Introduction: Green Skill Development Programme (GSDP)

The Ministry of Environment, Forest & Climate Change (MoEF&CC), Government of India

has been implementing a Central Sector Scheme titled Environmental Information System

(ENVIS) since 1982-83. ENVIS by providing scientific, technical and semi-technical

information on various environmental issues has served in facilitating policy formulation and

environment management at all levels of Government as well as in decision-making aimed at

environment protection and its improvement for sustaining good quality of life for all living

beings. ENVIS is a decentralized network of 67 Centres of which 32 Centres are dealing with

“State of the Environment and Related Issues” are hosted by State Government / UT

Administrations, called ENVIS Hubs and remaining 35 Centres are hosted by environment-

related governmental and non-governmental organizations / institutes of professional

excellence, with varied thematic mandates pertaining to environment, called the ENVIS

Resource Partners (RPs). Utilizing the vast network and expertise of ENVIS Hubs/RPs, the

Ministry has taken up an initiative for skill development in the environment and forest sector

to enable India’s youth to get gainful employment and/or self employment, called the “Green

Skill Development Programme (GSDP)”. The programme endeavors to develop green skilled

workers having technical knowledge and commitment to sustainable development, which will

help in the attainment of the Intended Nationally Determined Contributions (INDCs),

Sustainable Development Goals (SDGs) and National Biodiversity Targets (NBTs). India

being the second most populous country in the world is bestowed with a large working

population and has advantage of reaping this demographic dividend. However, high drop-out

rates from school coupled with poor vocational skills may hinder in reaping this dividend.

There exists a demand-supply gap of skill sets, both cognitive and practical, at various levels

in the Environment / Forest fields in India. Green skilling is crucial for making a transition

from energy and emissions – intensive economy to cleaner and greener production and

service patters. Hence future activities under GSDP will include process based green skills

such as, monitoring and managing activities such as waste, energy efficiency, impact

minimization and assessment, etc. Realizing the demand for green skilled youth, the (GSDP)

has been conceptualized and developed in MoEF&CC in consultation with National Skill

Development Agency (NSDA), the nodal agency for synergizing skill development initiatives

in the country, under the Ministry of Skill Development & Entrepreneurship (MSDE).

Background

energy efficiency, impact minimization and assessment, etc.

Realizing the demand for green skilled youth, the Green Skill Development Programme

(GSDP) has been conceptualized and developed in MoEF&CC in consultation with National

Skill Development Agency (NSDA), the nodal agency for synergizing skill development

initiatives in the country, under the Ministry of Skill Development & Entrepreneurship

(MSDE).

As a RP of ENVIS, the centre in the year 2018-2019 had under taken training of

ETP/CETP/STP operation and maintenance (O & M) under GSDP of MoEF & CC, GoI.

Total 15 master trainers were trained and some of them got job and rest went for higher

study. Looking to the success of the training, this year (2019-2020) also, ENVIS- MoEF &

CC organized training on Cleaner Production Assessor. The same has been conducted

successfully. We are thankful to ENVIS for putting trust on GCPC as RP.

About us

Gujarat Cleaner Production Centre (GCPC) established by the Department of Industries and

Mines, Government of Gujarat with technical support of United Nations Industrial

Development Organization (UNIDO), working on the promotion of Cleaner Production and

Clean Technologies. GCPC is a regular member of Global Resource Efficient and Cleaner

Production Network (RECPnet), UNIDO and Climate Technology Centre and Network

(CTCN) – an operational arm of UNFCCC Technology Mechanism, hosted by the UNEP in

collaboration with UNIDO.

GCPC is acting as an Environmental Information System (ENVIS) Resource Partner (RP) for

Ministry of Environment, Forest & Climate Change (MoEF&CC), Government of India as

per the new mandate of ENVIS, MoEF&CC, GoI. GCPC started its activities under ENVIS

in the year 2003 as ENVIS Node and in the year 2005 the Node was converted to the centre.

For the promotion of Cleaner Production (CP) and Clean Technology (CT) the centre has

taken many activities such as Orientation / Awareness Programmes, CP Assessment Projects,

CP Demonstration Projects, CP Dissemination Programmes etc.

GCPC has also played major role in framing Gujarat Industrial Policy, 2009 and 2015 and

supported Government of Gujarat in framing various schemes/ policies pertaining to CP &

CT.

GCPC has so far conducted more than 500 Orientation Programmes in different Industrial

Estates and Academic Institutions. The centre has successfully completed more than 200 CP

Demonstration Projects in different industrial sectors inclusive of Textile, Dairy, Pulp &

Paper, Chemical and Petrochemical, Pharmaceutical, Dyes and Dye Intermediates,

Electroplating, Bentonite Manufacturing, Stone Crushing, Ceramic, Glass, Re-Rolling and in

service sectors like Hotels and Hospitals and documented success stories for the same. With

the efforts of GCPC ‘Cleaner Production’ has been included as a subject in course

curriculum of B.E. & M.E. Environment in engineering colleges of Gujarat.

