    That in accordance with Report FIN-13-19, '2014 Anchor and Partnership Grant Requests', dated November 28, 2013 it is recommended:

    a) That the following 2014 Anchor Grant requests be approved as follows as they meet the Council criteria:

    • Boys and Girls Club of Durham - $55,000 grant

    • Oshawa Central Business District Improvement Area- $11,200 in-kind services

    • Friends of the Second Marsh- $40,000 grant

    • Motor City Car Club - $25,500 in-kind services

    • Oshawa Folk Arts Council- $5,000 grant $12,500 in-kind services

    • Oshawa and Durham Region Metis Council $5,100 in-kind services

    • Oshawa Rotary Ribfest- $31,800 in-kind services

    • Oshawa Sports Hall of Fame- $20,000 grant

    • Santa Parade of Lights- $5,000 grant

    b) That the following requests for additional anchor grant funding (above the amount provided for in part a) be approved:

    PUBLIC REPORT

    1.0 PURPOSE

    The purpose of this report is to advise Council on:

    • The list of requests from Anchored Recipients and the proposed funding amounts based on their submission; and

    • 2014 Partnership Grant requests received relative to the criteria established by Council in its approved policy and the proposed funding amounts.

    2.0 RECOMMENDATION

    That the Finance Committee recommend to City Council as part of the 2014 budget considerations:

    5.0 ANALYSIS

    5.1 Background

    ~ The City's Anchor and Partnership Grant Programs demonstrate Council's commitment to working with Oshawa-based, not-for-profit volunteer community organizations that provide beneficial programs and services to the community. The Anchor Grant Program and the Partnership Grant Program are tied to the annual budget process.

    ~ On June 24, 2013 Council, through Report CM-13-43 Review of Budget Process dated June 20, 2013, approved changes to the process for the annual review of Anchor and Partnership grant requests. Specifically Council directed that:

    • Staff continue to evaluate Partnership and Anchor Grant requests against the Council approved criteria and that in December of each year staff provide a report to the Corporate Services Committee with funding recommendations, and the Corporate Services Committee, in turn, would make funding recommendations to Council for its consideration during budget deliberations.

    ~ On October 15, 2013 Council restructured its Standing Committees and established a Finance Committee, further, on November 15, 2013 Council directed that all matters under the purview of the Director of Finance Services/Treasurer be reported through the Finance Committee. Based on this direction this report is presented to the Finance Committee for its review and to make funding recommendations to Council for consideration during budget deliberations.

    5.2 Anchor Grants

    ~ The City's Anchor Grant Program provides approved Anchor Organizations with consistent grant and/or in-kind service funding.

    ~ Many of the programs and services offered by these organizations often supplement programs beyond the City's capability and are considered economic drivers or longstanding events.

    ~ Grants are provided to Anchor Organizations to assist with the general operating and capital expenses of the organization, including administrative costs and program related expenses. Anchor Grants are not to be used:

    • to support programs or services geared specifically to ratepayer coalitions or tenant/landlord associations;

    • to support programs or services which are political in nature; • for donations to charitable causes; and • for debt retirement expenditures.

    ~ Anchor Organizations are required to complete a form each year to ensure that they meet the requirements of the program. The form provides details about the use of a grant, summary of prior year's accomplishments, services provided, and specific financial information.

    ~ In addition, Anchor Organizations are required to meet with City staff to review and assess opportunities that will help them achieve greater sustainability and reduce their reliance on City support.

    ~ The Anchor Grant funding is equal to the amount the Anchor Grant recipient received in the approved base 2011 budget and for the Downtown Board of Management as approved on November 26, 2012 through Report CORP-12-220 Board of Management for the Oshawa Central Business District Improvement Area's Request to be Transferred from the Partnership Grant Program to the Anchor Grant Program.

    ~ Council may, at any time, reconsider the funding allocations and re-evaluate the funding levels.

    ~ The following sections provide an overview of each of the 2014 Anchor Grant applications received and are summarized in Attachment 1 A to this report.

    5.2.1 Boys and Girls Club of Durham Request: $55, 000 grant Recommended: $55, 000 grant

    ~ Attachment 2 is the Anchor Grant application submitted by the Boys and Girls Club of Durham. The Anchor Grant is used to fund expenses related to providing after-school programs, evening programs and Breakfast Club to Oshawa's children and youth.

