REPORT ON “CONSTRUCTION OF STORM WATER DRAINAGE SYSTEM IN PURI TOWN” Introduction Drainage problem in the heritage town of Puri was a matter of concern for decades past. The urban catchment of Puri has been planned under five numbers drainage Zones and the works programmed under eight numbers of packages covering Zone wise either primary or secondary or both depending on the size of the drainage network in the Zone. The project formulation, Survey, Design, Planning, Estimate and DPR was prepared through an agency Voyants Solutions Private Limited”. Sanction accorded by Ministry of Urban Development, Govt. of India under JNNURM Scheme in their CSMC meeting held on 24-04-2009 for Rs.7182.00 Lakhs, out of which central share as ACA is capped at Rs.4500.00 Lakhs and balance amount of Rs.2832.00 Lakhs including Rs.150.00 Lakhs towards Land acquisition, will be funded by the State Govt. During the course of execution, as per demand of site conditions, certain layout and design modifications have been made and the cost of project has been revised to Rs. 137.91 Crores duly approved by the administrative department of Housing and Urban Development. Introduction

Achievements upto August 2014

For facilitating the award of contracts, the entire project is divided into eight

separate packages. Agreements for all the eight numbers of packages under the

project were concluded during 2010-11 with scheduled execution period of 18

months as per the maximum permissible time limit stipulated under JnNURM

guidelines. The total agreement value of the project divided into these eight

packages is Rs. 96.08 crore. All contracts were awarded between June-July 2012.

For several reasons as highlighted below, there has been delay in project

implementation.

The status and the rate of progress of the project was a matter of concern

for authorities in Department of Water Resources, the District Administration and

State Administration particularly in the context of ensuing Nabakalebar of Lord

Jagannath during July, 2015. The Storm Water Drainage System of Puri Town

under JnNURM had been completed for a length of 35988 m out of total drain length

of 77661 m (i.e. 46 %) by end of August 2014.

Action taken in view of Nabakalebara 2015

Drainage problem being a vulnerable issue in the context of Nabakalebara

2015, Principal Secretary, DoWR instructed the Engineer-in-Chief, Water

Resources to look in to the matter and do the needful to expedite the progress and

ensure completion of most essential project components including missing links and

outfalls for safe drainage of Puri Town before Nabakalebara 2015. As per

proceedings of the review meeting held on 16.08.2014 under the Chairmanship of

the Chief Secretary, Odisha, it was decided in view of the upcoming Nabakalebar-

2015 that construction of 18 kms of drain is to be completed on priority basis so as

to ensure safe drainage such that drainage issue shall not be a problem for the

devotees and pilgrims during Nabakalebar. Besides, an additional length of 2.00km

(approx.) was to be taken up as per requirement of district administration in

connection with Nabakalebar 2015.

Review/Monitoring of progress, Inspection of work and Action suggested

Weekly Nabakalebara Co-ordination Meeting is held regularly at Puri every

Monday by the Collector, Puri. Besides reviewing progress of the project, the

issues relating to bottlenecks like encroachment eviction, shifting of service

utilities and other issues are discussed and sorted out on weekly basis.

Besides, RDC, Central Division has undertaken several field visits and review

meetings to expedite the progress of work.

The Collector, Puri & Principal Secretary, H & UD have taken steps to get

approval from the railway to construct the drain through their area in Zone II.

Monitoring and evaluation of the progress of the project were streamlined.

Besides review by the Collector, Puri every Monday, Chief Engineer and

Superintending Engineer, Executive Engineer have taken up intensive review

on daily basis with concerned field staffs and contractors to sort out bottlenecks.

Weekly Review Meeting is held regularly in Rajiv Bhawan every Saturday by

the EIC-cum-Special Secretary, DOWR. Daily Progress Report was furnished

by the Executive Engineer for appraisal of the Principal Secretary, DOWR.

Regular visits by the Principal Secretary, DOWR to Puri along with EIC-cum-

Special Secretary, DOWR and Engineer-in-Chief, Water Resources for review

of drainage works in presence of agencies.

The Principal Secretary, DOWR holds review meeting in his office chamber on

progress of drainage works at regular interval.