Selection Criteria

The selection of the candidates for admission is a two-step process. In the first step, education

qualification points are given by GCPC-ENVIS based on the information received in

application.

The minimum qualification is science graduate. The points are given based on the following

trends. Maximum point for first step is 5.

The merit list after calculating the marks obtained in first step is circulated to all the selection

committee members.

In the second step, eligible candidates are called for personal interview before selection

committee at GCPC office Gandhinagar. In personal interview points are given based on the

following criteria. Maximum point for second step is 30:

Launching Ceremony Certificate Course on Cleaner Production

Assessor

GCPC-ENVIS Centre organized Launching Ceremony of ‘Certificate Course on Cleaner

Production Asessor’ under Green Skill Development Programme (GSDP), ENVIS,

MoEF&CC, GoI on 24th February, 2020 at GIDC Board Room, Gandhinagar, Gujarat.

The dignitaries present during the ceremony were:

The inauguration started with welcome address by Dr.

Bharat Jain, Member Secretary, GCPC & Coordinator,

ENVIS. Dr. Jain briefed about the Green Skill

Development Programme (GSDP) an initiative of

ENVIS, MoEF&CC, GoI for skill development in the

environment and forest sector to enable India’s youth

to get gainful employment and/or self employment. He

mentioned that this programme is initiated with an

objective to develop green skilled workers having

technical knowledge and commitment to sustainable

development, which ultimately helps in achieving the

Intended Nationally Determined Contributions (INDCs) and Sustainable Development Goals

(SDGs).

He mentioned this programme is designed and developed in MoEF&CC, GoI in consultation

with National Skill Development Agency (NSDA), the nodal agency for synergizing skill

development initiatives in the country, under the Ministry of Skill Development and

Entrepreneurship (MSDE). Dr. Jain mentioned about the success of previous such

training/course, which was held at GCPC, Gandhinagar. He also mentioned that this

programme is fully sponsored by ENVIS, Ministry of Environment, Forest & Climate

Change, Government of India and total 15 candidates are selected by the panel of experts

through a personal interview. He concluded wishing success to the candidates.

• During practical training the candidates were divided in to three (3) different groups

having five (5) members each and they had been assigned a task to conduct CP

Assessment. Each group has been provided different sector specific industries for

practical application of Six Step Cleaner Production Methodology.

Theoretical Sessions

Under the Green Skill Development Programme on ‘Cleaner Production Assessor’ (Master

Trainers), the theoretical training started (DAY-1) from 24th February, 2020, Monday

wherein Dr. Bharat Jain, Member Secretary, GCPC & Coordinator, ENVIS briefed the

Industrial Scenario of Gujarat and India including the major industrial incidents such as

London Smog and Bhopal Gas Tragedy. He discussed different types of pollution and its

source. He briefed the two different approaches to tackle pollution i.e. ‘Reactive’ – Pollution

Control after the generation of pollution and other is ‘Proactive’ – Pollution Prevention i.e.,

Cleaner Production. He briefed about the inception of Cleaner Production Concept including

its definition prepared by the United Nations Environment Programme (UNEP) presently

known as the UN Environment including the Cleaner Production Hierarchy.

Dr. Jain also discussed the “Difference between End-of-Pipe (EOP) Treatment Technologies

and Cleaner Production’, he mentioned that End-of-Pipe Treatment focuses on ‘Treatment of

Pollution and Waste’ after its generation through various End-of-Pipe Treatment

Technologies such as Effluent Treatment Plants, Common Effluent Treatment Plants, Sewage

Treatment Plants, Common Hazardous Waste Incineration Facilities, Treatment, Storage and

Disposal Facilities, etc., wherein the concept of Cleaner Production is a ‘anticipate’ and

‘prevent’ philosophy its reduces waste and emissions right at its source of its generation.

He concluded briefing the advantages of Cleaner Production to Environment, Health and

Safety including Cleaner Production Indicators.

(DAY-2) from 25th February, 2020, Tuesday, Mr. Yash Lakdawala, Addl. Assistant

Environment Engineer, GCPC continued the training session mentioning about the ‘Cleaner

Production: Tools” giving simple examples, wherein he mentioned CP options or measures

are grouped into three major categories: 1) Waste Reduction at Source, which includes Good

Housekeeping Process Change (process change includes Raw Material Change, Better

Process Control, Equipment Modification and Technology Change). 2) Recycling includes

(On-Site Reuse and Recovery), (Creation of Useful By-Products) and 3) Product

Modification.

On (DAY-2) from 25th February, 2020, Tuesday, Mr. Abhi Patel, Assistant Environment

Engineer, GCPC continued the training session mentioning about the ‘Cleaner Production

Methodology (Six Steps for Cleaner Production Implementation) i.e. Analyze Process Steps,

Generating CP Opportunities, Selecting CP Solutions, Implementation of Cleaner Production

Solutions and Maintaining & Sustaining Cleaner Production .

Mr. Abhi Patel mentioned that to organize Cleaner Production Assessment in industry first of

all requires a qualified CP Team inclusive of plan head, factory manager, person from

production, utility purchasing, accounting including cleaner production officer, EHS Head

and other interested employees. He mentioned Cleaner Production requires a team work.