    5.2.2 Oshawa Central Business District Improvement Area . Request: $11, 500 in-kind setvices Recommended: $11, 200 in-kind setvices

    ~ Attachment 3 is the Anchor Grant application submitted by the Oshawa Central Business District Improvement Area Board of Management. The Anchor Grant is for in-kind City services for the Crusin' Downtown Oshawa event.

    ~ The Oshawa Central Business District Improvement Area has requested an additional $300 to cover the increased value of the in-kind City services.

    5.2.3 Friends of the Second Marsh Request: $40,000 grant $4, 000 in-kind setvices Recommended: $40, 000 grant

    ~ Attachment 4 is the Anchor Grant application submitted by the Friends of the Second Marsh. The Anchor Grant is used to fund expenses related to education and interpretation activities in the Second Marsh Wetland Area.

    ~ Friends of the Second Marsh has requested an additional $4,000 for in-kind services for the use of the Arts Resource Centre.

    5.2.4 Motor City Car Club Request: $25,800 in-kind services Recommended: $25,500 in-kind services

    ;.. Attachment 5 is the Anchor Grant application submitted by the Motor City Car Club. The Anchor Grant is for in-kind City services for Autofest in Lakeview Park.

    ;.. The Motor City Car Club has requested an additional $300 to cover the increased value of the in-kind City services.

    5.2.5 Oshawa Folk Arts Council Request: $5,000 grant; $12,500 in-kind services

    Recommended: $5, 000 grant; $12, 500 in-kind services

    ;.. Attachment 6 is the Anchor Grant application submitted by the Oshawa Folk Arts Council. The Anchor Grant is used to assist Pavilions in construction costs for their floats and for in-kind City services for the Fiesta Day Parade and gathering in Memorial Park.

    5.2.6 Oshawa and Durham Region Metis Council Request: $5,300 in-kind services Recommended: $5, 100 in-kind services

    ;.. Attachment 7 is the Anchor Grant application submitted by the Oshawa and Durham Region Metis Council. The Anchor Grant is for in-kind City services for the use of Memorial Park for the 81 h Annual Metis Heritage Celebration.

    ;.. The Oshawa and Durham Region Metis Council has requested an additional $200 to cover the increased value of the in-kind City services.

    5.2.7 Oshawa Rotary Ribfest Request: $31,800 in-kind services Recommended: $31,800 in-kind services

    ;.. Attachment 8 is the Anchor Grant application submitted by Oshawa Rotary Ribfest. The Anchor Grant is for in-kind City services for the use of Lakeview Park for the Rotary Ribfest.

    5.2.8 Oshawa Sports Hall of Fame Request: $20,000 grant Recommended: $20,000 grant

    ;.. Attachment 9 is the Anchor Grant application submitted by the Oshawa Sports Hall of Fame. The Anchor Grant is used to partially fund the costs of the 2014 Oshawa Sports Hall of Fame Induction Ceremony and Dinner on May 28, 2014.

    5.2.9 Santa Parade of Lights Request: $5, 000 grant Recommended: $5, 000 grant

    ;.. Attachment 10 is the Anchor Grant application submitted by the Santa Parade of Lights. The Anchor Grant is used to partially fund the costs of the parade.

    5.3 Partnership Grants

    ~ The objective of the City's Partnership Grant Program is to assist Oshawa-based notfor-profit community groups and organizations initiate or deliver programs and services to the citizens of Oshawa.

    ~ Many of the programs and services are provided through the volunteer efforts of notfor-profit community organizations and complement and often supplement programs beyond the City's capability.

    ~ As part of the Partnership Grant Program, organizations are required to decrease reliance on municipal funding so other emerging needs or opportunities may be met.

    ~ Applications received under the Partnership Grant Program are evaluated against the following Council approved criteria.