The DC-cum-ACS regularly visits Puri for review of drainage works.

The Chief Secretary, Odisha frequently visits sites and holds review meetings

in Puri and Bhubaneswar.

Major Decisions taken by different officials for timely completion of work

A total length of 1268 m drain was withdrawn in two occasions i.e. 637 m and

631 m from the scope of the agency engaged in Zone-I Primary Drain as per

clause 2 (b) (iii) under conditions of contract and awarded to OCC ltd. in two

different packages to complete the work before Nabakalebara 2015.

A total length of 2778 m drain was withdrawn in three occasions i.e. 1470 m,

678 m and 630 m from the scope of the agency engaged in Zone-V Primary &

Secondary Drain as per clause 2 (b) (iii) under conditions of contract and

awarded to three agencies including OCC ltd. to complete the work before

Nabakalebara 2015.

As per instruction of the Principal Secretary, DOWR, the head quarter of

Superintending Engineer, Drainage Circle, Cuttack was fixed in Puri with effect

from February 2015 for close monitoring and timely completion of the work.

A length of 1215 m was decided to be constructed as outfall drain towards

Samangara village as the villagers protested to carry out the construction of

outfall drain near Cashew factory. In spite of repeated attempts, the outfall drain

could not be completed due to some unreasonable demands by the villagers.

As decided, the work will be taken up after Nabakalebara festival.

As decided, a new drain was to be constructed from Hospital square to Musa

River for early discharge of storm water from Medical Square. But, the same could

not be taken up as it was apprehended that the work might not be completed in

time.

The package wise details and its use/utility are as outlined below

Primary Drain Zone –I : A total length of 3131 m has been programmed to be

executed under JNNURM scheme out of which a length of 2051 m including

most essential parts and missing links for a length of 946 m as programmed for

Nabakalebara 2015 was completed by the end of June 2015. The area covers

Sidhhamahavir, Dadabadi, Kumutipatna, Adarsha Nagar, Maruti Nagar and

Bank Colony. The drainage system outfalls near Kaju factory square by the side

of main road near village Samangara. The drainage network under this package

will solve the storm water drainage congestion of the locality.

Secondary Drain Zone –I : A total length of 4352 m has been programmed to

be executed under JNNURM scheme out of which a length of 3291 m including

1398 m length of drain as programmed for Nabakalebara 2015 was completed

by the end of June 2015. The area covers Kumutipatna, MaitriVihar, Mangala

Lane, Attakala Lane, BeheraSahi and Sidhhamahavir. The drainage system

outfalls to Zone-I Primary Drain. The work under this package will solve the

storm water drainage congestion of the locality.

Primary Drain Zone –II : A total length of 5212 m has been programmed to be

executed under JNNURM scheme out of which a length of 4313 m including

most essential parts and missing links for a length of 1964 m as programmed

for Nabakalebara 2015 was completed by the end of June 2015. The area

covers ITI area, Block Colony, Railway Area, Ashram chhak. The drainage

system outfalls to BankiMuhan at two places. The drainage network under this

package will solve the storm water drainage congestion of the locality as

described above.

Secondary Drain Zone–II : A total length of 12573 m has been programmed

to be executed under JNNURM scheme out of which a length of 11860 m

including most essential parts and missing links for a length of 3031 m as

programmed for Nabakalebara 2015 was completed by the end of June 2015.

The drainage system outfalls to Zon-II Primary Drain which will solve the storm

water drainage congestion of the locality such as Penthakata, Block Colony,

Sreekhetra Colony, PKRIT Colony, DhobaSahi, Railway Colony, CT Road,

Sarbodaya Nagar, GundichaVihar etc.

Primary & Secondary Drain Zone –III : A total length of 11693 m has been

programmed to be executed under JNNURM scheme out of which a length of

5602 m including most essential parts and missing links for a length of 1112

m as programmed for Nabakalebara 2015 was completed by the end of June

2015. The area covers Makubana, Ganesh Jaga, Bhoisahi, Sangram Club

Lane, Bagha Akhada Lane, Friends Club Lane, Grand Road, Dolabedikona.

The drainage system outfalls to Musa River at four locations. The work will

solve the storm water drainage congestion of the locality.