Each and every member of the team is designated with different responsibilities.

He discussed the methodology step-by-step giving simple examples including the generation

of cleaner production options in the industry. Mr. Abhi Patel, discussed the need for material

balance, preparation of mass balance, waste stream identification, and implementation of

options. He concluded mentioning about the most important thing on sustaining cleaner

production activities. He also elaborated the concept of exchange of waste between the

companies, industrial ecology and concept of Industrial Symbiosis which focuses on how

Waste can be used as a resource or Raw Material in the Industry. He concluded mentioning

about the concept of ‘Eco Industrial Parks / Green Industrial Parks’ with world-class waste

management systems, resource conservation opportunities, common environmental

infrastructure facilities.

On (DAY-3) from 26th February, 2020, Wednesday, Shri D.M. Thakker, Environment

Engineer, GPCB, Shri Samir Shah, Director, Devarsons, Industries Pvt. Ltd. Ahmedabad and

Mr. Love Patadiya, CEO & Founder, Soni Group of Technologies, Kadi were invited as

experts by GCPC-ENVIS to discussed the case studies of Cleaner Production implementation

in different sectors. They discussed case studies of CP implementation in Ceramic, Glass,

Textile, Dairy, Recycle Paper, Chemicals and Petrochemicals, Pharmaceuticals, Dyes and

Dye Intermediates, Bentonite, Fish Processing, etc. including examples of Cleaner Production

and Recent Environmental Trends.

Shri D.M. Thakker, Environment Engineer, GPCB discussed Hazardous Waste Management

and Environment Audit Scheme with the candidates. He elaborated the Hazardous Waste

Management Rules including the initiatives taken by Government of Gujarat for Hazardous

Waste Management mentioning about the Treatment, Storage and Disposal Facilities

(TSDFs), Common Hazardous Waste Incineration Facilities (CHWIF) including the steps for

its prevention.

Shri Samir Shah, Director, Devarsons, Industries Pvt. Ltd. Ahmedabad addressed the

candidates mentioning about the Cleaner Production and Recent Trends in Environment

Protection. He also elaborated the Case Studies on Cleaner Production Implementation in

various sectors including the environmental conservation initiatives taken by Devarsons. He

briefed the before and after scenario of Cleaner Production Implementation. He mentioned

that Cleaner Production not only helps in improving environmental performance of the

industries but also helps significantly through financial savings.

Mr. Love Patadiya, CEO & Founder, Soni Group of Technologies, Kadi discussed the

implementation of CP tools implemented in their respective industry for solid and liquid

waste reduction with environment / technical and financial benefits.

Practical Training

The practical training was conducted from 27th February to 6th March, 2020 wherein students

were provided a platform where they can apply their theoretical knowledge into practice

providing exposure of conducting ‘Cleaner Production Assessment in Industries’. GCPC-

ENVIS team divided the candidates into three (3) different groups having five (5) members

each and they had been assigned a task to conduct CP Assessment in the different industries

of different industrial sectors. The exercise includes formation of CP Assessment Team for

conducting CP Assessment in Industries.

The CP Team consisting of:

Top Management (Plant Head / Factory Head)

(Production Head)

(Utility Head)

(Purchasing Head)

(Accounting Head)

(Cleaner Production Officer) as the head of the entire CP Assessment Team

(Environment, Health & Safety (EHS) Department Head) (Other interested

employees)

The team of candidates were provided platform to visit:-

1. M/s. Akash Dyes and Intermediates, Ahmedabad

2. M/s. N.R. Agrawal Industries Ltd., Vapi

3. M/s. Zenitex Mill Pvt. Ltd., Surat

The team of candidates after conducting detailed CP Assessment as per the defined

Methodology has prepared a detailed CP Assessment Report consisting of their observations

made during their plant (industry) visit. The report consists of ‘Process Flow Diagram,

Process Details, Waste Stream Identification and Characterization, Generation of Cleaner

Production Options, Selection and Implementation of Cleaner Production Options and

Strategy for Sustaining Cleaner Production Activities’.

Under this course after the completion of practical training the theoretical (written

examination), practical examination and viva was conducted on 6th March, 2020, Friday at

Gujarat Cleaner Production Centre – ENVIS Centre from 11:00 AM to 5:00 PM under the

supervision of Dr. Bharat Jain, Member Secretary, GCPC & Coordinator, ENVIS and GCPC

team members Mr. Abhi Patel, Assistant Environment Engineer, GCPC and Ms. Disha

Bhavsar, Assistant Environment Engineer, GCPC and Mr. Yash Lakdawala, Addl. Assistant

Project Engineer, GCPC.

The students made a detailed presentation on their observations and learning’s during their

practical training. Different questions were asked by the expert Dr. Bharat Jain, Member

Secretary, GCPC & Coordinator, ENVIS related to observations on students such as Waste

Stream Identification, Solutions for Waste Minimization, Good Housekeeping, etc. during

viva.