    • Community support for program or service • Need for financial assistance and that adequate funding is not available from other

    sources • Must deliver programs or services to the citizens of Oshawa • Must provide evidence that they are decreasing their reliance on municipal funding • Must be to non-profit organizations not individuals • Must not be to coalitions such as ratepayer or tenant/landlord associations or to

    support programs or services geared specifically to these organizations • Must not be to organizations aligned with any political party, or to support programs

    or services which are political in nature • Must not support programs or services which are operated under the authority of

    another level of government • Must not be a donation to a charitable cause • Must not be used as a replacement for other funding sources • Must not be used for debt retirement expenditures • Request must not exceed $5,000 • Must not charge the public an admission fee • Must not be used to cover ongoing operating costs • Application must be received by the October 151h deadline

    ~ Applicants are required to provide information about the organization, evidence to establish the organization's eligibility in terms of the evaluation criteria, a description of how the organization intends to measure their success, and specific financial information.

    ~ Organizations are required to submit with their applications a statement of the organization's goals and objectives, minutes of the executive meeting at which the application was approved, and specific financial information including most recent audited financial statements (unaudited where audited are not available).

    );> The following sections provide an overview of each of the thirteen 2014 Partnership Grant applications received and the evaluation against the Council approved Partnership Grant criteria and are summarized in Attachment 1 B.

    5.3.1 Oshawa Children's Community Fair Request: $3,000 grant, $2, 100 in-kind Recommended: $2, 900 grant $2, 100 in-kind

    );> Attachment 11 is the Partnership Grant application submitted by Oshawa Children's Community Fair. The Oshawa Children's Community Fair is dedicated to increasing the awareness of family services and activities in the Oshawa community by having service organizations set up display booths at the fair. The grant and service requests will be used to assist with purchasing stage and event activities for the Oshawa Children's Community Fair.

    );> The request was evaluated against the Council approved Partnership Grant policy and as it meets all of the approved criteria, it is recommended that $2,900 in grant funding and $2,100 in in-kind services be approved. This is the maximum funding permitted under the Partnership Grant policy.

    5.3.2 The IRIS Group Request $1,100 grant Recommended: $1,100 grant

    );> Attachment 12 is the Partnership Grant application submitted by the IRIS Group. The IRIS Group has extensive history in carrying out community-interactive projects, the collective wishes to work with the YWCA second stage housing residents and staff to revitalize a derelict outdoor space at Adelaide House through a series of art making and gardening initiatives that employ the various talents of the members of IRIS.

    );> The funding will be used to provide creative endeavours for Oshawa citizens who live at or are clients of the YWCA. The initiative involves making art together, imparting some of IRIS members' skills as well as learning from the women themselves. IRIS will partner with the YWCA in order to provide an enriching experience that will have continued effects beyond the project itself. The garden and amphitheatre will be a source of ongoing enjoyment for YWCA patrons.

    );> The request was evaluated against the Council approved Partnership Grant policy and as it meets all of the approved criteria, it is recommended that $1,100 in grant funding be approved.

    5.3.3 Big Brothers Big Sisters of Oshawa-Whitby Request: $5, 000 grant

    );> Attachment 13 is the Partnership Grant application submitted by Big Brothers Big Sisters of Oshawa-Whitby. Big Brothers Big Sisters of Canada is a leading child and youth serving organization providing quality mentoring programs across Canada.

    );> The grant will assist in covering program expenses such as volunteer screening and coordination, planning and implementing activities and case management. The service requested includes facility rentals such as pool, park and room rentals.

    );> The request was evaluated against the Council approved Partnership Grant policy and the following criteria were not met:

    • Demonstrate that funding is not available from other sources • Deliver programs/services to citizens of Oshawa (not limited to Oshawa

    residents) • Not to be used as a replacement for other funding sources • Not to cover ongoing operating costs

    );> As this request does not meet all of the Council approved criteria, it is recommended that it be denied.

    5.3.4 Canadian Breast Cancer Foundation CIBC Run for the Cure - Durham Request: $14,800 in-kind

    );> Attachment 14 is the Partnership Grant application submitted by the Canadian Breast Cancer Foundation CIBC Run for the Cure - Durham. The Canadian Breast Cancer Foundation is a volunteer based organization dedicated to creating a future without breast cancer.

    );> The request for in-kind services is for the rental cost of Lakeview Park and associated City staff costs.

