNREGS with other ongoing schemes in rain fed areas and command
areas can be carried out for gap filling and value addition;
v) The list of relevant Circulars on MGNREGA works issued by the Ministry and are effective.

4. Creation of State Technical Resource Teams (STRTs):
To convene technical training programme at District level and Block level down the line to train
District Technical Resource Team (DTRT) and Block Technical Resource Team (BTRT) & ensure
quality and durability of MGNREGA works, State Technical Resource Teams (STRTs) from 31
States/ UTs have been trained in 10 training programmes conducted at NIRD&PR, Hyderabad
and NIRD&PR NERC, Guwahati.
The process followed for creation of STRTs is as follows:
4.1. Identification/ Selection of STRT Members:
Engineers directly involved in implementation of MGNREGA at state and district and engineers
from concerned line departments implementing MGNREGS or converging MGNREGS with their
departmental schemes were nominated by the state as STRT members, to participate in the
training.
4.2. Schedule of the trainings conducted:
Duration of each training was of four days. First day was dedicated to introduction on
‘SAMARTHYA’ Technical training manual, pre-assessment of trainees on subject matter,
sessions on watershed development and water budgeting in rain fed areas. After lunch it was
on watershed interventions in Non-arable areas, Arable areas and drainage line. In the evening,
2 hours’ film on watershed shown to the trainees which cleared their concepts and all doubts
on watershed development approach, as intimated by almost all the trainees.
Second day was dedicated on Afforestation, Tree plantation, Horticulture and Command area
development.
Third and fourth days of the training were on Rural and Agriculture infrastructure related
works, Quality control and Convergence of schemes with MGNREGS. On third day visit to Rural
Technology Park (RTP) at NIRD and PR campus was also made to give exposure on different
buildings constructed using different appropriate technologies.

4.3. Method adopted for training:
Different participatory and interactive methods were adopted during the training as given
below.
Power point presentation: Power Point presentation was a primary tool used to impart
training. All power point presentations were validated and edited as required by the technical
team, before being presented. Whenever require white board was also used to show
calculations and draw sketches.

films were shown during the training:

Field visit: In eight training programmes conducted at NIRD-PR, Hyderabad, field visits were
organized to Rural Technology Park (RTP), on 2nd / 3rd day of the training, to acquaint
participants for different cost effective, appropriate and green construction technologies.

Recap session: Recap sessions of half an hour were organized on 2nd, 3rd and 4th day of the
training to discuss queries on training imparted on previous day, after self-study.
4.4. Pre and Post Training Assessment of trainees:
On first day of each training, to gauge the participants’ understanding on works under
MGNREGA a pre training assessment was conducted on topics on which training was to be
conducted. On the fourth day i.e. last day of training, again same (Pre-test) questionnaire was
circulated among the participants for post training assessment.

Questionnaire with model answers used for first 7 and 10th training is provided at Annexure-II
and Questionnaire with model answers used for 8th and 9th training is provided at Annexure-III.

Performance in pre- assessment and post- assessment in the graph below shows that, there is
very much enhancement in knowledge level of trainees on the subjects of training given, after
each training programme.

4.5. Assessment of satisfaction level of STRT members:
At the end of each training, online evaluation was conducted to capture the satisfaction level of the
participants on the training programme; reports on evaluation of all batches are at Annexure-IV. Overall
effectiveness score, of seven training programme out of ten is more than 86% and of remaining three
training programme is more than 80% as given below in Table-6

4.6. Impact of STRT Training:
Chhattisgarh STRT was so impressed that after return to their state, they requested
government and got their ‘Chief engineer’ and ‘Superintending engineer’ concerned nominated
to attend this training at Guwahati.

5. Feedback/opinions and suggestions from STRTs:
Feedback/ Opinion and suggestions received from State Technical Resource Teams (STRTs) after
each training of ‘SAMARTHYA’ Technical Training programme and comments of National
Technical team on the suggestions received are at Annexure –VI.

6. Action plan for creation and training of DTRTs and BTRTs:
Preparation of action plan for creation and training of DTRTs and BTRTs, STRT members
discussed among themselves and with resource persons. On the last day of training, STRTs
submitted action plans for the conduct of DTRTs and BTRTs training programmes down the line
in their states, in the format shared by the Ministry, given at Annexure - VII. Sate wise Action
plans to conduct training programmes for DTRTs and BTRTs is at Annexure - VIII.

What is its importance?
As tree plantation is a time bound activity, so as to carry out the nursery and tree plantation
activities in time, a month wise schedule of activities for nursery operations and for the conduct
of tree plantation like site clearance , pitting, pit filling, tree plantation, etc. need to be prepared
before the conduct of raising nursery and tree plantation.
The main importance of preparing this schedule of activities is that it becomes easy for
implementing agency to execute the works in time and also for monitoring the works.
20. Mention the criteria adopted while selecting the species to be planted on bunds?
They are as follows:
a) Trees which grows straight and have less canopy.
b) It should be farmer friendly.

intensity in mm/ hr for the duration equal to time of concentration then from the figure 3.14 the
peak rate of run off may be calculated.

23. What are command area and its objectives and why we need it?
Command area is the area which can be irrigated by particular reservoir/ dam. The main
objective of Command Area Development (CAD) programmes are as given below:
a. Minimization of water losses through lining of canals, increasing canal capacity, installation
of control structure and improved techniques for more efficient water usage.
b. The maximization production of grains from water use through on farm development works,
construction of an improved and wider farm road network, improved agriculture techniques
brought by adaptive research and agriculture extension etc.
c. The equitable distribution of water throughout the command area and greater control over
canal system as a whole.