Primary Drain Zone –IV : A total length of 8427 m has been programmed to

be executed under JNNURM scheme out of which a length of 7665 m including

most essential parts and missing links for a length of 3271 m as programmed

for Nabakalebara 2015 was completed by the end of June 2015. The area

covers Wild Grass Lane, Mochisahi, SCS College, Women’s Hostel, Hotel May

fair Area, Sea Beach, Kacheri Area, Grand Road, Red Cross Road, Railway

Area. The drain outfalls to BankiMuhan. The work will solve the storm water

drainage congestion of the locality.

Secondary Drain Zone –IV : A total length of 13603 m has been programmed

to be executed under JNNURM scheme out of which a length of 7776 m including

most essential parts and missing links for a length of 2130 m as programmed for

Nabakalebara 2015 was completed by the end of June 2015. The area covers

MochiSahi, Kachery Area, SCS College area, VIP road, Fire Station, Police Line

and Sea Beach. The drain outfalls to Primary Drain of Zone-IV. The drainage

network will solve the storm water drainage congestion of the locality as

described above.

Primary & Secondary Drain Zone –V : A total length of 14624 m has been

programmed to be executed under JNNURM scheme out of which a length of

8459 m including most essential parts and missing links for a length of 1642 m

as programmed for Nabakalebara 2015 was completed by the end of June 2015.

The area covers Sea Beach, Badheisahi, Bali Sahi, Mangala Ghata, Mishra Sahi,

Hatisala, Khetriya Mahasangha, Lokanath Temple area, Damodar road,

Baliapanda, Seven Hill area, Behera Sahi, Kakatia Hotel to Birla Guest house,

Bali Sahi to Birla Guest House and Bidhabashrama area. The drain outfalls to

Mangala River at two places one at Hotel Sterling Resort and the other at

Mangala Ghat. The drainage network will solve the storm water drainage

congestion of the locality as described above.

Primary & Secondary Drain Zone –V (Withdrawal portion for Nabakalebar

urgency along Sea Beach) : A total length of 1470 m of Storm Water Drainage

System was programmed to be executed for Nabakalebara 2015. The total work

has been completed. The area covers sea beach, Swargadwara area,

Satalahadi Matha etc. The drain outfalls to Zone-V Primary Drain. The work will

solve the storm water drainage congestion of the locality. This drain is a part of

the Primary and Secondary Drain in Zone-V withdrawn from the original

contractor to complete the work before Nabakalebara festival.

Primary & Secondary Drain Zone -V(Withdrawal portion for Nabakalebar

urgency Part-I) : A total length of 678 m of Storm Water Drainage System

was programmed to be executed for Nabakalebara festival. The total work

has been completed. The area covers Loknath Temple area and Housing

Board Colony. The drain outfalls to Zone-V Primary Drain. The drainage

network will solve the storm water drainage congestion of the locality. This

drain is a part of the Primary and Secondary Drain in Zone-V withdrawn from

the original contractor to complete the work before Nabakalebara festival.

Primary & Secondary Drain Zone -V(Withdrawal portion for Nabakalebar

urgency Part -II) : A total length of 630 m of Storm Water Drainage System was

programmed to be executed for Nabakalebara festival. The total work has been

completed. The area covers Prachi Square, Light House Area and Sea Beach

area. The drain outfalls to Mangala River. The work under this package will solve

the storm water drainage congestion of the locality. This drain is a part of the

Primary and Secondary Drain in Zone-V withdrawn from the original contractor

to complete the work before Nabakalebara festival.

Primary Drain Zone -I (Withdrawal portion for Nabakalebar urgency) :

A total length of 637 m of Storm Water Drainage System was programmed to be

executed for Nabakalebara festival. The total work has been completed. The area

covers Dadabadi Lane, Maruti Nagar and Adarsha Nagar area. The work will

solve the storm water drainage congestion of the locality as described. This drain

is a part of the Primary Drain in Zone-I withdrawn from the original contractor to

complete the work before Nabakalebara festival.