    );> The request was evaluated against the Council approved Partnership Grant policy and the following criteria were not met:

    • Need for financial assistance o Canadian Breast Cancer Foundation CIBC Run for the Cure- Durham is

    proposing a 2014 net surplus of $507,450 before the City of Oshawa Partnership Grant

    o Based on March 31, 2013 audited financial statements for Canadian Breast Cancer Foundation, Total 2013 unrestricted reserve funds of $16,030,686

    • Demonstrate that funding is not available from other sources • Provide evidence that they are decreasing their reliance on municipal funding • Not support program or services operated under the authority of another level of

    government • Grant and/or in-kind request exceeds the $5,000 maximum amount

    );> As this request does not meet all of the Council approved criteria, it is recommended that it be denied.

    5.3.5 Durham Community Legal Clinic Request: $5, 000 grant

    >- Attachment 15 is the Partnership Grant application submitted by Durham Community Legal Clinic. The Durham Community Legal Clinic provides access to justice through quality legal services, advocacy and information for people living on a low income or in poverty.

    >- The grant funding would be used to extend the paralegal's contract to assist with a high volume of legal files and fulfill the dire need for representation of low-income Durham Region residents.

    >- The request was evaluated against the Council approved Partnership Grant policy and the following criteria were not met:

    • Need for financial assistance o Based on audited financial statements dated March 31, 2012 Durham

    Community Legal Clinic has $46,192 in their general reserve fund • Demonstrate that funding is not available from other sources • Deliver programs/services to citizens of Oshawa (not limited to Oshawa

    residents) • Not support program or services operated under the authority of another level of

    government • Not to be used as a replacement for other funding sources • Not to cover ongoing operating costs

    >- As this request does not meet all of the Council approved criteria, it is recommended that it be denied.

    5.3.6 Durham Youth Orchestra Request: $5,000 grant

    >- Attachment 16 is the Partnership Grant application submitted by the Durham Youth Orchestra. The Durham Youth Orchestra provides youth of Oshawa and the surrounding communities an opportunity to participate in an orchestra and receive specialized education in classical performance.

    >- The grant funding would be used to fund specific programs and events, and to cover expenses incurred by doing concerts with local school music programs.

    >- The request was evaluated against the Council approved Partnership Grant policy and the following criteria were not met:

    • Need for financial assistance o Based on the June 30, 2013 financial statements Durham Youth

    Orchestra has a balance of $12,066 in their operating fund • Deliver programs/services to citizens of Oshawa (not limited to Oshawa

    residents)

    • Provide evidence that they are decreasing their reliance on municipal funding • Does not charge the public an admission fee

    >- As this request does not meet all of the Council approved criteria, it is recommended that it be denied.

    5.3.7 Feed the Need in Durham (Late) Request: $5, 000 grant

    >- Attachment 17 is the Partnership Grant application submitted by Feed the Need in Durham. Feed the Need in Durham is a non-profit charitable organization with the aim to alleviate hunger in Durham Region by operating a food distribution warehouse that provides adequate quantities of nutritious food to member agencies.

    >- The grant funding would be used to support the operation of essential services such as the ability to maintain the functioning of their warehouse, freezer, cooler and a refrigerated truck.

    >- The request was evaluated against the Council approved Partnership Grant policy and the following criteria were not met:

    • Need for financial assistance o Based on March 31, 2013 audited financial statements, the unrestricted

    2013 unrestricted net assets are $169,699 • Demonstrate that funding is not available from other sources. Feed the Need

    received funding from the Region of Durham, Service Canada and Trillium Foundation

    • Deliver programs/services to citizens of Oshawa (not limited to Oshawa residents)

    • Provide evidence that they are decreasing their reliance on municipal funding • Not support program or services operated under the authority of another level of

    government • Not to cover ongoing operating costs

    >- As this request does not meet all of the Council approved criteria, it is recommended that it be denied.

    5.3.8 Festival Africa Oye (Centre Multicultural francophone de Durham) (Late) Request: $3,300 in-kind, $5, 000 grant

    >- Attachment 18 is the Partnership Grant application submitted by Festival Africa Oye (Centre Multicultural francophone de Durham). This for-profit organization provides services to all francophone immigrants all across Durham Region.

    ? The grant funding would be used to cover the expenses for the organization of the "Festival Africa Oye". This festival will include the traditional African dance, African foods, clothes and jewelry.

    ? The request was evaluated against the Council approved Partnership Grant policy and the following criteria were not met:

    • Need for financial assistance - unable to assess financial need as no financials were submitted

    • Deliver programs/services to citizens of Oshawa (not limited to Oshawa residents)

    • Grant and/or in-kind does exceeds the $5,000 maximum amount

    ? As this request does not meet all of the Council approved criteria, it is recommended that it be denied.

    5.3.9 The Living Room Community Art Studio Request $5,000 grant

    ? Attachment 19 is the Partnership Grant application submitted by The Living Room Community Art Studio. The Living Room Community Art Studio provides opportunities for people from all walks of life to connect with one another and make art for free in downtown Oshawa.

    ? The grant funding would be used for startup operating costs associated with creating a store-front community art studio at 149 Simcoe Street South. The grant will go towards rent and utilities, art materials, marketing and community outreach.

    ? The request was evaluated against the Council approved Partnership Grant policy and the following criteria were not met:

    • Need for financial assistance - unable to assess financial need as no financials were submitted

    • Non-profit organization • Not to cover ongoing operating costs

    ? As this request does not meet all of the Council approved criteria, it is recommended that it be denied.

    5.3.10 Ontario Fantasy Movies Request $3, 000 in-kind

Pride Durham Inc. is a non-profit organization that hosts events in Durham Region celebrating lesbian, gay, bi-sexual, transgendered (LGBTQ) and associated peoples throughout the community. Pride Durham Inc. holds an annual Pride Parade in Oshawa in the first week of June. The Parade plays a big role in improving the public perception of the LGBTQ community while fostering positive relationships between themselves and its straight residents.

    ~ The annual budget for the Anchor Grant Program is $241,600. Included in this

    funding under the Anchor Grant Program is $215,900.

    The Partnership Grant Funding Is used to cover expanses ra.lated to providing After-School Programs, Evening Programs and Breakfast Club to Oahawe's children and youth. Each day in Oehawa approximately 390 children are supported ln our after-school program where they receive a nutritious snack, Intense physical activity, homework assistance and personal weflness and leadership training. Evening programs Include gender specific programs, ba$ketbal! for teens, homework assistance for teens, personal development programs such as cance skills and soccer. Breakfast club takes place each Saturday Morning from October to April and provides a hot, nutritious broakfast and three hours of physical activity. Supper Club takes place each Tuesday night and provides a hot supper for children at the compJetron of the after-school program. What sets our programs apart is that they a low cost (in the case of our after school programs) or no cost (evening and weekend programs) and st~rve children who may not otherwise be able to participate In recreational activities. Our agency has a policy of not turning children away for lack of funds snc! we are able to provide subsidy to a number ofcflfklren including for our summer camp programs.

We provide leadership opportunitles for teens Including Torch Club, Kiwanis Key Leader Training and Rouers Raising the Grads Homework Program. We provldB programming on all P.A. days. We could not provide the level of service we do if It were not for the Anchor Organization funding from the City.

    In the past year our agency provided 115, 600 healthy after-school snacks, 1 ,294 hours of physical activity, 1214 hours of homework assistance. We had 1398 children attend summer camp and we provided positive alternatives and guidance to over 650 youth through our Youth Justice Programs. Swim to Survive Program was provided to 484 children and 8,162 swimming lessons and 1,800 Aqua-fit programs were provided. In the past year the Boys and Girls Club provided 495 hot breakfasts and close to 700 hot dinners.

    Five youth were provided with post secondary scholarships as a result of their being involved with the Boys and Girls Club. Part-time employment opportunities we provided to approximately 75 young people who live in Oshawa.

    The agency held 15 special events throughout the year ranging from Mystery Nfghts to Christmas Dinners for youth all of which were well attended and highly successful.