Primary Drain Zone -I (Withdrawal portion for Nabakalebar urgency Part-II) : A total length of 631 m of Storm Water Drainage System was programmed to

be executed for Nabakalebara 2015. The total work has been completed. The

area covers Bhudan area, Balighat and Gopalpur. The drain outfalls to Zone-I

Primary Drain. The work under this package will solve the storm water drainage

congestion of the locality. This drain is a part of the Primary Drain in Zone-I

withdrawn from the original contractor to complete the work before

Nabakalebara festival.

Construction of Storm water Drainage system of Puri Town ( Outfall Drain

of Samangara village in Zone-I) : A length of 265 m has been completed out of

1215 m as programmed for Nabakalebara 2015. The work could not be

completed due to certain issues raised by the villagers of Samangara. As

decided, the work will be taken up after Nabakalebara festival.

Construction of Storm water Drainage system in periphery of Jagannath

temple at Puri : A peripheral drain around the temple of Lord Jagannath for a

length of 928 m has been programmed and completed to drain out storm water

from the four sides (Dwaras). The storm water coming from the temple premises

will be drained out to Zone-III Primary and Secondary Drain and Zone-IV Primary

Drain. This work has been taken up and completed as a deposit work from

Housing and Urban Development Department.

Progress achieved during different stages of execution

Total length of drain is 79804 m including 928 m of drain in periphery of

Temple.

Total length of drain completed by August 2014 is 35523 m.

Total length of drain completed in between September 2014 and June 2015

in view Nabakalebara 2015 is 20733 m including 928 m drain in periphery of

Temple.

Total length of drain completed upto June 2015 is 56256 m and handed over

to Puri Municipality for future maintenance.

Balance length to be executed is 23548 m after Nabakalebara subject to

availability of fund.

Placement of funds and expenditure incurred

An amount of Rs 65.91 crores has been received so far from H & UD

Department out of which expenditure to the tune of Rs 61.81 crores has been

incurred by July 2015.

Inspection of Works through Quality Auditors

Three teams of Quality Auditors comprising of three members in each group

were formed vide letter no. 5900 (4)/P dated 08.05.2015 of Planning &

Coordination Department in order to conduct quality audit of different

Nabakalebara related works and submit their report in respect of quality aspects.

Accordingly, they visited the sites and inspected all the works undertaken for

Nabakalebara 2015 on different dates and submitted their report.

Various issues encountered during course of execution

Many Sahis and Bastis (habitations) in Puri Town are existing in an

unplanned and haphazard way. Also, in most places encroachment of

existing roads in their front by house owners is a serious problem. Many

commercial establishments like hotels also have encroached on the existing

roads in many places. Demarcation and eviction of encroachments are the

major stumbling blocks in the progress of the work.

Underground service utilities like live water supply pipe lines, sewerage lines,

electric cables, telephone cables interfering along/across the alignment of

the drain have hampered the progress significantly. Shifting of service utilities

like water supply pipe lines, electric poles, telephone poles etc have also

contributed to the overall delay.

In Zone II, getting permission from railway to construct the drain through their

area is delayed. Most drains in this Zone come under railway area.

Precaution taken during Nabakalebara 2015

Three excavators were kept at 3 outfall points namely (1) Outfall at

Mangala River near Hotel Sterling (2) Outfall point at Bankimuhana near

Hotel BNR (3) Outfall point near Samangara.

Extra manpower were deployed for cleaning of extraneous matters

(plastics & other solid matters) from drains during the Yatra period from

16th July 2015 to 30th July 2015.

Additional officers in the rank of Junior Engineers and Assistant

Engineers were deployed for ensuring safe drainage round the clock

during Rath Yatra.

Action proposed to be taken

Balance length of left out 23548 m drain to be executed subject to

funding.

Safe and efficient discharge at three outfall points to be ensured.

Puri Municipality to take up annual cleaning of drains prior to monsoon.

Outfall point in Samangara village needs to be taken up.

Water Supply Pipe line interfering across/along the drain at various

places mainly at VIP road near Dalema Hotel, Mangalaghata, Ashram

Chhaka and etc. to be shifted for smooth flow of storm water.

Solid Waste Management is to be ensured in Puri Town in order to avoid

congestion in Storm water drain.

Sewerage system has to be fully functional in Puri Town so that sewage

will not flow into storm water drain.