    The Downtown Oshawa is requesting In-Kind services for Crusin' Downtown Oshawa. This is three consecutive nights (Wednesday to Friday) of activity in the downtown. These services allow us to close the roads and ensure the safety of the participants and attendees for two of these nights (Thursday and Friday). Autofest Kickoff has been a long standing tradition in the downtown, which attracts people from all over. With Bikes on Bond only seeing its second year, this has already become a very popular event with the local motorcycle enthusiasts, which we foresee increasing in size for 2014.

    Due to a City by-law, the Downtown Oshawa cannot increase their levy and has been working with the same amount of funds for the last 22 years. In the last two years we have added two new events in addition to the Autofest Kickoff, bringing three consecutive nights of events in downtown Oshawa. All of these events are free to the general public. For the purposes of this application, we are seeking In-Kind services for two of these nights. The first will be for Bikes on Bond and the second, the following night, Autofest Kickoff. These services allow us to close the streets, provide live entertainment and a chance for participants to showcase their motorcycle or car. Attendees can come and see and/or talk to the owners of the vehicles. In 2013 we had almost 500 motorcycles and well over 400 cars in the downtown in the two nights. We expect that we will see and increase in motorcycles in 20i 4 as this event more than double in one year. As for the number of attendees, Autofest kickoff sees approximately 5000 and Bikes no Bond saw between 500 and 1000.

    As part of the coalition of agencies comprising the Second Marsh Management Team, Friends of Second Marsh (FSM) has been given the mandate by the lead agency, the City of Oshawa, to look to the stewardship of the Second Marsh Wildlife Area (SMWA) and to assist the community in the appreciation of the SMWA, chiefly through education and intEirpretatlon activities. Carrying out this mandate can be a complex process of meeting planned and unplanned demands and sltuatiOfls. Funds will be used to help cover the operating costs (e.g. utilities, ofllce supp~es. personnel and professional services) and the costs of purchasing suppUes/materials required to meet these demands. Fiesta Week 2014 wlll mark our 40th Anniversary of bringing Fiesta Week to the City of Oshawa. this is truly a remarkable milestone to be celebraring and to be achieving. Fiesta Week is Ontario's only and largest week long Multicultural Festival Fiesta Week has been named several times as one of the Top 100 Festival and Events in Ontario Each year Fiesta Week brings numerous new and old vlstitors to the City together as a City, we celebrate and embrace the various cultures that our City has to offer. The OFAC is a non-profit organization, and with the assistance ofthis grant we are able to continue to bring this event to the City. We rely solely on Bingo revenue and passport sales to help us offset our costs. Our Events include, Queens Court Baii(Miss Fiesta is chosen), a Parade throughout the downtown core, a Concert at Memorial Park, and 17·20 Ethnic Pavilions. · We seH approximately 7700·8000 passports each year. However, please keep in mind that this does not track the

    number if attendees. (parade and concert are free events, and lunch time admission is also free, and we have a lot of

    free radio and publicity give aways).

In conjunction with Canada's Aboriginal Day, the Oshawa and Durham Region Metis Council (ODRMC) Is hosting it's free and open to everyone, family friendly Sth Annual Heritage Celeblation on June 21 & 22. 2014. Each year mora and more people have attended. Unfortunately, In 2013, we believe that there were fewer than 2000 people who attended our two-day festival due to heavy rains most at the first day of the event. This year we anticipate that 4000-5000 wiU come to experience contemporary Metis music, food, art. and culture, and learn more about the Metis people's contribution to the formation of canada.

    Each year our event draws popular Metis entertainers Including traditional jiggers and fiddlers, drummers, along with cultural demonstrations, displays, vendors, food and children's cultural arts. crafts, storytellers, and traditional teachings activities. There are other service exhibits including post-secondary Aboriginal programs that highlight Metis Way of l..ife awareness and provide today's Aboriginal and non-Aboriginal people of Durham avenues to improve their futures (l.e. education, health, employment, and service in Canadian Armed Forces and Regional Police). Each year our volunteers, partleipants, and spectators all Jeam more about Matis culture which raises awareness and promotes a positive understanding of the Metis community of Durham.

    Additionaffy, ODRMC holds annual cultural activities including social gatherings, drumming, jigging, and fiddling groups and performances, monlhly Council meetings, craft activities, and children and youth activities. We also hold special louis Riel Day Ceremonies with the raising of the Matis flag at Oshawa City Hall, DDSB, and ocosa Offices; participate in Aboriginal Advisory Circles (education and health) and duly to consult meetings wlth government and proponents regarding 1he impact of development on lha Matis Way of Life. and provide cultural displays and elder's teachings at various Durham Region community events.

    Describe the purpose of the grant/in-kind services, what will the funding be used for? (300 words or less).

    The project will take place from March to September 2014 at Oshawa's Adelaide House, YWCA Durham with members of the women artists collective IRIS, and the women and children who live at or use YWCA services in Oshawa. It will be a multi-faceted art-based project that employs the various practices of IRIS artists to share their expertise in developing a series of activities surrounding the idea of past and present histories, personal and historic ones relating to the site itself. An abandoned garden and amphitheatre exists in a far corner of the sprawling YWCA property that was once a Mclaughfin mansion. Recovering this space creates an opportunity for an artists' garden with sculpture, plantings and performance that would have ongoing use for the women who live in second stage housing on-site, as well as those from the daycare and the on-site Niijkiwendidaa Anishnaabekwewag Services Circle office.

    The IRIS Group consists of ten artists and one archivist.

    It was formed in 1996 as a forum whose aim Is to raise levels of access for women in the arts, to share ideas, offer mutual support,

    and develop projects that further the overall intentions of the group. aased in Oshawa, meetings and activities radiate from this

    location. Currently IRIS is an exhibitor in oshawaspacelnvaders at 16 King St East.

    In May 2012, through an Oshawa Community Partnership grant, several members of IRIS led a series of free art making workshops,

    one of which was offered specifically to the women residents at Adelaide House. Other aspects of the project included interaction

    with people on the street, where members handed out sketchbooks and markers .There was strong collaborative aspects with the

    city as well as several agencies (ELC classes at EA Lovell School. Rose of Durham, YWCA transitional housing residents).

    Objectives were:

    • to provide creative endeavours for Oshawa citizens,

    • to celebrate their work through exhibition,

    ·to further develop interest in the downtown core as an arts-friendly locale.

    The initiative was planned by Margaret Rodgers and carried out by fellow IRIS members including Sally Thurlow, Laura Hair, Janice

    Prebble. and Judith Mason. Funding was provided by the City of Oshawa through its Community Partnership Grant Program.

    Describe the purpose of the grant/in-kind services, what will the funding be used for? (300 words or Jess).

    Big Brothers Big Sisters of Oshawa-Whitby would use the funding from the Partnership Grant Program to help increase the frequency and size of our group mentoring activities for our Big and Little Brothers and Sisters including those on the waiting Jist. This activity program enables Bigs and Littles to access free or low cost activities to attend on a monthly basis that allows them to meet other members, have fun and stay active. For children on the waiting list this program keeps them engaged and connected with the agency while waiting for their own Big Brothers or Sister. With a shortage of male volunteers right now we currently have 50 children waiting to be matched with 42 of those being boys and several of those boys have been waiting 1 ,2 and sometimes 3 years. Due to budget constraints in the past couple of years we have not had the funding to provide ongoing activities (as in the past) to our membership. With your support we will be able to get monthly activities back on track. Of our request $2500 would help to cover program expenses including volunteer screening, coordination, as well as the planning and implementing of activities. The remaining $2500 would go straight back into activities such as lazer tag, bowling, mini golf, movie nights, annual picnic and holiday party etc.

    Big Brothers Big Sisters of Oshawa-Whitby is a registered charity that has been providing mentoring services to children and youth in need for over 44 years. Our Traditional Mentoring program matches children and youth aged 6-17 with an adult mentor for 2-4 hours a week for a minimum of one year. The In-School Mentoring program matches a volunteer with a child in grades 1-8 for one hour a week on school property during the school year. Big Bunch is a group program that provides fun activities for children and youth waiting to be matched in our Traditional program; this program helps to keep volunteers and children involved with the agency while we recruit and screen new potential "Bigs." The Big Bunch program is also open to those Bigs and Littles matched in the Traditional program. Big Bunch activities in the past have included laser tag, sports, games, movie nights, girls'/guys' nights, bowling, Halloween and Christmas.Part[es, annual picnics etc.
